rem ems ee sa Ex tive Order 2011-2, SAFEATex ‘The Administration of the City of Alexandria, Louisiana, finds the following. WHEREAS, on August 14, 2009, an Executive Order JMR 2009-2 was issued by this office declaring certain policies, goals, and trigger points for the implementation of plans regarding the state of policing in the City of Alexandria; and WHEREAS, the City Council and Administration agreed a comprehensive review of the operations and planning for public safety initiatives was warranted and constituted a critical direction path for the City; and WHEREAS, it was agreed the International Association of Chiefs of Police (‘IACP”) would conduct a teview of operations and existing policy to present a balanced report which highlights positive conditions as well as those which are not positive; and WHEREAS, on December 6-7, 2010, this office hosted a summit-style meeting of design and other nationally-renowned professionals for the purpose of developing a city-wide response to further the goals of Executive Order JMR 2009-2, particularly but not limited to § 3 (i-(iv). ‘The Administration continues efforts to expand upon that Executive Order by amplification documents and by further executive orders. ‘The goals set by the Administration have not been fully achieved and implemented as ordered, and now necessitate more precise guidance; and WHEREAS, this Executive Order will provide additional guidance on how to effectuate the goals of Executive Order JMR 2009-2 as well as provide for new goals and policies applicable to the executive branch of city government, and will mandate compliance with such goals and policies. ‘The failure to comply shall constitute insubordination for those charged with responsibility under this order, and WHEREAS, despite the need for such empirical findings and legislative oversight and policy-making, certain action is needed now and involves operational decision-making appropriate to and within the: power of the Executive Branch of municipal government to make; and February 11, 2011 Page -2- Proclamation of the Executive Branch Mayor Jacques M. Roy to City Employees Executive Order JMR2011-2 WHEREAS, certain report findings will receive immediate attention as operational decisions since they do not require funding changes or reorganization legislation, and should properly be accomplished by decisive executive action as “pure” operational decisions, administrative in nature—involving professional, executive policing prerogatives. This action shall include the contemplated pilot study project created herein known as “SAFEA/ex, Phase I.” ‘THEREFORE, IT IS ORDERED: 1) That the Chief of Police shall, at all times, directly work with any designees of the Mayor to effectuate the goals of this executive order and any subsequent legislation with a sense of urgency and priotity.. 2) That all requested reports from individual police organizational units shall be compiled within a timeline approved by the Task Force Chairperson, who shall work with the organizational units to establish such a timeline, and who, as Chairperson, may from time to time extend such timelines only upon good case shown and approved in writing, 3) That each organizational unit will be furnished by the: Chairperson this executive order, and each unit supervisor or decision maker shall affirmatively state in writing his or her understanding of its contents and certification to follow its dictates as having the full effect of policy and procedure of the Alexandria Police Department. 4) That the components of this order shall constitute “seeding” activity and the “weeding” activity shall occur through normative interaction between the Task Force Chairperson, Community Police and traditional policing methods. 5) That the Operations Chief shall request at a regular or special session of the Alexandria Fire and Police Civil Service Board its concurrence in the dictates of this executive order as policy for officers under its jurisdiction. 6) That there is hereby created a Mayoral Assistantship to be designated as the “Assistant Chief of Operations, Neighbothoods and Community Relations Specialist IL” February 11, 2011 Page -3- Proclamation of the Executive Branch Mayor Jacques M. Roy to City Employees Executive Order JMR2011-2 0 8) » 10) ‘That the Chief of Police shall, himself, or through appropriate, qualified designees with authority, provide to the Mayor or his designees those human resources and documents to aid addressing, at minimum, the purposes and needs of the Assistant Chief of Operations, Neighborhoods and Community Relations Specialist That the office of the Assistant Chief of Operations, Neighborhoods and Community Relations shall organize itself with several part-time and temporary assistants, coming from other roles within the City or through temporary services and staffing, contractual services, or as provided by law. It is expressly understood these positions shall be for a trial time, be funded by grant opportunities or funds earmarked for law enforcement, and shall not be paid from the City general fund. These positions shall include: @) Neighborhoods and Community Relations Specialist I (NCRSI); ®) Intelligence and Streets Officer (ISO); oO “The Chairperson of the Mayor's Task Force; ©) Outcomes and Reporting Officer (OR); ® Fiscal Officer and Monitor (FA); and ® Legal Advisor (LA). ‘That the NCRSII shall be paid not more than $20,000 per annum, with no benefits and as a 1099 unclassified or contract employee; that the ISO shall be paid not more than $30,000 per annum and as a 1099 unclassified or contract employee; that the Chairperson shall be revenue neutral; that the FA shall be paid not more than $40,000 per annum, with no benefits and as a 1099 unclassified or contract employee or professional services agreement; that the OR shall be paid not more than $20,000 per annum, with no benefits and as a 1099 unclassified or contract employee or ptofessional services agreement; and that the LA shall be paid not more than $40,000 per annum, with no benefits and as a 1099 unclassified or contract employee or professional services agreement. ‘That these payments for services shall be derived from non-general fund sources and within one year such other operational (non-salary) budgetary needs of the two-year pilot study shall be funded 80% or more by grants. Roy to City Employees Executive Order JMR2011- 11) That it is expected the grant team shall acquire in the first year at least $25,000 in grant funding and by conclusion of year two an additional $50,000 in funds to offset or augment operations of the pilot program. 12) That, as indicated by previous reports and orders of this office, the Commissioner of Public Safety is authorized to solicit and is charged with the responsibility to produce a report, with the aid of the Task Force Chairperson and Assistant Chief of Operations, Neighborhoods and Community Relations, certified by the Chief of Police regarding the status of, and obstacles to, these issues: > > Drug Intervention through increased aid to the drug court and realignment of the metropolitan drug task force. Programming to aid the District Attorney in identifying and weeding out the worst violent and drug offenders, who are less susceptible to rehabilitation. Displacement of the ties of these offenders to this community will be paramount. Incteased community policing and neighborhood assessments. Increased vigilance and correlation of data and intelligence to identify, track, and disrupt felons in possession of firearms. Increased intelligence and social networking via community policing. A cleat address of juvenile crime. As a correlation of adult crime and offending, the steady increase in juvenile crime is a distress signal. More prolific gang “tagging” and territorial fighting ate specific distress signals. ‘Truancy and curfew issues also indicate distress. Juvenile crime is presenting serious challenges; the report shall address the following five-pronged plan: 1) After School Interdiction through community police and juvenile team, as well as coordinated plan with the Superintendent of Schools for Rapides Parish. 2) (Inchoate or Serious) Gang Interdiction through community police and an interdisciplinary juvenile team. Roy to City Employees Executive Order JMR2011-2 3) Drug Intervention through drug court activity, peer diversion ‘programming and aid by the City to the juvenile courts. 4) Peer diversion’ and accountability relative to “offending” parents and guardians shall be considered relative to truancy and curfew violations. 5) A ministerial alliance should be formed for after-school tutorials in a community-based, not City-run fashion. > A clear address of underserved populations: crime victims; youth; the elderly; minorities; the homeless and indigent. 13) That District 1 shall be the focus of the pilot program; however, Districts 1 and 3 should receive discussion, treatment and consideration of a multiplicity of “special” strike force activity, including, but by way of illustration only, whether to promote: * Enhanced emergency response and targeted interventions. * Zero tolerance, if requested by the community, for code enforcement and other enforcement issues; saturation patrols; and ALL OUTS. Non-vehicle, highly visible patrolling. ‘© Target hardening and situational crime prevention. 14) That District 1, as the focus of the pilot program, shall in addition to the above receive formulation of a community policing plan that: @ restructures community policing based upon an analysis of the demographics of District 1 and individual neighborhood needs; @ compiles intelligence gleaned from community ‘meetings to design, implement, and execute “citizen contracts” and “bills of rights” for debi oe February 11, 2011 Page -6- Proclamation of the Executive Branch Mayor Jacques M. Roy to City Employees Executive Order JMR2011-2 ) @) wi) (vii) compiles, through the IO and OR, neighborhood profiles leading to the eventual executive strategy to be approved by the mayor and budget recommendations to be submitted to the Council. The contemplated initial findings of fact must be based on peer- reviewable outcomes assessments that may be monitored into the future. ‘These metrics allow for accurately reporting successes and failures so that the pilot can be transferred to other areas of the City and eventually recommended as a model program; compiles accurate victim surveys to determine the scope and nature of crime in the pilot area; enlists volunteers, who shall be neighborhood “captains” charged with leading community leadership groups to reconcile public perception of crime, personal safety, and policing with eventual pilot survey results; enlists these “captains” to further constitute a Disttict 1 citizen’s steering committee whose ‘meetings shall occur as provided by additional executive orders of this office, but who shall eventually become a self-sustaining and self- initiating body of citizens separate and distinct from City oversight and direct aid; and analyzes and correlates crime reported to the police with the results of victim surveys by (A) crime reported to automated dispatch, B) trauma cases dealt with at local clinics and hospitals, and an Ek oF clone ts thee Coty, February 11, 2011 Page -7- Proclamation of the Executive Branch Mayor Jacques M. Roy to City Employees Executive Order JMR2011-2 15) 16) 17) 18) ‘That the initial phase of the pilot program shall be operational within sixty (60) days of the execution of this order. ‘That all reports compiled by the intelligence officer shall be exempt from public disclosure for the pilot period, except as otherwise provided by law, pursuant to LaR'S. 44:3, and as used in and made public by the regular course of law enforcement activity; provided, however, that the LA shall create and compile all reports for maintenance by the intelligence officer for the purpose of segregating public information and investigatory information as may from time to time be needed for reporting to the Mayor or in response to properly-narrowed public records requests. It must be remembered the principal goal is to inform the public. That the pilot program shall not allow disclosure of records that jeopardize ongoing investigations or individuals who are attempting to provide information as confidential informants and sources, and that the activity of the pilot program shall constitute police department actions under the auspices of the Alexandria Police Department and Alexandria Marshal’s Office (should that office become later invited to be involved), the Alexandria Pretrial Diversion Program, the Alexandria City Prosecutor's Office, and other such intelligence gathering activity authorized by law. It shall be understood that all criminal prosecuting authority of the City of Alexandria, with the captains, shall work to develop goals, operating parameters, and guidelines with the Alexandria City Court for purposes of pretrial diversion for qualified participants in aid of the goals of this order; and all criminal prosecuting authority of the City of Alexandria, with the captains, shall work to develop goals, operating parameters, and guidelines with the Alexandria City Court for purposes of sentencing guidelines for those neighborhood combatants who continually disrupt the peace, safety, and enjoyment of those of the neighborhoods.
