1. GENERAL
This requisition covers the requirements for the FM-200 Fire Suppression System to be
purchased by PT. KRAKATAU ENGINEERING (herein after called as PT. KE), for LNG
RECEIVING TERMINAL PROJECT BOJONEGARA IN WEST JAVA, INDONESIA, owned
by PT. NUSANTARA GAS SERVICES, Bojonegara-Indonesia.

2. ITEM AND QUANTITY TO BE PURCHASED


The items and quantity specified in the following sheetshall be furnished in accordance with
this requisition:

4. CODES AND STANDARDS


The latest edition of the UL, FM, USDOT, ASME B31.3, ASME B16.5, AWS D1.1, and NFPA
2001 shall apply to the design and execution of FM-200 Extinguishing System.
5. SCOPE OF WORK
The Vendors scope of work shall include the followings:
1.

Supply complete set of FM-200 Extinguishing System.

2.

Shop Test &Test Report

3.

Packing and Transportation to PT. NUSANTARA GAS SERVICES, Bojonegara-West


Java

4.

Supervision for Installation Work

5.

Testing, Commissioning, and Training

6.

Civil Workis not included

7.

Supply of all related documents

The Vendor shall submit the documents and drawings with the requirement of
ATTACHMENT-A: "VENDOR'S DATA REQUIREMENT SHEET".
6. SPARE PART
The VENDOR shall propose his recommendable spare parts for commissioning to final
acceptance and for 1 (one) year operation. The total cost and each unit price shall be
proposed separately in the VENDORs Proposal.

(1) Construction and Commissioning Spare Parts


The VENDOR shall supply recommended spare parts for testing, commissioning, and
final acceptance.
(2) Operating Spare Parts
Operating spare parts shall mean all spare parts which are necessary for 1 (one) year
operation. A separate list of recommended two years operation spare parts such as
Drawing, serial number detail data, etc. shall be submitted in separate quotation.

7. SPECIAL TOOLS AND INSTRUCTION


Vendor shall furnish the special tools and appurtenances for the installation, maintenance
and/or operation of the materials, if any.
8. CONFLICT
If there are any conflicts between this requisition, the priority for interpretation shall be in
following order:

Vendor shall submit his notice for the conflict/discrepancy to get the clarification from Owner
in writing.
9. DEVIATION AND/OR ALTERNATION
1.
The deviation and/or alternation from this requisition shall not be permitted, except for
the deviation and/or alternation, which is offered with the Vendors quotation and
approved in writing by PT. KE.
2.

VENDORs proposal shall comply with this Requisition unless otherwise indicated.
VENDORs offer shall be deemed to comply strictly with this requisition. If VENDOR
intends to propose alternatives, these shall clearly be indicated, separately from base
proposal, in the list of alternatives provided that these are attractive from economical
view point or improvements that have been technically proven.
VENDOR shall submit Exception, Clarification, and Deviation from this Requisition, if
any, along with the quotation using form below.

When substitute materials are proposed, chemical properties, mechanical properties,


melting method, deoxidation materials, heat treatment, and grain size shall be included
in the above table.

10. SCHEDULE
1.
Vendor shall submit the overall schedule showing detailed items of manufacturing,
shop inspection and test, delivery, installation, testing & commissioning.
2.

Partial shipment will be allowed if it is contributed to improve the schedule.

3.

Vendor shall be submit document list schedule with issue date in accordance with the
requirement listed in Attachment-A.

11. PRESERVATION REQUIREMENTS


1.
General preservation requirements shall be in accordance with International Standard
Packing and Shipping Instructions
2.

In addition to those specified above, the followings shall also be referred:


a)

Surface not painted and/or surfaces susceptible to salt water or atmospheric


corrosion shall be coated with suitable compound to protect them against
corrosion in transit and outside storage at the site.

b)

All machined, bright finished, close clearance surfaces or surfaces not painted
shall be protected with a suitable anti-corrosive material which can be removed
by standard cleaning methods or solvents. If any special cleaning methods or
solvents shall be required, vendor shall prepare the instructions for them.

c)

Flange faces and other machine surfaces on equipment shall be protected with
suitable anti-corrosive material to prevent damage and/or corrosion taking place
prior to item being put into operation.

12. SHIPPING AND PACKING REQUIREMENT


The VENDOR shall include all costs in Proposal for preparation and packing all items for
export

shipment.

FM-200 FIRE SUPPRESSION SYSTEM

VENDOR shall be responsible for the loading and securing of the equipment ready for
shipment from his yard.
The VENDOR shall provide a preservation procedure specifying all requirements that must be
adhered during facility construction and idle periods of non-operation of up to 12 (twelve)
months. The VENDORs preservation procedure shall specify methods for protection against
rain, moisture, dirt, blasting grit etc. Release for Shipment - No equipment shall be released
for shipment without approval of the Companys designated representative.

13. QUALITY ASSURANCE


All materials shall be of good quality and free of all defects that would cause unworkman like
appearance. All materials used shall be suitable for the service under which they will operate.

14. GUARANTEE
The following guarantees shall be considered:
1. Functional and process parameters
2. Site test parameter
VENDOR to warrant the system shall properly operate in accordance to the specified
Standard.
Should the apparatus fail to meet the specified conditions after fair test run, the VENDOR
must make such alteration or furnish such additional equipment as necessary to meet the
specifications free of cost to the PURCHASER.
The VENDOR shall repair or replace without charge, any materials which, within 2 (two) year
from date of delivery, is proven defective in materials or workmanship.
All equipment shall be guaranteed for 24 (twenty four) months after accepted performance
test.

4.

Clean Agent Fire Suppression System Specification

4.1

General
Clean agent fire suppression system is provided for the deep seated fire caused by
electrical equipments such as switchgear, motor control system, and etc. The
clean agent shall be a HFC-227ea (Heptafluoropropane), hereafter referred to as
the FM-200.
FM-200 gaseous fire suppression system will be used for the following buildings:

System Description
4.2.1 Each FM-200 system shall include the following main components:

4.2.2 Activation of the FM-200 fire extinguishing system requires a confirmed
fire detection event which relies on voting from same zone detection.
The confirmation usually includes smoke detectors or other type
detectors located in two of the same zones. In case the area under
protection belongs to a common fire zone, then the voting will be
obtained from two or more detectors located in opposite corner of the
said zone. Sound alarm on activating single-detection device (1st alarm
level for any type of Detection systems), and discharge extinguishing
agent on actuating single-detection device in other zone (2nd alarm level
for any type of Detection systems).
FM-200 should be used to activate it manually in order to avoid harm to
people due to false alarm in CCR and JCR.
4.2.3 The system shall be sized to sustain sufficiently the effective snuffing
time (under the required concentration) as per NFPA-2001. The
objective is to quench the deep seated fire and to cool down the heated
object to prevent from relit.
4.3

Design Requirement
4.3.1 Design system for delivering an FM-200 clean agent concentration
suitable for normally occupied areas being protected as per the
requirements in NFPA 2001. Utilize safety factors specified in NFPA
2001 for the design concentrations for Class A, B, and C fires. The
discharge time required to achieve 95 percent of the minimum design
concentration for flame extinguishment based on a 20 percent safety
factor shall not exceed 10 seconds.
4.3.2 Each fire suppression system shall have its own supply of FM-200 in a
modular storage design.

4.3.3 All devices, components and equipment shall be new, standard products
of the equipment Suppliers latest design and suitable to perform the
functions intended. All devices and equipment shall be UL Listed and/or
FM Approved.
4.3.4 FM-200 clean agent systems shall be designed and installed as a total
flooding system. The limit of agent concentration percentage and
allowable possible exposure of operators shall be observed as per NFPA
2001.
4.3.5 Specific care should be taken with extinguishing concentrations for the
fire, validating equipment Suppliers minimum recommendations, with
demonstrations if necessary. Additionally, the system shall be checked
for compatibility with the building design, air tightness, and venting
requirements, etc.
4.3.6 The FM-200 shall be stored in containers and super pressurized with
nitrogen and must conform to NFPA 2001 standards. The containers
shall be constructed of high strength alloy steel seamless (No Welding)
cylinders of sizes 22L, 40L, 80L, 100L, 140L and 180L meeting the
requirements of the Transportable Pressure Equipment Directive (TPED)
99/36/EC or BS5045 Part.2 or Department of Transportation (D.O.T.) for
refillable pressure vessels, and must conform to NFPA 2001 standards.
The containers shall have a pressure gauge for visual inspection, and
shall be electrically supervised through the use of a pressure switch and
shall have low pressure switch to alert for empty container(s). The
containers shall be designed to safely vent over-pressurization due to
high temperatures. The FM-200 containers shall be capable of being
reconditioned and refilled on site without repair or replacement parts.
4.3.7 FM-200 containers shall be securely mounted to a structural frame using
mounting brackets. The skid bearing plate shall be capable of
withstanding a load up to 5 times the cylinder weight.
4.3.8 Discharge of FM-200 agent shall be released by brass valve actuator
that mounts directly on the container head, operated electrically through
and solenoid valve. Manual override valves shall also be included to
allow for operators intervention.
4.3.9 Cylinder valves shall be back pressure type valves. Operation by release

Nitrogen from top of piston, actuate by solenoid valve or mechanical


control.
4.3.10 The solenoid valve shall be 24 VDC / 0.5 amps, and 2 amps for cylinder
valve size 3 inch up.
4.3.11 Discharge nozzles shall be installed within the Suppliers guidelines to
distribute the FM-200 agent throughout the protected space. The
nozzles shall be designed to provide proper agent quantity and
distribution and shall have a UL listed and FM Approved nozzle range
(radius). Nozzle spacing shall be in accordance with the UL listing and
FM approval. FM-200 discharge nozzles shall be one piece brass
construction with female pipe threads and orifice sizes shall be drilled.
Feed piping shall be doing from top down or bottom up.
4.3.12 Distribution piping shall be in accordance with Class G6A as specified in
Piping Material Specification BLRT-FD-SPC-3413. All piping must be
galvanized, reamed, blown clear, and swabbed with appropriate solvents
to remove burrs, mill varnish, and cutting oil before assembly. The piping
network shall be free of particulate matter and oil residue before
installation of nozzles. Teflon tape dope shall be used, and shall be
applied to male threads. All piping must be solidly supported for
withstanding thrust induced by the jet force from FM-200 release.
4.3.13 All system functions shall be controlled and supervised by the system
Control Panel.
4.3.14 Control equipment shall be designed to be capable of adjusting the
countdown timer 0-60 seconds.
4.3.15 Optical smoke detectors shall be used for automatic fire detection. The
optical detector shall utilize solid state circuitry, infrared LED light source,
and a silicon photo diode receiving element.
4.3.16 Manual release agent shall be pull action type (Call Point /w Cover).
4.3.17 Abort or Hold switch shall be pull action type.
4.3.18 Alarm bell shall be used 24 VDC, 90-95 dBA at 1 meter.
4.3.19 If multiple cylinders are used to protect an enclosed space, they must be
stored in same location connected by pilot activation hoses. All cylinders

must be activated by a single manual release during emergency where


the cylinder valves are unable to be activated electrically.
4.4

System Operation
Automatic operation of each protected area shall be as follows:
4.4.1 First Alarm Condition:
a)

First Alarm condition is activated by any one detector in the protected


space.

b)

Signal goes to the Fire Alarm System at CCR (Central Control Room)
and fire alarm shall announce both in visual and in audible mode.

c)

The address of the activated detector shall be displayed on the Fire


Alarm System.

d)

Operator shall attend the system and verify the event.

4.4.2 Second Alarm Condition:


a)

Second Alarm condition is to be activated when a fire event is confirmed


by:
two detectors either in same zone or in opposite corners of the
protected space are activated; or
fire in the protected space is confirmed by operator through the
manual fire alarm station.

b)

The FM-200 system will be activated automatically. It may also be


manually activated.

c)

Simultaneously:
the Fire Alarm System displays the warning message of the system
activation;
the strobe lights and horn dedicated for the FM-200 system in the
protected space are activated;
all part of the air handling system in the protected space will be shut
down, and all fire dampers in the air duct will close automatically;
all personnel shall leave the space and shut all windows and doors;

the time delay count down starts (30 seconds time delay is
recommended)
d)

If operator finds a situation not warrant the release of FM-200 such as:

the fire alarm is faulty;
He or she will then press down the Abort button to stop the system
operation.

If no other action, the FM-200 will discharge after the time delay expires.
Activation of a manual pull station will immediately release the FM-200.

5.

System Installation

5.1

The manual discharge station shall be of the electrical actuation type and shall be
supervised at the main control panel. The station includes both Activate and
Abort knobs.

5.2

The manual stations shall be located near each exit door of the protected
building/room.

5.3

The strobe lights and horn shall be located at the following positions as minimum:
Cross sections of walkways and corridors.
At each door
Noisy areas
Highly occupied areas

6.

Inspection, Testing, Maintenance and Training


After the installation is complete, the system shall be thoroughly checked for proper
functioning, proper container and piping support, and proper ground, resistance,
and detector sensitivity. Each circuit shall be functionally tested, including auxiliary
circuits (HVAC shutdown, Shunt Trip power interruption, etc.)

6.1

Acceptance Testing
Conduct acceptance tests in the presence of the OWNER/PMC witness with EPC
Contractors HSE Engineer.

The acceptance test shall include the following:

The entire control system shall be tested to determine if functions are as


designed and intended. All circuits shall be tested, including;

Automatic actuation

Manual actuation

HVAC and power shutdowns

Audible and visual alarm devices

Manual override of abort functions

Smoke/fire damper operation

Agent container pressure supervision

Supervision of all panel circuits, including AC power and battery power


supplies, shall be tested and qualified.

Conduct a room pressurization test for each protected space to determine


the presence of openings that would impact FM-200 system concentration
levels during an activation.

Testing shall be conducted in accordance with NFPA 2001 requirements.


If openings are discovered, EPC Contractor shall be responsible for coordinating
the proper sealing of the protected space(s) by Supplier.
Upon completion of repairs, EPC Contractor shall conduct additional room
pressurization tests, at no additional cost to OWNER/PMC, until a successful test
is obtained.
Copies of successful test results shall be submitted to the OWNER Fire Protection
Engineer for record.
6.2

Operation and Maintenance Manuals


Prior to final acceptance, the EPC Contractor shall provide complete operation and
maintenance instruction manuals to the OWNER. All aspects of system operation
and maintenance shall be detailed, including electrical schematics of all circuits, a
written description of the system design, drawings illustrating equipment location,
and technical bulletins describing each component. Checklists and procedures for

emergency situations troubleshooting techniques, and maintenance operations


shall be included.
6.3

System Service / Maintenance


The equipment Supplier shall provide a supplemental service / maintenance /
inspections / training seminar proposal for providing certification for OWNERs
technical personnel.

6.4

Training Requirements
Prior to final acceptance, the EPC Contractor shall provide operation training for
personnel selected by the OWNER. Each training session shall include emergency
procedures, abort functions, system control panel operation, trouble procedures,
and safety requirements.

7.

Guarantee
Compliance with this specification does not relieve EPC Contractor from their
responsibilities for the design, construction, workmanship and quality of the
materials used, which shall be fully suitable for the operating conditions specified
by OWNER/PMC, and reliable with regard to its mechanical and operating
performance.
The specified requirements are the minimum by OWNER/PMC, and EPC
Contractor shall be the ultimately responsible for all aspects of the supplied
equipment regardless of source and shall be responsible for ensuring compliance
with all relevant local and national codes and regulations etc. current at the date of
tender.
EPC Contractor shall guarantee that each equipment item supplied shall achieve
its individual maximum/minimum performance criteria, as specified in the
specification sheets, this specification and herein referenced specifications.
Availability of the equipment defined in the specification and data sheets shall be
certified by EPC Contractor.
All equipment supplied by EPC Contractor shall be guaranteed to operate under
intermittent and continuous operation and satisfactorily maintain all functions and
capacities within this specification and the data sheet, under the whole range of
operating and climatic conditions specified herein.
EPC Contractor shall provide a comprehensives guarantee covering the suitability

Scope
This Specification of Painting covers the minimum requirements of materials,
surface preparation and application of painting system inspection and test,
safety and environment protection, etc. for piping, valves, buried pipes,
equipment and steel structure to be used in the LNG Receiving Terminal
Project Bojonegara in West Java, Indonesia.
The surface of carbon steel, low alloy steel, austenitic stainless steel shall be
applied with painting.
Passive fireproof coating specification is not included in this scope.

Definition
Painting system is defined as a complete protection system including surface
preparation, cleaning, painting, touch-up.
Throughout this specification, the paint thickness is defined as the dry film
paint thickness (DFT).
Paint is defined as any painting or equivalent protection coating product.
Vocabulary and definition are in conformity with ISO standards, 8044, 4618
and others.

Systems

General Requirements
Insulated or uninsulated equipment and piping shall be prepared and coated
in accordance with requirements of this specification and its appendices.
According to ISO12944-2, the corrosivity of environments of this project can
be classified as C5-M, which is the basis of painting system design and
determination of the paint film thickness.
The paint Supplier of the epoxy paiting for the internal surface of potable
water tank shall furnish a certificate confirming the suitability of the system to
meet health authority requirements.

4.1

Steel Substrate Rust Grade

with ISO 8501 Sa-2.


4.2

Stainless Steel
If the atmosphere of plant or process unit (such as in the environment of LNG
jetty, trestle & terminal) involves the presence of chloride, stainless steel
piping and equipment shall be painted, even under insulation, shall be painted
to avoid corrosion of Stress Corrosion Cracking (SCC).

During the transportation of stainless steel equipment and piping to deck


cargo, the surfaces shall be protected with a rust inhibitive compound, or
a temporary removable coating to be field removed by solvent, or any
other protection system approved by the OWNER.

Paints and markings used for stainless steel are required to be free of
chloride.

4.3

Equipment Surface not to be Painted


The following surfaces shall not be painted unless otherwise specified:

Cement wall cladding


The area local to weld edges shall be applied masking tape, to prevent
them being coated.

Bright finished steel operating mechanisms on machinery.(these shall be


protected against corrosion during transport, storage and erection)

Teflon, rubber, glass, tile, etc.

Galvanized grating

Carbon steel anchoring items partially embedded in concrete or block


work

shall be hot dip galvanized and protected at the junction by a strip

of approved alkali resistant mastic filler.


Precautions shall be taken to prevent paint from being applied to equipment
nameplates, instrument glasses and gauge dials, couplings, shafts, valve
stems, bearings, and other machined surfaces (flanges, raised gasket faces
except with faces not touched by gasket and bolt holes).
4.4

Meteorological Data
The project area belongs to tropical rainforest climate zone, hot and humid,
with abundant rainfall, strong sunshine. Detail meteorological data see

Requirements for Surface Preparation

5.1

General
Painting service life depends primarily on the type of surface preparation.
Harmful materials, such as rust, water, dirt, dust, grease, oil, flux, weld spatter
and chlorides, shall be removed from substrate to ensure proper adhesion of
the primer.
Stainless steel shall be sweep blasted with non-metallic, chloride-free
abrasive grit. The blasting abrasive shall not contain ferritic particles and shall
be of a type and size suitable to provide an angular surface profile and
roughness to ISO 8503, as required by the applicable paint system and in
accordance with the Suppliers recommendations.
Non-metallic abrasive (such garnet, corundum) may be used to do surface
preparation, and the roughness is 30-70m.

Special care shall be taken to protect stainless steel from contamination by


carbon steel or low alloy steel dust during surface preparation.
Only clean bone-dry abrasive material will be used for blasting operations.
5.2

Blast Cleaning of New Steelwork


The equipment used for blast cleaning shall be submitted to OWNER's
approval. Compressed air shall be free from oil and water. It should do
inspection in accordance with ASTM D4285.
The type and size of abrasives shall comply with requirements of ISO 8501 et
sequente, 11.124 and 11.126 standards.
Metallic abrasive (steel shot/ steel grit) or non-metallic abrasive (copper ore)
may be used.
Abrasives used more than once shall be filtered using a dust removal system
with sieves to remove fine and contaminated materials, and the grading shall
be checked at regular intervals and fresh abrasives shall be added to ensure
that the correct grading is maintained.
Before blast cleaning commences, oil and grease shall be removed from the
surfaces, and defects shall be chipped or ground.
Blast cleaned surfaces shall comply with the requirement of ISO 8501 et
sequente standards and in conformity with the painting systems listed
here-under.
Sa 2- blast cleaning of steel structures may be performed on the steel
sections before welding works, by using automatic blast cleaning and priming
equipment. After welding, the weld itself and the damaged zones shall be
prepared to Sa 2- for painting either by blasting or hand cleaning.

5.3

Wet Abrasive Cleaning of Steelwork


Wet abrasive cleaning shall only be used under site conditions with the
approval of OWNER, to avoid any narrow equipment deterioration.
Further to the requirements defined in above paragraph, the cleaned surface
shall be rinsed with fresh water. The use of corrosion inhibitor is not allowed.
The surface tolerant primer shall be applied on the same day, if required.
Any inhibitive system used shall be compatible with the subsequent painting
system.

Hand or Power Tool Cleaning of Steelwork


This cleaning procedure shall apply only where blast cleaning is not possible
when stated in the specifications or when approved by the EPC Contractor
(e.g.: before touch-up of erected equipment).
All surfaces contaminated by oil or grease shall be cleaned by scraping,
wiping, washing with approved detergent, and rinsing with fresh water until
the surface passes a water break test, i.e. clean fresh water spreads freely
over the surface with a low contact angle.
The surface shall be prepared to remove all mill scale and rust, until grade St
3 of ISO 8501 is obtained, with an acceptable surface profile.
Where soluble salt (e.g. sea salt) are present, the surfaces shall be washed
with fresh water, prior to mechanical cleaning.

5.5

Cleaning of Sound, Previously Painted Steelwork


Areas which are contaminated with oil or grease shall be cleaned as detailed
here above.
All sound, strongly adherent paint shall be thoroughly cleaned. If required, a
1 % aqueous solution of detergent shall be used, followed by rinsing.
Previous paint remaining too glossy smooth shall be lightly abraded with 240
grade abrasive paper.

5.6

Preparation of Hot Dip Galvanized Steelwork for Painting


All galvanized steelwork shall be cleaned and degreased before painting.
All dirt, grease, oil and zinc oxides shall be removed by cleaning with
water-soluble degreaser, followed by application of mordant solution
(phosphoric acid solution) or cautious surface treatment by blasting
(sweeping) to increase the roughness (only for workshop) prior to applying the
painting.
Remark: application of mordant solution or sweeping is not required if the
galvanization has been subject to 6 to 12 months weathering or the
adhesion between paint and galvanization can be guaranteed due
to an adhesion test according to ASTM D 3359 test A (no result
worse than 4A) by Supplier.

6.1

General
General requirements are as follows:

All paint applications shall be recorded in accordance with the inspection


requirements.

For tanks, painting shall be applied after hydrotest unless otherwise


specified.

Shop-applied primer surfaces shall be cleaned by proven method if they


have been severely contaminated with clorides,such as due to being
immersed in or splashed by seawater during transportation and storage.

To prevent zinc embrittlement cracking, paint containing a zinc pigment


shall not be apllied to stainless steel and high alloy steel surfaces.

Wet Paint warning signs shall be posted rpminently at locations where


painting work inprogress, until the paint has completely dried.

6.2

Suppliers Standard Paints


Purchased standard equipment items, such as compressor, pump, motor,
driver, electrical material, instrument, and other shelf stock items may be
purchased and shipped to the jobsite complying with the painting specification
of this Project. The equipment which islisted above, unless otherwise
specified can use Suppliers standard, the Supplier should submit to OWNER
for approval. After installation, these items shall be touched up and finish
coated to match the color scheme of the plant, if required. Before starting the
touch-up, the EPC Contractor on site shall submit his proposed system in
accordance with the existing paint system of the particular item.
Major electrical equipment such as control panels, electrical cabinets may be
completely shop painted. For outdoor panels, the final coat shall be in
accordance with the color scheme of the plant. If necessary, the Supplier will
include cans of adequate paints in the shipment, for on site touch up
purposes.
In any case, the EPC Contractor remains fully responsible for the quality of
these paints and shall warrant the painted surfaces for the compatibility of the
final coats applied on site with the shop paints.

6.3

Painting Systems
EPC Contractor shall submit a comprehensive proposal of painting systems

to OWNER for approval.


Each system shall be perfectly suitable for the specific conditions of
application as bellows:

Site location: marine atmosphere

Type of surface (material and possible existing coatings)

Temperature range

Exposure conditions (indoor, outdoor, subjected to chemical, seawater,


abrasion, etc.)

Whether blast cleaning is possible

Whether surface is to be insulated

Whether the equipment is shop or site fabricated

Transport, storage and erection conditions

For each system, EPC Contractor shall provide OWNER with the following
information:

Intended purpose of the system with reference to the above defined


criteria

Detailed description of the painting procedure such as surface


preparation and roughness, shop coats, touch up procedure, site coats,
thicknesses, etc.

Supplier name, brand and type of each paint to be used

Full data sheets for each paint including color/code of Supplier,


recommended surface preparation and roughness, practical spreading
rate, dry film thickness, wet film thickness, surface drying time, hard
drying time, re-coat able time minimum and maximum, recommended
methods of application, recommended thinners, pot life, maximum shelf
life, etc.

Reference to application of the proposed system in similar conditions


within 5 to 10 years experiences

Suppliers storage recommendation

Test certificates with reference to ISO - 12944 et sequences

The painting Supplier/Sub-contractor or EPC Contractor shall ensure that:

The proposed systems meet the contractual specifications and


warranties in all respects.

The proposed shop paints provide a sufficient protection against


corrosion during transport, storage and erection, by taking into account
e.g.: type of packing (bulk or weatherproof package), transport conditions
(deck cargo or not) expected duration between shop and site painting.

The proposed shop paints are suitable for handling and erection
conditions: slinging, site welding work, and so on.

6.4

Packing, Shipment and Storage of Paints


Each paint container shall be fitted with a hermetically sealed lid. Each
container shall carry the following information:

Manufacturing date and batch number

Type name

Shelf life

Net weight/ net volume

Paint and thinner containers shall be clearly marked in accordance with the
code used in the painting procedures.
For all paints comprising solvents such as benzene, acetone, etc., containers
shall be delivered carrying labels complying with safety and environmental
regulations.
Materials shall be stored in an enclosed, protected storage area with
provisions for maintaining the temperature between 15C and 30C or more
restrictive temperatures as required by the Supplier. For safety reason, the
paint storage area location and condition shall be subjected to EPC
Contractor's approval.
Storage facilities shall be ready for use before first delivery of paint on site.
Paint storage areas shall be arranged to avoid any risk of soil pollution clearly

marked as fire dangerous and duly ventilated. No paint shall be used in the
works if stored longer than the Suppliers specified shelf life.
All empty or disposed paint containers shall be removed from the site by EPC
Contractor.
6.5

Execution of the Works


All works shall be executed in a neat and workmanlike manner and in strict
accordance with these specifications referenced in this docuemnt and the
paint Suppliers recommendations.
Sandblasting and other surface preparation works will take place in an area
duly devoted to and physically independent from the painting area and in
accordance to all safety regulations.
No changes or deviations shall be made from the specifications without
written approval from OWNER. In the event of discrepancies in the
specifications, the EPC Contractor will determine the procedure to be applied.
EPC Contractor shall ensure that all Sub-contractors and Suppliers strictly
comply with the painting specifications.
EPC Contractor shall provide all required protections to prevent surrounding
equipment from being spoiled during cleaning, blasting and painting works.
Should any damage occur due to the works, the responsible painting
Supplier/Sub-contractor shall perform all necessary cleaning or repair works,
and replace the damaged item if it proves to be impossible to restore it to its
original condition.

6.6

Handling and Storage of Painted Equipment


EPC Contractor shall take all necessary steps in order to prevent damages to
paints:

Storage of equipment on wooden sleepers

Placing of wooden spacers between parts of a bundle

Protection of slinging points or placing of lifting lugs on equipment

Use of nylon slings whenever possible

Protection of painted surfaces during welding works

Detailed Paint Systems


The systems to be applied to equipment / substrate are listed in Appendix B.
Alternative products must be of equivalent proven performance and are
subject to OWNERs' approval.

Identification and Color Code

8.1

General
This specification governs design requirements for the permanent lettering
and other identification on equipment (columns, drums, storage tanks, piping,
electrical equipments fire fighting equipment, etc.).
Color scheme to be applied for the Termnal, as well as the color identification
system for the Jetty (color for whole pipe or color bands) is given here under.

8.2

Purpose
The purpose of this specification is to detail the lettering and other markings
that indicate equipment numbers, process fluid names and fluid directions.

8.3

Identification on Equipment

Extent of lettering for Equipment Numbers


Static and rotating machinery shall be painted with equipment numbers.

Positioning of Equipment Numbers


Equipment numbers shall be positioned where they are easily visible from
roads and other accesses, on the side of a foundation or approximately
1,500 mm above finished grade.

dangerous (flammable or explosive) process fluids such as LNG, the piping shall
be marked with flow direction arrows and lettering indicating the process service.

At important crossings or branches, the arrow and any time, it is


appropriate, the line identification will be repeated.

Fire fighting irrespective of line diameter

Pipings for fire water and dry chemical CO2 shall be painted fully in red (see
color code).

Requirements for Application of Paint and Coating

9.1

General

W1

Procedure of Supplier shall take into account the full traceability of material
starting from identification on bare material.
Before any application of paint or coating, compliance of the surface
preparation with the specification shall be checked as well as absence of dust,
salt, grease, dirtiness, humidity, and so on.
Particular care shall be taken to prevent rusting and/or contamination of
cleaned or primed surfaces. Cleaned surfaces shall be coated the same day
cleaning is done and before detrimental corrosion or recontamination occurs.
Blast cleaned steel shall be primed immediately after cleaning.
Containers shall be opened only when about to be used. Paints shall be
homogenized in containers by thorough mixing by mechanical mixer.
The paints supplied shall have sufficient fluidity to allow for normal application.
Addition of solvent or of thinner shall be forbidden unless it is specified by the
paint Supplier.
Times for curing or drying times specified in relation to the ambient conditions
before the application of the coatings shall be strictly observed. The same
shall apply to drying or polymerization of finishing coat before commissioning
of equipment.
Surfaces that will not be accessible after erection shall be painted and
inspected before assembly. Where high resistance bolts are used, specific
requirements shall apply for the joints, according to standard practice. The
joints can be painted by inorganic Zinc rich primer to decrease anti-slip
coefficient.

The paint systems shall be applied in accordance with the paint Supplier
requirements. Particular attention shall be paid to thinning, mixing and curing
times between subsequent coats. The solvent rub test shall be used to verify
the curing of inorganic zinc silicate primer prior to overcoating. Test shall be
performed according to ASTM D 4752, and Level 5 is required.
Any brushing shall be carried out such that a smooth and uniformly thick coat
is obtained. Deep paint or detrimental brush marks are not acceptable. Paint
shall be worked into all crevices and corners. Runs or sags shall be brushed
out before drying.
All areas such as external corners and edges, welds, bolts, nuts and
interstices (excluding galvanized surfaces) shall receive a "stripe" coat prior to
application of the specified coat (excluding with inorganic zinc silicate primer)
to ensure that these areas have at least the minimum specified film thickness
and to ensure continuity of the coating.
All areas that will be subject to welding after painting shall be masked after
blast cleaning. Masking shall be made with suitable adhesive tape and shall
extend at least 50 mm on all sides of the intended weld area. All masking shall
be removed a prior to start welding.
The contact place of steel structures joints by bolts shall not be painted. It
should be protected with adhesive tapes after blasted
Coating shall not be conducted:

When the surfaces temperatures are less than 3C above the air dew
point.

or condensation upon the surface.
Nameplates shall be suitably masked before blast cleaning to protect them
from blasting abrasive and paint.
The cured coatings shall be visually free of pinholes, voids, bubbles, mud
cracking, and other "holidays".

Any inaccessible surfaces for proper coating application and/or inspection


shall be coated prior to final assembly. Specifically, flange and boltholes shall
be coated prior to final installation.
Prior to apply a succeeding coat, all coatings shall be allowed to dry at site
ambient conditions for at least the minimum time specified by the coating
Supplier and no longer than the maximum time for site ambient conditions
before overcoating. No coating shall be applied over a previous coating that is
not thoroughly dry, except when a wet on wet coating is recommended.
Damaged areas of primed surfaces with inorganic zinc shall be painted, after
cleaning, with one coat of zinc rich epoxy primer and the initial system
achieved in accordance with specifications.
Outdoor surface preparation and coating shall be conducted during day light
hours (not applicable to enclosed shop).
Surfaces that are not to be coated shall be properly protected from abrasives
blasting and coating. Any paint deposited on the surfaces shall be removed
carefully.
Determination of thickness as per the method in SSPC-PA2, Double 90%
control, i.e. the dry film thickness of more than 90% inspection lot points is not
less than the specific film thickness, and the dry film thickness of other lot
points is not less than 90% of specific film thickness.
9.2

Welding Primer
Welding primer, if used, shall be limited to a 20 m DFT coat, and must be
fully compatible with the welding procedure.
For structures subjected to important dynamic loads, welding primer is not
allowed; in such case, the surface within 50 mm (2) of the joint to be welded
shall not be painted.

9.3

Painting Equipment
It should be by means of airless spraying. Use of brushes is not allowed,
unless approved by OWNER for particular cases, such as the place where
cant apply spraying. It should apply pre-construction primer before painting.
Spray equipment specifications shall be submitted to OWNER's approval.
The primer coat shall not be applied by rollers.

Galvanized Steel Surfaces


For hot dip galvanised steel, wash it with appropriate conditioned water to
remove all salts and dirt. Refer to Paragraph 5.6 for more details.

9.5

Silicone Heat Resisting Paints


Silicone heat resisting paints are to be of self curing type; in the contrary, the
temperature of the first coat shall be brought to a minimum temperature of
200 C before applying the second coat or the first coat shall be allowed to air
dry for 24 hours, following paint Supplier technical specifications.

9.6

Zinc Rich Primer


The Zinc content of Zinc rich primer should be more than 80%; if it is Zinc rich
epoxy primer, the Zinc content should be more than 75%.

10

Repair
Wherever possible, coating defects or damages shall be repaired such that
the finished coating complies with this specification.
Any repair procedure not in compliance with this specification shall be
submitted for approval, in writing to OWNER prior to commencement of the
work.
The procedure shall take into consideration all surfaces preparation
requirements to ensure that full substrate and inter-coat adhesion is achieved.

10.1

Zinc Silicate Repair


Touch up of inorganic zinc silicate shall be done with a zinc rich epoxy,
excepting substrates with operating temperatures higher than 80C, in which
case a zinc silicate primer shall be used. After welding, the surface shall be
prepared in accordance with this specification and the paint shall be
reinstated such that the furnished coating complies with this specification.

11

Special Requirements

11.1

Special Requirements for Substrate Design

The Supplier of the material has to prepare edges and welds before
painting so they are without any sharpness in compliance with
ISO8501-1-supplement part 3. Moreover edges and welds shall receive
an extra strip coat of primer so as to obtain the uniform DFT all over the
equipment surfaces.

Brackets, clips, nozzles, man ways and other attachments which protrude,
like through the insulation or insulated equipment, shall be painted as the
insulated equipment to obtain uniform DFT all over the equipment
surface.

11.2

Special Requirements for Paints and Painting Systems


Unless otherwise approved by OWNER, all the different paints forming part of
a painting system shall be supplied by the same Supplier.
EPC Contractor shall not change the source of supply of any paint, or its
composition, without first obtaining the approval of OWNER.
Colors or shades of the successive coats of one painting system shall differ
sufficiently to allow clear identification of the successive coats.
Color shall be factory prepared.

12

Inspection and Tests

12.1

General
EPC Contractor shall perform all necessary controls, inspections and tests in
order to ensure that the painting works carried out in Suppliers shops and on
site, including those executed by Sub-contractors and equipment Suppliers,
comply with the specifications.
EPC Contractor shall complete the data sheet form ISO 12944-7 for each
equipment. Quality control shall fill another data sheet after each step of the
paint system, and data sheet shall remain attached to the equipment all along
its elaboration.

12.2

Paint Quality Control


EPC Contractor shall implement their own Quality System and shall comply
with ISO 12944, if it is applicable.
Documentation to verify above must be available from the EPC Contractor.
Analytical "fingerprint data" shall be provided to enable checking of material
supplied on site against the original Paint Supplier reference. This shall
consist of:

Furthermore, for each paint, EPC Contractor shall keep for warranty period a
set of control samples (at least 1 liter of each paint) at OWNER 's disposal.
Both at shop and on site OWNER shall be free to perform analyses of
samples taken from the complete supply or possibly from each batch, as well
as from raw materials used.
OWNER may reject the batch considered, stop the works, and/or have the
rejected paint removed from already coated surfaces, if analyses reveal data
does not comply with the specifications.
Inspection and controls done by OWNER does not modify or reduce the
responsibility of the EPC Contractor, which remains entire.
12.3

Inspection of Paint Application


12.3.1

Shop Paints
Shop paints will be subjected to spot inspections by OWNER. The
inspections will include control of visual aspect, surface preparation,
thickness and adhesion of paint, as well as sampling of paints for
analyses.
EPC Contractor shall perform the necessary touch-up to the paints
after tests (e.g. after cross-cut tests).
Should the inspections prove that the paints on the procured
equipment and/or materials do not comply with the specification; the
Supplier/ Sub-cotractor/Suppliers shall carry out, before shipment,
the required corrective works in accordance with a repair procedure
approved by OWNER. If necessary, the surfaces shall be completely
blast cleaned and repainted.
Shop paints shall further be inspected on site before commencement
of painting works. This inspection should reveal that the paints do not
comply with the specifications, or damage to shop paints or corrosion
exceeds standard of good practice, OWNER may reject the paints
and require repair works or complete blast cleaning and repainting of
the equipment, as deemed necessary.

same methods and color as for the actual painting.
12.3.3

Site painting works


An inspection procedure will be agreed upon between EPC
Contractor and OWNER for the painting works to be carried out on
site.
The inspections shall include, but not limited to:

Final inspection and acceptance of the painting works (thickness,


visual aspect and adhesion tests)

Further to theses inspections, the performed works shall be daily


inspected for quality of workmanship and compliance with
specifications. Painting daily report format states in Appendix A.
EPC Contractor may propose any inspection procedure minimizing
the disturbance in his works provided the following conditions are
fulfilled:
OWNER is to be kept informed, on a daily basis, of the works which
will be performed. No work may be started without prior notification
to OWNER.

EPC Contractor takes immediate corrective action when a


remark is notified by OWNER.

EPC Contractor issues, and submits to OWNER inspection reports


and daily sheets recording weather conditions, works carried out,
inspection results and possible remarks as per ISO12944-7 data
sheet.
12.4

Testing Methods and Acceptance Criteria


The tests shall be executed in accordance with the ISO Standards taking into
account the following specifications:
12.4.1

Surface preparation
The surface - degree of cleanliness and roughness - shall be
inspected immediately before paint is applied; pictorial standards of
ISO 8501 all parts shall be used as reference for acceptance.
Absence of dust, grease, shall also be checked.

12.4.2

Film thickness
DFT on steel surfaces shall be measured by magnetic or
electromagnetic dry film gauge (Mikrotest, Elcometre or approved
equivalent) in conformity with ISO 2808 standard. Thickness foils for
calibration of the DFT gauge shall be certified.
Wedge-cut measuring equipment may be used for other materials or
in case of dispute.
Wet film measurement shall be carried out on routing basis by the

painter's foreman by means of comb or wheel gauges.


Dry film thickness gauges must be calibrated on a surface
representative of the surface profile to be painted and not on smooth
steel.
The average of the measurements must be comprised between 100
and 120% of the specified value, with less than 5% of the readings
outside these limits. No reading shall be less than 80% or more than
150% of the specified value, or if otherwise stated in the specific
paint system (Appendix B).
For paint system SS-ILT, no reading below 120 m DFT shall be
accepted.
12.4.3

Adhesion
Cross-cut tests shall be performed in order to assess adhesion of the
paint.
Tests shall be carried out in accordance with ASTM D3359 Test A.
No result worse than 4 A will be accepted.
After adhesion test, EPC Contractor shall perform the necessary
touch-up to the paints.

12.4.4

Paint composition
Paint shall be accepted provided:

Each constituent comply with data sheet specifications.

The percentage content of each constituent does not differ by


more than 3% from specified value as per Supplier approved
data sheet.

12.4.5

Other tests
In case of doubt concerning the paint quality and/or the painting
system, or if no satisfactory testing certificate has been obtained
form EPC Contractor, the OWNER shall be entitled to require any
test, as deemed necessary by taking into account the exposure
conditions of the paintedequipment (resistance to heat, chemicals,
seawater spray). These tests shall be performed at EPC Contractor's
costs in an approved laboratory.

Warranties
The warranty period shall be of at least 3 years (to be specified in the Tender).
This period starts for each item at the date of the Mechanical Completion of
Project.
For steel surfaces, a painting system shall be considered as satisfactory if,
during the warranty period, the deterioration of surfaces does not exceed
reference criterium Ri2 of ISO standard 4628/3 (or 0.5% of the surface), if the
deterioration has an origin in connection with the painting system or the
workmanship.
For materials other than steel, and for steel in addition to the warranty against
corrosion, the warranty shall cover defects such as blistering, cracking, flaking,
chalking with exclusion of underfilm and color changes.
For blistering, cracking, flaking, chalking, the reference criteria will be ISO
4628 parts 2/4/5/6, respectively.
EPC Contractor will be given the possibility to propose another paint systems
if proved to be necessary in order comply with the warranty criteria.
The repair works shall be carried out at EPC Contractors expenses during
the warranty period.

Safety

14.1

General
All safety rules and regulations of applicable Indonesian national and local
laws and insurance underwriter regulations shall be adhered to in the storing,
handling, use and application of paints, thinners, solvents, etc.
The coating Suppliers health and safety instructions on the use of their
products provided on data-sheets and warning labels shall be fully understood
and complied with before any work is undertaken. Paint safety data sheets will
have to be available on the painting site.

14.2

Fire Hazards
Smoking, open fires, or sparks will not be permitted in confined areas that are
being painted or have recently been painted and are emitting flammable
solvents.
All motors and lighting equipment being used in confined spaces shall meet
the requirements of the Underwriters Laboratory test for explosion proof

construction and shall comply with the applicable codes and agencies having
jurisdiction thereto.
14.3

Ventilation
Ventilation in an amount to provide safe working conditions shall be supplied
to the workmen at all times.
Confined areas that previously contained flammable or volatile materials shall
be purged and ventilated until the vapours will be less than the maximum
allowable concentrations.

14.4

Protective Clothing
Workers shall wear suitable protective clothing and gloves to prevent toxic
substances contacting the skin and also wear footwear, which will not damage
painted surfaces(as a rubber-soled shoes)

14.5

Blasting
During blasting and air-spray-paiting work, workers shall wear safety goggles,
suitable protective clothing, a face mask and gloves to protect against
abrasives, dust and spray moist.

15

Pre-Start Meeting at Site


A pre-start meeting shall be held at least one week prior to start the work to
discuss work plan, quality and HSE aspects. The coated sample plates shall
provide the acceptance criteria for Cross-Cut Testing.

The specification provides the minimum technical requirements for fire protection
systems for the LNG Receiving Terminal Project Bojonegara in West Java,
Indonesia. (Hereinafter referred to as the Terminal).
1.2

Scope
The fire protection systems of the Terminal generally include the following items:

Firewater systems including firewater pumps, firewater hydrants, firewater


monitors, firewater hose reels, etc.

Deluge Systems

Fixed Dry Chemical Systems

Fixed High Expansion Foam Systems

Portable fire extinguishers

Gaseous fire suppression system

Passive fire protection

Fire and Gas System (FGS) serves as protection against fire and explosion in
hazardous process area. The requirement is provided in other project
specifications, therefore, not covered in this document.

2.1

All firefighting equipment shall be Underwriters Laboratories (UL) listed and/or


Factory Mutual (FM) approved.

2.2

All equipment must be tested, where possible, to satisfy with this specification, the
relevant datasheets, the listed codes and standards, and the referenced

2.3

The equipment of the Supplier's standard shall be used except for where
specified otherwise herein. The equipment shall include all necessary
accessories, system design, fabrication, and component assembly to provide
reliable operation and ease of access for cleaning and maintenance. The field
devices shall be suitable for installation in an outdoor, saline environment.

3.

Fire Main Network

3.1

The fire main shall be fabricated in accordance with BLRT-FD-SPC-PI-3413,


Piping Material Specification. This fire main will support the necessary hydrants,
monitors, hose reels and fixed firewater deluge/foam systems that will be installed
throughout the site where required.

3.2

Isolation Valves shall be installed to isolate line failures for repair and to ensure
reasonable flow of firewater to all areas in case of a failure during a fire incident.
They shall be installed to meet a number of conditions detailed as follows.

There shall be no more than 6 (six) outlets from the fire main between adjacent
valves, no more than 4 (four) of which can be monitors.

Lines supplying more than two hydrants, monitors or hose reels shall be
provided with isolation valves where they connect to the fire main header.

There shall be sufficient hydrants and monitors available within 120 m of a


plant to deliver at least 50% of the design water requirement when any pair of
isolation valves are closed.

Valves shall have individual numbers identified on the post indicator riser.
Isolation valves in underground fire mains shall be operable from grade and
installed either buried or brought above ground to eliminate any gas pocket in
valve pits. If buried the valve packing shall be permanently protected from
contact with earth, rock or mechanical damage. Valves shall be equipped with
valve position indicators above grade showing the fully open and fully closed
positions. In addition indicating valves shall be used in all above ground
sections of the fire main.

3.3

Exposed sections of firewater mains where vulnerable to fire when full and
pressurized, e.g. where above ground mains cross drainage ditches into which oil
can be discharged, shall be fireproofed. The fireproofing shall extend to 1.5 m on
either side of the ditch. No fireproofing is required where the lines are not

pressurized e.g. down stream of isolation valves on deluge systems.


3.4

The design of the fire main network shall ensure that adequate firewater pressure
is made available at the most hydraulically remote hydrant or monitor location.

3.5

All fire equipment provided for this project and above ground fire main pipe work
shall be colored red. Exposed firewater pipe work may be color banded.

4.

Technical Requirement for Equipment

4.1

Firewater Pumps
2 x 100% Firewater Pumps, one electrical motor driven which will be used as the
primary firewater pump, and one diesel engine driven, will be provided at the
Terminal. The firewater pumps are capacity of 1,170m3/h at 13 kg/cm2G discharge
pressure. The firewater pumps shall be vertical turbine centrifugal, long shaft
deep well type. For the electrical motor driven pump, motor is to be mounted on
top of the pump column. For the diesel driven pump, a right angle gear unit shall
be used. Each pump shall be provided with a control panel in compliance with
NFPA 20.
Once fire is confirmed or the low pressure setting on the firewater main is
detected, FGS shall issue a command to automatically start the primary firewater
pump first, and further drop of the pressure in the ring main will start the back-up
firewater pump in case the primary pump cannot keep up for whatever the reason.

4.2

Deluge System
Deluge water loops are provided to protect the vital equipment or structure using
cooling medium. The deluge loops shall consist of:

Deluge valve which relies on the firewater pressure to open,

Deluge piping including loop(s), branches, down-come risers, and deluge


nozzles,

Other associated instruments such as pressure indicator, etc.

The deluge system design and configuration shall follow the guidelines specified
in NFPA-15. In addition, the deluge system design shall take the following basic

requirements into consideration:

Deluge loop downstream of the deluge valve shall be specified as dry type and
shall be of galvanized carbon steel,

The deluge nozzles shall be of corrosion resistant materials such as stainless


steel, bronze, etc. Carbon steel nozzles are not acceptable,

The hydraulics of deluge loop shall be analyzed to ensure the pressure


balance and uniform deluge rate,

The orifice size of the deluge nozzles shall not be smaller than 3 mm in
diameter

The deluge systems shall generally be designed as manually operated


systems with the actuation valve located upwind or cross wind from the risk
and at a distance of 30 metre from the equipment being protected unless it is
separated with an effective fire barrier wall.

The design of all deluge systems shall be based on line size selection to
control the nozzle outlet pressure where possible. Where a pressure
reduction device is essential, to match the system inlet pressure to the nozzle
pressure range, choke pipes (sacrificial pipes) of maximum 2 m length and
minimum 1inch diameter may be installed.

Spray nozzles shall be designed to discharge water through a single orifice


with a minimum diameter of 6 mm (1/4 inch) diameter and the system design
shall be such that it is self-draining, with a removable flushing cap at the end
of each line. Generally cooling type nozzles shall discharge against a spray
deflector but where required high velocity nozzles without a deflector shall be
installed.

The High Expansion Foam System is to be provided to control the possible vapor
release or fire resulting from a LNG spill. There will be four (4) impounding basins

provided for jetty area, LNG tank area, process area and truck loading area
(future) to collect LNG spillage. Every impounding basin shall be protected by a
high expansion foam system with a deluge foam skid. The foam shall be
generated remotely and automatically through FGS (with voting logic). For details
refer to BLRT-FD-SPC-SA-3318 Specification for Hi-Ex Foam System.
4.4

Dry Chemical Fire Extinguishing Systems


Dry Chemical Fire Extinguishing Systems will be provided where necessary to
extinguish fire, such as the jetty area, LNG tank area, and process area. Each
system is a package inclusive of dry chemical storage vessel, nitrogen cylinders,
piping, nozzles, and local control panel with remote actuation function. For details
refer to BLRT-FD-SPC-SA-3317 Specification for Dry Chemical Fire Extinguishing
Systems.

4.5

Fire Water Hydrants


The Terminal is divided into 13 fire zones and each zone is provided with firewater
hydrants. All firewater hydrants receive firewater from the ring-main at the
maximum working pressure of 14.3 kg/cm2G.
The firewater hydrants shall be allocated to have space between firewater
hydrants in the process area in general not to exceed 60 m, considering the hose
length is limited to 30.5 m (100 feet) as per NFPA 14,
Firewater hydrant shall be of a 6 dry barrel self draining type with two 2-1/2 inch
hose outlet connections at 180apart and one 5 inch pumper connection. The
hydrants shall meet all requirements of AWWA (American Water Work Association)
C502 designated for barrel hydrants. The base connection shall be a 150# FF
flange. The hose outlets shall include male threads with 2-1/2 inch cap and chain.
Pumper connection shall be 5 nozzle with cap and chain. All hydrants will be
painted red. The 6 base of the fire hydrants shall be installed below ground.

4.6

Firewater Monitors
A. Manually Operated Monitors
Firewater monitor will be provided to protect selected process units and shall
be capable of 360of horizontal motion and minimum 90 of vertical motion
(75above horizontal and 15 below horizontal) and lockable in any position.
The monitors will receive firewater from the ring-main which shall be at

maximum working pressure of 14.3 kg/cm2G. The discharge flow of the


firewater monitors shall be in accordance with those specified in the relevant
datasheet. Monitors shall be constructed of corrosion resistant, cast brass.
Fixed firewater monitor shall be mounted on top of a 6 inch pipe and a 6 inch
150# FF flanged ball valve shall be provided between the pipe and the
monitor. Adjustable water nozzle (fog to straight stream) shall be provided.
Nozzle pattern shall be selected to match the application. Nozzles shall be
constructed of corrosion resistant cast brass.
B. Remotely Operated Monitors
Two (2) firewater monitor towers with remotely controlled monitor (also called
elevated firewater monitor) will be provided at the unloading platform head of
Jetty for protection of the unloading arms and the unloading manifold on the
LNG carrier. The height of the tower, i.e., the elevation of the monitors, shall
be configured to reach the possibly highest dry deck elevation among the
LNG carriers expected at the Jetty at the unloaded condition.
The elevated firewater monitor shall be electrically operated through remote
control in both vertical plane and horizontal plane. In addition, the monitor
nozzles shall be also be provided with electric servo operator to adjust the
fog pattern. The monitors shall be able to rotate 360 in horizontal and
minimum of 90 in vertical (75 above horizontal and 15 below horizontal),
and they will be lockable in any position. The monitors shall be able to
discharge not less than 60 l/s firewater at 7 kg/cm2G at the mating / mounting
flange.
Remote control function is required for the elevated firewater monitor to allow
for its maneuvering without boarding the tower. The remote control function
shall include:

Powered rotations in both vertical and horizontal planes;

Nozzle jet/fog pattern adjustment;

A control console with the following control functions for each monitor as
minimum:

A Joystick &push buttons for the maneuvering,

Push button/joystick for adjustment of fog pattern/jet stream,

4.7

Portable Fire Extinguishers


A. Wheeled Dry Chemical Extinguishers
Wheeled dry chemical extinguishers shall be designated at the areas where
high potential of intense fires exists due to high back pressure and/or large
inventory of flammable content. Refer to BLRT-FD-RPT-SA-3303 Fire
Protection System Philosophy for more details about the application
guidelines.
The extinguishers shall contain no less than 57kg capacity of potassium
bicarbonate, corrosion resistant, purple-K. The extinguishers shall consist of
a container with red glossy polyester coating, cylinder valve with safety pin,
jet nozzle with a hose of minimum of 6m in length, wheeled carriage, hose
hanger assembly, and solid rubber tires.
A suitable identified, heavy-duty soft vinyl or vinyl-coated canvas cover shall
be provided.
B. Hand Held Portable Dry Chemical Extinguishers (BC type)
Hand held portable dry chemical extinguishers shall be provided to protect
against class B and C fires and equipped with red glossy polyester coated
steel cylinder with hose, squeeze grip control nozzle, hose discharge, and
steel/wall mounting bracket. This type of potable extinguisher will be provided
to conveniently put out a fire in process, utility, jetty and LNG tank area.
Hand held portable dry chemical extinguishers shall be no more than 9 kg in
content of potassium bicarbonate (purple K). A red vinyl cover or vinyl-coated
canvas cover is required for outdoor portable extinguishers.
C. Hand Held Portable Dry Chemical Extinguishers (ABC type)

The ABC type dry chemical extinguishers shall be used to protect against
Class A, B, and C fires as defined in NFPA 10, and shall be equipped with red
glossy polyester coated steel cylinder with hose, squeeze grip control nozzle,
hose discharge, and steel/wall mounting bracket. The hand held portable
ABC type dry chemical extinguishers will be provided in the office area.
Each of the hand held portable ABC type dry chemical extinguishers shall
contain no more than 9 kg capacity of mono-ammonium phosphate. A red
vinyl cover or vinyl-coated canvas cover shall be provided for any portable
extinguisher located outdoors.
D. Portable Carbon Dioxide Fire Extinguishers
Carbon dioxide portable fire extinguishers shall be provided to prevent class
C fires for specific hazard areas, where an electric fire would be anticipated,
i.e. in control room and electrical substation. The fire extinguishers shall
consist of red glossy polyester coated aluminum cylinder with discharge hose
and wall bracket.
Each of these extinguishers shall have be no more than 9 kg in content of
carbon dioxide. A red vinyl cover or vinyl-coated canvas cover shall be
provided for any portable extinguisher located outdoors.
4.8

Hose Reel Station


Hose reel station used in process, utility, LNG storage tank and jetty area shall be
the fixed outdoor type. Each hose reel station shall be equipped with 30m (100f
feet) of hard rubber hose and a 1-1/2 adjustable fog to straight stream 6L/s water
nozzle, 1-1/2 block valve, and hose reel. Hoses longer than 30m are not
recommended.

4.9

Indoor Hydrant and Hose Cabinet


Indoor hydrants and hose cabinets at the office area shall have 1-1/2 inch rough
brass angle valve, 1-1/2 inch red enamel steel hose rack, 1-1/2 inch rough brass
rack nipple, 1-1/2 inch stain brass fog nozzle, and minimum of 23 m (75 feet) of
1-1/2 inch rack hose with rough brass couplings. Hoses longer than 23m are not
recommended.

4.10

All recessed and semi-recessed cabinets shall have a heavy gauge, white baked
enamel box. Surface mounted cabinets with stainless steel door and trim shall
have box constructed entirely of stainless steel.

Sectional Block Valve shall have open and close indication. Gate valve ASTM
A395 Body, Flanged-FF, bolted bonnet, non rising stem, ASME Class150# (Body,
epoxy coated, rubber encapsulated ductile iron) with post indicator. Refer to
BLRT-FD-SPC-PI-3413 Piping Material Specification for more details.
5.

Gaseous Fire Suppression System


Gaseous automatic snuffing fire suppression systems using FM-200 shall be
designated for the unoccupied and enclosed rooms containing major fire hazards
such as the Main switchgear/MCC room, control room, etc. The protection system
shall be designed and constructed in accordance with the requirements of NFPA
2001.
Each said system shall consist of:

FM-200 cylinders c/w cabinet, manifold, piping nozzle, actuator, control head.
The contain of the cylinders shall allow for adequate quantity to extinguish
and cool the deepseated fires. 100% reserve shall be provided.

Piping, valves, and spray nozzles

Pressure switches and indicators to signal the release of FM-200

Local Control Panel (with manual operation option and "abort" function)

Alarm system. Considering the hazards to operators due to the snuffing effect,
the FM-200 release shall be provided with at least 30 seconds delay after the
visible and audible alarms are activated.

6.

Fire Station and Vehicles


The EPC Contractor shall include for the fire station and facilities within including
fire fighting vehicle(s). As a guide the fire station facilities should include, but not be
limited to, the provision of a parking space for the fire vehicle, both inside and
outside the building with roller shutter doors, vehicle battery charging facilities with
a pull out connection on the vehicle, a locker room, a changing room, shower and
toilet facilities, a mess room, an office, a fire equipment store, a workshop, possibly
a powder extinguisher re-charging room and possibly a safety training room and a
medical unit.

Outside, the area should have suitable vehicle cleaning, testing facilities, and grade
drainage to the chemical effluent drainage system to enable the draining down of
surplus foam concentrate during cleaning operations.
The vehicle itself has a number of options available and the following suggestion is
proposed for the purpose of this initial scope of designed and for OWNER and fire
authority discussion only and should not be considered as a definitive specification.
The chassis should be four-wheel drive diesel driven with suitable exhaust spark
arrestors etc. and be complete with all road facilities in respect of lighting, braking,
windscreen washers and visors, mirrors, tow facilities etc. with additionally fitted
floodlights capable of being erected on poles for night time fire fighting assistance.
Manually operated engine speed controls should be available at the rear of the
vehicle by the water pump controls.
Vehicle shall meet all relevant local regulations and be suitable for operation on
public highways.
The lockers should contain all the required equipment including rescue tools. As a
minimum the EPC Contractor shall allow for the following:

20 fire water hoses each 30m long 2.5 inch diameter c/w 65mm couplings

6 fire water hoses each 25m long 1.5 inch diameter c/w 65mm couplings

4 jet spray hand nozzles each 450l/min capacity with on/off valve

4 air/foam branch pipes each 400l/min capacity with inlet valve

2 high foam inductors

2 portable water monitors

2 collecting breech each with 2.5 inch couplings

2 dividing breech each with 2.5 inch couplings and flap valves on the outlets

6 dry chemical hand held portable 9kg extinguishers

2 CO2 hand held portable 6kg extinguishers

It should be noted that the technical specification for the fire trucks shall be strictly
regulated by Indonesian government designated authority, therefore, all content
within this section shall be subject to review and approval of the relevant local
authorities.
7.

Passive Fire Protection


Fire proofing shall be used to protect following equipment;

Vessels containing quantities of liquid hydrocarbon

Structural support

Equipment which can receive thermal radiation, in excess of that defined in below
table, for a sufficient period to cause failure shall be provided with fire proofing
protection.
The fire proofing shall provide protection for the duration of the hazard event but
shall be a minimum provide 90 minutes protection.

Fire proofing in the form of insulation or water spray shall be provided for pressure
vessels, which can receive thermal radiation fluxes in excess of above criteria, to
prevent such vessels failing and releasing superheated liquid.
In case of using insulation, non-flammable materials shall be used to prevent the
damage by fire influence.
Passive proofing can be provided by:

Preformed or sprayed concrete.

Insulation material made of mineral fiber, ceramic, calcium silicate or cellular


glass.

Intumescent coatings.

The significant part of pipe rack such as main beam or column, shall be covered
with fire resistant material, otherwise, the piping on the rack will be disrupted
because of the collapse of pipe racks by heat radiation of the fire.
