Asheville, North Carolina ; Following the Invocation and Pledge of Allegiance to the Flag, “Greetings” will be delivered by Dr. George G. Gilbert, President of the Buncombe County Medical Society ..... . President Moothead will speak briefly and the Secretary's Report will be given by Dr. William L, Boughn (Anderson, Indiana) who has served the Association as Secretary since ioe Committee Chairmen will give their yearly Reports ..... . Dr. Moorhead will proside over business sessions of the Assembly and Dr. Merrill P. Benoit (Brookfield, Wisconsin), Speaker, will preside ‘over the Delegates + Also, on Thursday morning. there will be nomination of Officers by the Assembly cand the appointment of the Resolutions Commitee, ‘One of the most important sessions of an AAPS Annual Meeting is the President's Luncheon at which Dr. Moorhead will make his “Report to the Membership”... ... This will bo held at 12:00 o'clock, Thursday Noon in the Plantation Room... . It will be chairmanned by Dr. Louis S. Wegryn (Elizabeth, Now Jersey). Immediate Past President of APS, and an “Address of Welcome” will be delivered by Dr. Claude B. Squires, President of the Medical Society of the State of North Carolina ..... . Thursday after: noon at 9:00 o'clock members and their quests will have the privilege of hearing Dr. Revilo P. Oliver, Professor of the Classics, University of Illinois, speck on “Social Pathology” . ... . . Those who attended the St. Louis Meeting where Dr. Oliver also spoke, will recall that there he delivered one of the best ad- dresses ever presented to an AAPS audience ...... The Thursday afternoon program will close with « speech by Charles B, Shuman, President of American Farm Bureau Federation . ..... . His subject will be “Government in Agriculture.” Qn Friday morning, October 19th. members will hear Col William R. Kinmer Pennsylvania) and Dr. James L. Doenges (Anderson, Indiana), « Past President of AAPS ...... Col. Kintner will talk on “Stategy for the Sixties” and Dr. Doenges will speck on “The Physician's Greatest Challenge and Opportunity” . +++ On Friday aftemoon, Dr, Edward R. Annis (Miami, Florida) will be heard on “Gentlemen, Close Your Ranks!” ...... The afternoon program will end with a speech by The Honorable John Boll Williams, United States Representative, 4th District, Mississippi, whose subject will be “Statism: Threat to Liberty. ‘The Annual Banquet will be held on Friday evening and will be addressed by Tom Anderson, President nd Publisher, Farm and Ranch Magazine ...... The title of his address is “Straight Talk” ...... Dr. Moorhead will act as Toastmaster for the Banquet and a tribute to the retiring President will be given by Dr. Louis S. Wegryn ...... Following introduction of quests, the new President of AAPS will be introduced ‘and speak briefly. The Asheville Annual Meeting will have nino Froedom exhibitors whose displays will be set up in the Laurel Room ...... Creston, Iowa): Christian Ant-Communism Crusade (Long Beach, California); Intercollegiate Society of Individualists (Philadelphia, Pennsylvania): Foundation For Economic Education (Irvington-On-Hudson, New York): The Caxton Printers, Lid. (Caldwell, Idaho): Education Information, Inc. (Fullerton. California), and National Society of the Daughters of tho American Revolution (Washington, D.C)... .. . Members and ‘quests are urged to visit the exhibits and talk to the representatives of the Freedom organizations. On Saturday morning, the Assembly and Delegates will hold business meetings at which two Directors from the Assembly and three Directors from the Delegates will be elected ...... There will be closing remarks by the new President and the new Speaker of the House of Delegates - Adjournment of the 18th Annual Meeting is scheduled for 12:00 o'clock Noon Saturday ...... The first session of the 87th Congress is heading for adjournment sometime between September 15th and October Ist...... Adjournment should be in effect by the time you receive this News Letter ‘We hope s0-- so thot there will be a stoppage of the enactment of legislation, most of which has been bad and expensive. Major legislation enacted includes Pollution (Public Law 87-88) which increases grants to states for pollution control programs from $50 million annually to $570 million over @ 6-year period....-. Another law (i. 87-72) is known as the “Tax Extender” and continues the 52% corporate tax rate and the exist- ing schedule of excise taxes on alcoholic beverages, olc.: continues 10% tax on transportation of persons and levy on local telephone calls. The 87th Congress authorizes $11.5 billion for complotion of the 41,000 mile interstate highway system ...... The same law (PL. 87-61) sels federal gas and diesel tax at 4 conts por gallon, raises vies on tres, tubes, retread rubber. and on heavy trucks and buses; and transfers $150 million « year from the Treasury General Fund to the Highway Trust Fund ..... . Also, the ban on billboards is continued, Social Security: Makes certain “improvement” in OASI benefits: social security taxes to be increased by '% of 1% each on the employee and employer, effective January 1, 1962 + Aged widow benefits of deceased worker would be increased from 75% of the worker's retirement benefit to 824% ...... The insured-status requirement would be changed from one quarter of covered'work for each 3 calendar quarters to one quarter for each 4 calendar quarters ....., The minimum benefit is increased from $33 to $40. . « Permits men to retire at reduced benolits at 62 as is now provided for women, Socialized Housing was given « 5 year $7 billion-plus housing programs for low and moc development in cities: mass transportation: college dormitory construction loans: 100,000 new units of public housing: community facilities «The new law also extends farm housing program and increases funds for housing for the aged. Under P.L. 87-69 the “temporary” debt limit was raised to $298 billion, an increase of $5 billion ...... ‘Two new laws, P.L. 87-5 and PL. 87-128 deal with agriculture ...... The first one provides for a one year voluntary cut in acreage of feed grains by 20% to 40%: price support payment to participants for corm, grain sorghums, other feed grains and soybeans at $1.20 from $1.96 a bushel....... The other agriculture measure sels up a one year stop-gap wheat control program, continuation of the current feed grain plans and revisions of the overseas disposal program ...... The bill would require wheat growers to cut their 1962 acreage 10% to be eligible for price supports on next year's crops... . . As compensation, price supports would bbe raised to $2 a bushel from the curront $1.79 » There would he added incentive for further acreage reductions. Unemployment compensation was extended from 26 weeks to 39 weeks for slates whose payments have expired ‘Supposedly it is a “temporary” program ......
