GAMBARAN KESELURUHAN PASARAN


HARTA TANAH

Pasaran harta tanah kekal teguh dan mencatat


penurunan sedikit dalam aktiviti pasaran pada
separuh pertama tahun 2015 walaupun negara
mengalami keadaan ekonomi dan kewangan
yang mencabar. Kedua-dua bilangan dan nilai
transaksi masing-masing menurun 3.5% dan
6.6% berbanding tempoh yang sama tahun lalu.

OVERVIEW OF THE PROPERTY


MARKET

In spite of the challenging economic and


financial environment facing the country in
the past months, property market managed to
stay poised and posted a marginal softening in
market activity in the first half of 2015. Both
volume and value was down by 3.5% and 6.6%
respectively against corresponding period.

On the supply-side, the number of housing


approvals for construction (as approved by the
Ministry of Urban Wellbeing, Housing and Local
Government) saw a declining trend since H1
2012, with the exception of H1 2014. Similar
downtrend was seen in demand-side indicator.
The amount of loan applications for purchase
of residential property reduced by a further
24.3% (H1 2014: -3.1%) whilst the amount of

bagaimanapun meningkat kepada 101.0 mata,
berkemungkinan disumbang oleh pertumbuhan
permintaan domestik dan eksport dan jangkaan
peningkatan aktiviti perniagaan pada suku tahun
akan datang. Indikator MIER yang berlawanan
telah turut mempengaruhi tahap keyakinan
subsektor harta komersil kerana bilangan
mencatat pertumbuhan marginal 1.6% manakala
nilai menguncup 10.7%.

The Consumer Sentiments Index (CSI)


plummeted to a six-year low at 72.6 points,
as cautious sentiments continued to linger
on household finances as well as the growing
concern on employment and financial outlook.
MIERs Business Condition Index (BCI) however
rose to 101.0 points, likely contributed by
growth in domestic and export orders and the
anticipation of improved business activity in
the coming quarter. The contrasting MIERs
indicators have in part influenced the level of
confidence in the commercial property subsector as volume charted a marginal growth of
1.6% whilst value contracted by 10.7%.

lebih rendah 4.9% pada H1 2015 (H1 2014:
7.2%) disebabkan oleh prestasi sederhana
industri berasaskan eksport khususnya untuk
produk elektronik dan elektrikal. Sungguhpun
demikian, segmen harta industri merekod
kenaikan bilangan transaksi 4.7% dan nilai
1.4%, disokong terutamanya oleh aktiviti
pasaran di Johor dan Pulau Pinang.

The manufacturing sector recorded a lower


growth of 4.9% in H1 2015 (H1 2014: 7.2%) on
account of more modest performance in exportoriented industries particularly for electronics
and electrical products. Notwithstanding the
sombre mood in this sector, the industrial
property segment recorded a 4.7% increase in
volume and 1.4% increase in value, supported
mainly by the market activities in Johor and
Pulau Pinang.

9.1% dan nilai 3.4% berkemungkinan disumbang
oleh penurunan harga komoditi.

In line with the sideway growth in agriculture


sector in H1 2015, the property segment
recorded downtrend of 9.1% in market volume
and 3.4% in value probably contributed by the
flagging commodity prices.

Subsektor riadah juga kurang memberangsangkan


kerana bilangan ketibaan pelancong jatuh 8.6%
daripada 7.1 juta kepada 6.5 juta (Januari Mac
2015). Walaupun menurun, bilangan tersebut
hampir sama seperti yang direkod pada 2013
dan antara yang tertinggi direkod dalam tempoh
lima tahun. Indeks Pasaran Pelancongan MIER
menyaksikan penurunan pada 92.7 mata, jatuh
daripada 106.3 mata pada H1 2014.

The leisure sub-sector was on equal sombre


mood as the number of tourist arrivals fell by
8.6% on annual basis from 7.1 million to 6.5
million (January March 2015). Despite the
fall, the numbers were quite similar to that
recorded in 2013 and amongst the higher ones
to be recorded in the last five years. The MIER
Tourism Market Index saw downside at 92.7
points, down from 106.3 points in H1 2014.

loan approvals dwindled by 25.8% (H1 2014:


4.3%). On the same tone, loan applications
and approvals for purchase of non-residential
contracted by double-digit at 20.4% and 25.6%
respectively. The downtrend indicators in
market activity, loan applications and approvals
for residential and non-residential purchase as
well as reducing numbers of housing approvals
were all pointing at market slowdown.

untuk pembelian kediaman dan bukan kediaman
serta penurunan bilangan kelulusan perumahan
menunjukkan pasaran yang perlahan.

AKTIVITI PASARAN HARTA TANAH

Aktiviti pasaran merekod transaksi berjumlah


186,661 bernilai RM76.61 bilion, jatuh 3.5%
dalam bilangan dan 6.6% dalam nilai berbanding
H1 2014. Subsektor kediaman terus menerajui
pasaran keseluruhan, dengan sumbangan
bilangan dan nilai masing-masing sebanyak
64.1% dan 47.5%. Bagaimanapun, subsektor
ini merekod penurunan sedikit bilangan dan
nilai masing-masing 2.6% dan 9.7%. Subsektor
komersil dan industri merekod pergerakan
menaik, masing-masing meningkat 1.6% dan
4.7%.

PROPERTY MARKET ACTIVITY

Market volume recorded at 186,661 transactions


worth RM76.61 billion, down by 3.5% in
volume and 6.6% in value against H1 2014.
The residential sub-sector continued to lead
the overall market, with 64.1% contribution in
volume and 47.5% in value. However, the subsector recorded a slight downturn by 2.6% in
volume and correspondingly down in value by
9.7%. Commercial and industrial sub-sectors
recorded upward movements, up by 1.6% and
4.7% in volume.

utama kepada subsektor.

There were 119,603 transactions worth RM36.38


billion recorded in the review period, declined by
2.6% in volume and 9.7% in value. Performance
by states was generally on a low tone. Major
states namely Johor and Pulau Pinang recorded
mark declines in market activity. W.P. Kuala
Lumpur and Selangor was on similar trend but
the magnitude was minimal. Selangor, Johor
and Perak remained the leading contributors to
the sub-sector.

In spite of the reduction in new launches, W.P.


Kuala Lumpur, Selangor and Johor remained
the leading states with 25.3%, 12.1% and
11.1% share. By property type, two to three
storey terraced houses formed the bulk (27.0%
share), followed by condominiums/apartments
(19.8%).

new launches. The numbers were down by
12.8% against H1 2014 on account of the
mixed sentiments amongst the developers with
regards to pre- and post-GST implementation.
Sales performance was at 31.4%, as cautious
sentiments amongst house-buyers lingered on.

8.9% in volume though up by 19.6% in value. On
similar trend, the unsold not constructed shrank
to 9,902 units, down by 30.9%. However, the
unsold under construction stepped up to 67,126
units, up by 32.7%. By state, Johor led with the
highest overhang units, accounting for 23.3%
of the national total. Although the overhang
units were gradually reducing, the increasing
numbers of unsold under construction in the
state should trigger concern. The state held
more than one third of the national total in
the unsold category, which mainly made up of
service apartments.

Construction Activity

Aktiviti pembinaan amnya menurun kecuali


unit mula dibina. Unit siap dibina jatuh sedikit
3.3% (44,025 unit) manakala mula unit dibina
merekod kenaikan ketara 38.1% (100,712 unit)
berbanding H1 2014, dipacu oleh pangsapuri
khidmat (28.3%), khususnya di Johor Bahru dan
kondominium/pangsapuri (22.5%), khususnya
di W.P. Kuala Lumpur. Aktiviti pasaran yang
kian menurun pada penghujung separuh tahun
pertama telah mempengaruhi penurunan
penawaran baru dirancang, jatuh 32.9%. Ini
adalah seiring dengan penurunan bilangan
kelulusan perumahan yang direkod pada H1
2015. Pada akhir Jun 2015, terdapat 4.89 juta
unit kediaman sedia ada dengan hampir 0.83
juta dalam penawaran akan datang dan 0.65
juta dalam penawaran yang dirancang.

Construction activities generally moderated with


the exception of starts. Completions were down
marginally by 3.3% (44,025 units) whereas
starts recorded a mark increase of 38.1%
(100,712 units) over H1 2014, fuelled by service
apartments (28.3%), mainly in Johor Bahru
and condominium/apartments (22.5%), mainly
in W.P. Kuala Lumpur. The market softening
towards the end of first half has influenced the
downtrend in new planned supply, down by
32.9%. This was in line with the moderating
numbers of housing approvals recorded in H1
2015. As at end June 2015, there were 4.89
million existing residential units with nearly
0.83 million in the incoming supply and 0.65
million in the planned supply.

Price Movements

Indeks Harga Rumah Malaysia kekal dengan


aliran menurun. Pada Q2 2015, Indeks Harga
Rumah Malaysia berada pada 220.2 mata
(tahun asas 2000), naik 5.9% secara tahunan.
Kadar kenaikan untuk IHRM ini telah menurun
sejak dari Q4 2013, seiring dengan aliran
menurun rumah teres dan bertingkat tinggi.
Ini menunjukkan impak langkah kawalan yang
dilaksanakan sejak akhir 2010.

The Malaysian House Price Index continued its


moderating trend. As at Q2 2015, the Malaysian
All House Price Index stood at 220.2 points (at
base year 2000), up by 5.9% on annual basis.
The rate of increase for MHPI has decelerated
since Q4 2013, similar to the moderating
trend for terraced and high-rise houses. This
indicated impact of the cooling measures
implemented since end-2010.

Rental

Pasaran sewa kekal stabil dengan skim utama di


seluruh negeri terus memperoleh sewa premium.
Di W.P. Kuala Lumpur, rumah teres satu tingkat
di Taman Tun Dr Ismail dan Bangsar dalam
lingkungan RM2,100 dan RM2,300 sebulan
manakala rumah teres dua tingkat memperoleh
lingkungan RM2,500 hingga RM2,800 sebulan
di sekitar Sri Hartamas dan Bangsar. Pangsapuri
dan kondominium menyaksikan pergerakan
bercampur-campur.

The rental market remained stable with


prominent schemes across the states continued
to secure premium rentals. In W.P. Kuala
Lumpur, single storey terraced houses in Taman
Tun Dr Ismail and Bangsar ranged between
RM2,100 and RM2,300 per month whilst double
storey terraced houses secured in the range
of RM2,500 to RM2,800 per month in Sri
Hartamas and Bangsar locality. Apartments and
condominiums saw mixed movements.

Di Selangor, sewa kediaman menyaksikan


aliran stabil dengan kadar premium direkod di
kawasan utama seperti Petaling Jaya, Subang
Jaya, Damansara dan Melawati. Rumah teres
satu tingkat di kawasan Petaling Jaya mencecah
setinggi RM2,000 sebulan manakala rumah
teres dua tingkat di Bandar Utama merekod
sewa tinggi RM3,500 sebulan. Rumah teres
satu tingkat di Bandar Saujana Putra walaupun
bersaiz kecil mampu bersaing, memperoleh lebih
daripada RM1,000 sebulan kerana mempunyai
akses yang baik.

In Selangor, residential rental saw a stable


trend with premium rates recorded in prime
areas of Petaling Jaya, Subang Jaya, Damansara
and Melawati areas. Single storey terraced
houses in Petaling Jaya locality fetched as high
as RM2,000 per month whilst double storey
terraced houses in Bandar Utama recorded a
high RM3,500 per month. Single storey terraced
houses in Bandar Saujana Putra despite its
small size were fast catching up, securing
more than RM1,000 per month due to good
accessibility.

Di bahagian selatan pula, sewa stabil dengan


pergerakan menaik khususnya direkod di Johor
Bahru. Rumah teres satu tingkat memperoleh
sewa melebihi RM1,000 sebulan manakala unit
dua tingkat mencecah setinggi RM3,000 sebulan
di Horizon Hills. Segmen kondominium merekod
aliran menaik yang sama dengan pertumbuhan

On the southern tip, rentals were largely stable


with upward movements particularly recorded
in Johor Bahru. Single storey terraced houses
were securing rentals above RM1,000 per
month whilst double storey ones secured as
high as RM3,000 per month in Horizon Hills.
The condominium segment recorded similar
uptrend with double-digit growths seen in
selected schemes.

Up north, Pulau Pinang rental market was


led by the houses on the island, which were
twice higher than those on Seberang Perai.
Increases were recorded in selected areas of
the states; both on the island and mainland.
Rental escalations were recorded for double
storey terraced houses in the established Island
Park, Island Glade and Bayan Baru ranging
from RM1,200 to RM1,800 per month. Several
schemes in strategic locations and nearby
expressway in Seberang Perai also experienced
uptrend, namely Taman Inderawasih and Bandar
Tasek Mutiara.

Di bahagian utara, pasaran sewa Pulau Pinang


diterajui oleh rumah di pulau, yang tinggi
lebih dua kali ganda daripada di Seberang
Perai. Kenaikan direkod di kawasan terpilih di
negeri tersebut iaitu di kedua-dua bahagian
pulau dan seberang. Peningkatan sewa direkod
untuk rumah teres dua tingkat di kawasan
mantap seperti Island Park, Island Glade dan
Bayan Baru dengan lingkungan sewa RM1,200
hingga RM1,800 sebulan. Beberapa skim di
lokasi strategik dan berhampiran lebuhraya di
Seberang Perai juga mengalami kenaikan, iaitu
Taman Inderawasih dan Bandar Tasek Mutiara.

Commercial Property

Transaction

Subsektor komersil merekod kenaikan aktiviti


yang sedikit kerana keyakinan perniagaan
serta sentimen pengguna menurun pada Q2
2015. Terdapat 17,794 transaksi bernilai
RM14.49 bilion direkod; bilangan meningkat
1.6% manakala nilai menurun 10.7%. Selangor
menerajui aktiviti pasaran, dengan syer 23.6%,
diikuti Johor dan W.P. Kuala Lumpur, setiap
satu dengan syer 13.4% dan 11.6%.

The commercial sub-sector recorded a marginal


increase in activity as the business confidence
as well as consumers sentiments took a dip
in Q2 2015. There were 17,794 transactions
worth RM14.49 billion recorded, up by 1.6%
in volume whereas value declined by 10.7%.
Selangor led market activity, with 23.6% share,
followed by Johor and W.P. Kuala Lumpur, each
with 13.4% and 11.6% share respectively.

Negeri utama merekod prestasi kurang

Major states recorded lacklustre performance


except for Selangor, which saw an increase
of 1.5%. In terms of value, WPKL, Selangor
and Johor succumbed to whilst Pulau Pinang
recorded significant increase attributed by
several sales involving shopping complex,
purpose built office and hotels, and particularly
serviced apartments in Pulau Pinang.

Transaksi kedai mendominasi 56.6% transaksi


harta komersil dan 55.3% daripada jumlah nilai.
Aktiviti pasaran meningkat 4.9% dalam bilangan
dan 12.4% dalam nilai dengan merekod 10,075
transaksi bernilai RM8.01 bilion.

Shop transactions dominated 56.6% of the


commercial property transactions and 55.3% of
the total value. The market activity improved by
4.9% in volume and 12.4% in value to record
10,075 transactions worth RM8.01 billion.

Johor dan Selangor memacu pasaran dengan


syer pasaran masing-masing 19.3% dan 16.3%.
Johor merekod penurunan 6.2% manakala
Selangor mengekalkan prestasi dengan kenaikan
5.9%. Mengikut jenis, kedai dua dan dua
setengah tingkat menguasai 51.6% daripada
syer pasaran kedai. Ini diikuti kedai tiga dan tiga
setengah tingkat dengan syer pasaran 28.4%.

Johor and Selangor propelled the market with


19.3% and 16.3% market share respectively.
Johor recorded a downfall of 6.2% whilst
Selangor sustained its performance with 5.9%
increase. By type, two to two and a-half storey
shops captured 51.6% of the shops market
share. This was followed by three to three-anda-half storey shops with 28.4% market share.

kenaikan 28.9% (9,201 unit) manakala unit
belum dibina belum dijual naik dua kali ganda
kepada 2,244 unit. Ini berkemungkinan akibat
daripada tekanan ke atas keyakinan perniagaan
dan keadaan ekonomi yang tidak menentu.

similar upward pattern as the residential subsector, recording an upturn of 28.9% (9,201
units) whilst the unsold not constructed almost
double to 2,244 units. This could have resulted
from the downward pressure on the business
confidence as well as the limbo state of the
economy.

Mengikut negeri, Johor kekal di hadapan dengan


36.4% daripada kedai siap dibina tidak terjua
negara manakala Selangor menerajui unit
dalam pembinaan belum terjual dengan 25.4%
daripada jumlah negara. Mengikut jenis, kedai
dua dan dua setengah tingkat membentuk
bahagian terbesar siap dibina tidak terjual
(32.5%) dan dalam pembinaan belum dijual
(32.6%) manakala SOHO (47.4%) mendominasi
belum dibina belum dijual.

By state, Johor remained in lead with 36.4%


of the national shop overhang whilst Selangor
lead the unsold under construction with 25.4%
of the national total. By type, two to two and
a-half storey shops formed the largest portion
of overhang (32.5%) and the unsold under
construction (32.6%) whilst SOHO (47.4%)
dominated the not constructed.

Aktiviti pembinaan agak teguh di subsektor kedai


melihat kepada peningkatan bilangan unit siap
dibina dan mula dibina. Siap dibina merekod
5,099 unit, meningkat 18.2% manakala unit
mula dibina meningkat hampir dua kali ganda
dengan 13,581 unit, kerana lebih banyak unit
Soho memulakan pembinaan di Johor Bahru
dan Mukim Petaling di W.P. Kuala Lumpur.
Bagaimanapun, penawaran baru dirancang
mencatat penurunan 6.1% kepada 10,309 unit.
Sehingga akhir Jun 2015, terdapat 411,204
kedai sedia ada dengan 91,915 unit dalam
penawaran akan datang dan 72,714 unit dalam
penawaran yang dirancang.

Construction activity was quite adamant in shop


sub-sector as seen from the rising numbers of
completions and starts. Completions recorded

Generally, prices of shops were stable with


movements recorded in selected areas. In
W.P. Kuala Lumpur, double storey shops
fetched more than RM4.00 million per unit in
Lucky Garden and more than RM6.00 million
in Bangsar Baru whilst others were mostly
above RM1.00 million. In Selangor, similar

The sub-sectors rental market remained firm


particularly those located in prime areas such
as Jalan Bukit Bintang, Jalan Tuanku Abdul
Rahman and Jalan Masjid India peaked as high
as RM25,000 per month. Several other pockets
of the primary and secondary areas of the city
also obtained five-digit rental. In Selangor,
shops in Section 14, Petaling Jaya was the only
one that secured five-digit montly rental whilst
other areas in Petaling ranged below RM8,000
per month. Rental market in Johor saw stable
trend. In Johor Bahru, shops in Jalan Wong
Ah Fook secured the highest rental range of
RM6,900 to RM15,000 per month whilst other
areas in Johor Bahru city centre a lower range
of below RM6,000 per month. Stable rental
trend was also seen in Pulau Pinang. As with
the previous years, Autocity in Seberang Perai
Tengah led the market with monthly rental of
RM9,300 to RM16,700 per month.

by the positive take-up amounting to 160,485
s.m. as against 43,258 s.m. recorded in H1

period. Kuala Lumpur recorded five transactions;
the two of its most prominent sales were the

Two other transactions were in Pulau Pinang
and one each in Perak and Kedah.

The industrial sub-sector recorded an


improvement in market activity after three
consecutive years of downtrend. The market
recorded 4,118 transactions worth RM6.96
billion, up by 4.7% in volume and 1.4% in
value. Selangor continued to dominate the
market, with 27.6% of the nations volume,
followed by Johor and Pulau Pinang, each with
16.6% and 10.4% market share respectively.

Prices of industrial property stable in most areas


with premium prices recorded in prime areas of

Agricultural sub-sector recorded lower market

activity, with 34,223 transactions worth RM6.61


billion. Market volume was down by 9.1% whilst
value was similarly down by 3.4%. The subsector retained its second ranking in terms of
contribution to the overall market with 18.3%
share. Sarawak and Perak held the highest
market volume at 16.7% share each followed
by Johor with 14.5%. Generally, performance by
states was on a low tone. By type, vacant land
formed the bulk of the transactions with 48.1%
contribution, followed by oil palm (15.6%). The
market activity for oil palm (-6.8%) and rubber
(-24.0%) softened in tandem with the fallen
prices of the commodities. The review period
recorded 11 estate land transactions worth
RM127.75 million.

Secara keseluruhannya, harga tanah pertanian


kekal stabil dengan peningkatan dicatat di
kawasan terpilih yang dilengkapi dengan akses
yang baik dan sistem pengairan yang lebih
baik. Di Johor, julat yang lebih tinggi lebih
daripada RM400,000 sehektar telah direkodkan
di beberapa kawasan di Pontian, Muar dan
Ledang.

harta tanah bukanlah pakar tunggal dalam
permainan tersebut, faktor yang saling berkaitan
iaitu ekonomi, kewangan dan perniagaan dan
keyakinan pengguna pada umumnya akan
memberikan kesan kepada prestasinya. Walau
bagaimanapun, memandangkan ciri pasaran
harta tanah yang tidak anjal, sebarang perubahan
dalam faktor yang memberi kesan tidak akan
menyebabkan kesan sampingan serta merta
kepada sektor ini, tidak seperti pasaran saham.
Ini akan membolehkan penyesuaian semula
pasaran untuk mencari rentaknya sendiri.
