INDIVIDUAL CONSULTANT PROCUREMENT NOTICE (Ref. No. UNDP/IC/2012/20)

Country: India Description of the assignment: Providing detailed design of workflow and data management system.

Project name: Designing of workflow and data management system, UNAIDS India. Period of assignment/services (if applicable): 2 months Proposal should be submitted online latest by 30th March 2012.

1. BACKGROUND The UNAIDS strategy goals 2015 aims to advance global progress in achieving country set targets for universal access to HIV prevention, treatment, care and support and to halt and reverse the spread of HIV and contribute to the achievement of the Millennium Development goals by 2015. The UNAIDS strategy is a roadmap for the Joint Programme with concrete goals marking milestones on the path to achieving UNAIDS vision of Zero new HIV infections. Zero discrimination. Zero AIDS-related deaths. In order to realize the country strategy and to provide programme management effective systems and controls need to be put in place. A consultant is required to work on the second phase of the project of detailed designing of the workflow automation and data management software.

2. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK


Duties and Responsibilities: The Consultant is expected to: Design basic project structure, evaluate feasibility and risks associated with the processes and describe appropriate management and technical approaches. Design processes include defining the data requirements (often the inputs to the program) working out what processing must be completed and how, the information to be provided (the outputs). The inputs, outputs and processing are to be assessed on the final usage of these documents in various systems( ERP, ATLAS, or data management system) Liaise with the staff at UNAIDS India office to understand the requirements, refer the policies and design the detailed steps forms, modules for easy work flow. Advice UNAIDS on the software and hardware requirements for the hosting of the program and its maintenance.

Outputs
Establishing requirements - Consultation with, and agreement among staff of UNAIDS as to

what they want of a system. Expressed as a statement /checklist of requirements. Analysis On the basis of the statement of requirements provide a detailed system specification. The specification is a formal representation of what a system should be and have the capacity to do, expressed in terms that are independent of how it may be realized. Design A detailed report on the basis of requirements and analyses of detailed system specification and produces design documents/blueprints, and provides a detailed description of how a system should be constructed.

3. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS I. Academic Qualifications:


Post-graduate degree in Management, Finance or relevant disciplines related to Business Analysis or equivalent.

II. Years of experience: 5-7 years of practical substantive experience in relevant workflow automation field at managerial level. .

III. Competencies: Excellent management skills Excellent analytical, organizational and presentational skills Demonstrates technical and managerial ability Proficient with all basic MS Office applications; proficient with or quick to learn new applications;

Interested individual consultants must submit the following documents/information to demonstrate their qualifications: 1. Proposal:

(i) Explaining why they are the most suitable for the work (ii) Provide a brief on how they will approach and conduct the assignment for UNAIDS India office 2. Financial proposal 3. Personal CV including past experience and at least 3 references

5. FINANCIAL PROPOSAL
Lump sum contracts The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days). Travel; All envisaged travel costs (if any) must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed

6. EVALUATION
Individual consultants will be evaluated based on the following methodology:

Lowest price and technically compliant offer When using this method, the award of a contract should be made to the individual consultant whose offer has been evaluated and determined as both: a) responsive/compliant/acceptable, and b) offering the lowest price/cost responsive/compliant/acceptable can be defined as fully meeting the TOR provided. Only candidates obtaining a minimum of 560 point would be considered for the Financial Evaluation Criteria Technical
