Thc imagc is that of a child, born wich the abil ity to master any
language with almosr miraculous ease and speed; a child who is not
merelrmolded by condirioning and rcinforcemenr, bu t who acrively
proceeds with the unconscious theoretical interpretation of the
speech that comes its way, so that in a few years a.nd wich a finite
experience, it is master eof an infinice abilicy, that of producing
and undersunding in principie a.ny a.nd ali grammatical sentenccs
of language. Thc ima;e (or theoretical perspecti\'e) expresses the
csscntial equality in children just as human beings. lt is noble in
that it can inspire one with the belief that C\'en the most despiriting
conditions can be transformed; it is an indispensable weapon agains
views that would explain che communicative differences among
groups of c:hildren as inhcrent, perhaps racial.
The limitations of the pcrspecti\'e appe.ar when the irnage of che
unfolding, mascering, fluent c:hild is set beside the real children in
our schools. The theory must scern, if not irrelel'a.nt, thcn at best
a doctrine of poigna.ncy: poignant, because of the difference
between what onc imagines and what one sees; poignanr too,
because the theory, so powerful in its own realrn, cannot on its
tenns cope with che differencc. To cope with che realities of children as comrnunicating beings requires a theory within which
socioculrural factors hal'c an explicit md constitutive role; and
neicher is the case. ( H)mes,1971/1972: 270 s.)

Communicati\'e competence
App1ied to language this means that we have to describe more thar:
the- child's grammatical competence, we h.ive to describe whar
Hymes (19i2) calls "communicative competence", which is how
the child perceives and categorizes che social siruations of his world
and Jifferenriates his 11ars of speaking accordingly. The important
poinr he re is not a contrast between competence or knowledge on
the one hwd, and performance or behavior on che other hand . ..
A child's m:inifest verbal behavior, or performance, has both
grammatical wd pragmatic aspects. And it is a reflection of implicic
knowledge or compecence, both of grammar and of use.
The acquisition of competence for use, indeed, can be stated in
the same terms as acquisicion of competence for gnmmar. Within
the developmental matrix in which knowledge of the sentences of
a language is acquired, children also acquire knowledge of a scc
of ways in which sentences are uscd. From a finite experience of
speech acrs and their interdependence with socio-cultural fearures
chey develop a general theory of the speaking appropriate in their
eommuniry, which they employ, like other tacic cultural knowledge
(eompetence) in conducting and intcrprcting social life, (Ca.zden
1970/1972: 295)
