UNIVERSAL CONSTRUCTS

21st Century Learning requires organizations to achieve the skills needed for college and career. Our
changing world requires thinkers and problems solvers who can adapt to changing situations and
complex dynamics.
To address this pressing need, the state of Iowa has developed the Universal Constructs. The Universal
Constructs were identi ed via an analysis of the skills and competencies required for success in college,
career, and citizenry. Educators, business representatives, and other stakeholders conducted a literature
review of research from multiple sources, including the P21 Framework for 21st Century Learning and the
Global Achievement Gap by Tony Wagner.
The constructs include:

Creativity
Collaboration
Flexibility and Adaptability
Productivity and Accountability
Progress along the Universal Constructs requires a close inspection of the classroom environment and
student technology skills. These domains have a potential for rede ning the ways that learning happens
in an organization. However, the extent to which these desired learning outcomes are realized is
in uenced by a number of factors, namely, teacher and student access to technology at school and
home, teacher and student beliefs about technology, teacher and student understanding of digital
citizenship, and opportunities for meaningful professional learning for teachers.
