How does it affect our performance ? How has it been dealt with before ? How could we go about dealing with it now ? Where does the problem occur ? Is it confined to one area ( department, site, outlet, function ) ? Is the problem local or global ? Is the location of the problem significant ? Does the problem occur elsewhere ? Who owns the problem ? Who First notice the problem ? Who was responsible for the problem occuring ? Who is most or worst affected ? Who would own the solution ? Who is most benefit from the solution ? Who needs to be consulted ? Who owns the decision ?

Catatan :

Apabila kesatuan ( kekompakkan ) organisasi harus dipertahankan, maka yang pertama diperlukan ialah paksaan. Individu tidak akan memenuhi kewajibannya secara alamiah. dia harus belajar mematuhi kewajibannya demikian, dan proses belajar ini makan waktu dan membosankan. dia harus dipaksa hingga paham betul. Individu tidak patuh pada kekuasaan karena sifat alamiahnya Prinsip Paksaan Kepemimpinan Makin besar penyimpangan tujuan perorangan dari para anggota kelompok terhadap tujuan kelompok secara keseluruhan, makin besar paksaan kepemimpinan yang diperlukan untuk membuat kelompok berbuat sebagai satu kesatuan yang terpadu. _______
