The plants construction safety engineer is responsible to the plant/

construction manager, the employee relations manager and the


personnel manager for:

Developing and executing an effective program of safety


engineering and industrial hygiene within the plant/site, with the
appropriate procedures.

Developing and directing safety engineering and safety inspection


personnel associated with the plant/site.

Developing and directing safety training programs and procedures


within the plant / site.

The Safety Officer will establish and maintain the following


relationships within the company:

With the Plant/ Construction Manager.

The Safety Officer


is accountable to this executive for the proper interpretation
and fulfillment of duties and responsibilities in concurrence
with the dictates of the corporate manager of safety and
hygiene.

With the Department Heads and Supervisors. The Safety


Officer is responsible for providing advise and guidance
about safety and industrial hygiene appropriate to their
processes, installations and procedures of the plant/site.

With Employees.
The Safety Officer is
responsible for providing advice and guidance
about any employees specific job or work area in
the interest of preventing accidents and controlling
property damage.

With Unions. The Safety Officer is responsible


for fulfilling his contractual obligations regarding
matters of safety and health.

Outside the Company. The Safety Officer must


establish relationships with professional and
organizational groups.

The Safety Officer is accountable to the plant/construction


manager for his/her actions and their consequences.
Performance will be judged on the following criteria:

Reduction of the Frequency and Severity of Accidents.


The same criteria for measurement must be consistently
used throughout the company.

Reduction of Costs stemming from accidents.


Weightings must be used to correct for dissimilarities
between operations in different areas of the company.

The efficiency and smoothness of a departments


operations vis-a-vis operations of the plant as a whole.

The number of people employed in a plant/ site is not the only factor
in determining whether the safety program should be in the hand of a
full-time safety professional. The nature of the operation will indicate
what the need should be. The trend is to employ a full-time safety
professional for the following reasons :

Compliance to Rule 1047 of the Occupational Safety and Health


Standards (OSHS).

The high degree of union involvement now developing in Safety


Health and Environmental.

Challenges in machine design, plant layout, product safety and the


great need for fire prevention and security.

The way people think about the profit motives of a company.

The principal function of the Safety Officer is to act as the employers


principal assistant and consultant in the application of programs to
remove the hazards from the workplace and to correct unsafe work
practices. For this purpose, the Safety Officer has the following duties:

Serves as Secretary to the Health and Safety Committee. As such, he


shall:
a. prepare minutes of the meeting
b. report status of recommendations made
c. notify members of the meetings and
d. submit to the employer a report of the activities of the committee
including recommendations made.

Acts in an advisory capacity on all matters pertaining to health and


safety for the guidance of employer and the workers.

Conducts investigations of accidents as


member of the Health and Safety Committee and
submit his separate report and analysis of
accidents to the employer.

Coordinates all health and safety training


programs for the employees and employer.

Conducts health and safety inspection as


member of the committee.

Maintains or helps in the maintenance

of an
efficient accident record system and coordinates
actions taken by supervisor to eliminate accident
causes.

Provides assistance to government agencies


in the conduct of safety and health inspection,
accident investigation or any other related
programs.

For purposes of effectiveness in a workplace


where full time safety man is required, he shall
report directly to the employer.

How can I obtain and maintain compliance


with rules and regulations?
1. In the preparation of rules:
a. Get employee participation
b. Keep rules short and simple
c. Keep rules as practical as possible
d. Give the reasons for the rules
2. In the presentation of rules:
a. Suggest workers preview
b. Show and tell during the discussion
c. Test people knowledge of the rules
3. In the enforcement of rules:
a. Communicate the rules, the reasons for them and the
related disciplinary policy and procedures
b. Show consistency
c. Keep good records.
4. For reinforcement of rules, refer to them frequently in both formal
and informal, individual and group contacts.
5. Perhaps the most important of all, set the best leadership example.

Whats this thing called Constructive Correction or


Positive Discipline?
It means to teach so as to mold. It recognizes that most of the real reasons
for substandard performance call for coaching rather than punishment.
1. The punitive approach to corrective discipline relies almost totally on:
a. Warnings
b. Reprimands
c. Threats
d. Other forms of punishment
2. The positive approach is one of :
a. Helping
b. Coaching
c. Mutual problem solving
Preventive discipline involves the communication, training and motivation
activities that enable people to comply with the rules and meet the
performance standards.

How can I obtain and maintain proper use of


protective equipment?
1.

Promote the need for the equipment and the benefits it


brings.
2. Let people participate in selecting personal protective
equipment.
3. Ensure proper personal fitting, sanitation and waste
control.
4. Show sensitivity to individual problems with specific
equipment items.
5. Allow a period of adjustment to newly-required equipment.
6. Consistently enforce compliance with requirements for
protective equipment.
7. Recognize and reinforce proper use of the equipment.
8. Serve as a living model of proper usage.

How can I increase conservation awareness


regarding equipment and materials?
Emphasize conservation in group meetings.
2. Use a suggestion system to increase
conservation awareness.
3. In your personal contacts, share ideas and
information about equipment and materials
conservation.
4. Use special projects for conservation of critical
items.
5. Set up a system to recover items that are
unnecessary where they are and return them
to their proper places.
