Welcoming the all Delegates and honorable Chairs to the discussion on the issue of the Berlin
Blockade,

Noting with regret that the situation which has arisen in Berlin liesentirelyontheGovernments
ofthethreePowers,

Keeping in mind that the question of the situation in Berlin did not exist as such until the
Governments of the USA, Great Britain, and France proceeded to carry out a separate currency
reformintheWesternzonesofGermanyandinthethreesectorsofBerlin,

Deeply disturbed by the fact that the aforesaid separate currencyreformwasonlyoneofthelast


and particularly farreaching measures in the policy of dismembering Germany, which has
removedtheWesternzonesofGermanyfromFourPowercontrol,

Emphasizing that the Berlin Blockade is not a strategy formakingGermanyasocialiststatebut


is, nonetheless, the most plausible responsefoundbytheSoviet Governmenttodealwithformer
actionscarriedoutbytheWesternzones,

Taking into account that the Blockade presents itself as method of preventing Western powers
fromexertinginfluenceand/orseizingcontrolovertheregion,

Fully aware of the fact that the Blockade ensures that Western nations are incapable of
practicingespionageoverSovietterritory,

Draws attention
to the fact the United States of America and its allies are explicitly attempting
extinguishsocialistidealsinEurope,

1. Proclaims that the Soviet Command shall rescind the restrictions latterly introduced on
transportbetweenBerlinandtheWesternzonesinthecircumstancesthat:
a. The German mark of the Soviet zone shall be adopted in Berlin as the sole
currency,
b. The Western B mark of the Western zone shall be withdrawn from circulationin
Berlin,
c. Equal treatment as to currency and provision of fully accessible banking and
creditfacilitiesthroughoutallsectorofBerlinensured,byhaving:
i. The four Military Governors charged with providing adequate safeguards

to prevent the use in Berlin of the German mark of the Soviet zone from
leading to disorganized currency circulation or disrupting the stability of
currencyintheSovietzoneofoccupation,
d. No other nation can be responsible for the emission of the German mark of the
SovietzoneexcepttheSovietCommand,
i. Seeing that the amount of money in circulation depends the entire
economiclifeofthezone

2. Further requests the establishment of a satisfactory basis for trade between Berlin and
thirdcountriesandtheWesternzonesofGermanythrough:
a. AnagreementamongtheMilitaryGovernorsoftheFourPowers,
b. A quadripartiteprocedureforissuingexportandimportlicensesfortradebetween
BerlinandtheWesternzoneandthirdcountries,toassurethat:
i. Broad channels for speculative trade transaction in the Western sectorsof
Berlin, which might result in irreparable damagebothtotheeconomyand
tothecurrencyoftheSovietzoneandBerlin,arenotunobstructed

3. Demands the destitution of the schismatic Parliamentary Council for Western


Germany, the West German constitution, and the socalled occupation statute for the
Western zones, which are hastily being prepared as an ersatz for a peace treaty with
Germany

4. Strongly condemns any future Western Power attempt to carry out a dismemberment of
GermanyandthesettingupofaseparategovernmentinWesternGermany,inaccordance
with:
a. Article107oftheUNCharter,affirmingthat:
i. Decisions of this nature should be settled by governments that bore the
responsibility for the occupation of Germany, ergo not questionable for
submissiontotheSecurityCouncil

5. Recommends the creation of an official organization formed by members of the Four


Powers with the assistance of the United Nations to rapidly and efficiently discuss any
future:
a. OutstandingquestionsregardingBerlin,
b. OutstandingproblemsregardingGermanyasawhole

6. Decides
toremainactivelyseizedonthematter.
