Cartagena a city with little security

Currently, the city of Cartagena is affected by insecurity being

experienced, most people are alarmed by the number of events that
have been occurring in recent months, maybe it's why many tourists
have refrained to visit the city. Although compared to other cities,
Cartagena is one of the few cities that have made insecurity (theft,
murder, etc.).
In recent months, we have seen that public transport workers of the city,
such as motorcycle taxis, taxis and minibuses are complicit or at least
some of them are involved in some fact insecurity. The last event was
the death of three policemen, so the mayor took security measures to
fight crime in the city of Cartagena. But the question that everyone is
done, is why they waited to happen a fact of this kind, and did not take
such measures in advance?, perhaps because of what the leaders of the
city as nothing happens of this magnitude and that citizens protest not
do anything about it.
Should take more security measures and prevent further happening this
type of events, such as more checkpoints on the roads of the city, check
criminal records when approving a driver's license, make constant
revisions to the drivers of public transport the city, making visits to
establishments marketing cell phones, computers, among others, and
see if the products they offer are completely legal and not from any theft
or loss.
Any other measure would be for telephony centers in Colombia, report
the exact location of the cell, and that the authorities take action on, for

example, establish penalties for those who are with stolen cell, or any
other property, even if not the one who committed the crime.
