APPLICATION FOR EXTENDING THE CREDIT LINE

Dear Sirs,

We would like to thank you very much for your support over the past years. As you surely know, we
are currently benefiting a credit line granted by your Bank, worth USD 300,000.00 valid until Oct 28,
2009 in accordance with Credit Agreement No.238-87-0211 dated Oct 26, 2004.

In order to maintain our normal business operation, we continously need your financial assistance to
our working capital. We, therefore, would be very obliged if you could make us an extension for the
said credit line with the content specified as follows:

1. Credit line: USD 300,000.00 (US Dollars Three hundred thounsand only)
2. Duration: Extend from Oct 28 2009 to Oct 28 2010
3. Interest rate: USD Libor 3M plus 3.5% per Annum ( Min 5.5% PA)
4. Repayment term: 3 Months
5. Purpose: To supplement working capital
6. Security: Loan will be secured tangible fixed assets ( buildings and office locating at
Tan Thuan EPZ and value of machinery, equipment ), Intangible fixed assets ( Land Use
Right) (mortgaged contract No. CVBHO/2004/HĐCC-128 and No.CVBHO/2004/HĐCC-231 )

• Material importing for new product ( new customer) : USD 450,000.00

• Machinery: repalacement and maintenance is USD 150,000.00

Other terms and conditions remain unchanged.

We look forward to your prompt consideration and approval on this request and are willing to accept
any of your reasonable conditions for such an extension.
