According to a survey released this week by TNS Research Surveys,
51% of metropolitan residents said they were unhappy with service
delivery. Some 2 000 residents were surveyed in November 2010.

In a similar survey conducted in February 2010, 52% of residents said they

were unhappy with service delivery. In a 2007 survey the level of dissatisfaction
was 27%.

The increase of around 90% in the level of dissatisfaction from 27% to 51%/52% is
significant. Even though service delivery has actually improved in many areas, the
increase suggests that the Government has still not been able to meet people’s
expectations and deliver on all its promises.

Industrial relations research shows that if 30% or more of workers are unhappy, it is
highly probable that there will be a protest. Therefore, with more than half the popu-
lation residing in metros being dissatisfied with service delivery, more protest action
could occur.
