Title5rulechangesadoptedinJuly2011limitapportionmentforenrollmentinasinglecreditcourseto
three enrollments. Estimates of both FTES and student success impacts due to this changein course
repeatabilitywerederivedforasingleacademicyear(201011).Indevelopingthissimulation,theTitle
5 rule change was interpreted as applying to enrollments for which the student received a grade or
notationasopposedtoenrollmentsclaimedforapportionment.Currentlythenopenaltydropdatein
theLACCDisabouttwoweeksaftercensus.Thus,studentscanbecountedforapportionmentbutdrop
beforereceivingalettergradeornotation.Applyingthenonrepeatabilityruletoenrollmentsclaimed
forapportionmentisproblematic.First,itwouldbemoredifficulttoimplementasbothdropandadd
datesforeachenrollmentclaimedforapportionmentwouldhavetobecheckedtodeterminewhether
the enrollmentwas affected by the rule change. Second,therepeatability rule as applied to
apportionment enrollmentswould be inequitable as students would be charged with a repeat if they
dropped the course before the nonpenalty drop date. Studentswould have no way of knowing that
thesepostcensusdrops(inwhichnonotationwasmade)wereincludedintheirrepeatcount.Sincethe
Title 5 regulations refer to evaluative and nonevaluative notations1 received by the
student,applicationtogradedenrollmentisareasonableandinherentlymoreequitableinterpretation
ofenrollmentsthataresubjecttotherepeatabilityrule.

FTESImpact
FTES impact was based on students enrolled in academic year 201011. These students were tracked
back to 1991 to determine courses that they repeated. The simulation accounted for both repeatable
and nonrepeatable courses. For repeatable courses, FTES was disallowed if the number of repeats
exceeded the allowable limit for the course. For nonrepeatable courses, if students realized their 4th
course attempt (on the basis of receiving a letter grade or notation) before or during the 201011
academic year, then the FTES was disallowed. Table 1 (below) displays the distribution of disallowed
FTESbydisciplineandassociatedlossscenarios.

3(below).

1.Likelihoodofsuccessateachattempt:Thismeasuredividestotalsuccessfulenrollments(A,B,C,P)by
total enrollment at each attempt level. For example, for English, 69% of all first attempts were
successful,56%ofallsecondattemptsweresuccessful,etc.Thismeasureprovidesanestimateofthe
likelihoodofsuccessateachattempt.

2.PercentofSuccesses:Thismeasuredividessuccessesateachattemptlevelbytotalsuccessesoverall
attempt levels. It can be thought of as the proportion of successes that occur atparticular attempt
levels.Forexample,onlyabout1.3%(=0.9%+0.3%+0.1%)ofallsuccessesinEnglishoccurbeyondthe
thirdattempt.

3. Incremental Success Rate: This measure divides successes at each attempt level by total outcomes
(successful and unsuccessful). It addresses the question of how the overall success rate is affected by
additionalattempts.Inthiscase,attemptsbeyondthethirdaddabout0.5%(=0.4%+0.1%)tothetotal
successrateforEnglish.

1.Thelikelihoodofsuccessdecreasesateachattemptlevel.ForEnglish,thedeclineisfrom69%atthe
first attempt to 45% by the fourth attempt. Similarly, for Math, the decline is from 55% at the first
attemptto38%bythefourthattempt.

2.AverysmallproportionofsuccessesinEnglish(1.3%)andinMath(2.7%)wouldbenotberealizedby
disallowingattemptsbeyondthethirdattempt.

3. Attempts beyond the third attempt add only marginally to the success rates in English (0.5%) and
Math(1.0%),sorestrictionsonrepeatabilitywouldnotsignificantlyreducesuccessfulcoursecompletion
ratesinthesedisciplines.
