|lam the (relatively) new Executive Officer for the Alameda County Superior Court, and |
wanted to write both to introduce myself and to start a conversation with the
appropriate people in your office about the possibility of expanding the current shuttle
service from BART to the Hayward Hall of Justice to include members of the public (asopposed to the current status quo, in which shuttle service is available only to County
and Court employees).
At the recommendation of County Administrator Susan Muranishi, I recently discussed
this issue with Mr. Aki Nakao, the former director of the Alameda County GSA. Mr.
Nakao indicated that the current arrangement regarding the shuttle is by agreement
between the County of Alameda and AC Transit, and that neither he nor the County was
ina position to discuss altering the arrangement. Thus, he indicated that | would need
to bring the Court's request directly to AC Transit, hence this email.
By way of background, at the direction of our Presiding Judge, Hon. Morris Jacobson,
the Court is in the middle of a reorganization designed to, among other things, improve
‘our provision of services to the public. To that end, we are working to consolidate a
number of case types and departments that largely involve self-represented litigants
into one location in Hayward. For example, all Family Law, eviction cases, restraining
orders, and small claims will move to Hayward over the coming months. As you might
guess, many of the litigants in these case types are low income, and thus we are looking
for ways to ease any barriers they might feel in getting to the Hayward Hall of
Justice. And one idea we have for doing this is to allow the public to share the shuttle
that currently is for use only by employees.
This is a top priority for myself and Judge Jacobson, and | would love to get into contact
with the right person or persons within AC Transit so that I can explain more about what
‘the Court is trying to do and explore possible solutions. At your convenience, | would
very much appreciate it if you could point me in the right direction.

Not a problem. | will schedule a meeting with you and City of Hayward staff to discuss future service needs that AC
Transit could provide and programs remove the fare burden from the customer (eco-passes, subsidies, etc.). It sounds
like the Superior Court and the City have some similar shuttle needs that could be addressed with one service in order to

AC Transit was recently contacted by the Superior Court in regards to opening up its employee shuttles to the public. AC
Transit doesn’t operate these shuttles but we do provide service every half-hour to the facility via Winton Avenue. In
addition the City of Alameda is undertaking a shuttle study to review proposed shuttle routes to and from Hayward
BART. This is an opportune time to discuss public transit improvements to the Hall of Justice area. | would like to
propose a meeting either next Tuesday morning or next Friday morning to discuss these issues. Please let me know of
your availability as well as if you are willing to host the meeting; | would expect somewhere in Hayward would be the
ideal meeting spot.

‘Mr. Hursh and Mr. Pachan,lam the (relatively) new Executive Officer for the Alameda County Superior Court, and I wanted to write both to
introduce myself and to start a conversation with the appropriate people in your office about the possibility of
expanding the current shuttle service from BART to the Hayward Hall of Justice to include members of the public (as
opposed to the current status quo, in which shuttle service is available only to County and Court employees).
At the recommendation of County Administrator Susan Muranishi, | recently discussed this issue with Mr. Aki Nakao, the
former director of the Alameda County GSA. Mr. Nakao indicated that the current arrangement regarding the shuttle is
by agreement between the County of Alameda and AC Transit, and that neither he nor the County was in a position to
discuss altering the arrangement. Thus, he indicated that | would need to bring the Court's request directly to AC
Transit, hence this email.
By way of background, at the direction of our Presiding Judge, Hon. Morris Jacobson, the Court is in the middle of a
reorganization designed to, among other things, improve our provision of services to the public. To that end, we are
working to consolidate a number of case types and departments that largely involve self-represented litigants into one
location in Hayward. For example, all Family Law, eviction cases, restraining orders, and small claims will move to
Hayward over the coming months. As you might guess, many of the litigants in these case types are low income, and
thus we are looking for ways to ease any barriers they might feel in getting to the Hayward Hall of Justice. And one idea
we have for doing this is to allow the public to share the shuttle that currently is for use only by employees.
This is a top priority for myself and Judge Jacobson, and | would love to get into contact with the right person or persons
within AC Transit so that | can explain more about what the Court is trying to do and explore possible solutions. At your
convenience, | would very much appreciate it if you could point me in the right direction.
