REVITALIZATION STRATEGY MINDSET (Job Seeker) TO THE CREATOR OF WORK (Job Creator)

Ricky Ekaputra Foeh *) Lecturer @ University of Nusa Cendana Kupang - NTT Indonesia
Abstract Each year the unemployment rate Continues to Increase. Entering 2011 the open unemployment is now at 9:25 million, while the educated unemployment data showed Increasing trend from year to year. It is an increasingly worrying phenomenon Becoming Because it proves That mindset oriented scholars Become Generally civil servants or private employees, while employment in Both the private and the public is very limited compared to the workforce. Education System in Indonesia Actually gave birth to a new job seekers, not job Creators. Mindset (think) the intellectuals must be in the revitalization of That pattern is to be Creators job rather than a job seeker. Keywords: Mindset, Job Seeker, Job Creator, Entrepreneurship Preliminary Every human being needs food, drink, shelter, satisfaction and physical needs of others apart from the need for security and protection from physical and emotional harm. To meet these needs is someone to work. Through the work of any wages earned. The work can be done through the formal sector which is a business activity that takes place in formal institutions such as government offices, companies and business entities, while the informal sector is identified with the micro, small and medium enterprises. The phenomenon that appears is the number of college graduates who prefer to be civil servants / private employees (employee) rather than employment. Independent attitude by not putting so much hope to work office, or the Employee / employee (employee), apparently not yet familiar in the minds of most of the prospective scholars. They assume that when he graduated college, then got an office job, or become employees / employee (employee), will ensure the future of their future. Though employment in the government organization is only opened every year, for those interested in becoming a civil servant with the aim to fill the vacancies of those who have retired, died or quit his job. The number of vacancies available is very small compared with the number of applicants. This promotes a very tight competition among the test participants. Everything is vying to become the best that are recruited. For those who do not pass the test will increase the row number of the labor force growing and growing. Choices made are not false, but also not entirely true. Let's ask the students, prospective graduate about their plans after college later. Will appear a variety of practical, pragmatic answer is "seeking employment"., If we look at this further implies an uncertainty. Are we then let them keep trying to find a job, because, look for the same have not found anything. Certainly time-consuming process of searching for an uncertain. Facts show that the option taken by most of our graduates currently creating more unemployment than increasing the number of jobs. As a result of the investment climate has not been restored, limited employment opportunities, and new labor force increased from the undergraduate and graduate education

for 1.5 million to 2 million people per year, it's no wonder the number of unemployed continues to grow every year. It is time, we need to revitalize the mindset (think) a college graduate from a job seeker into a job creator, entrepreneurial spirit to be instilled in our nation since the early generations. The attitude of doubt, to move from the "employee" to quadrant "entrepreneurs / business owners" should be eliminated. Although to start a business requires at least the courage to explore business ideas and making it worth. The mindset that we profess during these should be properly repaired, among others: 1. Do not have confidence, substitute with a firm conviction to be the best 2. Not having a clear purpose in life, replace by setting a clear purpose in life and steady 3. Does not have a powerful strategy to overcome life's difficulties, substitute with learning from others and think comprehensively to address any problems encountered 4. Not having a realistic plan, substitute with a reasonable plan set to be achieved within a certain time with an elegant way. Entrepreneurial and Entrepreneurship In view of the author, entrepreneur is someone who combines the resources, manpower, material and other assets so that its value becomes higher than before. Entrepreneurship means creating something that does not exist into existence and meaningful to humans through creative and innovative action. Entrepreneurs tend to use energy to perform and build an activity. An entrepreneur who knows how to find something, stringing, and controlling resources (which are sometimes owned by others) to achieve its goals. This author's view on the outlook affirmed by Richard Cantillon (1775) on Entrepreneurship which is defined as the work itself (self-employment). An entrepreneur currently buy at a certain price and sell them in the future with uncertain prices. Frank Knight (1921) defines an entrepreneur trying to predict and respond to market changes. This definition emphasizes the role of entrepreneurs in the face of uncertainty on market dynamics. A worausahawan required to implement basic managerial functions such as direction and control. Joseph Schumpeter (1934), gives the meaning of entrepreneur is an innovator who implements changes, in the market through new combinations. New combination can be in the form of (1) introducing new products or new quality, (2) introducing new production methods, (3) open up new market (new market), (4) Obtain a new supply source of new materials or components, or (5) run a new organization in an industry. Schumpeter linking entrepreneurship with the concept of innovation applied in a business context and link it with a combination of resources. Penrose (1963), said that the Activities include identifying entrepreneurial opportunities in the economic system. Capacity or managerial abilities different from entrepreneurial capacities. Harvey Leibenstein (1968), Entrepreneurship kegiatann includes activities required to create or implement the company at a time when all the market has

not been formed or have not been clearly identified, or component production functions not yet fully known. Peter F. Drucker believes that entrepreneurship is the ability to create something new and different. This understanding contains the intent that an entrepreneur is a person who has the ability to create something new, different from the others. Or able to create something different from what already exists. Zimmerer and Scarborough, believes entrepreneurship as a process of applying creativity and innovation in solving problems and finding opportunities to improve the lives of (business). One of the conclusions to be drawn from different notion is that 1. An entrepreneur is always required to face the risks or opportunities that arise and are often associated with creative and innovative action. Entrepreneurs are people who change the value of resources, manpower, materials and other production factors become bigger than ever and also people who do change, innovation and new ways. In addition, an entrepreneur running a managerial role in its activities, but the routine management of ongoing operations are not classified as entrepreneurial. An individual may indicate a function. 2. Entrepreneurship is seen as a function which includes the exploitation peluangpeluang that appear on the market. Exploitation is mostly associated with the direction and or a combination of productive inputs. entrepreneurship as an organizational form, but then run the function 3. Managerial without running the entrepreneurial function. So entrepreneurship is temporary or conditional bias. Entrepreneurship is the process of creating something different value by using the effort and time required, assume financial risk, and social psychology that accompanies it, and receive monetary rewards and personal satisfaction. College Graduates and Entrepreneurship The reluctance of college graduates choose to become entrepreneurs one of them being trapped in a myth that formed and evolved in our society that required substantial capital to start a business, but not so. It is true that all businesses need capital to be able to walk; also true that many businesses fall because no adequate financial support. But the inability of management, lack of understanding of financial matters; bad investments and bad planning are a number of variables that determine the rise and fall of a business. Many successful entrepreneurs managed to overcome the problem of shortage of money in running its business with an elegant way. In fact, there are entrepreneurs who could start a business with a 98% chance of success (Guenta K., 2005). Strategies for Change Mindset of Job Seeker to Job creator

1. Building a culture of entrepreneurship family Culture (cultural) self-employed for a family or tribe or class of even a nation is very influential on the emergence of new entrepreneurs will be tough. Culture of entrepreneurship can not be implanted in an instant. It takes quite a lot to build a culture of entrepreneurship Each family must instill the entrepreneurial spirit early on in their children. Culture of some tribes in Indonesia's profession glorifies entrepreneurship so powerful that many entrepreneurs come from the tribe. But in general culture of the people of Indonesia are still glorifying a profession that is relatively "no risk" as a civil servant, working in large companies. More choices are the right quadrant (Employee. View. Robert Kiyosaki) 2. Creation of the Business Climate The era of monetary crisis that hit Indonesia early 1997 led to many large industries collapsed, small-scale enterprises difficult to grow. This makes Indonesia the government handle it due to confusion related to the structure timpangnya business (industrial) who tended to side with big industry. The role of government is also not on the provision of capital, but rather on developing the ability of small industries and create a condition that encourages the ability of small industries in accessing capital, (Pardede, 2000). Or in other words, the government should foster the ability of small industries in calculating the optimum capital required, the ability to compile a funding proposal to institutions financiers, and issued a policy or rule in favor of small industries in the provision of credit. 3. Education reform The mindset of scholars who generally are oriented to become an employee must be changed. Hence the role of educational institutions as an incubation center complete Indonesian human formation, it is necessary in order again. The structure of our curriculum tend to produce graduates who are "ready-made" rather than graduates who are "ready to produce". 4. Optimizing Training Center Optimizing Kewirusahaan training centers (BLK). By optimizing BLK then, lack of absorptive capacity can be anticipated college. He mentioned, currently BLK has not so utilized to overcome unemployment. Similarly, BLK-BLK, many are not yet well developed, especially in the absorption of graduates to enter the working world. "Right now, I see no government attention for improvement in that direction, 5. Improved access to capital Government through the banking and financial institutions are required to open access to capital for potential entrepreneurs, as long as they are still difficult to get it to improve people's lives. 6. Mentoring prospective entrepreneurs

One thing that is not less important is the assistance committed by nongovernmental organizations, banks, consultants, and other stakeholders so as to provide convenience and enlightenment for the prospective entrepreneurs. Often the lack of assistance resulted in venture capital that has been distributed to prospective entrepreneurs, unused well. Prospective entrepreneurs often make the consumption of capital provided. As a result, capital is used up while usahabelum they can run well. Conclusion Build a strong entrepreneurial spirit of our society amid a still pocket high expectations on the choice of being an employee often clash. If we want a strong economy system then inevitably we have to change, by taking the choice as an entrepreneur. Entrepreneurial income contributed so much for our nation, besides reducing unemployment. Congratulations entrepreneurship.
