GENERAL INFORMATION
EMERGENCY WARNING SIGNALS

RED ALERT-A warbling tone on SUBASE whistle for a 3


minute duration. This will indicate attack is imminent and
personnel will seek immediate shelter. DO NOT try to go to
designated shelter area unless they are very close. Find the
best shelter available and use it.
RADCON ALERT-A series of 9 short blasts 3 times in
succession will be sounded on the SUBASE whistle. This
indicates a Radiological emergency or drill in progress. Take
cover in the nearest building or shelter.
GENERAL SECURITY ALERT-A series of 2 three second
blasts on the SUBASE whistle every five seconds for three
minutes will be sounded. Follow instructions announced over
SUBASE PA system.
ALL CLEAR SIGNAL-3 short blasts on SUBASE whistle of 3
minute duration. Verbal instructions will be passed when
warranted.

SECTION I - CONTROLS
A. COMMAND CONTROL It is the responsibility of all Commands to
inaugurate whatever controls necessary to assure nonabuse of
official telephones.
B. UNOFFICIAL/PERSONAL CALLS Are defined as those made or
received primarily for the benefit of the individual concerned rather
than for the benefit of the Government. The following policy is
established with reference to unofficial calls:
1. Unofficial or personal local calls to surrounding areas MAY
NOT be made from an official telephone, unless it meets the
criteria of SECNAVINST 2305.11. Pay stations are provided
throughout the area for all other unofficial calls.
(SECNAVINST 2305.11 Refers).
2. Incoming unofficial calls to official telephones should be
discouraged since they tie up official trunk lines which are
urgently needed for official government traffic,

YELLOW ALERT-A steady blast of 3 to 5 minutes duration by


SUBASE whistle. This will indicate attack is probable and
personnel are to report to designated shelter areas. Verbal
instructions may be given for additional action to be taken.

C. SECURITY
1. The discussion of classified material over the telephone
is prohibited.
2. Operators are not authorized to divulge operational
information regarding probable schedules, movements, arrivals,
or departures of any unit of Forces Afloat. For official ship arrival
information dial extension 4616.
D. MONITORING
1. DOD telephone communications systems are provided for the
transmission of official Government information only and are
subject to communications security monitoring at all times.
Subparagraph 5c of SECNAVINST 2305.10 requires that all users
of DOD telephone systems be specifically advised.
USE OF TELEPHONE SYSTEMS CONSTITUTES CONSENT
TO MONITORING.

SECTION II - LONG DISTANCE CALLS


A. OFFICIAL LONG DISTANCE CALLS
1. The Secretary of Defense has directed that stringent
administrative action be taken to reduce the current
requirements for telephone services, that commands initiate
procedures necessary to restrict the use of electrical
communications systems, and provide for a post transmittal
review of long distance calls as a command rather than a
communication function. Pursuant to these directives, the use of
telephone service for long distance calling will be restricted to
matters of such urgency that no other means of communications
will suffice. Long distance calls will not be authorized when use
of letter or the Navys message system may be SUBSTITUTED in
lieu thereof.
2. A period of indoctrination of newly assigned personnel is
recommended in the proper use of telephones prior to placing
long distance telephone calls. All long distance calls placed on
DSN or WATS will be placed station to station and should bear
the scrutiny of a commercial toll call.
B. LONG DISTANCE SYSTEMS
1. DSN - USE DSN ON ALL CALLS TO DOD ACTIVITIES. LONG
DISTANCE CALLS WILL BE LOGGED IN ACCORDANCE WITH
COMSUBLANTINST 5400.4.
a. General. DSN is the principal long-haul voice
communications network within the Defense Communications
Systems. DSN provides non-secure direct distance dialing
service worldwide through a system of Government owned
and leased automatic switching facilities. The purpose of DSN
is to handle essential command and control, operations,
intelligence, logistic, diplomatic, and administrative traffic.

b. Use of DSN: (Refer to OPNAVINST 2305.13)
1. Will be authorized for only official communications.
2. Will be restricted to:
a. Only those calls that are essential requiring a
timeliness that cannot be obtained by other means and
would stand the scrutiny afforded a commercial toll call.
b. The minimum time required to accomplish the official
business and will not normally exceed five minutes.
c. The use of graphic, facsimile, or nonsecured voice-data
devices only when approved by the Chiefs of the Military
Services and heads of DOD agencies or activities. Voice
data facsimile and graphic service in DSN will normally
not exceed a continuous transmission time of 15 minutes
nor a total transmission time of one hour during normal
business hours.
3. Will not be authorized for:
a. Direct or indirectly used by a non-appropriated fund
activity (clubs, exchanges, and other unofficial activities)
provided telephone service at post, camp, station, or base
level except when approved by the Joint Chiefs
of Staff.
b. Calls within an installation, metropolitan area, or those
confined geographical areas where existing Government
provided local telephone service is adequate.
c. Unofficial/personal calls.d. Off-net extension of calls
into the commercial system at a distance PBX/PABX,
except where such extension has been previously
approved by the local authorities controlling the
switchboard.
C. DSN User Trouble Assistance. When trouble is encountered by
users while utilizing DSN, the following procedures should be
taken:
1. Retain the circuit connection and report the trouble
immediately to the local operator via another telephone.
2. Give the details of the DSN troubles as follows:
a. Your extension number and location.
b. The DSN number and location of the called party.
c. Brief description of trouble and the time it occurred. Items
requiring repair (such as frayed cords and broken telephone
parts) are not DSN troubles and should be reported to the
telephone Supervisor at extension 3832.

D. Commercial. Toll Calls are billed by the telephone company at


the PREVAILING rate on a monthly basis.

SECTION III - AFLOAT PHONES


A. Afloat phones are installed for official government business only.
Telephones installed onboard ship are governed by the same
directives applicable to all other official telephones served by the
telephone system. Commanding Officers are responsible for
instituting positive control of all telephones installed on their ships
to prevent use of such phones for unofficial purposes.

SECTION IV - REQUEST FOR TELEPHONE SERVICE


A. All requests for telephone service shall be submitted via an
authorized official of the activity using Exhibit 1A. Sufficient notice
is required by the telephone company to schedule the work and to
order necessary material and equipment. Therefore, requests
should be submitted as far in advance as possible of the date the
service is desired. The following timetable is provided as a guide:
1. One to five telephones involved - approximately 14 workdays
2. Six to ten telephones involved - approximately 20 workdays
Major changes/improvements to users existing telephone
system must be approved by the Commanding Officer, Naval
Submarine Base New London.
B. Programming changes, i.e., change phone number, class of
service, call pickup, hunting, etc., are performed by the Telephone
Communications Office (Building 77).
C. Changes other than those requested on the form cannot be
made without the approval of the Commanding Officer, Naval
Submarine Base New London. The telephone companys installer is
not authorized to make changes to any order.
D. Special equipment (i.e. speaker phones, key-sets, etc.) may be
requested on a telephone request, but it must include justification
and or funding.

SECTION V - TELEPHONE OWNERSHIP

SECTION VI - DIALING PROCEDURES


A. Always Listen for Dial Tone Before Dialing a Number
1. *Dial 8 for DSN network plus 7 digit number in CONUS,
add area code for OCONUS.
2. *Dial 9 for off-base calls (CONUS) wide. Dial 9 and 7
digits for local Connecticut. Dial 9 - 1 - Area Code and seven
digits for CT toll. Dial 9 - 1 area code and seven digits for
CONUS wide access. NOTE: Facilities are maintained within the
Department of Defense for the most economical and efficient
placing of long-distance calls. To keep cost at a minimum,
military departments must ensure that only official calls of short
duration be made over Department of Defense facilities.
B. Personal Calls. Navy telephones will be used for official calls
only. Public telephones have been installed throughout SUBASE
NLON for personnel convenience. Unauthorized, fraudulent
and/or misuse of the telephones will result in disciplinary action.
C. DOD Official Telephone Credit Card Users.
1. Telephone credit cards are intended for official use when the
authorized credit card holder is away from their permanent duty
station and has a requirement to place and official call.
2. Credit cards will not be used by DOD officials to make calls
from their permanent duty station.
D. Standard Features
1. Call Forwarding. To temporarily redirect all calls, first dial the .
call forward code "*2" then you'll hear a dial tone. Dial the
extension or phone number where calls are to be sent. You'll
get a confirmation tone, then hang up. To cancel call forwarding,
dial the call forward cancel code "#2" and listen for the
confirmation code.

A. Reporting Trouble with a Telephone During normal working


hours (Monday thru Friday 0730 - 1600) call the Telephone
Manager at extension 3832 and provide the following information:
1. Number of telephone in trouble
2. Building, Room and Deck
3.Nature of trouble
4. Point of contact for telephone number in trouble
5. After hours, weekends and holidays call the Communications
Watch Officer at ext. 3619 or 3864 and provide the above
listed information.

2. Transfer. To send the present call to another number, press


"R" or flash the switchhook. You'll get the recall dial tone (three
short tones followed by a dial tone). Dial the number to which
the call is to be transferred. If you stay on the line, the call will
be transferred when you hang up your phone.
3. Conference Calling. To add another party to a call, press "R"
or flash the switchhook. You'll get the recall dial tone. Dial the
number of your third party. You can discuss the call privately
with the third party at this time. If the line is busy or there is no
answer, press "R" twice or flash the switchhook twice to return
to the original party. To put everyone on the call, press "R" or
flash the switchhook and announce the call. Conferences up to 6
participants can be made through the use of a Switch Feature
called MeetMe (trademark) Conference Bridge. To add this
permanently assigned feature, you must use a TSR form
to order.
4. Call Pickup. To answer a call placed to your pickup group
when your phone is idle, dial the pickup code "*7".
5. Send All Calls. To send all calls (except priority calls) to
coverage, dial the send all calls code "*3" and wait for the
confirmation tone. Then hang up.

SECTION VII - TELEPHONE DIRECTORIES


A. Telephone directories are provided as an aid to good telephone
service and are the property of the U.S. Government. Directories
are classified as FOR OFFICIAL USE ONLY and are limited in
number. Removal of directories from the naval complex is not
authorized.
B. Changes to this directory shall be submitted AS THEY OCCUR to
Communications Officer, Box 200, Bldg. 138, Naval Submarine
Base New London, Groton, CT 06349-5000.

SECTION VIII - SERVICE DURING AN EMERGENCY


A. Use of Telephones.
DO NOT USE YOUR TELEPHONE DURING A GENERAL
EMERGENCY OR A CONDITION OF DISASTER, EXCEPT FOR
EMERGENCY OFFICIAL CALLS. Do not call the Base Operator for
information concerning the conditions of the emergency as this
information will not be furnished.

SECTION IX - PAY STATION SERVICE


A. All requests shall be directed to the Navy Exchange Officer,
Box 21.
