ABORIGINALPEOPLE
ThemovementsofAboriginalswereregulatedundertheIndianActof1876
Bythe1880s,AboriginalsinthePrairieswerelivingonreserves:designatedareasofland,
usedtofreetheopenlandforEuropeanimmigrants.
Aboriginalswereexpectedtotakeupfarmingasopposedtohunting,butalotofthemwent
hungryasequipmentwaslimited
Residentialschools:SchoolsforAboriginalchildrenrunbychurcheswheretheconditions

over,thecitizenswerepromisedtheywouldgettheirmoneyback,plusinterest.
Incometax:Originallysupposedtobetemporarywelloffindividualspaid3%oftheir

Paristodiscussapeaceagreement.BordenobtainedaseatforCanada.
TheTreatyofVersailles:Thedocumentthatsetoutthetermsofthepeaceagreementin
1919.Bordengottosignit.ItalsocreatedtheLeagueofNations.Americanpresident
WoodrowWilsonhadlaidouta14pointplanearlierin1918thatemphasizedforgiveness,
buttheFrench/BelgianleaderswantedcompensationfromGermany.Theydecidedthat:

WoodrowWilsonhadastrokethatlefthimhalfparalyzed,makinghimnolongerableto

Afterthewar,peoplewenthungryallacrossEurope.TheSpanishFlusweptacrossthe
continent,killingover22million(morethanthewar).50000Canadiansdiedandschools
wereclosedformonths.

THEWINNIPEGGENERALSTRIKE

Theywantedhigherwages,ashorterworkingweekandtherighttocollectivebargaining
Collectivebargaining:Allowstheunionleadershiptonegotiatewithemployersonbehalfof

ThemayorofWinnipegappointedspecialpolice,firedcivicworkersandhadleaders

BloodySaturday:OnJune21st,strikersheldaparadetoprotestthemayorsactions.The
RoyalNorthWestMountedPolice/specialpolicechargedintothecrowdwithclubsand
pistols,makingtheaffairviolent.Onestrikerdied,30wereinjuredandmanyothers
arrested.Thestrikersthenreturnedtowork.
TheRoyalCommissionexaminedthestrikeandfoundthegrievancestobevalid
J.SWoodsworth,whowasarrestedduringthestrikewentontofoundtheCooperative
CommonwealthFederation(CCF)whichlaterbecametheNewDemocraticParty(NDP)

CHALLENGESTOFEDERALISM
Regionalism:theconcernoflocalproblemswithinaregion,whichincreasedafterthewar.
MaritimeRightsMovement:Abriefmovementformedbyprominentbusinessandpolitical
leaders,urgingallpoliticiansseekingofficetomakepoliciesthatbenefittheMaritimes.This
movementdiedquicklywithoutaccomplishingmuch.
NationalPolicy:Inplacesince1878,placingtariffsanddutiesonforeigngoodsimportedinto
Canada.ThiswasimplementedsothatCanadiansboughtmoreCanadiangoods,strengthening
theeconomy.Farmerswerefrustratedastheyfeltalienatedbythispolicy.Farmerswantedfree
trade(nomoretariffs,allowingfarmerstobuycheaper,USmademachinery).
UnitedFarmersParties:Farmersmadetheirownpoliticalparties.Bytheearly1920s,
Ontarioandtheprairieselectedthesepartieswhichformedthegovernment.
FederalProgressivePartyCreatedbyThomasCrerar,aformerministerofagriculturein
Bordensuniongovernment.ItwantedanewNationalPolicybasedonfreetradeandpublic
ownershipofrailways.Theycontestedthe1921election.

CANADIANSCHOOSEANEWGOVERNMENT
1919WilliamLyonMackenzieKingwaschosentoleadtheLiberals
WilliamLyonMackenzieKing:Reputationofareformer,anauthorityonsocialand
economicissues.Hewasconciliatory,alwayslookingforthemiddlepaththatoffendedthe
leastamountofpeople.
ArthurMeighen:chosentoreplaceBordenastheleaderoftheConservatives.Hewasa
brilliantdebaterandalongstandingmemberofparliament.Hebelievedinprinciplesover
compromiseanddidntcarewhoheoffended.
KingandMeighenhatedeachother;haddifferentapproachestopolitics.(Kingwithnot
wantingtooffendpeopleandMeighennotcaringifhedid)
Inthe1921FederalElection,Liberalshad117members,Conservativeshad50membersand
theProgressiveshad64.
TheLiberalshadelectedaminoritygovernment(neededthesupportofopposition
memberstopasslegislation).
TheProgressivePartydidntlastlong;butbroughtalongchanges:

thansold.Canada/USdependedonforeignmarkets,butmanycountriesstartedtoproduce
