Case Study on IEP Meeting

ASSIGNMENT

1. Describe in detail with support from the scenario and your own thinking the basis used
for making the eligibility decision in scenario 1.
In scenario 1, the participants at the IEP team discusses about a student named Anna. She
is in 3rd grade and she has inability in reading. Because of her poor reading, Anna cant finish
homework and assignments related with reading. In 3rd grade, students are taking turn reading
novels. Anna always stumbles over most of the words when she does the work independently.
Every time the teacher asks her if she needs help, she always refuses it. Her teacher couldnt pay
fully attention to Anna over other 25 students in her class. In that case, she thinks that Anna
needs help. When they checks Annas health background, everything is fine with her vision and
hearing.
To summarize her reported progress in school, Anna is currently failing her reading and
language art class and earing below average in other classes. On a standardized intelligence test,
Annas overall ability is within below the range. On the four indexes assessed; verbal
comprehension, perceptual reasoning, working memory, and processing speed, Anna performs
within the low average range. There is no significant difference between any of the scores. Anna
is assessed in reading, mathematics, spelling, written expression, listening comprehension, and
oral expression, and on all of these tests, Anna functions within the low average range, which is
about 1.5 to 2 years below grade level. Anna lives with her mother after her dad passed away
when she was 3 years old. Since her mom works long hours, Anna couldnt receive any help
from her mother. She has not experienced any physical problems out of ordinary and she even
passed the recent test of vision and hearing. Since her mom works long hours, Anna has become
responsible for a number of household chores such as cleaning her rooms, cooking and washing
dishes.

ASSIGNMENT

Since there is no significant difference between all the subjects, Anna does not qualify for
special education services. I think that Anna needs help in her learning. Since her mom works a
long hour and couldnt help her, and she spends all her time to help her mom by doing household
chores, she needs somebody who can help in studying and doing homework. As of situation, the
only place Anna could get help is school. Therefore, school should help Anna in all possible
ways.
2. Describe in detail with support from the scenario and your own thinking the basis used
for making the eligibility decision in scenario 2.
The IEP group gathers and talks the process and assessment of Anna case the second time.
They agree that Anna has reading difficulties after going through all the assessment, tests scores
and evaluation from the past. Anna is assigned for six-week summer school program regarding
her reading interventions, using phonemic awareness and phonics as the target skills needed.
However, Anna clearly has difficulty with oral reading fluency, nonsense word fluency, and
phonemic segmentation fluency. While there is some improvement noted in phonemic awareness
and basic phonics skills, Anna still struggles in her reading class. Addition to that, Annas mom
has worked with her at home, but she still thinks that she needs help.
After report updated information about Annas progress, the group comes up with giving her
more intensive helps regarding her reading difficulty. They decide that Anna is eligible for
special education service under specific learning disability.
I think that Anna really needs help. Even though the group, including her home teacher and
her mom, work with her to improve her reading, there is no improvement. Throughout the years,
Anna has improved in any other area, except for reading. I completely agree that Anna may be in

need of more intensive assistance. She really works well within the classroom, but I think more
intensive assistance in reading might make a difference.
3. After reading the scenarios what have you learned about the Individual Education Plan
(IEP) process? Who was present at the meetings? What is their contribution? Explain in
detail your thinking.
After reading the scenarios, the individual Education plan (IEP) process is all about
evaluation and making decision on a childs learning process that might have learning
disabilities. When teacher notices that students disabilities in a certain area, the IEP group
discusses over all probabilities of specific area of disability such as her background, family
situation, health record, class room situation and test scores etc. In the above scenarios,
everybody reports about Anna regarding the areas where they involved. Annas mom talks about
family situation, home teacher reports her class reading process, and Mr. Steven reports her
social and health history, and finally Mr. Kiena reports the summary of Annas progress in
school.
After gathering and evaluation the information and processes, the group decides on
students eligibility of special education. However, there is one condition. There has to be
significant discrepancy between students ability and level of academic achievement. If no,
student has not disability in learning. If this is the case, teachers have to work with all
possibilities as they could. If there is no improvement after working and trying, then the group
makes a decision that student is eligible for special education.
In this IEP conference, there are many people involved: they are the special education
minister, homeschool teacher, the psychologist, students parent and the social worker. The
people who presents at the meeting could change depending on the students disabilities. If the

student has oral disabilities such as autism, speech therapy will present at the meeting. If the
student has physical disabilities, physical therapy will be at the meeting as well. Their
contribution is that they all provide their opinion, the students process, and what they think
about the students disabilities. The decision making on weather eligible or ineligible for special
education is depending on their report and opinion about student. All people at the meeting have
to agree on their decision in order to receive special education services.
