President Johnson focused his attention on the Civil Rights Act of 1964 and the war on poverty. It took him six months to push the civil rights bill though Congress. The act prohibited discrimination of race, color, religion and national origin. In August 1964, ten antipoverty programs were established. 3. What were the important shortcomings of Johnsons Great Society? Certain social problems were simply too big to be solved within a short period of time. Money was a huge limitation because Johnson was trying to fight two wars at the same time: poverty and the war against communism in Asia.
