The attached Site Plan shows the location of the proposed tower on the subject parcel of land as well as the required setbacks and tower height setback location, J. Visual impact Assessment: (a). View Shed and Zone of Visibility Map is provided in Section 5 of the Application at both the 180° proposed structure height as well as 160’ alternate height, siting profiles from determined locations have been included. (2}. Section 5 of the Application includes Pictorial representations of “before” and “after” views. A complete picture log of the 2/6/16 Public crane test are included in this set were discussed during meetings prior to the actual day of the crane test and a representative of the Board accompanied the photographer during the process. Design of Tower is attached in Section 6 of the application, the proposed setf-support lattice tower design, made of galvanized steel will be somewhat transparent as it allows view through the structure itself and once installed and open to the elements for a short period of time the tower color be of dull matte gray finish and blend well to the skyscape. Prior to development of the Parent Parcel in 1952, the Subject was undeveloped wooded land. ‘The Parent Parcel is owned by Jody Jansen, Pyramid Network Services, LLC c/o Alabany County proposes to construct, -ss telecommunications facility on the Parent Parcel. Specifically, Pyramid proposes a 180" self-support tower, with ancillary equipment at grade within an approximate 50° x 60°fenced equipment compound. Pyramid proposes the installation of a 1,000 gallon propane AST, a 12° x 16° equipment shelter, a telco cabinet, electric transformer, and a SOkw propane generator within a telecommunications compound. Anew radio communications system is being implemented that will provide mobile and portable radio communications throughout Albany County. It will be a multi-site 800 MHz network supporting several thousand users countywide with twelve (12) radio sites strategically Positioned throughout the County. Planning for the new system began 3 years ago and the need for a communications site was determined in the Northwest area of the County. Without a tower in Bere, coverage prediction models identified significant radio coverage holes along Rt 443, Rt 1, in the Beme Town Park, and in the area of the elementary school. ‘The selected Jansen Lane location is at a very desirable ground elevation (1,485 ft) and provides excellent radio coverage on Rt 443 as well as throughout the important town areas and elementary school. These areas are in the valley and radio signals from other radio sites that are too far away (2-5 miles) pass over the valleys and only cover the rural hilltops where coverage is often not needed. One primary goal for any radio system is to provide radio coverage along roadways which are often in valley areas. A requirement for any multi-site network radio site is the ability to “see” the 2 adjacent sites in the loop system (refer to the high level system diagram for these interconnections). All sites are connected together with point to Point microwave links. The combined ground elevation plus tower height at Jansen Lane allows it to connect to the adjacent WRGB site and CRB television transmitter facility both in Voorheesville. Before settling on the proposed location off Jansen Lane, other altematives were considered by the County and the radio system designers. Those locations are identified below along with reasons each location was considered not acceptable: 4. Long Rd — Existing Cellular Tower This location is at an elevation of 1320 feet (166 ft lower than Jansen Lane) and 4.25 miles to the East of Berne and Jansen Lane. Since one of the other County sites is the CRB television transmission facility on Tower Lane in Voorheesville, the Long Rd cellular site would be in an area already substantially covered by the CRB radio site. Further, it would not provide the desired radio coverage in any of the locations along Rt 443 in Berne. With the lower ground elevation, this site would likely require a significantly taller tower of approximately 350 feet. 2. Church Steeple, Helderberg Trail Rt 443 The downtown church steeple is positioned well for radio coverage but its ground elevation of only 1020 feet provides radio coverage for an extremely limited area, Further, the location is too low and would not be able to link to or “see” the adjacent sites in the system ring which are WRGB and CRB in Voorheesville. It also would not easily accommodate the ~10 foot long fiberglass radio antennas or the two (2) 6 foot diameter microwave radio link dishes (one toward WRGB site, one toward CRB site). 3. Game Farm Rd. Property approximately 2 miles South of Berne off Game Farm Rd. was considered, however it was deemed too close to the Pond Hill site that has already been approved. Most of the radio coverage from this site would redundant to that being provided already by Pond Hill. The Game Farm Rd area is at a high elevation (approximately 1,600 feet). It would provide some radio coverage up into the Beme area but not down into the Rt 443 valleys and other lower elevations where the school and population patrol areas are located. As referenced previously, radio signals from sites that are too high or too far away can potentially pass right over the valleys, were coverage is typically needed. In summary, the Jansen Lane location selected for use in the new County Sheriff radio network meets the following criteria: * Jansen Lane provides the necessary radio coverage for both mobile and portable radio users throughout the Rt 443 and Rt 1 patrol areas as well as serving the more populated areas in central Berne including the school and other town facilities (library, post office, etc). + The also high enough to link to the adjacent radio sites in the county. ‘The site is strategically positioned on the Northwest side of the county boundary, which is an area NOT served by the other radio sites in the system (Pond Hill to the ‘South, CRB to the East, and the ASR site to the North alll of wt are 8-12 miles away from Berne center. After considering numerous alternative tower sites, none were deemed acceptable or sufficient to meet the radio coverage criteria. Further, there are no existing water tanks, roof top locations or other man-made structures that would serve as suitable radio site alternatives. In reference to the type of tower proposed, the decision was made to utilize a 3 leg “lattice” type tower versus a monopole type design shown at the right for 2 reasons. First, the 2 microwave link dishes needed to connect to the adjacent sites require a stringent twist and sway tolerance. 180 ft monopole structures typically do not meet these requirements. Additionally, monopoles of the height required are large diameter solid structures and tend to stand out more when viewed from the horizon Lattice Type Tower Proposed ‘A3 leg lattice type tower such as that shown at the left would be used in Berne due to its ability to accommodate the dish ir tolerances. This design has been rusive where visible from the horizon. May 11, 2016 VISUAL IMPACT ASSESSMENT REPORT PROPOSED 160° SELF-SUPPORT TOWER Jansen Lane 28 Jansen Lane Bere, New York 12023 Project Description On Saturday, February 6, 2016 a crane test was conducted at the above referenced site for the purpose of evaluating the visibility of a proposed 180 ft. self-support tower installation. The proposed communications equipment will be located within a 50° x 60° fenced equipment compound located at the base of the proposed tower. The crane was raised into the air at approximately 8:00 AM. At that time, the sky was overcast. The winds were at approximately 5 mph with an approximate air temperature of 30°. Investigation Methodology A crane with a boom arm measuring approximately 2 feet across at the top, was raised into the air to a height of 180 ft. above ground level. A flag was attached to the top of the boom arm to assist in locating the boom from the surrounding areas, The crane was located at the proposed tower location. and was left extended to the 180 ft. height for the duration of the test. Areas of public access within an approximate 5 mile radius of the tower site were driven to document the locations from which the proposed tower may be visible. Photographs were taken at the digital equivalent of 55 mm resolution from numerous locations throughout the surrounding area. In addition, the surrounding area was reviewed in an attempt to identify and inventory any aesthetic resources which may be present. Based on the proposed tower location, the following potential aesthetic resources were identified: ‘© Partridge Run Wildlife Management Area Partridge Run State Forest Cole Hill State Forest Dutch Settlement State Forest Wood Duck Trail Redbelly Trail Border Trail Cole Hill Access Rd Wright Karst Area (Ci 1 Environmental Area) The photographs were then used to prepare photo simulations of the proposed tower at the site. A photo depicting existing conditions (with the crane present), and a simulation depicting the proposed installation are provided for a representative sample of locations from which the balloons were visible. The 35 mm resolution is utilized to depict the view most closely resembling that of the human eye. In addition, line-of-sight profiles from selected viewpoints have been provided for the tower at a height of 160 feet and view-shed maps for the tower at heights of both 180 feet and 160 feet have been provided for a 5 mile radius around the tower site, Description of the View-Shed Maps The view shed maps present the predicted visibility of the self-support tower at heights of 180 feet and 160 feet based on topography with the addition of an assumed 60 ft. tree canopy. The pink shading represents areas from which the tower is predicted to be visible. The results indicate that the proposed tower is anticipated to have limited visibility in the surrounding 5-mile radius of the site with the largest areas of visibility to the north and west of the proposed tower site. Description of Visual Observation and Photo Simulations ‘C&S has prepared photo simulations depicting the proposed 160 ft. self-support tower, which is an alternative lower tower height proposed by Albany County. The following is a summary of the visibility from each of potential aesthetic resources listed above and from each viewpoint for which a photo simulation was prepared. The potential aesthetic impact associated with visibility is also discussed below. Location 1: The crane was not visible from this location, so no photo simulation was prepared from this viewpoint. Location 2: The crane was not visible from this location, so no photo simulation was prepared from this viewpoint. Location 3: This photograph was taken from approximately 1.3 miles north of the tower site. The proposed tower is predicted to be visible above the tree line and horizon from this view point. The visible portion of the tower is somewhat difficult to discem against the background from distance and the presence of antennas on the tower structure is not easily identifiable. It is therefore our opinion that the aesthetic impacts of the tower are minimal from this view point due mainly to the distance of this viewpoint from the tower. In an attempt to mitigate the impact, the County has reduced the height of the proposed tower from the originally proposed height of 180 feet to 160 feet, and has agreed to remove the tower if at some point in the future it is no longer required for communications purposes. Location 4: This photograph was taken from approximately 2.3 miles northeast of the tower site. A minor portion of the proposed tower is predicted to be visible just above the tree line and horizon from this view point. The minor portion of the tower that is visible is extremely difficult to identify from this distance. The visible portion of the tower blends into the tree tops and can easily be mistaken for just another tree within the irregular tree line. It is therefore our opinion that the aesthetic impact of the tower is negligible from this view point. The reduction in height of the proposed tower from 180 ft to 160 ft, brings the tower right down into the top of the existing irregular tree line. This reduction in height together with the distance from the tower the makes it extremely difficult to even identify the tower structure against the background and through the existing tree line. Location 5: This photograph was taken from approximately 2.0 miles northeast of the tower site. A minor portion of the proposed tower is predicted to be visible just above the tree line and horizon from this view point. The minor portion of the tower that is visible is extremely difficult to identify from this distance. The visible portion of the tower blends into the tree tops and can easily be mistaken for just another tree within the tree line. It is therefore our opinion that the aesthetic impacts of the tower are negligible from this view point. The reduction in height of the proposed tower from 180 ft to 160 ft, brings the tower right down into the top of the existing tree line. This reduction in height together with the distance from the tower the makes it extremely difficult to even identify the minor portion of the tower structure that is visible against the background and through the existing tree line. Location 6: The crane was not visible from this location, so no photo simulation was prepared from this viewpoint, Location 7: The crane was not visible from this location, so no photo simulation was prepared from this viewpoint. Location 8: The crane was not visible from this location, so no photo simulation was prepared from this viewpoint. Location 9: The crane was not visible from this location, so no photo simulation was prepared from this viewpoint. Location 10: The crane was not visible from this location, so no photo simulation was prepared from this viewpoint. Location 11: This photograph was taken from approximately 2.0 miles southwest of the tower site, From this viewpoint, the a minor portion of the proposed tower is predicted to be visible through the top of the tree line during months in which there are no leaves present on the trees. The portion of the tower that is visible is partially screened by the tree line even without the presence of leaves and is extremely difficult to identify from this distance. The reduction in height of the proposed tower from 180 ft to 160 ff, brings the tower right down below the top of the existing tree line and as a result the tower will not be visible once the leaves are present on the trees. It is therefore our opinion that there would be no aesthetic impacts from this view point. Location 12: This photograph was taken from approximately 0.25 miles north of the tower site adjacent to an existing school building. The lower portion of the tower and related equipment proposed at its base will be screened by existing trees. ‘The balance of the upper portion of the proposed tower is predicted to be visible above the tree line and horizon from this view point. Such upper portion of the tower is easily identifiable from this viewpoint. The upper portion of the tower presents a moderate impact from this view point as it is readily apparent on the ill top. Its visibility, however, is limited in geographic scope as demonstrated by the view points analyzed in the S-mile radius of the site from which the tower was either not visible or its visibility was limited to the a minor upper portion of the tower buffered by the existing irregular tree line and distance. Due to the limited geographic scope of such view, the number of people affected by and the duration of the visibility of the tower from this viewpoint are correspondingly limited. Visibility of the tower from this viewpoint also largely does not interfere with scenic views of the surrounding area. The aesthetic impact from this viewpoint will also be mitigated by the County's proposal to reduce the tower height from the originally planned height of 180 ft. to an alternative height of 160 ft., and to remove the tower if in the future itis no longer required for communications purposes. Location 13: This photograph was taken from approximately 0.25 miles north of the tower site adjacent to an existing church. The lower portion of the tower and related equipment proposed at its base will be screened by existing trees. The balance of the upper portion of the proposed tower is predicted to be visible above the tree line and horizon from this view point. Such upper portion of the tower is easily identifiable from this viewpoint. The upper portion of the tower presents a moderate impact from this view point, as it is readily apparent on the hill top. Its. isibility, however, is limited in geographic scope as demonstrated by the view points analyzed in the 5-mile radius of the site from which the tower was either not visible or its visibility was limited to the a minor upper portion of the tower buffered by the existing irregular tree line and distance. Due to the limited geographic scope of such view, the number of people affected by and the duration of the visibility of the tower from this viewpoint are correspondingly limited Visibility of the tower from this viewpoint also largely does not interfere with scenic views of the surrounding area. The aesthetic impact from this viewpoint will also be mitigated by the County’s proposal to reduce the tower height from the originally planned height of 180 ft. to an alternative height of 160 ft., and to remove the tower if in the future it is no longer required for communications purposes. Location 14: The crane was not visible from this location, so no photo simulation was prepared from this viewpoint. Location 15: A photograph was taken from approximately 0.25 miles north of the tower site in front of an existing church. From this viewpoint, a minor portion of the very top of the proposed. tower is predicted to be visible through the top of the tree line during months in which there are no leaves present on the trees. Such portion of the tower is almost completely screened by the tree line even without the presence of leaves and is extremely difficult to identify from this view point. The reduction in height of the proposed tower from 180 ft to the alternate height of 160 ft, brings the tower right down below the top of the existing tree line and, as a result, the tower wil not be visible once the leaves are present on the trees. It is therefore our opinion that there would be no aesthetic impact from this view point. Location 16: The crane was not visible from this location, so no photo simulation was prepared from this viewpoint. Description of Visibility from Aesthetic Resources Partridge Run Wildlife Management Area: This resource is located approximately 5 miles south / southwest of the proposed tower site and includes Wood Duck Trail and Redbelly Trail, two additional aesthetic resources. As depicted on the viewshed map, the proposed tower is not predicted to be visible from anywhere within this area. As a result the proposed tower should have no significant impact on this resource. Partridge Run State Forest: This resource is located approximately 5 miles southwest of the proposed tower site. As depicted on the viewshed map, the proposed tower is not predicted to be visible from anywhere within this area. As a result the proposed tower should have no significant impact on this resource. Cole Hill State Forest: This resource is located approximately 3.5 miles east / southeast of the proposed tower site and includes Cole Hill Access Road, an additional aesthetic resources. As depicted on the viewshed map, the proposed tower is not predicted to be visible from anywhere within this area. Additionally, Profile B is taken from the vicinity of Cole Hill State Forest and also depicts the tower as not visible from this location. As a result the proposed tower should have no significant impact on this resource. Dutch Settlement State Forest: This resource is located approximately 5 miles northwest of the proposed tower site. As depicted on the viewshed map, the proposed tower is predicted to be visible from a few select locations within this area based on topography and an assumed uniform 60 ft. tree canopy. However, if an individual was hiking or engaged in other recreation activities within the state forest, it would be very difficult to see past all of the tress immediately surrounding the individual and out of the forested area. Additionally, the proposed tower would be very difficult to identify from a distance of 5 miles. Asa result the proposed tower should have no significant impact on this resource. Wright Karst Area (Critical Environmental Area): This resource is located approximately 4 miles northwest of the proposed tower site. As depicted on the viewshed map, the proposed tower is predicted to be visible from a very few select locations within this area based on topography and a assumed uniform 60 ft. tree canopy. However, if an individual was hiking or engaged in other recreation activities within a forested area, it would be very difficult to see past all of the tress immediately surrounding the individual and out of the forested area. Additionally, the proposed tower would be very difficult to identify from a distance of 4 miles. As a result the proposed tower should have no significant impact on this resource. Conclusion Based on the view-shed map and corresponding photo simulations discussed above, there are a limited number of areas from which the proposed tower is predicted to be visible within a 5 radius surrounding the proposed tower site. In the majority of instances in which the tower is predicted to be visible, the tower is difficult to identify due to distance from the tower site and the presence of the existing tree line between the view point and the tower site which provided screening for the tower and, in some such instances, due to the reduced alternate 160 ft. tower height proposed by the County. In the few cases in which the tower is readily apparent and easily identifiable, such visibility is limited in geographic scope, number of viewers and duration and largely does not impact any scenic views of the surrounding area. The aesthetic impact in that limited geographic area will also be mitigated by the County’s proposal to reduce the tower height from the originally planned height of 180 ft. to an alternative height of 160 ft., and to remove the tower if in the future it is no longer required for communications purposes. All information used in this report was analyzed as a percentage of current Maximum Permissible Exposure (% MPE) as listed in the FCC OET Bulletin 65 Edition 97-Oland ANSVIEEE Std C95.1. The FCC regulates Maximum Permissible Exposure in units of microwatts per square centimeter (uW/crr). ‘The number of uWicm? calculated at each sample point is called the power density. The exposure limit for power density varies depending upon the frequencies being utilized. All calculations were performed per the specifications under FCC OET 65. Because of the short wavelength of PCS services, the antennas require line-of-site paths for good propagation, and are typically installed a distance above ground level, Antennas are constructed to concentrate energy towards the horizon, with as little energy as possible scattered towards the ground or the sky. This design, combined with the low power of PCS faclities, generally results in no possibility for exposure to approach Maximum Permissible Exposure (MPE) levels, with the exception of in areas in the immediate vicinity ofthe antennas.
