LoCurto SUBJECT: FUNDING FOR ARTS AND CULTURAL ORGANIZATIONS LOCATED IN THE CITY OF BUFFALO WHEREAS: Arts and cultural organizations provide an invaluable service to our community and make our city more enjoyable to live and work in; and WHEREAS: Erie County has historically appropriated public dollars generated through property and sales tax to fund arts and cultural organizations located in Buffalo, as well as the rest of Erie County; and WHEREAS: The Erie County Executive did not appropriate funding for smaller arts and cultural ‘organizations in the proposed 2011 budget. In 2010, Erie County appropriated $1.2 million to these organizations; and WHEREAS: — Although a majority of County Legislators voted to amend the budget by restoring funding to the smaller arts and cultural organizations to their 2010 levels, the County Executive vetoed these appropriations and the Legislature was unable to override these vetoes; and WHEREAS: During Erie County's budget process, the Fund for the Arts announced they were planning to raise an additional $400,000, to provide financial support to the smaller arts and cultural organizations in 2011. The formula to provide funding to these organizations has not been announced and most, if not all, organizations will receive less furding than they did in 2010; and WHEREAS: The Fund for the Arts recently announced they were able to raise $430,000 for these organizations; and WHEREAS: The organizations located in the City of Buffalo that will not receive county funding in 2011 but did in 2010 are: African Cultural Center CEPA New Pheonix Alleyway Theater Colored Musicians Club Pierce Arrow Museum Arts Council in Bflo & EC Community Music Schoo! of Bflo Polish Arts Club of Buffalo Arts n Education stitute of ei Museo Gallery Music Is Art Ballet Artists of WNY (Neglia) _Folkloric Dance Road Less Traveled Productions Big Orbit Gallery Hallwalls Shakespeare in the Park Botanical Gardens Irish Classical Theatre Squeaky Wheel Buffalo Arts Studio Just Buffalo Theatre of Youth Ye i Buffalo City Ballet Kavinoky Theatre Ujima wo ai Buffalo Naval & Servicemen's Locust St Neighborhood Art Western New York Artists Park Classes Group Buffalo Philharmonic Chorus Musicalfare Theatre Young Audiences of WNY WHEREAS: Our city’s commitment to the arts is demonstrated through its Arts in Public Places Program which applies an amount equal to 1% of the total budgeted construction and design cost of qualified capital improvement projects to the planning, design, construction, repair and maintenance of works of art; and WHEREAS: The City of Buffalo currently has a $142 million fund balance, with $58 million set aside for future anticipated liabilities and $50 million in a reserve fund; and WHEREAS: In a December 15, 2010 article in the Buffalo News, the City Comptroller said the city ‘was in a position to spend some of its savings, including assisting arts and cultural organizations; and WHEREAS: — Our city has a vested interest in ensuring these arts and cultural organiz and thrive; and NOW, THEREFORE, BE IT RESOLVED The Buffalo Common Council does hereby express its gratitude to the Fund for the Arts for raising $430,000 to help support these valuable arts and cultural organizations; and BE IT FURTHER RESOLVED ‘That the administration is hereby requested to work with the Common Council by coordinating with the Fund for the Arts and the affected arts and cultural organizations to dedicate $300,000, the same amount the City of Buffalo dedicated to helping these types of organizations in 2010, towards their mission of sustaining these organizations which improve the quality of life for City of Buffalo residents; and BE IT FURTHER RESOLVED. Certified copies of this resolution are to be forwarded to the Mayor, Commissioner of ‘Administration, Finance, Policy and Urban Affairs, Fund for the Arts and the affected arts and cultural organizations.
