KETUA PROGRAM STUDI STATISTIKA
FMIPA UNIVERSITAS NEGERI MAKASSAR
Sivitas akademika Program Studi Statistika FMIPA UNM perlu menyadari cita-cita untuk
menghasilkan statistikawan yang kompeten, berwawasan keilmuan, dan kewirausahaan. Untuk
mewujudkan hal itu, kita konsisten berupaya: (1) menjadi pusat pengkajian dan pengembangan
statistika serta pelayanan pendidikan, (2) menghasilkan lulusan yang memiliki keterampilan
mengaplikasikan statistika dan melakukan penelitian dalam berbagai bidang (ekonomi dan
bisnis, kesehatan dan lingkungan, pendidikan dan pemerintahan) yang berbasis teknologi
informasi untuk mewujudkan research university, serta (3) mencerdaskan masyarakat dengan
menghasilkan kemandirian lulusan yang berwirausaha berbasis pemahaman dan pemikiran
statistika melalui pelatihan dan konsultasi.
Visi dan misi ini hendaknya tidak menjadi slogan semata ketika kita bersama-sama
menjalankan tri dharma pendidikan tinggi, yaitu melaksanakan pendidikan yang bermutu tinggi
yang selanjutnya menghasilkan lulusan yang mampu berkontribusi pada kemajuan ilmu
pengetahuan, teknologi, dan seni (Ipteks). Dalam meraih cita-cita yang luhur ini, diperlukan
strategi dan sarana, termasuk penyediaan panduan penulisan skripsi sebagai tugas akhir
mahasiswa S-1 guna senantiasa meningkatkan besaran dan mutu karya ilmiah bidang statistika.
Penulisan skripsi mahasiswa mengacu pada Panduan Penulisan Skripsi FMIPA UNM, namun
praktik operasional dipandu oleh Prosedur Operasional Baku (POB) Penulisan Skripsi
Mahasiswa Program Sarjana Statistika yang disediakan oleh Program Studi Statistika.
Tugas akhir mahasiswa jenjang S-1, S-2, dan S-3 berbeda-beda, yang selanjtnya disebut
skripsi untuk sarjana, tesis untuk magister, dan disertasi untuk doktor. Sesuai dengan Kerangka
Kualifikasi Nasional Indonesia atau KKNI (Peraturan Presiden Republik Indonesia Nomor 8
Tahun 2012), seorang lulusan S-1 harus mampu memanfaatkan Ipteks dalam bidang
keahliannya, sementara lulusan S-2 harus mampu mengembangkan Ipteks dalam bidang
keilmuannya atau praktik profesionalnya melalui penelitian sehingga menghasilkan karya
inovatif dan teruji. Lulusan S-3 harus mampu mengembangkan Ipteks untuk menghasilkan karya
kreatif, orisinal, dan teruji serta mampu memecahkan permasalahan Ipteks melalui pendekatan
inter-, multi-, atau transdisipliner. Hal ini harus pula tecermin dari karya tugas akhir setiap
jenjang, khususnya jenjang S-1 Program Studi Statistika FMIPA UNM.
Panduan ini yang dibei nama Prosedur Operasional Baku (POB) disusun dengan kaidah
yang diselaraskan dengan perubahan dalam tata tulis ilmiah. Beberapa cirinya yang penting
bahwa karya ilmiah lebih mengutamakan naskah yang cermat, ringkas, dan jelas, banyaknya
rujukan tidak menjadi ukuran tetapi bermutu tinggi; dan cara pengutipan dan penyusunan daftar
pustaka yang semakin hemat. Dampak akhirnya ialah bahwa karya tulis menjadi semakin ringkas
tanpa mengorbankan mutu substansi. Banyaknya halaman minimum suatu karya ilmiah berupa
skripsi tidak pernah menjadi ketentuan. Sudah waktunya pula kita menghemat kertas dan tinta,
yang berarti menghemat biaya. Tingkatkan mutu tulisan dengan mengacu berkala ilmiah
(journal). Akses melalui internet telah disediakan baik untuk mengunduh (down load) maupun
untuk mengunggah (upload) karya ilmiah Anda.
Telah dijelaskan bahawa lulusan S-1 sekurang-kurangnya mampu memanfaatkan Ipteks
dalam bidang keahliannya, dan mampu beradaptasi dalam situasi yang dihadapi ketika
menyelesaikan masalah. Karena itu, sarjana statistika harus menguasai konsep teori dalam
bidang statistika serta mampu memformulasikan penyelesaian masalah secara prosedural.
Sarjana statistika harus mampu mengambil keputusan strategis berdasarkan analisis informasi
dan data, serta memilih berbagai altematif solusi sewaktu mereka berada dalam lingkungan kerja.
Cukup banyak ragam karya tulis mahasiswa S-1 yang dapat dikembangkan. Jika amanat KKNI
dicermati, pembimbingan karya tulis mahasiswa S-1 lebih ditekankan pada pemanfaatan Ipteks
dalam bidang keahliannya. Bergantung pada tingkat kebaruan temuan, naskah skripsi bahkan
dapat diajukan ke berkala bereputasi nasional dan intemasional. Dengan demikian, isu atau tema
strategis yang dikembangkan dalam skripsi sarjana statistika FMIPA UNM berorientasi pada
pengembangan ilmu (1) statistika teori, (2) statistika terapan, dan (3) statistika komputasi.
POB ini dibuat dan diharapkan digunakan mahasiswa Program Studi Statistika FMIPA UNM
mulai tahun 2016. Demikian semoga ini memberikan kemudahan kepada mahasiswa dan dosen
pembimbing untuk menyusun tugas akhir mahasiswa dalam bentuk skripsi sebagai syarat
mendapatkan gelar sarjana statistika (S.Stat). Akhirnya, saran dan kritik untuk perbaikan terbitan
berikutnya tetap diharapkan.

Sivitas akademika Program Studi Statistika FMIPA UNM perlu menyadari cita-cita untuk

mewujudkan hal itu, kita secara konsisten berupaya: (1) menjadi pusat pengkajian dan
pengembangan statistika serta pelayanan pendidikan, (2) menghasilkan lulusan yang memiliki
keterampilan mengaplikasikan statistika dan melakukan penelitian dalam berbagai bidang
(ekonomi dan bisnis, kesehatan dan lingkungan, pendidikan dan pemerintahan) yang berbasis
teknologi informasi untuk mewujudkan research university, serta (3) mencerdaskan masyarakat
dengan menghasilkan kemandirian lulusan yang berwirausaha berbasis pemahaman dan
pemikiran statistika melalui pelatihan dan konsultasi.
Visi dan misi ini sejalan dengan Kerangka Kualifikasi Nasional Indonesia (KKNI) dalam
Peraturan Presiden Republik Indonesia Nomor 8 Tahun 2012, yaitu jenjang 6 untuk sarjana.
Dengan penyelesaian skripsi sarjana statistika FMIPA UNM, pengalaman belajar selama
mahasiswa menempuh pendidikan sarjana statistika akan memiliki kemampuan:
1. mengaplikasikan bidang keahlian statistikanya dan memanfaatkan pengetahauan, teknologi,
dan/atau seni pada bidang lain untuk penyelesaian masalah serta mampu beradaptasi terhadap
situasi yang dihadapi;
2. menguasai konsep teoretis pengetahuan secara umum dan konsep teoretis khusus statistika
secara mendalam, serta mampu memformulasikan penyelesaian masalah prosedural;
3. mengambil keputusan yang tepat berdasarkan analisis informasi dan data, dan mampu
memberikan petunjuk dalam memilih berbagai alternatif solusi secara mandiri dan kelompok;
4. bertanggung jawab pada pekerjaan sendiri dan dapat diberi tanggung jawab atas pencapaian
hasil kerja organisasi.
Namun, selain penguasaan pengetahuan, kemampuan kerja, wewenang dan tanggung jawab,
alumni Program Studi Statistika FMIPA UNM perlu memiliki sikap dan tata nilai yang
termanifestasi dalam kiprahnya di tengah masyakat. Sikap dan tata nilai tersebut yang dibekali
mahasiswa selama proses pendidikan adalah:
1. Bertaqwa kepada Tuhan Yang Maha Esa;
2. Memiliki moral, etika dan kepribadian yang baik di dalam menyelesaikan tugasnya;
3. Berperan sebagai warga negara yang bangga dan cinta tanah air serta mendukung perdamaian
dunia;
4.
Mampu bekerja sama dan memiliki kepekaan sosial dan kepedulian yang tinggi terhadap
masyarakat dan lingkungannya;
5. Menghargai keanekaragaman budaya, pandangan, kepercayaan, dan agama serta
pendapat/temuan orisinal orang lain;
6. Menjunjung tinggi penegakan hukum serta memiliki semangat untuk mendahulukan
kepentingan bangsa serta masyarakat luas.
Dengan demikian, dalam setiap kegiatan mahasiswa statistika FMIPA UNM selalu dipantau
dan diarahkan untuk selalu mematuhi etika, termasuk etika penulisan karya ilmiah. Sekurangkurangnya tiga jenis perbuatan tercela yang harus dihindari dalam penulisan skripsi mahasiswa,
yaitu fabrikasi data, falsifikasi data, dan plagiarisme.
1. Fabrikasi: Data atau hasil penelitian dikarang atau dibuat-buat dan dicatat dan atau
diumumkan tanpa pembuktian bahwa peneliti yang bersangkutan telah melakukan proses
pengumpulan data. Di sinilah pentingnya bagi setiap peneliti membuat catatan penelitian
(logbook) secara cermat sebagai bukti tidak melakukan fabrikasi.
2. Falsifikasi: Data atau hasil penelitian dipalsu dengan mengubah atau melaporkan secara
salah, termasuk membuang data yang bertentangan dengan keinginan penulis secara sengaja
untuk mengubah hasil. Pemalsuan juga meliputi manipulasi bahan penelitian, peralatan, atau
proses.
3. Plagiarisme: Gagasan atau perkataan orang lain digunakan tanpa memberi penghargaan atau
pengakuan atas sumbernya. Plagiarisme dapat terjadi ketika mengajukan proposal dan
melaksanakan penelitian, juga dapat terjadi ketika menilai dan melaporkan hasilnya.
Plagiarisme mencakup perbuatan, seperti mencuri gagasan, pemikiran, proses, dan hasil
penelitian orang lain, baik dalam bentuk data maupun perkataan, termasuk bahan yang
diperoleh dalam penelitian terbatas yang bersifat rahasia.
Perlu ditegaskan bahwa mahasiswa harus menghindari perbuatan plagiat. Selain akan
mendapat sanksi moral dari masyarakat, tindakan plagiat dapat berakibat fatal bagi mahasiswa
yang melakukannya. Menurut Peraturan Menteri Pendidikan Nasional Nomor 17 Tahun 2010
tentang Pencegahan dan Penanggulangan Plagiat di Perguruan Tinggi: "Sanksi bagi mahasiswa
yang terbukti melakukan plagiat, secara berurutan dari yang paling ringan sampai dengan yang
paling berat, terdiri atas:

teguran;
peringatan tertulis;
penundaan pemberian sebagian hak mahasiswa;
pembatalan nilai satu atau beberapa mata kuliah yang diperoleh mahasiswa;
pemberhentian dengan hormat dari status sebagai mahasiswa;
pemberhentian tidak dengan hormat dari status sebagai mahasiswa, atau pembatalan ijazah
apabila mahasiswa telah lulus dari suatu program.
Perlu dijelaskan bahwa pada peraturan menteri tersebut, plagiat meliputi tetapi tidak terbatas
pada:

mengacu dan/atau mengutip istilah atau kata-kata dan/atau kalimat, data dan/atau informasi
dari suatu sumber tanpa menyebutkan sumber dalam catatan kutipan dan/atau tanpa
menyatakan sumber secara memadai;
mengacu dan/atau mengutip secara acak istilah atau kata-kata dan/atau kalimat, data
dan/atau informasi dari suatu sumber tanpa menyebutkan sumber dalam catatan kutipan
dan/atau tanpa menyatakan sumber secara memadai;
menggunakan sumber gagasan, pendapat, pandangan, atau teori tanpa menyatakan sumber
secara memadai;
merumuskan dengan kata-kata dan/atau kalimat sendiri dari sumber kata-kata dan/atau
kalimat, gagasan, pendapat, pandangan, atau teori tanpa menyatakan sumber secara
memadai;
menyerahkan suatu karya ilmiah yang dihasilkan dan/atau telah dipublikasikan oleh pihak
lain sebagai karya ilmiahnya tanpa menyatakan sumber secara memadai.
Selanjutnya, mutu skripsi mahasiswa dapat terjamin apabila melalui proses yang sistematis
dan terencana. Dengan demikian, kegiatan penulisan skripsi diharapkan berproses selama satu
semester (16 minggu) yang terdiri atas tahap-tahap:

Tahap-tahap ini hendaknya menjadi pedoman mahasiswa dan dosen pembimbing dalam
membuat jadwal rencana dan pelaksanaan penelitian skripsinya. Langkah-langkah administrasi
yang diperlukan dapat dilihat pada Gambar 1. Sekali lagi ditegaskan bahwa plagiat dan
kecurangan akademik lainnya harus dicegah. Dengan demikian, di akhir POB ini dilampirkan
The American Psychological Association (APA) System yang merupakan tatacara mengacu dan
membuat daftar pustaka untuk menghindari kecurangan akademik tersebut. APA system
diberikan dalam bahasa Inggeris supaya mahasiswa belajar membaca dan menggunakan referensi
berbahasa Inggeris, sekaligus menjamin keaslian informasinya. APA system yang dilampirkan
terbaru (Edisi ke-6) yang dipublikasi tahun 2010 dan direvisi tahun 2014, dan terdapat sedikit
perubahan dibandingkan dengan edisi sebelumnya.

Proses penyusunan skripsi mahasiswa Program Studi Statistika dijelaskan sebagai berikut:
Mahasiswa konsultasi dengan dosen Penasehat Akademik (PA) untuk menentukan tema,
masalah, dan judul penelitian yang akan dilaksanakan. PA berperan mengarahkan dan
bertanggung jawab terhadap pilihan tema dan masalah penelitian mahasiswa bimbingannya.
Mahasiswa mempelajari Panduan Penulisan Skripsi FMIPA UNM dan POB Penulisan skripsi
Program Sarjana Statistika (2016) dan menyampaikan usulan yang meliputi rumusan
masalah, pertanyaan penelitian, judul, dan calon pembimbing yang ditanda tangani
mahasiswa yang bersangkutan dan PA kepada Kepala Laboratorium (KaLab) Statistika
(format Lampiran 1).
Kemudian KaLab Statistika meneruskan kepada Penanggung Jawab Divisi yang sesuai
(Statistika Teori, Statistika Terapan, Statistika Komputasi) untuk penetapan kelayakan
rencana penelitian mahasiswa tersebut.
Penanggung Jawab Divisi Lab memberi rekomendasi kepada Ketua Program Studi Statistika
untuk pengusulan penetapan pembimbing penulisan skripsi mahasiswa yang bersangkutan.
Berdasarkan rekomendasi Penanggung Jawab Divisi Lab, Ketua Program Studi Statistika
meminta kesediaan pembimbing (Lampiran 2)
Berdasarkan Surat Ketua Program Studi Statistika, dosen yang diminta menjadi pembimbing
menandatangani Surat Persetujuan Menjadi Pembimbing (Lampiran 3)
Setelah ada persetujuan pembimbing, mahasiswa melakukan konsultasi penyusunan proposal
yang dibuktikan dengan dokumen konsultasi (Lampiran 4)

9. Mahasiswa merencanakan seminar proposal dan meminta persetujuan waktu pelaksanaan
seminar pada pembimbing (Lampiran 6)
10. Setelah ada persetujuan pelaksanaan seminar proposal, Ketua Program Studi Statistika
menugaskan satu tim penilai seminar proposal (Lampiran 7)
11. Undangan seminar disampaikan kepada tim penilai dengan bukti penerimaan (Lampiran 8)
12. Pelaksanaan seminar proposal dilengkapi dengan berita acara yang ditandatangani oleh
Pembimbing I (Lampiran 9)

13. Mahasiswa memperbaiki proposal sesuai saran dalam seminar proposal dan hasil perbaikan
dibuktikan dengan lembar persetujuan perbaikan oleh tim penilai yang dikuatkan oleh
Pembimbing I (Lampiran 10)
14. Setelah perbaikan proposal disetujui, diterbitkan surat persetujuan pelaksanaan penelitian
oleh Pembimbing yang diketahui Ketua Program Studi Statistika (Lampiran 11)
15. Selama penelitian dilaksanakan, mahasiswa melakukan konsultasi dengan pembimbing yang
dibuktikan dengan lembar konsultasi hasil penelitian (Lampiran 12)
16. Setelah proses pembimbingan hasil penelitian dianggap cukup, diterbitkan persetujuan untuk
seminar hasil penelitian (Lampiran 13)
17. Mahasiswa merencanakan seminar hasil dan meminta persetujuan waktu pada pembimbing
(Lampiran 14)
18. Setelah ada persetujuan pelaksanaan seminar hasil, Ketua Program Studi Statistika
menugaskan satu tim penilai seminar hasil (Lampiran 15)
19. Undangan seminar hasil yang ditanda tangani Ketua Program Studi Statistika disampaikan
kepada tim penilai dengan bukti penerimaan (Lampiran 16)
20. Pelaksanaan seminar hasil dilengkapi dengan berita acara (Lampiran 17)
21. Setelah pelaksanaan seminar hasil dan skripsi sudah diperbaiki mahasiswa dan disetujui
dosen pembimbing dan penilai dibuatlah surat persetujuan ujian skripsi yang ditandatangani
oleh Pembimbing dan diketahui oleh Ketua Program Studi Statistika (Lampiran 18)
22. Selanjutnya, mahasiswa merencanakan waktu ujian dengan lembar persetujuan waktu ujian
yang ditandatangani oleh pembimbing (Lampiran 19)
23. Kemudian, Ketua Program Studi Statistika menerbitkan surat penugasan ujian skripsi kepada
tim penilai (Lampiran 20)
24. Berdasarkan surat penugasan, undangan disampaikan kepada tim penguji yang dibuktikan
dengan tanda penerimaan undangan (Lampiran 21).
25. Undangan ujian skripsi yang ditanda taangani Dekan FMIPA UNM disampaikan kepada tim
penguji.
26. Setelah ujian dilaksanakan, dan mahasiswa lulus langsung diyudisium dengan syarat
memperbaiki jika masih ada saran perbaikan dari tim penguji.
27. Jika perbaikan hasil ujian skripsi sudah disetujui tim penguji, dibuatlah lembar pengesahan
skripsi (Lampiran 22)
28. Setelah skripsi diperbaiki dan ditandatangani oleh tim penguji, dijilid minmal 6 rangkap dan
disampaikan kepada program studi, pembimbing, dan instansi terkait yang dibuktikan dengan
tanda terima (Lampiran 23).
29. Setelah semua proses ini dilalui. Mahasiswa sudah berhak ikut wisuda dan menerima ijazah.

REFERENCING STYLE
The American Psychological Association referencing style (or APA as it is more commonly
known) is used across a variety of disciplines. The sixth and latest edition was published in 2010.
IN-TEXT REFERENCES
APA uses the author-date style of referencing. That is, in-text references (generally) appear
in the following format: (Authors Last Name, Year of Publication, Page Number(s)).
Example: (Austen, 1813, p. 64).
You are also permitted to include the Authors name in a sentence, omitting it from the
brackets.
Example: Austen (1813, pp. 64-67) observes that

as opposed to 64-7.
When directly quoting from a source, you must include page number(s) and enclose the
quote in double quotation marks.
Example: A woman must have money and a room of her own if she is to write fiction

When paraphrasing or referring to an idea contained in another work, the Publication manual
of the American Psychological Association advises: you are encouraged to provide a page or
paragraph number, especially when it would help an interested reader locate the relevant
passage in a long or complex text (American Psychological Association [APA], 2010, p.

171). It is recommended you verify this advice with your unit of study coordinator, lecturer
or tutor for each subject.
If you are referring to an entire work, include only the Authors Last Name and Year of
Publication in brackets. If you are referring to part of a work, you must include Page
Numbers or their equivalent (see specific examples for more information).
When citing a source you have not read yourself, but which is referred to in a source you
have read (also known as secondary referencing), use the following method: Moore (as
cited in Maxwell, 1999, p. 25) stated that

Note: It is always preferable to cite the original source.
REFERENCE LIST
The Reference List should appear at the end of your work on a separate page.
Only include references you have cited in your work.
All references should have a hanging indent. That is, all lines of a reference subsequent to the
first line should be indented (see examples in the tables below).
In general, references should be listed alphabetically by the last name of the first author of
each work.
Special Reference List cases:
o In the case of works by different authors with the same family name, list references
alphabetically by the authors initials.
o In the case of multiple works by the same author in different years, list references
chronologically (earliest to latest).
o In the case of multiple works by the same author in the same year, list references
alphabetically by title in the Reference List.
When referring to Books, Book Chapters, Article Titles or Webpages, capitalise only the first
letter of the first word of a title and subtitle, and proper nouns.
Example: Aboriginals and the mining industry: Case studies of the Australian experience
When referring to Journal Titles, capitalise all major words (do not capitalise words such as
of, and, & the unless they are the first word in the title).
