AsyoupreparetoissueapermitforthehomelesscampsintheOverlookNeighborhood,the
XXXX
NeighborhoodAssociation
hopesyouwillincorporatesomereasonablerequirementsthatwill
improvethehealthandsafetyofcampersandneighborhoods.
Cityofficialsandhomelessadvocateshavesaidtheyhopetoopensimilarcampsinevery
neighborhood,morethan100ofthemcitywide,usingtheHazelnutGrovecampasamodel.Wealso
recognizethatthisisacomplicatedissueandwithlegitimateconcernsforthosewholiveindoorsas
wellasthoseoutside.Itisthereforeimperativethatwegetthisfirstoneright.
Withthatgoalinmind,werequestthatthepermitinclude:
1) Thenumberofcampersinasinglelocationbecappedat3040persons[dependenton
location]atanygiventimeandmonitoredbyCitystaff,includingPortlandPD.
YourofficeandHazelnutGrovecamprepresentativeshavesaidthatsuchacapisyour
intent.Anythinglargercouldbedifficulttomanagesafely(bethatinternallymanaged
orotherwise).
2) Eachcampwilldrawupacodeofconducttobereviewedandapprovedbythecity.Residingin
thecampwillrequireresidentstoagreetoandsignthecodeofconductasacontract.
Creatingaspacethatissafeforresidentsofthecampaswellasneighborsisgoodfor
everyoneandhasthepotentialtogiveresidentsavestedinterestinpositively
contributingtotheirneighborhood.
Withinthisframeworkthereareafewthingsinparticularthatwewouldliketoseeas
well
a) Thatcampselectarepresentativetospeakforthematneighborhood
associationmeetings.SEUplift,forexample,functionsthisway.Anyresident
canjointhemeetingsbuttherearerepresentativesthatspeakforthe
neighborhoodasawhole.Obviouslyallmembersofacampwouldbe
welcomeatsuchmeetings.
b) Assumingthatcampshavegeneralmeetings:thattherebeallowedatleast
onenonvotingneighborhoodrepresentative.
c) Thatthiscodeofconductwillincludeaplanforensuringthatthosewith
sexoffencesareregisteredaswouldberequiredasinotherresidenceswhile
alsorecognizingthatthesecampscouldberesidencesforthosefleeing

domesticabuse,etc.andthatcampershavearighttoacertaindegreeof
privacyasanyothercitizen.

3) Maintainingaphysicalbufferbetweenthecampandadjacentproperties.
Asingleregularentrance/exitisnecessaryforanumberofreasons:
a) Allowsthecommunitytomaintainasafeandsecurespacefortheirproperty
andpersons.
b) Byonlyhavingoneentrancethiscanhelpencouragesresidentsandvisitorsto
respectsurroundinghabitatandlandscaping.
c) Preservingprivacyforallresidentsofthearea,boththoseinthecampand
thoseinadjoiningproperties.

4) Anyviolationofthepermitwillbegroundsforrevokingthepermit.
Thecityshouldbeupfrontwiththecampersthatitisseriousabouttheconditions
spelledoutinthepermitandwillnottoleratestrayingfromthem.
5) Flexibleenddate.
Allowinglocationstobeusedtemporarilyandthendeterminingiftheyareideal
locationsforlongtermprojects.

Inadditiontohavingtheaboverequirementsincludedinthepermit,wealsorequestthattheCity
committo:

Removingwaste,trashandrecyclingfromthesiteatleastweekly.
Meetingwiththeappropriateneighborhoodassociationtodiscussoptionspriortoselectinga
siteforanewcamp.
Clearingthesiteofallsemipermanentwoodenstructures,tents,camperbelongingsand
wasteleftbehindafteroneweekoftheexpirationofthecamppermit.

Portlandfacesasignificantchallengewithhomelessness.Ifweworktogetherwecanfindreal
longtermsolutions.Intheshortterm,however,wemustallworkwithanassumptionofgoodfaith
onthepartofothersandaframeworkofmutualrespect.Wethankyouforadoptingthese
reasonablerestrictions.
