PART Orders and Notification: GOVERNMENT OF WEST BENGAL LAW DEPARTMENT WRITERS’ BUILDINGS, KOLKATA-700 001 NOTIFICATI No.300-L.—2nd March, 2007.-—In exercise of the power conferred by the proviso to article 309 of the Constitution of India and in supersession of the previous rules regulating the recruitment to the post of Junior Law Officer, in the West Bengal General Service, the Governor is pleased hereby to make the following rules tating the recruitsnent to the West Bengal Legal Service constituted under this Department Notification No.310-L dated the 16th March, 2006, published in the Kolkata Gazette, Extraordinary dated the 16th March, 2006 :-— Rules 3, Short title and commencement —(i) These rules may be called the West Bengal Legal Service (Recruitment) Rules, 2007. (2) They shall come into force on the date of their publication theie publication in the Official Gazette 2. Method of recruitment. By direct recruitment on the results of written examination, followed by a rrersonelity test to be conducted by the Public Service Commission, West Bengal. Employees serving unde: Government of West Bengal with requisite qualifications are also eligible to apply. 3. Qualifications, —A Degree in Law from a recognised University. 4. Age. —Not less than 23 years and not more than 35 yearson the Ist January of the year of advertisement The upner age limit is relaxable by 5 years for the candidates belonging to the categories of Scheduled Castes and Scheduled Tribes and by 3 years for Backward Classes candidates of West Bengal. ‘The upper age limit is also celaxable for the caxdidates serving under Govommennt of West Bengal. v5. Rules and syllabus for the examination. — ‘The rules and syllabus for the examination shall be as detailed ini the Schechile appended to these rules. The West Bengal Legal Service (Recruitment) Rules, 2007 t SCHEDULE The examination will comprise tworsuccessive parts; — Part - 1 Written Examination: Part- Il Personality Test. Part I. Written Examination.— The written examination shall consist of following nine papers, each paper carrying 100 marks :— Paper I. (a) _ English composition, essay, precis writing, = -50marks; (&) Composition and essay writing in Bengali/ = 50 marks; Hindi/ Urdu/Nepali and translation from English to Bengali/ Hindi/Urdw/ Nepali. (a) () © @ © Paper VIL.(a) (b) © Note. — There shall be separate answer-scripts for (a) and (b); General Knowledge - SOmarks; Current Affairs - 50marks; Constitutional Law of India - — 50marks; Constitution of India - Administrative Law = 100 marks; Interpretation of Statutes and Principles -80 marks; of Legislation and Legislative drafting, 100 marks; ‘The General Clauses Act, 1897 (100f 1897) = 20 marks and the Bengal General Clauses Act, 1899 (Ben Act of 1899) ‘The West Bengal Estates Acquisition Act, 1953 (West Ben. Act 1 of 1954) — Chapters I, I and VU; The West Bengal Land Reforms Act, 1955 (West Ben.Act X of 1956) — Chapters I, Il, HA, IIB, U1 & IX; The Land Acquisition Act, 1894 (1 of 1894) ; 100 marks; ‘The Public Premises (Eviction of Unauthorised Occupants) Act, 1971 (40 of 1971) ; The Environment (Protection) Act, 1986 (29 of 1986); The Civil Procedure Code, 1908 (5 of 1908) (Sections only); Civil Rules and Orders (Chapters 1 ,2,6,7, 8,9, 10, LI, 12. 18, 19, 20, 24, 25, 27, 28 and 29); 100 marks; Criminal Rules and Orders (Chapters 1, 1, III, TV, V, VI, VU, Vill, X, XI, XH, XI, XLV, XVL, XVILand XVII). pemy Paper VIIL(a) (b) ) Paper IX. XI, XI, XIV, XV. XVI XVI, XVIL XIX, XX. XXL XX VIL, XXIX, XXX. XXXIXXXIV, XXXV, XXXVI): 100 marks; High Court Original Side Rules and Orders; High Court Appellate Side Rules and Orders. The Evidence Act, i872 (1 of 1872); 100 marks, ‘The Indian Penal Code, 1860 (45 of 1860). Part II, Personality Test — The Personality Test will be of 100 marks. For this purpose, a limited number: of candidates, selected in order of merit on the results of the Written Examination will be called. Final merit list will be prepared on the basis of the total marks obtained inalll the written Papers and in the personality test. N.B— (1) The Public Service Commission, West Bengal shall have the: discretion to fix qualifying marksiin the aggregate. (2) Thestandard of examination in Law Papers willbe that of L.L.B, Degree of he Calcutta University. @) All papers must be written either in English or in Bengali except Paper 1.
