GLMA & GLA 2015 Library Media Program Self-Evaluation Rubric

Part 1: Memo to School Principal


To: Principal of LCES
From: Media Specialist of LCES
Subject: Library Media Program Evaluation
We recently completed an in depth self-evaluation on our current library program at LCES. The
rubric used to guide this evaluation is the GLMA & GLA 2015 Library Media Program SelfEvaluation Rubric. This rubric covered six areas of concentration including: student
achievement and instruction, technology, staffing, facilities and access to resources,
administrative support, and staff development. Each category contains a proficiency rating of
basic, proficient, or exemplary. Of the 21 self-evaluation indicators, the LCES media center
received a rating of basic in seven categories, proficient in nine, and exemplary in four.
An action plan has been developed and is currently being implemented to improve all categories
rated as basic to proficient. Additionally, we are identifying ways to move from proficient to
exemplary in at least two areas.
Please take a moment to review the attached document and action plans. We have made it our
mission to improve all facets of the library, one area at a time.

Part 2: Action Plan for Improvement
From Basic to Proficient
Category 1- Student Achievement and Instruction
6. Student achievement is routinely assessed.
Current Basic Status: The classroom teacher is responsible for assessing student
achievement.

Action Plan: The media specialist will develop more collaboration with teachers on lessons,
developing skills, and completing class projects. The media specialist will increase marketing
efforts to show her use and skills as a teacher. The media specialist will provide example
lessons, projects, and assessments to show students how she may be used in the future.
Additionally, the media specialist will work to attend PLC (professional learning communities)
when student data is discussed. During these meetings, the media specialist will collaborate
with teachers to analyze data and make goals to improve instruction and students performance.
Category 2 - Technology
8. Technology Integration
Current Basic Status: The SLMS occasionally attempts to integrate emerging technologies
into instruction to reinforce the skills, dispositions, responsibilities, and self-assessments in
AASL Standards for the 21st Century Learner and Georgia state standards that support student
achievement. The SMLS rarely recommends technology tools to enhance instruction.
Action Plan: The media specialist will work to incorporate new and innovative technologies
within her lesson. These technologies will go beyond basic SMART Board use for presentation.
The SLMS will work to increase use of chromebooks, tablets, and web 2.0 tools to increase
student engagement and reinforce skills. The media specialist will stay up to date on new web
2.0 tools and instructional technologies by creating a PLN to follow blogs and other resources.
The media specialist will check these resources frequently to see new instructional technologies
she can share with her teachers.
Category 3 - Staffing
9b. If base size or larger: A school system staff shall employ a full-time Library Media
Specialist for each base size school or larger.
Current Basic Status: In compliance with state board rule, but the Library Media Specialist
may be required to perform other duties on a daily or frequent basis.
Action Plan: Due to the number of students and requirements of the SLMS the media specialist
feels that it is in her best effort to ask for additional support in the form of a paraprofessional.
The media specialist will meet with administration to express her needs and the value that a
media specialist would offer to the media center. During this meeting, the media specialist will
stress to administration how beneficial this will be for the students of LCES.
Category 4 - Facilities, Access, and Resources
15. One of the national educational technology goal states: Effective and engaging
software and online resources will be an integral part of every schools curriculum. The

GALILEO Virtual Library provides Georgia students and teachers access to exceptional
online resources at no cost to the local school district.
Current Basic Status: Students will be given instruction in accessing Galileo. The password
will be provided in a timely manner.
Action Plan: The SLMS will include GALILEO in instruction and promote the use of this
resource in an organized and frequent basis. The media specialist plans to host a professional
development session with teachers, faculty, and staff on the use of GALILEO. This should
increase the use of this resource. In addition, the media specialist will include helpful articles in
the monthly library newsletter.
Category 5 - Administrative Support
19. Local Board approved library media policy is current. This policy requires
development of procedures for the schools system and for selecting materials locally,
handling requests for reconsideration of materials, considering gifts of instructional
resources, using non-school owned materials, and complying with the copyright laws.
Current Basic Status: A written library media policy exists and is implemented and updated
inconsistently. A policy is written but outdated. It has not been updated in 4 years, prior to the
current SLMS.
Action Plan: The SLMS will work to update the library media policy and implement it
consistently. The media specialist will host biyearly committee meetings, during those meetings
the policy will be discussed and revised as necessary. Recommendations for revisions will be
shared among the librarian and committee members.
20. Each local school system shall spend 100 percent of the funds designated for library
media center costs.
Current Basic Status: The library media program receives an allocation for expenditures every
year. This amount meets the minimum expenditure tests.
Action Plan: The media specialist will apply for grants applicable to the media program. This
will help the media specialist find funding to supplement the state allocation. The media
specialist will work to increase school fundraising for the library as well. This will include using
programs like Scholastic Book Fairs, Ink Cartridge recycling, and local grocery stores funding
like Bilo Booster Plus.
Category 6: Staff Development
21. Staff development opportunities are available both for the library media staff to
enhance their own professional knowledge and for the library media staff to provide

information and technology literacy skills to other teachers and administrative staff.
Professional resources are services for all faculty members are provided in the library
media center for the learning community.
Current Basic Status: Library Media Specialist participates in staff development options and
provides informal staff development instruction during collaborative planning with teachers.
Current professional resources are maintained in the library media center if the district does not
provide a centralized professional resource center. Currently, no professional development
sessions are offered by the SLMS.
Action Plan: The media specialist will regularly attend staff development options offered by the
county and seek out additional professional development sessions available. If necessary, the
librarian will complete grant applications to provide funding for professional development
conferences. Additionally, the media specialist will stay up to date on new web 2.0 tools and
instructional technologies by creating a PLN to follow blogs and other resources. The media
specialist will check these resources frequently to see new instructional technologies she can
share with her teachers. The SLMS will then relay this information to the teachers in a
professional development session, demonstrating how to use the various tools. The goal would
be to increase teacher use of technology to enhance engagement and learning of students.
Part 3: Action Plan for Improvement
From Proficient to Exemplary
Category 1 - Student Achievement and Instruction
2. Collaborative planning includes both the Library Media Specialists and teachers to
ensure use of library media center resources that support on-going classroom
instruction and implementation of state curriculum and the GPS and CCGPS.
Current Proficient Status: The Library Media Specialist encourages collaborative planning
among teachers who are teaching units of similar content. The Library Media Specialist is
familiar with the Georgiastandards.org website and the Common Core standards and
encourages teachers to use the resources available on the GSO web page.
Action Plan: The media specialist will work to market herself in order to increase collaborative
efforts among grade levels. In advance of the faculty meeting at the beginning of the year, the
SLMS will ask for a few minutes to speak with the teachers about collaborative possibilities.
During this time, the media specialist will share examples of ways she can used as an extension
of the classroom. Furthermore, the media specialist will meet with each grade level once a
month to plan collaborative lessons and increase the use of the library media resources.
