Dear Sirs:
1.

This invitation for Bids follows the General Procurement Annual Plan elaborated by Ministry of
Energy and Water for 2015.
The Ministry of Energy and Water of Islamic Republic of Afghanistan intends to apply part of its
budget towards the cost of Rehabilitation, Design, Supply, Installation, Distribution, &
Operation of Micro Hydro Electric Power Plant Project in Chack District, Wardak
Province, the Distribution work involve electrification of (4000 four thousand) homes, the
ministry intends to apply parts of the proceeds of this allotment to payments under the contract for
Procurement of Rehabilitation, Design, Supply, Installation, Distribution, & Operation of
Micro Hydro Electric Power Plant Project in Chack District, Wardak Province. The
Ministry of Energy and Water now invites sealed bids from eligible bidders for Procurement of
Plant, Rehabilitation, Design, Supply, Installation& Distribution in Chack District,
Wardak Province,Afghanistan. The project duration period is Thirty Six (36) Months.

Bidding will be conducted through the international open tender procedures specified in the Public
Procurement Law (PPL), 2015, the PPU Circulars, in particular the Circular PPU/C005, Rules of
procedure for Public Procurement in Afghanistan, and is open to bidders from all countries as
defined in the bidding document.

Interested eligible bidders may obtain further information from and inspect the bidding documents
at the Procurement Directorate, Ministry of Energy and Water (MEW) at the address
below from 9:00-16:00 Hours from Saturday to Wednesday.

4.

A complete set of bidding Documents in English may be obtained by interested bidders may
obtain in a Flash/ CD from the Procurement Directorate (address given below).

5.

Bids must be delivered to the address below on or before 31th January 2016 at 10:00 Hrs.
Afghanistan Local Time. Electronic bidding shall not be permitted. Late bids will be rejected.
Bids will be opened immediately after bid submission deadline, at the same place of bid
submission, in the presence of the bidders representatives, who choose to attend in person.

Bids should be valid for a period of 120 days from the bid submission deadline.

7.

All bids shall be accompanied by a bid security of $400,000.00 USD or Equivalent. The Bid
security should be valid for 148 days after the Bid submission deadline, The address referred to

A Pre-Bid meeting shall take place on 18th Jan 2016 at 10:00 hours at address above. All
potential bidders are strongly recommended to conduct a mandatory site visit. Failure to conduct
such visit will render their bids as nonresponsive.
