    Thisactmaybecitedasthe28thAmendmenttotheConstitution.

    SECTION2.FINDINGS
    Congressherebyfindsanddeclaresthat,
    A)BothinCongressandinstatelegislaturesaroundthecountry,politiciansaredebatingproposalsforincreased
    supervisionofthementallyill,andmandatoryreportingofthoseseenasposingadangertothemselvesorothers.
    B)Mostmentalillnessescanbepreventedanddetectedfromasearlyanageas7,leadingresearcherstobelievethat
    mentalhealthscreeninginelementaryschoolisthekeytoeffectivetreatmentandprevention.
    C)InAustralia,thepsychiatricfrontgroup,BeyondBlue,mailedadepressionscreeningcardtoeveryhousehold
    inthecountry,basedonsubjectivequestionsthatidentifiedhalfthepopulationasneedingantidepressants.
    D)Mentalillnessescankillinverydirectwayssuchassuicidewhichisatthetopofthelistoftheleadingcausesof
    deathinyoungpeopleinallcountriesintheworld,includingthepoorestcountriesoftheworld.
    E)Shootersinpreviousmassacreshadunmetmentalhealthneeds.Bywideningaccesstoservices,thethinkinggoes,
    professionalscouldintervenebeforeatragedyoccurs.
    F)Statescut$1.8billionfromtheirmentalhealthbudgetsduringthe2008recessionthathasnotbeen
    reimplemented.
    G)Thepersonalitytraitsthatcharacterizeapsychopath,scientistsdeemcancontributetopreventionandtreatment
    strategiesthatimprovepublichealthandsafety.
    H)Depressionisthemostcommontypeofmentalillness,andisaffectingmorethan26%oftheU.S.adult
    populationandisestimatedthatbytheyear2020,depressionwillbethesecondleadingcauseofdisability
    throughouttheworld,trailingonlyischemicheartdisease.
    I)Financingisacriticalfactorintherealizationofaviablementalhealthsystem.
    J)About10percentoftheAmericanadultpopulationwillhaveamooddisorder,suchasdepressionorbipolar.
    K)Whenyouputallthementalillnessestogether,theyaccountforroughly15percentofthetotalglobalburdenof
    disease.

    SECTION3.STATUTORYLANGUAGE
    A)The28thAmendmenttotheConstitutionstatesasfollowsAllAmericansaftertheageof6areencouragedto
    takeagovernmentissuedmentalhealthtesttoinsurethehealthandsafetyofthemselves,theirfamiliesandpeers,as
    wellastheirfellowAmericans.
    B)Ifanindividualhasnotpassedthegovernmentissuedmentalhealthtestandhasnotsoughthelpthroughalocal
    healthcareproviderbyage16,theindividualwillnotreceivetheirdriverslicenseuntiltheyhavesoughthelpand
    receivedsomeformoftreatmentfromlocalclinicsfundedbytheUnitedStatesDepartmentofHealth.Ifan
    individualhasstillnotcompletedthegovernmentissuedmentalhealthtestbytheageof18,theindividualshallbe
    restrictedfrompurchasingagunandpurchasingdrugssuchastobacco.Ifanindividualhasstillnotcompletedthe
    governmentissuedmentalhealthtestbyage21,itisprohibitedbystatutefrompurchasingalcoholicbeverages.
    Stateswhodonotabidebythisbillwillreceive25%lessoftheirannualfederalfundingfromtheNationalHighway
    TrafficSafetyAdministration.MoneyshallbeallocatedfromfundingofTheNationalInstituteofMentalHealth
    andtheNationalHighwayTrafficSafetyAdministration.ThisactshallbeoverseenandenforcedbytheU.S.
    DepartmentofHealthandHumanServicesandtheconcurrentpowersofCongressandseveralStatesthrough
    appropriatelegislation.
    C)ThisarticleshallbeinoperativeunlessitshallhavebeenratifiedasanamendmenttotheConstitutionbythe
    legislaturesofseveralStates,asprovidedintheConstitution,withintenyearsofthedateofthesubmissionhereofto
    theStatesbyCongress.
