CBIP Manual on transformer-1987 6.0 CONSTRUCTION : Transformer tank shall be of welded sheet steel construction and provided with gaskets &steel cover plates. Base shall be suitably reinforced to prevent any distortion during lifting. A suitable wheel shall be provided on base channel, so that transformer can be placed on broad-gauge rail. All covers and seals for the tank shall be oil and airtight and shall not be affected by mineral or synthetic oil action. The tank should have drain valve (Diameter of the valve should be in such a way that 90 % of the oil should drain in 10 minutes). The air release plug shall be provided on the tank. Pocket for Oil temperature indicator (OTI) and Winding temperature indicator (WTI). The magnetic circuit of the core shall be constructed from high-grade cold-rolled grain oriented low loss silicon steel (silicon percentage should not be more than 4%) lamination. The lamination shall be painted with suitable resin to protect it against corrosion. The core shall be designed in such a way that core shall not get saturated by 2.2 tesla. The insulation between core to bolts and core to fixing clamp should withstand as per IS standard. The coil of copper winding should have minimum insulation level of class A. The winding is subjected to shrinking and seasoning process, so that further shrinkage should not be possible during service condition. The insulating material used for the winding should be non-inflammable, non-hygroscopic and void free properties. The winding shall be in such a way that over-all percentage impedance of the winding shall be 6.25% with tolerances as allowed by us. The transformer oil should have all the properties conforming to IS 335. Conservator tank: It shall comprise of glass level indicator, silica gel breather and Oil surge relay with necessary potential free auxiliary contact. H.V Termination: H.V side suitable for HT Aluminium XLPE cable termination with Ray-chem Type heat shrinkable termination kit. HV cable box shall be provided with disconnecting chamber. The cable box shall be weatherproof to IP-55. For fixed portion of the cable box, inspection cover with lifting handle shall be provided.

L.V Termination : The L.V terminal flange shall be suitable for amp & 433 V TPN aluminium bus. Terminal chamber for termination shall have a gasketed cover plate bolted to it and shall be weather

proof to IP-55. A separate inspection cover with lifting handle shall be provided to facilitate connection and inspection. An additional Neutral bushing to be provided for connection to ground with 2 Nos. of 50 x 6 Cu. strip. Radiators equipped with air vent, drain plug and lifting lugs shall be provided. Radiators shall be securely braced to prevent undue vibration and shall have detachable type. These radiators shall be provided with cutof valves to permit removal of any radiator unit without emptying the tank. All fasteners, bolts, etc shall be galvanised or zinc passivated. All surfaces to be painted shall be thoroughly cleaned, de-scaled, made free from dust and given two primer coats of rust resisting paint followed by two finishing coats of approved shade. Type of paint shall be epoxy (Painting thickness Min. 120 Microns). EARTHING: All doors and removable parts shall be earthed. The provisions for earthing of main transformer tank, OLTC tank and HT side cable box shall be provided. Different parts of transformers shall be connected by copper flexible for earth continuity purpose. 7.0 TERMINALS : HV side shall be suitable for connecting HT XLPE cable & LV side shall be suitable for connecting suitable Amp cables. Primary winding terminals and secondary winding terminals shall be located at 180o. 8.0 COOLING : Type of cooling shall be ONAN. 9.0 OIL : The transformer shall be supplied with first filling of oil. 10% extra oil for topping up shall be supplied free of cost. ACCESSORIES : Accessories as specified in the Data Sheet shall be included in the scope of supply. Following points shall specifically be noted. Conservator shall be complete with oil filling plug and cap, oil drain valve & purging device. The oil drain point shall be brought down to a lower level by an extension pipe. Explosion vent shall be able to rotate in all directions and provided with sight gauge, equaliser pipe connection and double diaphragm. Bottom drain valve shall be of suitable diameter so as to drain off 90% of the oil in ten minutes. Thermometer pocket shall be complete with mercury in glass thermometer (0-120 C). Jacking pads and two sets of lifting lugs - one for complete transformer and other set for top cover with core and coil assembly shall be provided. Tank shall be designed

for full vacuum and shall be pressure tested. 11.0 CORE AND WINDINGS : Transformer shall be double wound, core type with cold rolled grain oriented (CRGO) laminations perfectly insulated and clamped to minimise vibration and noise. Care should be taken to insulate core fastening bolts to reduce losses and avoid hot points. All parts of magnetic circuit shall be bonded to earth system. Windings shall be of copper and shall be designed to withstand the specified thermal and dynamic short circuit stresses. 12.0 NOISE : The noise level of the transformer shall not exceed 5 db above NEMA standard of over 85 db. 13.0 INSPECTION AND TESTING : These tests shall be performed on the complete assembly at Bidders works. Test certificates duly signed by Purchasers representative shall be issued as part of final document. The following test shall be carried out on the transformer. Dimensional check. Functional check on all the devices mounted on the transformer. No load test and short circuit test for conforming transformer losses. High voltage test on HT side & LT side Double frequency test and temperature rise test. BDV test of the oil. Polarity and voltage ratio test. Any other test as per relevant standard. Erection / Maintenance Documents before despatch. (4 Copies each) G.A. Drawings showing plan, elevation and end view complete with all dimensions. Vendor to mark distance from bottom of rollers to HT bushing-live part in G.A drawing. HV cable box details. LV connection details. Rating and diagram plate details. Four sets of Routine Test Certificate and Erection and Maintenance. Manual shall also be submitted for Purchasers reference and records before despatch of the transformer.

15.0

SPECIAL REQUIREMENT FOR TRANSFORMER: The transformer shall be offered with detachable type of radiators. An extra neutral bushing shall be provided on the outside of the LV box for grounding of the transformer neutral. 2 Nos. 50 x 6 mm Copper strips. Strips from this bushing shall be brought down upto the base of the transformer duly supported on 1.0 KV grade pin type insulators.

LOSS EVALUATION: The transformer will be tested in accordance with clause 11.0 above. Vendor shall be penalised if no load losses and load losses are in excess of figures guaranteed by him. If the losses during routine test witnessing are found to be more than the figures committed by the vendor, he will be penalised.

17.0

PACKING : Equipment shall be despatched to site packed in wooden case. It shall be wrapped in polythene sheets before putting in cases and it shall be ensured that damage to the equipment does not occur during handling/transportation. Suitable arrangement shall be provided for unloading at site.

18.0

GUARANTEE : The equipment shall be guaranteed for trouble free operation for a period of 12 months from the date of handing over. Any defect due to faulty material/ bad workmanship shall be rectified free of cost to the entire satisfaction of the purchaser. Performance Guarantee runs shall be conducted after one month of continuous trouble free operation. All guarantees from equipment suppliers will be vested in the client.

1.0 SCOPE This specification covers the design, manufacture, shop floor tests, type and routine tests and delivery of indoor LV switchgear of voltage rating 440 Volts. For quantity, type of breaker, short time rating and other specific details. The equipment to be offered under this specification shall be of proven design further, the switchgear must have been type tested in the same configuration that has been offered. 2.0 2.1 GENERAL SPECIFICATION: STANDARDS: In general the equipment shall conform to all relevant IS/IEC standards. DESIGN AND PERFORMANCE REQUIREMENT All the 440V AC, devices/equipment like bus support insulators, circuit breakers, PTs, etc., mounted inside the switchgear shall be suitable for continuous operation and satisfactory performance under the following supply conditions: a. Variation in supply voltage b. Variation in supply frequency c. Combined voltage and frequency variation : 10% : 5% : 10%

2.3 2.3.1

CONSTRUCTION: The switchgear panel shall be designed, manufactured and tested in accordance with relevant Indian Standards. The panels shall be indoor, metal enclosed, single/double front, free standing type. All fuse switch, switch fuse and air circuit breaker feeders shall be in fully compartmentalised fixed/draw out design as specified in the specific requirement sheets. The sheet steel (CRCA) used for fabrication shall be of 1.6 mm for non-load bearing members and 2.0 mm for load bearing members. The panels shall be supplied with required base channels. The insulators shall be made of high epoxy resin moulding. The bus bars and cable chambers shall be housed in separate chambers. The bus bar and cable chambers should be fitted with bolted covers with gaskets and should be shrouded to avoid direct access to live parts immediately after opening respective covers. The bus bars and jumper connections shall be insulated to full maximum operating voltage. The cubicle shall be designed for IP42 protection. The vermin proofing shall be such that the vermin cannot enter from one compartment to another/bus bar chambers. Neoprene gaskets shall be used for all doors, covers and openings. The bus bars and connectors shall be made of high conductivity Aluminium. The bus bars shall be amply sized to carry the rated continuous current under the specified ambient temperature without exceeding the total temperature of 85C. Unless otherwise stated, the entire bus bar shall be rated for the continuous rated current of the incomer. When sectionalised with a bus coupler, both the bus bars shall be of the same rating. The entire switchboard along with all components shall be designed for the ambient site condition. The minimum area of cross section of the neutral shall be half that of the phase bus bar, unless other wise specified. Current Density shall be maximum 1 Amp. Per Sqmm for single bus-bar, 0.8 Amp per Sqmm for double Bus-bars and less and agreed figure to withstand 50 KA fault level for more than 2 bus-bars.

The bus bars and their connections shall be capable of withstanding, without damage, the thermal and mechanical effects of through fault currents equivalent to the short time rating of the switchgear. It shall be possible to extend the switchboard on both sides. The bus bars shall be sleeved and with respected phase colour. The sleeves shall be rated for an insulation level of 660V. Each compartment shall have hinged doors with gaskets. Suitable door interlock with switch / breaker shall be provided with provision for emergency defeat feature. Suitable lifting hooks shall be provided. These hooks when removed shall not leave any opening on the enclosure. Switchgear shall be designed for a bottom / top cable entry and the bus bars shall be located at top / bottom with respect to the cable entry, unless otherwise specified. There shall be positive indication for various position of the trolley. All switchgears compartments shall be totally enclosed with necessary barriers & adjustable horizontal frame with rail arrangement. It shall be possible to change the module size by repositioning compartment supports. All switched drives other than rotary switches shall be lockable in OFF position. SAFETY SHUTTER DEVICES: Shutters shall be provided at bus bar chamber cut out for closing the same when the with drawable chassis of the modules are drawn out. The bus bar shutters shall be automatically operated by the movement of the carriage. INSULATORS: Insulators of moulded or resin bonded material shall have a durable, non-hygroscopic surface finish having a high anti-tracking index. Insulators, barriers made out of hylam, synthetic resin bonded paper, treated wood will not to be accepted. Insulators shall be mounted on the switchgear structure such that there is no likelihood of their being mechanically over-stressed, during normal tightening of the mounting and bus bars, connections etc. AIR CIRCUIT BREAKERS: The circuit breaker shall be capable of making and breaking the specified fault currents without straining or damaging any part of the switchgear. motor/manual operated (as specified in specific requirement sheet), and horizontal draw out type. 2.6.2 The circuit breaker shall be stored energy closing type, manual/electrically operated with tripping mechanism. The circuit breaker shall be provided with 4 NO + 4 NC (specifically for purchasers use) of auxiliary potential free contacts required for indication, control, interlocking and other purposes. All contacts shall be wired to a terminal block. Circuit breakers with stored energy closing mechanism shall be capable of making the rated short-circuit current, when the stored energy is suitably charged by a spring. It shall also be capable of closing on no-load without suffering undue mechanical deterioration. The maximum make- time shall also be not exceeded. The direction of motion of the handle, for manual spring charging shall be marked. A device indicating when the spring is charged fully shall also be provided. Motors and their electrically operated auxiliary equipment for charging a spring shall operate satisfactorily between 85% and 110% of the rated supply voltage. The breaker operating mechanism should store energy for O-C-O operation and shall not, in any case, get stuck in closed position during this cycle. After failure of power supply to the motor, at least one open-close-open operation of the circuit breaker shall be possible. The breaker operating mechanism shall be electrically and mechanically trip-free in all positions. The breaker should also be provided with both mechanical and electrical antipumping devices. The ACBs shall be provided with microprocessor based comprehensive releases for protection against overload, short circuit and earth faults.

2.6.12 Closing and tripping coil shall operate satisfactorily under the following conditions of supply voltage variation: 2.7 2.7.1 2.7.2 MCCBs The MCCBs shall confirm to the latest applicable standards. MCCBs in AC circuits shall be of four pole construction arranged for simultaneous four pole manual closing and opening. Operating mechanism shall be quick-make, quick-break and trip free type. The ON & OFF positions of the MCCB shall be clearly visible to the operator. Operating handle for operating MCCBs from door of board shall be provided. MCCB terminals shall be shrouded and designed to receive cable lugs for cable sizes relevant to circuit ratings. The MCCBs shall be with adjustable overload and fixed short circuit with high breaking capacity. MCBs Miniature circuit breakers for use on control circuits shall comply with the requirements of applicable standards, unless otherwise mentioned MOTOR STARTERS Contactors: 2.9.2 Motor starter contactor shall be of the electromagnetic type rated for uninterrupted duty as defined in applicable standard. Main contacts of motor-starter contactor shall be of silver plated copper. Closing coils 85% to 110% of rated voltage. Trip coils 70% to 110% of rated voltage.

Contactors shall be of the double break, non-gravity type. Direct-on-line starters Direct-on-line starters shall be suitable for Class AC-3 utilisation category as specified in applicable standards. Thermal Overload Relays Starter shall be complete with a three element, positive acting, ambient temperature compensated, time lagged thermal overload relay with adjustable settings. The setting range shall be properly selected in accordance with the rating of the motor.

SWITCHES, FUSE, CONTACTORS.

2.10.1 The switches shall be with silver plated contacts and capable of breaking safely full load current of associated equipment. Switches shall be quick make and break type and capable of breaking the circuit even if the mechanism spring fails. Barriers shall be provided to prevent inter phase arcing. MCCBs and contactors for motor feeder shall be adequately rated for motor duty (AC-3). Wherever called for, the same shall be sized for

capacitor switching. Fuses shall be provided with plungers and shall be visible without removal of fuse from service. Fuse pullers shall be provided. 2.11 CURRENT TRANSFORMERS

2.11.1 The current transformers shall have synthetic cast resin insulation and be of the single phase type, with number of cores as per the specific requirements. 2.11.2 The primary & secondary connections shall be clearly labelled. 2.11.3 All current transformers shall have insulation level and short time rating as per main switchgear. All current transformers shall be dimensioned to carry continuously a current of 120% of the rated current. The ratios shall be as per the specific requirements. 2.12 VOLTAGE/POTENTIAL TRANSFORMER (PT):

2.12.1 The voltage transformers shall be insulated for full voltage rating. 2.12.2 The PT shall have synthetic resin insulation and be of single phase type. Rated secondary voltage shall be 110 V/3 unless otherwise specified. 2.12.3 PT shall be capable of withstanding thermal and mechanical stresses resulting from short circuit and momentary current rating of breaker/switches. 2.13 METERS, RELAYS AND OTHER ACCESSORIES:

2.13.1 All relays shall be of switchboard pattern, back connected, drawout type suitable for flush mounting and fitted with dust tight cases and provided with flag indicators and hand reset devices. The relays shall conform to IS 3231 or BS 3950 and BS 142. A set of test block and test lead for necessary secondary injection tests shall be included. All relays in draw out cases shall have suitable spring loaded contacts for inserting test block. 2.13.2 Relays shall be provided with hand reset type contacts. The flag indication shall be suitable for external hand resetting and mechanically interlocked to prevent falling when relays are subjected to vibration. The rating of the auxiliary contacts shall not be less than 10 amps at 240 V AC and 5 amps for 30V DC. 2.13.3 Each incomer / feeder shall be equipped with relays as detailed in the specific requirements. 2.13.4 All relays shall have the following features: a) Shall be suitable for auxiliary supply, as indicated in the specific requirement. b) Shall be of drawout type suitable for flush mounting. c) All auxiliary relays shall be of flush / semi-flush type. d) All protective relays shall be provided with adequate number of self reset contacts and hand reset flag indicators.

2.13.5

Indicating instruments shall be flush mounted digital type. Size of the instruments shall be 45 x 45 mm. All indicating meters shall be of taut band type. The element shall be shock resistant and shielded from magnetic fields. The covers shall be of shadow proof design, utilising all available light. 2.14.1 Ammeter, voltmeter and KW meter shall be of moving iron static type. Ammeters for motor feeders shall be of extended scale type. The KW Meter and KWH meter shall be suitable for measuring unbalanced loads on a 3 - phase, 4 wire systems. The KW Meter, KWH meter and voltmeter shall operate on 415V 3, 4 wires supply. 2.15 POWER FACTOR METERS:

2.15.1 The range of P.F meters shall be 0.5 lag - 0.5 lead. These shall operate on 415V, supply. 2.16 INDICATING LAMPS / PUSH BUTTONS:

2.16.1 These shall be switchboard type, low power consumption LED type lamps complete with necessary resistors. Lamps shall be provided with screwed translucent covers to diffuse light. The lamp covers shall preferably be unbreakable, moulded, heat resistant material and shall be provided with chromium plated bezels. 2.16.2 Push Buttons shall be heavy duty, push to actuate type with coloured button and inscription marked with its function. Each push button shall have minimum 2 NO + 2 NC contacts or as required, rated 10 A at operating voltage. Push button shall be shrouded type except for emergency trip button (if provided), which shall be mushroom type for easy identification. Push button colour shall be as follows a) Stop/off Red b) Start/ON Green c) ResetYellow d) Test Black 2.17 CONTROL SWITCHES/SELECTOR SWITCHES:

2.17.1 Control and meter selection switches shall have integral name plate and for all other devices, the same shall be located below the respective devices. Instrument and devices mounted on the face of the panels shall also be identified on the rear with the same number. 2.17.2 All control switches shall be rotary, back connected type having cam operation contact mechanism. Phosphor bronze contacts shall be used on switches.

2.17.3 The handle of control switches used for circuit breaker operation shall turn clockwise for closing and anti-clockwise for tripping and shall be spring return to neutral from close/trip with lost motion device. 2.17.4 Control switch for DG and Incomer panels shall have one set of lost motion spare contacts. 2.17.5 Ammeter selector switches shall be with off position and with make before break feature and shall have 3 positions to read the three phase currents. Voltmeter selector switches shall also be of 3 positions and off position, suitable to read phase to phase voltages. 2.17.6 The control switches, operating handles, meters, relays etc shall be mounted at the front of the switchgear panels. The instruments shall not be mounted less than one metre or more than two metres from the floor level. Ammeters and Voltmeters are to be provided with selector switches. Operating handles shall not be mounted at a height more than 1.75 meters. Breaker Control switches wherever provided shall be so designed that when released by the operator it shall automatically return to a neutral position. They shall be fitted in sequence with lock to avoid inadvertent operation and shall be arranged such that after passing the "closed" position the control switch cannot be moved into the "Closed" position again without passing the "open " position. Each panel shall have indicating lamps for "ON","OFF", "TRIP" "TRIP CIRCUIT HEALTHY" and SPRING CHARGED.

2.18

AUXILIARY SUPPLY:

2.18.1 Auxiliary DC and AC supply shall be derived from the incoming source of the panel with suitable control arrangements for indication circuits, closing circuits, space heaters etc. 2.18.2 Separate DC Insulated wire buses shall be provided. DC supply required for protection/ indication/ tripping shall be taken from the above wire bus bars through protective fuses. 2.18.3 Suitable fuses and links shall be provided for individual circuits for protection and also for isolation from bus wire without disturbing the other circuits. Bus wires from panel to panel shall be wired through necessary control terminals. 2.18.4 Panel heaters and thermostats shall be provided in all the panels. 2.19 CONTROL FUSES:

2.19.1 All control fuses shall be of HRC link type conforming to IS 2208. All fuses and links shall be provided with suitable identification labels.

2.20

CONTROL WIRING:

2.20.1 Stud type terminals with identification ferrules shall be used. Local dependent marking as well as remote end dependent marking may be indicated in the ferruling at terminal blocks. Interlocking type ferrules shall be used. All wires carried within the switchgear enclosure shall be HRPVC insulated and neatly arranged so as to be readily accessible and to be easily replaceable. Wherever necessary the wires should be run in cable troughs and the wiring should be routed so that the same remains away from areas where electrical flame or flash over may occur. No conduit or cables shall be carried through the bus bar chamber. 2.20.2 The voltage transformer wiring shall be done by FRLS / HRPVC insulated, 1100V grade multi stranded flexible copper conductor of size 1.5 sq.mm and all the current transformer and DC control wiring shall be of the same type of cable as specified above with conductor size of 2.5 sq.mm. The colour coding shall be as per IS 375. 2.20.3 AC and DC wiring are to be distinguishable function wise, AC and DC terminals are to be separated by shrouded terminal separators and colour of AC and DC terminals shall be distinct for easy identification. 2.20.4 All spare contacts of switches / relays shall be wired up to the terminal blocks. 2.20.5 20% extra spare terminals shall be provided. All terminals shall be suitable for terminating 2 wires from bottom and top side of the terminal block. However not more than one wire shall be terminated from either side on any terminal. 2.20.6 All CT wiring shall be terminated on shorting and disconnecting type terminals. 2.21 NAME PLATE:

2.21.1 Hard synthetic material / acrylic designation tags shall be embossed on all the switchboards and individual compartments. 2.22 EARTHING:

2.22.1 An earth bus of requisite section not less than 40mmx10mm Alluminium strip, shall be provided. It shall extend throughout and solidly connect all panels in a line with proper terminals, at the end to connect to the station earthing system. The terminal arrangement at the ends shall be suitable for connection by 50x6 mm GI flat and shall be complete in the bimetallic washers etc. 2.23 CABLE CHAMBER:

2.23.1 The position of the cable chamber shall be such that the cables can be safely taken and carried through one meter trench at the bottom of the switchgear line up and the jointing carried out in a convenient and satisfactory manner. The cable termination arrangement for multiple cables shall permit connection and disconnection of individual cables without disturbing the other cables. Each panel shall have a separate cable alley. Cable alleys shall consist of cable supporting arrangement so that the load of the cable does not act on the terminals. Special warning labels shall be provided on removable covers (or) doors giving access to cable terminals and bus bars. 2.24 PAINTING 2.24.1 All metal surfaces shall be thoroughly cleaned and degreased to remove mill scale, rust, grease and dirt. Fabricated structure shall be pickled and then rinsed to remove any trace of acid. The under surface shall be prepared by applying a coat of phosphate paint and a coat of yellow zinc chromate primer. The under surface shall be made free from all imperfections before undertaking finishing coat. 2.24.2 After preparation of the under surface, the switchgear panel shall be spray painted with two coats of final paint. Colour shade of final paint shall be RAL 7032 (epoxy based). The finished panel shall be dried in staving oven in dust free atmosphere. Panel finish shall be free from imperfections like pin holes, orange peels, run off paint etc. 2.24.3 All unpainted steel parts shall be cadmium plated or suitably treated to prevent rust corrosion. If these parts are on moving element, then these shall be greased. 3.0 GENERAL: Deviations from our specification (if any) shall be brought out separately clause wise and explicitly. Deviations indicated in the guaranteed technical particulars (or) elsewhere shall not be considered / accepted. 4. 4.1. 4.1.2 LIST OF DRAWINGS The supplier shall furnish the following drawings for the switchgear. INSTRUCTION MANUALS The supplier shall furnish specified number of copies of the instruction manual which would contain detailed instructions for all operational & maintenance requirement. Introduction This specification is intended for design, manufacture, testing at manufacturers works, delivering to site of APFC panel (switch able in steps) for the improvement of power factor. The equipment to be offered under this specification shall be of proven design.

Design & constructional requirements

The 440 V capacitor banks shall be in a self supporting, floor mounting type APFC panel with degree of protection of enclosure IP42 as per relevant standard. Minimum thickness of sheet steel shall be 2.5 mm. Control and protection elements for 440 V capacitor banks shall be mounted on the capacitor bank panel itself. 3.2.2 All doors and openings shall be provided with neoprene gaskets. Doors shall have panel locks and all hinges shall be concealed types. 3.2.3 A suitable removable undrilled gland plate (MS 3mm thick) shall be provided for cable entry from bottom. 3.2.4 The Main earth bus shall be run at the bottom of panel. The size shall be of 50 x 6 mm GI flat. Each capacitor unit body shall be connected to the main earth flat by means of 8 SWG GI. Wire. All metallic supports shall be earthed. 3.2.5 All instruments and power factor correction relay (PFCR) shall be neatly arranged on the front side and shall be flush mounted. PFCR relay shall be microprocessor based type programmable relay, which has following features. i. Based on the current & Voltage input and the target power factor setting the relay should process it self and switch on the required capacitors. ii. The dead band range shall be such that it prevents hunting of capacitor. iii. Digital setting of individual parameters including target power factor and step limit. iv. Automatic self adjustment to any capacitor step value. v. Digital indication of power factor, present parameters. vi. No-volt release feature to immediately disconnect all capacitors in the event of power failure. vii. Plug-in terminal connection. viii. Indication and elimination of defect capacitor steps. ix. No. of steps shall be as per the BOQ. x. The relay shall display visual alarms of the following conditions: - Failure to achieve the target PF - Harmonic over loading - Step failure 3.2.6 The supplier shall design/select the required component confirming to IS/IEC standards to make the system to complete. 3.2.7 The current carrying capacity of capacitor and its associated power circuit (switch, fuse, contactors) shall be adequately designed to carry a maximum current of 1.8 times (due to harmonic loading) the rated current of current of capacitor. 3.2.8 The Protection circuit shall be, by means of fuse, designed in such a way that it protects the capacitor from thermal loading, while the current exceeds 1.8 times rated current, and short circuit. 3.2.10 The APFC Panel shall be provided with proper ventilation. Successful bidder shall submit the heat loss calculation. 3.2.11 The interconnection between the individual capacitors and the contactors shall be made through flexible copper cables of adequate current carrying capacity. 3.2.12 The Main bus bar shall be made of suitable size aluminium conductor.

Control Elements All the control elements required for the satisfactory and safe operation of capacitor bank like relays, contactors, protective relays, fuses, control switches, selector switches, indicating instruments, timer & push buttons shall be housed in a well ventilated, free standing, floor mounting type sheet steel panel. The panel shall be provided with two nos. earthing terminals, un drilled cable gland plate, space heater and cubicle illumination lamp. Both manual and automatic control of power factor correction shall be provided. Auto/manual selector switch for the above shall be provided on the capacitor control panel. The control supply should be tapped from main I/C supply. Minimum 20% of spare contacts shall be provided in each contactor/relay. Spare shall be separately marked and wired to the TB. An out-off-balance current relay shall be provided to give visual/audible warning. Fail-safe feature shall be incorporated to prevent leading power factor from every occurring. Tests and Inspection All the acceptance tests as per relevant IS / IEC Standards shall be carried out in presence of purchaser / his representative.

Suitable, protection circuit shall be designed, by means of fuse / MCCB, by the APFC panel supplier to protect the capacitor from overloading, while the actual current exceeds 1.8 times rated current of capacitor, and short circuit. The capacitor shall be suitably protected against over voltage. The units shall also be protected against internal faults and the affected banks shall be isolated. Discharge Resistor The capacitor units shall be provided with internal discharge resistors built into the unit to reduce the residual voltage to a safe value within the time specified in the relevant Indian Standard after the capacitors have been disconnected from the supply. Capacitor units shall also be protected against the internal faults and effected units shall be automatically and immediately isolated in the event of such faults. Tests and Inspection All the acceptance tests as per IS 13340 shall be carried out in the presence of purchaser / his representative. Type test certificates of the identical Routine test reports shall be submitted for scrutiny.

When the Mains supply fails, the Mains Supply Failure Monitor operates after a preset time of approx. 10 secs. This actuates the 3 impulse Engine Start control. We do not recommend plug type relays. The Control Unit gives three starting impulses with an interval of 1-5 secs. If the Engine starts at the first impulse, the unit shuts off. If not, it gives further two impulses, during which time, if the engine does not start, the unit shuts off, activating the audio-visual alarm for Set fails to Start. On starting of the engine, the alternator switchgear closes automatically after the preset time of 1-10 secs. When the Mains Supply is restored, the Restoration Timer operates, and after the preset time of 10 secs., the load is automatically transferred to the Mains, and the Generator shuts down. b. Test Mode: By operating the AMF Test Push Button, the conditions of Mains Failure are stimulated as explained in Auto Model above without disturbing the supply through Mains Switchgear. c. Manual Mode: The DG Set operates as a standard manual operated set, and all its functions are carried out manually by means of Engine Start / Stop and Alternator Contractor ON / OFF Push Buttons.

SPECIFICTIONS FOR DISTRIBUTION BOARDS

Distribution boards offered shall be suitable for operation on 440 V AC and metal clad type with lockable hinged door, suitable for flush or surface installation as required in the positions. All Distribution boards shall be with isolator/MCB and earth leakage circuit breaker as specified. Distribution boards shall contain bolted type miniature circuit breakers mounted on bus bars. Miniature circuit breakers shall be quick-make, quick-break type with trip-free mechanism; closed or tripped position. A fault on one phase of a 3-phase circuit shall trip all phases. Miniature circuit breaker shall be SP, DP, TP or TPN and of the current rating all as specified elsewhere or on the drawings; all MCBs shall have minimum interrupting capacity of 10 kA; MCB shall conform to BS. Neutral busbars shall be provided with the same number of terminals as there are single ways on the boards, in addition to the terminals for the incoming mains. An earth bar of size similar to the neutral bar shall also be provided. Phase barriers shall be fitted and all live parts shall be screened from the front. Ample clearance shall be provided between all live metal and the earthed case and adequate space for all incoming and outgoing cables. All Distribution boards external to the building shall be enclosed in a weatherproof mild steel construction feeder pillar complete with hinged and lockable steel doors. An allowance of 25% spare ways shall be made on all distribution boards. All circuit identification card, within clear plastic case with metal frame, shall be provided within each Distribution boards.

1. GENERAL: This Section relates to supply installation, testing and commissioning of the Earthing System strictly in accordance with IS-3043 (Latest Edition) and generally as specified below: 2. SYSTEM: There shall an EARHING GRID. The main Earth conductor shall be laid in Trenches / On wall / on structures as the case may be and shall be earthed through Earth Electrodes around the Factory Building / Plant Building. 3. INSTALLATION PARTICULARS: 3.1. All Electrical Equipments shall be properly earthed. Non-current carrying Metal Parts of the equipments shall be earthed. 3.2. Medium Voltage and 3 phase L.T. systems & equipments shall have two Distinct earths. Single-phase equipments shall have one earth. 3.3. Continuous earthing shall be provided by means of suitable size Bare G.I. / Copper / PVC insulated copper strips or suitable bare GI/copper wires. 3.4. Earth electrodes shall be as specified either 600 x 600 x 6 mm GI plate or Copper Plate of same size but 3.15 mm thick. 40 mm dia GI pipe 2.5 Mtrs. Cables for high voltage applications shall be of heavy duty, comprising of compact circular stranded (rm/v) aluminium conductor, provided with conductor screening of semi-conducting compound, dry cross linked polyethylene insulated (XLPE) with nominal thickness of 6.0 mm., provided with insulation screening over individual cores, consisting of extruded semi-conducting compound and copper tape as metallic screening, cores lipid together with suitable fillers in the interacts, covered with extruded PVC inner sheath, galvanised single flat steel strip armoured and overall PVC outer sheathed cable suitable 11 / 22 / 33 KV (E) earthed. The XLPE insulation provided shall be of dry curing process i.e CCV process and necessary documentary evidence for the same shall be submitted. Cables manufactured under any other process will not be acceptable. Further the conductor screen, XPLE insulation and insulation screen shall be extruded in one operation. Cross Linked Polyethylene Cables The salient features of the cables that are to be supplied/installed are cross linked polyethylene insulated XLPE 3 core aluminium conductor, screened extruded semi conducting XLPE compound and copper tape, with extruded PVC inner sheath, galvanised steel strip[ armoured, and overall PVC outer sheathed suitable for laying directly in ground or in cement concrete ducts/stoneware pipe. Design of Cables The cables shall be suitable for laying in ground and trenches. The cable shall be suitable for use, where combination of ambient temperature and temperature rise due to load results in conductor temperature not exceeding 90 C under normal operation, and 250C under short circuit condition. The voltage stress shall be uniform over the conductor and the insulation. The limit of the voltage stress shall be such that the life of the cable is more than 25 yrs. This shall be supported by calculations/test report/accelerated ageing test. The short circuit current due to single line to ground fault of the specified duration shall be passed through a combination of non-magnetic metallic screen and armoured provided in the cable. 171

INSTALLATION:

1.

The minimum width of trench for laying single cable shall be 350 mm.

2. Where more than one cable is to be laid in the same trench in horizontal formation, the width of trench shall be increased such that the inter-axial spacing between the cables, except were otherwise specified shall be at least 200 mm. There shall be a clearance of at least 150 mm between axis of the end cables sides of the trench. Where gradients and changes in depth are unavoidable, these shall be gradual. The bottom of the trench shall be level and free from stone, brick bats etc. The trench shall then be provided with a layer of clean, dry sand cushion of not less than 75mm. The LT cable shall be laid at a depth of not less than 750 mm. HT cables shall be laid at a depth of 1000mmm. The cable shall be pulled lover rollers in the trench steadily and uniformly without jerks and strains. The entire cable length shall as far as possible be laid in one stretch. However, where this is not possible the remainder of the cable may be removed by Flaking. 3 Cable Laying and Handling and the

Cables shall be laid in full standard lengths unless the route length exceeds the standard length of a drum. It should be ensured that both ends of the cable are properly sealed to prevent absorption of moisture during transportation, storage, etc. Sufficient number of sealing caps shall be available at site to ensure sealing of cable ends in case in of part use of drum. When cable drums have to be moved over short distances, they should be rolled in the direction of the arrow, marked on the drum. While removing cables the drums shall be properly mounted on jacks or a cable wheel. 4 Bending Radius

The minimum safe bending radius for all types of PVC and XLPE cables shall be taken as 12 times and 15 time the overall diameter of the cables respectively. Wherever practicable, larger radius should be adopted. At joints and termination, the bending radius of individual cores of a multi core cable shall not be less than 15 times its overall diameter. 5 Separation

Cables of different voltages and also power and control cables should be kept in different trenches of racks with adequate separation. Where available space is restricted, LV/MV cable shall be laid above HV cables. Where cables cross one another, the cable of higher voltage shall be laid at a lower level than the cable of lower voltage. Power and communication cables shall as far as possible co\ross at right angles. Where power cables are laid in proximity to communication cables the horizontal and vertical clearances shall not normally be less than 300 mm.

Laying ducts or

Cables shall be laid direct in ground, masonry trench, pipes/closed ducts, open on racks as per requirement.

For short runs and sizes up to 25 sq. mm of cables up to 1.1 kV grade, any other suitable method of direct handling and laying can be adopted When the cable has been properly straightened, the cores are tested for continuity and insulation resistance and the cable is then measured. In case of PVC cables, suitable moisture seal tape shall be used for this purpose. 7. Sand Cushion

When the cable has been properly straightened the trench shall be covered with 75 mm thick layer of good quality clean river sand cushion then the cables shall be lifted and placed over the sand cushion. Again, another layer of good quality clean river sand 75 mm thick should be laid and gently pulled on to the top of the cable to form a depth of 75mm from the top of the cable. The minimum envelop cushion around the cable shall not be less than 150 mm. The pulling shall be done by hand and in such a manner as to provide good bedding for the protective cable covers like tiles or bricks. In the case of vertical multi-tier formation after the first cable has been laid, a sand cushion of 300 mm shall be provided over the initial bed before second tier is laid. If additional tiers are formed, each of the subsequent tiers also shall have a sand cushion of 300 mm as stated above. The top most cable shall have final sand covering not less 75 mm before the protective cover is laid. 8 Brick Protection

Unless otherwise specified, LT the cables shall be protected by second class bricks of not less than 200x100 x100 mm (nominal size) as per building specification or protection covers placed on top of the sand,(bricks to be laid breadth wise) for the full length of the cable. Where more than one cable is to be laid in the same trench, this protective covering shall cover all the cables and project at least 50 mm over the sides of end cables. The trenches shall be than backfilled with excavated earth free from stone or other debris and shall be rammed watered in necessary, in successive layers not exceeding 300 mm, unless otherwise specified a crown of earth shall be formed to allow for subsidence. Were road berm, or lawns are cut or curb stone displaced, these shall be made and all excess earth removed from site. 9 Pipe Ducts good,

For road, entry into buildings and paved areas cables shall be either drawn in ducts or in pipes of CI, GI, or reinforced cement concrete. Pipe shall be of at least 100mm dia for a single cable, and 150 mm diameter for more than one cable depending on the diameter. Top of pipe shall be not less than 750/1000 mm for LT/HT cables from the top surface unless otherwise required. All pipes shall be provided with a fish wire. Pipe ducts not used shall be plugged on both sides with lean cement mortar. Where cables have been drawn the ends shall be plugged with bituminized hession tape over the

cables for water proofing. For longer distances and at bends draw-pits of adequate size shall be provided to facilitate drawing in of cable. The draw pit shall be provided width cement concrete reinforced cover of approved design. Inside buildings, rooms and sub- stations masonry ducts where CC covers or chequer plates are provided, cables shall be laid on racks and cables trays, with clamps. 10 Cable drums shall be checked for any damage in transit. to earth

FRP (Fibre glass Reinforced Plastic) cable trays shall be manufactured frim fibre glass moulded or formed by any accepted technique with an mixture of resin. The glass content in the finished product shall be about 50%-60%. Material shall be both acid resistant as well as corrosion resistant to saline atmosphere. The trays shall be fire resistant and also conform to relevant BS. are for outdoor use and shall be resistant to u.v. radiation. Cable trays shall be perforated type trays. Trays shall be fabricated in standard length of 3.0m. Jointing of cable trays shall be with fish pates to match the dimension of the cable tray. 1 Type of Wiring Wiring is to be done in looping system of wiring without any jointing. Phase wires shall be looped in switch control points & neutral; shall be looped at out-let points. 2 Points Wiring circuit

Every conductor shall be provided with identification ferrules at both ends matching the drawings. 2. Concealed PVC conduits in wall Conduits concealed in the wall should be installed in the rectangular fashion, i.e. horizontal or vertical placement from the switch board, drop point, etc. In no case it should be installed diagonally. The chasing of wall should be done by a machine which makes an exact slot in the wall to accommodate the conduit. The conduit should be properly secured in the slot by necessary hardware. Reinstatement should be done with plastering to the original surface of the wall. The conduit entry in a switch box must be through a bush adaptor. 3. SURFACE PVC CASING-N-CAPPING WIRING All casing-n-capping shall be rigid PVC. All casing-n-capping accessories shall be PVC grip type. The under surface of the casing-n-capping including all bends, unions, tees, boxes etc. forming part of the casing-n-capping system shall be adequately supported. junction

All necessary bends in the system including diversion shall be done by bending pipes or by inserting normal or inspection type normal bends or by fixing inspection boxes whichever is more suitable. Conduit fittings shall not be used on conduit system exposed to weather. Readies of such bends in conduit pipes shall not be less than 7.5cm. No length of conduit shall have more than the equivalent of two quarter bends from outlet. Additional bends shall be inspection bends/boxes. The junction boxes for lighting fixture, fans etc. shall be surface mounting. The boxes shall be complete with covers to be fixed with screws. The conduit of each circuit or section shall be completed before conductors are drawn in. The entire system of conduit after erection shall be tested for mechanical and electrical continuity throughout and permanently connected to earth. Separate earth wire of appropriate size shall run in each conduit for earthing. It conduit pipes are liable to mechanical damage they shall be adequately protected. 5. WIRES. The system of wiring shall done with of single core FRLS PVC insulated Multi stranded copper conductor wire in PVC conduits concealed / exposed PVC conduits or Casing capping / above false ceiling. 6. General. Prior to laying and fixing of conduits / casing capping the contractor shall carefully examine the drawings indicating the layout of conduits / casing capping , satisfy himself about the sufficiency of the number and size of conduit, location of junction boxes , sizes and location of switch boxes and other relevant details. The consultant / Architects shall approve the layout any modification suggested by the consultant / Architects should be carried by the contractor. Any discrepancy found in the drawing shall be brought to the notice of the consultant. 6.0 6.1 Material. PVC Conduit: PVC shall be of minimum wall thickness of 2 mm for conduit up to 25 mm diameter and 2.7 mm for conduit above 25 mm diameter. The tubing must be perfectly circular, without any burrs or kinks. All junction boxes shall be of high dome type and 2 mm thick. The conduit shall be delivered to site of construction in original bundles and each length of conduit shall bear the label mark of manufacture. The contractor shall submit to the consultant detail layout plan of conduit network containing particulars regarding size and routs of conduits, no. of wires carrying in each conduits, inspection and junction boxes provided. The size of conduit shall be selected in accordance with the number of wires permitted under table given below. The minimum size of the conduit shall be of 25 mm dia unless otherwise indicated or approved. Size of wires shall be not less than 1.5 sq. mm copper.

CONNECTIONS. All conduit joints shall be fully weather tight. Junction boxes and running joints shall be provided at suitable places to allow for subsequent extension if any. As far as possible diagonal run of conduit and adaptable boxes, back outlet boxes, switch boxes and the like must be provided with entry spout and smooth PVC bushes. Conduit system shall be erect and straight as far as possible. To avoid traps where water may accumulate from condensation, unless unavoidable, suitable provision for draining the water shall be made. Separate conduit shall be run for 15-amp power out let wiring.

BEND IN CONDUIT Where necessary, bend or diversion may be required then the circular inspection boxes with adequate and suitable inlet and outlet shall be provided. In case of recessed system, each junction box shall be provided with a cover properly secured and flush with the finished wall/ ceiling surface, so that the conductors inside the conduit are accessible. No bend shall have radius less than 2.5 times the outside the diameter of the conduit.

FIXING OF CONDUIT. Conduit and junction boxes shall be kept in position while the wall / floor are under construction for which proper holdfasts shall be provided. Conduits shall be arranged so as to facilitate easy drawing of wires through them. Adequate junction boxes of approved make and size shall be provided. Where conduits cross expansion joint in the buildings adequate expansion fitting or other approved devices shall be used. All conduits shall be installed so as to avoid steam and hot water pipes. Conduit stubs in floor slabs shall be kept as short as possible above the finished floor level in order to avoid any damage to them. After the conduit, junction boxes, outlet boxes and switch boxes are installed in position their outlets shall be properly plugged or covered so that water, mortar, insects or any other foreign matter does not enter into the conduit system. Where called for, surface conduits shall be fixed by means of spacer bar saddle at intervals not more than 500 mm form both sides of fittings or accessories. The saddles shall be of 3 mm x 19 mm galvanized mild steel flat, properly treated, primed and painted, securely fixed to support by means of nuts and bolts / rawl plugs and GI machine screw.

SWITCH OUTLET AND JUNCTION BOXES All outlets for switch and other receptacles shall be equipped with rust proof outlet boxes of MS / polycarbonate as called for, having external and internal surface true to finish. Where called for outlet boxes for receiving switches and fan regulators shall be of same make of switch and sockets with white polycarbonate modular cover plate

TELEPHONES AND NET SYSTEM. Conduits, junction boxes, draw boxes, outlet boxes and cover for telephone and net system shall be separate. Conduits for telephone and net system shall be at least 300 mm away from the electrical conduits. The conduits for telephone and net wiring shall be of specified size and shall terminate at outlets as indicated on drawing. Telephone and net system conduit shall have G.I. pull wires installed.

BUNCHING OF WIRE Wire carrying current shall be so bunched in the conduit that the outgoing and return cables are drawn into the same conduit. Cables originating from two different phases shall not run in same conduit. DRAWING OF CONDUCTOR. The drawing and jointing of copper conductor wires and cables shall be executed with due regard to the following precautions. While drawing insulated wires into the conduit care shall be taken to avoid scratches and kinks, which cause breakage of conductor. There shall be no sharp bends. Insulation shall be stripped off like sharpening of a pencil and it shall not be removed by cutting it square of wiring. Strands of wires shall not be cut for connecting at terminal. The terminals shall have sufficient cross sectional area to take all strands and shall have flat ends. The pressure applied to tighten terminal screws shall be just adequate neither too much nor too less. Conductor having nominal cross sectional area of 10 sq mm and above shall always be provided with cable sockets. At all bolted terminals, brass flat washer of large area and approved steel spring washers shall be used. Brass nuts and bolts shall be used for all connections. Only certified wiremen and cable jointer shall be employed to do jointing work. All wires and cables shall bear the manufacturers label and shall be brought to site in new and original packages. For all internal wiring PVC, insulated wires of 650 / 1100 volt grade shall be used. The sub-circuit wiring for point shall be carried out in looping in system and no joint shall be allowed in the length of conductor. No wire shall be drawn into any conduit until all work of any nature that may cause injury to wire is completed. Care shall be taken in pulling the wires so that no damage occurs to the insulation of the wire. Before the wires are drawn into the conduit, the conduit shall be thoroughly cleaned of moisture, dust, dirt, or any other obstruction by forcing compressed air through the conduits. The minimum size of PVC insulated copper conductor wire for all sub- circuit, light and fan point shall be 1.5 sq mm. In case of power circuit not more than two nos 15 amp power outlet shall be carried out with 4 sq mm PVC insulated copper conductor wire. All power circuit shall be provided earth wire.

JOINTS. All joints shall be made at main switches, distribution boards, socket outlets, lighting outlets, and switch box only. No joint shall be made in conduits and junction boxes.

MAINS AND SUB-MAINS


Mains and sub-mains cable where called for, shall be of the rated capacity and approved make. Every sub main shall be drawn into an independent adequately sized conduit. Adequate size of draw boxes shall be provided at convenient location to facilitate easy drawing of the sub-main and mains cables. An independent earth wire of proper rating shall be provided for every single sub-main. Where mains and sub-mains cables are connected to the switchgear, sufficient extra length of mains and sub-mains cable shall be provided to facilitate easy connection and maintenance.

LOAD BALANCING. Balancing of circuit in three-phase installation shall be planned before the commencement of wiring and shall be strictly adhered to.

SWITCHES All 6 Amp switches shall be enclosed type flush mounted switches of 250-volt grade. WALL SOCKET OUTLETS All 6 Amp wall sockets outlets where called for on the drawing shall be switched and 3 pin type. All 16 amp sockets outlets where called for shall be switched and 3 pin type. The sockets shall be erected at 150 mm above finished floor level, unless otherwise indicated. The switch controlling the point outlet and sockets outlet shall be on the phase wire of the circuit. The lighting fixtures shall be either supported vertically of mounted on bracket or suspended by a hook, as required. 22 TELEPHONE/INTERCOM DISTRIBUTION SYSTEM SCOPE The scope of work shall cover supply, installation, testing and commissioning of telephone/intercom distribution system. DISTRIBUTION SYSTEM Telephone cables shall be used of 0.5mm.dia electrolytic tinned copper conductors duly colour coded twisted pairs with rip cord. Cabling shall be multipair, PVC insulated, sheathed and armoured and twin, pair PVC insulated wires drawn in heavy gauge PVC conduits. Cables shall confirm to I.T.D. specification. .

Although above Civil works are to be carried out by Civil Contractor, it will be Electrical Contractors responsibility to furnish drawings for these well in time, coordinate and get the works completed under his direct supervision, well within schedule to ensure commissioning of the installation on agreed date.

S-8 TEST TO BE CARRIED OUT


1 TESTS AT MANUFACTURERS WORKS These shall be carried out at Manufacturers works as per relevant IS specifications. Copies of these certificates shall be submitted in the O & M manual. 2 SITE TESTS Following Tests shall be carried out in the presence of the Owner's representative / Consultant. Equipments / Transformer / Switch-boards a) Transformers a.1 a.2 Visual inspection for apparent damage, broken parts, cracks, leaks, oil level, etc. For transformer, 3 samples of the transformer oil shall be taken from the bottom of tank and shall be tested to withstand 50 KV for 60 seconds against 2.5 mm gap as described in the appendix of IS : 335 ( Latest Edition ) a.3 Insulation Resistance Tests by Minimum 5000 V D.C. Meager. The values shall correspond to factory test results. a.4 Wherever the oil sample tests and IR values are not satisfactory ( in the opinion of Consultants ) transformer shall be dried out using stream line filter. The drying process shall be continued till the Insulation Resistance Curve shows a steady and definite increasing trend and the meager Value shall be not less than 20 Mega Ohms per KV. a.5 All transformer accessories such as Buchholtz Relay, breather, gauges, thermometer, etc. shall be thoroughly checked and adjusted. a.6 a.7 Ratio Test ( By using AVOMETER ) On energisation the new transformers shall be kept on NO LOAD for

minimum 24 hours.

SCOPE OF WORK: Contractors scope shall include work as per Tender documents along with implied minor works mentioned specifically or not. This scope shall be generally as per Contract Agreement and shall include such additional jobs as may be required to be carried out for the completion of the Electrical facilities in the opinion of the Owners / Consultant. Any additional major jobs / items required to be carried out shall be evaluated on the basis of similar item-rates under the contract or where such similar items do not exist the contractor shall submit cost analysis to arrive at the itemrates for the approval of Owners / Consultant. 15 % over-heads and profit shall be allowed to the Contractor on cost accepted by Owners / Consultant.

3.

ADDITIONAL WORK: Any additional work if required / ordered by the Owners / Consultant shall be taken up and completed within the agreed time schedule. The item-rates for such work shall be submitted for the approval of Owners / Consultants, but the work shall start immediately upon receiving instructions by the Contractor from the Owners / Consultant.

EQUIPMENT / WORKMANSHIP: The equipment to be supplied under this contract shall be strictly as per specifications of the contract and relevant IS specifications. In the event of any ambiguity / dispute, the Owners / Consultants verdict shall be final and binding on the Contractor.

SUPPLY,

ERECTION, TESTING, COMMISSIONING AND MAINTAINING THE

EQUIPMENT DURING THE MAINTENANCE PERIOD (DEFECTS LIABILITY PERIOD) Item rate for Supply, erection shall include unloading at site stores (by crane if required by Owners / Consultant, shifting to place of work, erection, testing, commissioning, handing over to Owners and attending the equipment during Defects Liability period. The erection shall be as per contract specifications and relevant IS Specifications. The contractor shall obtain, before, during and after completion of erection, approval from K.S.E. Board and Electrical Inspector, other Statutory Authorities as and where required. 6. ORGANISATION CHART : SUPPLY The Contractor shall submit Organization Chart for the Technical and other staff he proposes to depute at site during the execution of Contract. The Chart should also show specific responsibility

& decision making authority for on site decisions. 7. DEFECTS / MODIFICATIONS: If in the opinion of Owners / Consultant / Statutory authorities the work carried out by the Contractor is defective, the Contractor shall without any additional cost to Owners, rectify such defects or carry out such modifications to make the work complete in all respects and acceptable to the Owners / Consultant / statutory authorities. If any test readings are not satisfactory, the Contractor shall carry out required modifications (which may include even replacement of certain item / s) without any additional cost of whatsoever nature to Owners. The work shall be guaranteed to yield the specified rating(s) design conditions within tolerance as per relevant IS Specs. Any equipment, which in the opinion of the Owners / Consultant does not meet specified requirements for which it is installed, may be rejected and Contractor shall replace it free of cost and within such time as may be reasonably allowed to him. 8. COMPLETION CERTIFICATE: On completion of Erection the Contractor shall inform the Consultant for witnessing the site tests. Required tools / instruments for such tests shall be arranged by the Contractor. The equipment shall be commissioned only after obtaining written acceptance of pre-commissioning tests (which shall be carried out as per requirement of Owners / Consultant). At this stage the Consultant shall issue Completion Certificate to the Contractor. The Owners / Consultant reserve the right to issue the completion certificate in parts. If due to Contractors inefficiency the Contractors completion certificate is delayed, the Owners reserve their right to put the equipment to use. The Maintenance Period OR defects liability period shall start from the date of completion to the satisfaction of the Owners / Consultants as mentioned in the completion certificate. Before issue of completion certificate, contractor shall supply AS BUILT DRAWINGS and OPERATION & MAINTENANCE MANUALS as per relevant clause.

9.

COMPLETION CERTIFICATE WITH SNAG LIST: If in the opinion of Owners / Consultant the defects in the work are minor, the Consultant may consider issuing Completion Certificate for the Contract along with the Snag list for which the Contractor shall give an undertaking that the Snags shall be attended and rectified within three (3) months from the date of completion certificate. The right of issuing such a certificate lies exclusively with the Owner. 189

10.

DEFETCS LIABILITY PERIOD AND THE FINAL ACCEPTANCE CERTIFICATE: Defects Liability Period shall commence on the date of completion mentioned in the completion certificate (with or without Snag list) and shall last for one year. On completion of the Defects Liability Period the Owners / Consultant shall carry out final inspection of work and issue / list of defects / snags. The Contractor shall attend to and rectify these snags / defects immediately. During the Defects Liability Period, if there is any defect in the work carried out by the Contractor the Owners / Consultant shall inform the Contractor who would attend to and rectify such defects immediately. At the end of the Defects Liability Period and after rectification of all snags, the Consultant shall issue Final Acceptance Certificate. The retention amount or Bank Guarantee shall be released by the Owners within 15 days (or earlier) of presentation of Final Acceptance Certificate by the Contractor. If after defect rectification, the item is not acceptable to Owners / Consultant, the Contractor shall replace the item by right quality item, free of cost. The nature and quantum of defect, its reporting to the Contractor, contractors response thereof shall be recorded in writing by the Owner and acknowledged by the Contractor / Consultant as the case may be.

11.

DELIVERY / COMPLETION SCHEDULE: The Contractor shall strictly adhere to agreed Delivery / Completion Schedule (or revised schedule agreed to by Owners.)

12. A)

EXCEPTED RISKS (FORCE MAJEURE CLAUSE) The Accepted Risk are riot (in so far as it is uninsurable) war, invasion, act of foreign enemies, hostilities (whether war be declared or not), civil commotion, rebellion, revolution, insurrection or military or unsurpsed power, sabotage, fire, floods, explosions, epidemics, quarantine restrictions, earthquakes, damage by aircraft, and ACTS of GOD or any cause for which owners are responsible for the delay in execution / completion of work by Contractor.

B)

The above mentioned FORCE MAJEURE EVENTS shall not include constraints which could prudently be foreseen like shortage of power, non-availability of raw materials, difficulties in making transport arrangements etc.

13.

MAKES OF THE EQUIPMENTS: Makes of equipment as per List of approved make. The Contractor shall specify Makes of the equipment offered. These shall be reputed makes and shall be subject to the approval of Owners / Consultants.

16.

WORKING DRAWINGS: (As Applicable) Within 1 week of award of order the Contractor shall submit 4 sets of the following drawings for approval. (As applicable) HT work Switchyard drawing to be submitted for Electrical Inspectors approval.

- Drawings for Switchboards - Layout drawings showing earthing layout. - Layout drawings showing cable routes. - Layout drawings for lighting showing locations of points and lighting D.Bs. - Foundation Contractor. drawings for the equipments to be supplied and erected by the

- Layout of Trenches, if any, (Owners reserve right not to provide trenches if site conditions do not permit.) - Drawings showing cut-out / opening / inserts / pockets required (If these drawings are not submitted in time, the Contractor may be required to carry out this work at his cost.) - Drawings showing sleeves / Hume-pipes / R.C.C. Pipes for laying cables at road crossings. - Any other drawings as may be required by Owners / Consultant for smooth running of Project and overall completion. 17. MANUFACTURS DRAWINGS / CATALOGUES: These shall be submitted in 3 sets, within weeks of date of award of the order OR letter of Intent. 18. AS BUILT DRAWINGS & OPERATION & MAINTENANCE MANUALS 3 (Three) Sets Hard copies along with 1 set of CD shall be supplied. These shall include (this is not exclusive list). a) Detailed layouts of equipment / cables / earthing / lighting system etc., as installed.

b) Manufacturers Operation & Maintenance instructions. (As Applicable) 191

Test Results (after Consultants acceptance).

d) A file containing all original KSEB / EI Drawings / Approvals / Sanction Letter / Test Reports etc. e) f) Contractors instructions for routine maintenance of the contract items. Any other drawings / detailed deemed necessary by the Owners / Consultant for satisfactory maintenance of the work.

g) List of recommended spares for 2 years operation. (As Applicable)

19.

CARE OF WORKS: From commencement to the completion of works the Contractor shall take full responsibility of all works related to this contract and those of other agencies, including temporary works. In case of any damage, loss or injury to the works (either of Contractors or other agencies) except for causes defined under Accepted Risks Clause, the Contractor shall repair / make goods or replace such damaged items at his own cost and make the same good and acceptable. The Contractor is also liable for any damages to the works (his or others) occasioned by him in the course of any operations carried out by him for the purpose of carrying out his obligations. Any delay occurring on account of any of the above shall be to the account of Contractor. Contractor may employ watchman for the safe custody of materials. Security and Safety of all works related to this contract is Contractors sole responsibility. This is subject to Accepted Risks under clause R 16 above.

20.

COMPREHENSIVE INSURANCE OF WORKS / LABOURS: The Contractor must take comprehensive insurance all risk policy to cover his works / labors against all risks and include the cost of his policy in the tender price.

21.

DAMAGES TO PERSONS / PROPERTY & THIRD PARTY INSURANCE: The Contractor shall take every practical care and precaution not to damage or injure any adjoining or other properties (including the property of the owners) or any persons. He shall indemnify and keep indemnified the owners against all claims for injuries or damages to any person or any such property whatsoever which may arise out of or in consequence of construction and maintenance of the works and against all claims, demands, proceedings, damages costs, charges and expenses whatsoever in respect of or in relation thereto. The Contractor should also cover above by means of third party insurance in the joint name of the Contractor and Owners. All the charges / costs for the same would be borne by the Contractor.

ACCIDENT OR INJURY TO STAFF / WORKMEN: 192

The Owners shall not be liable for or in respect or in consequence of any accident or injury to any workmen or other person in the employment of the Contractor or his Sub-Contractor and the Contractor shall indemnify and keep indemnified the Owners against all such damages,

compensation and against all such claims, demands, proceedings, cost charges and expenses whatsoever in respect thereof or in relation thereto.

23.

INSURANCE AGAINST ACCIDENT, FIRE ETC. TO WORKMEN: The Contractor shall insure against such liability with an insurer (approved by the Owners) and shall continue such insurance during whole of the time such person/s are employed by him or his Sub-Contractor for the contract. The Insurance Policy with up-to-date premium payments receipt shall be produced for inspection when asked by the Owners. After the Contract is awarded contractor shall take out Workmens compensation and Contractors All Risk Insurance Policies and indemnify the client for the same.

24.

COMPLIANCE OF ABOVE CLAUSES: It is obligatory on the part of the Contractor to comply with all the clauses mentioned above and the tender price is supposed to include costs of implementation of the above clauses. If any of the liabilities such as Insurance Policies are not discharged satisfactorily by the Contractor, the Owners will arrange to implement the clauses and costs, if any, shall be recovered by the Owners from the Contractors bills.

25.

RISK PURCHASE CLAUSE: If in the opinion of the Owners / Consultant, the Contractor fails to perform and discharge his obligations at any time during tenure of the contract including Maintenance period, the Owners shall give 7 days notice in writing to the Contractor to improve his performance. If the Contractor fails, the Owners reserve the right to cancel the whole or part of the order and get the same carried out by other agencies at the Contractors risk, cost and responsibilities and recover the costs from the Contractors outstanding bills or Security Deposit or Retention amount.

26.

LABOUR LAWS ETC. :

The Contractor shall abide by the provisions of State / Central Govt. / Local Labour Laws and

discharge his obligations towards any liability arising out of such Laws in respect of his workers / Sub-Contractors Workers. In case, the Contractor fails to comply with the Law requirements, the Owners will have to intervene and settle the demands / disputes of the Contractor or his SubContractors Labour and debit the cost to the Contractors account. The Contractor shall maintain all such records for the presence of his labour / other people as may be required. In no case, the same would be mixed up with records of the Owner / his other Contractors. 27. WORKMANSHIP: Good Workmanship and neat appearance are pre-requisites of the Contract. Work shall be carried out in accordance with statutory rules and regulations in force and confirm to KSE.Board standards, Electrical Inspectors requirements I.E. Rules and relevant IS Specifications.

28.

TOOLS & SPARE PARTS : All special Tools and Tackles required for the proper erection and assembly of equipments covered by the contract shall be obtained by the Contractor himself. All sundry materials such as foundation bolts, nuts etc., required for the erection of equipments / Switch-boards including base channels required to raise the level of the Switch-boards shall be included in the erection costs of respective items. Necessary scaffolding shall be provided by the Contractor. Scaffolding shall be so fastened that Swaying / Swinging from structure or Building shall be prevented.

29.

QUANTITIES : Quantities mentioned in the tender documents are approximate and tenderer is advised to check these with his working drawings and arrive at actual required quantities as per site conditions, before placing order. In any case, the payment will be made on the basis of finally supplied and erected quantities on completion of work. Owners keep option to pay for any additional quantities left balance and not erected, but do not bind themselves to do so.

30.

DISPUTE / AMBIGUITIES: In case of Disputes / Ambiguities while interpreting any of Tender / Contract conditions Owners / Consultants decision in the matter shall be final and binding.

31.

OBSERVANCE OF RULES / REGULATIONS / ACTS:

The Contractor will have to observe all the rules and regulations prescribed under the Factories Act, Provident Fund Act, ESI Act, Shops and Establishment Act, Workmens Compensation Act and such other Acts and Labour Laws as may be applicable and any liability arising out of nonobservance of the regulations and Acts in respect of his employees or his Sub-Contractor employees, in respect of this Contract work, will have to be fully assumed and met by the Contractor. The Contractor should ensure that he satisfies all the above regulations / acts, etc.

32.

QUANTITIES: Tenderer to note that No Claims for loss / compensation / escalation on the grounds of increase / decrease in the quantities indicated in the tender schedule of quantities, shall be entertained under any circumstances, nor will the Contractor shall be entitled to prefer any claims whatsoever on these grounds.

33.

SITE SUPERVISIONS & SITE INSTRUCTION BOOK: The Contractor shall deploy qualified and responsible Engineer at site for site supervision and these Engineers shall be available at site during working hours to take instructions and answer queries.

34.

CO-ORDINATION OF WORK: The Contactor shall co-ordinate his work with those of other agencies and the Consultants / Owners shall decide the priorities.

SAFETY MEASURES: The Contractor shall provide all Safety Measures such as Safety Belts, Helmets etc., and shall provide proper temporary lighting for his scope of work.
