After the UE transits to the CELL_DCH state in connected mode during a call,

the RNC sends a MEASUREMENT CONTROL message to instruct the UE to take

measurements and report the measurement event results. Upon the
reception of an event report from the UE, the RNC makes a handover decision
and performs the corresponding handover.
