Purpose: To create a State Meet Swim Festival atmosphere every four years tying in with the excitement of the Olympic Trials and Olympic Games to create an energetic atmosphere and celebrate success in Indiana Swimming. By bringing the senior and age group athletes together, age group swimmers and parents can experience senior swimming and observe what the next level of the sport looks like. Meet: The 2012 Indiana Swimming SwimFest Long Course Championships is a new three and a half (3.5) day meet format that combines the Long Course Senior State Championships and the Long Course Age Group State Championships during the summer Olympic years. Sites: All Opening Day events on Thursday will be competed at the IU Natatorium in Indianapolis. On Friday through Sunday, two sites will be used for the preliminary sessions and one pool for all finals sessions. The preliminary sessions of all senior events will be swum at North Central High School. The age group preliminary events (11-12 and 13-14), the 10 & Under events will be held at the IU Natatorium. All finals events will be held at the IU Natatorium. The events at both sites will be conducted in Long Course Meters. New to State Meets: There is a new championship order of events for both senior and age group competitions. The 200 relays have been added to the senior order of events. Also added is a 15-16 non-scoring heat in finals for all events 400 M and less. This heat will consist of the fastest eight (8) 15-16 swimmers in an event who do not qualify as a top 16 finalist in the senior division. Meet Information: It shall be the swimmers and coaches responsibility to acquaint themselves with all of the information contained in this meet information book and offered at the coaches meetings. All Times are EASTERN DAYLIGHT SAVINGS TIME Opening Day: Opening day consists of 13 & Over 200 relays and the non-Olympic distance events. Awards: All awards presentations will be conducted during the consolation heats at each finals session. There will be no awards breaks during the finals sessions. Qualifying Periods: The qualifying period for both Age Group and Senior athletes is January 1, 2011, through the entry deadline. Entries & Online Entry Deadline: July

Officials
Host clubs are responsible for solicitation of Deck Officials Officials meetings will convene one hour prior to the start of each session in the Officials Briefing Room at each location. Please contact Meet Referee Dick Duncan by email dickd46@aol.com , to request an assigned position or an evaluation be sure to state which meet you prefer to officiate. Officials attire will consist of navy pants/skirts/shorts and white shirts/blouses, with white shoes. Shorts are appropriate for prelims only; pants/skirts for finals. SwimFest has been approved as a Qualifying Meet for all N2 and most N3 positions. Any official desiring to be evaluated for recertification or evaluation of N2 or N3 positions must contact Dick Duncan by email dickd46@aol.com prior to the start of the meet. Please be sure to indicate which meet you are planning to officiate.

Indiana Swimming has negotiated rates for selected hotels in Indianapolis for this summer's inaugural Indiana Swimming SwimFest Long Course Championships. Restrictions
USA SWIMMING RULES 103.11 AND 103.12 REGARDING TOBACCO AND ALCOHOL USE WILL BE STRICTLY ENFORCED. The use of audio or visual recording devices, including cell phone cameras, is not allowed in changing areas, restrooms or locker rooms. On-deck changing is not allowed. All swimmers entered in the competition must comply with USA Swimming Rulebook section 102.8 regarding swimwear and taping.
Spririt Award
The "Spirit Award" shall be presented to the Age Group (14 & U) team that shows the most spirit and sportsmanship at the SwimFest championship meet. Those teams embodying the true meaning of togetherness, fair play, and equality among athletes shall be the "Spirit Award" winners.

Locker Rooms
North Central High School Four (4) locker rooms, two (2) mens and (2) womens exist adjacent to the competition pool with ample locker space. IU Natatorium-All Age Group Prelim & 10 & U Sessions Four (4) locker rooms, two (2) mens and (2) womens exist adjacent to the competition pool with ample locker space IU Natatorium During Finals Sessions Only East Side of the pool:. Senior Athletes (15 & Over) will have access to two (2) locker rooms, one (1) mens and one (1) womens with ample locker space. The IU Natatorium and the meet hosts will not be held liable for lost or stolen items.
Medical Assistance
An Athletic Trainer will be available in a designated room at each facility, located near the pool deck the entire time the facility is open for practice and competition.
Note: North Central High School site will not be open on Thursday, July 26th. All administrative functions will be at IU Natatorium on Opening Day. Coaches and Officials: To get on deck, ALL coaches and officials will be required to display valid and current USA Swimming membership cards at all times. The meet referee reserves the right to ask for coach credential display and/or deny deck access if coach does not comply or card is no longer valid/current. Coaches Packet: There will be separate coaches packet for Age Group competition at the IU Natatorium, and for Senior competition the packets will be at the site of the specific competition session (see table above).
Rubdowns
USA Swimming rules 305.2 Any rubdown or massage performed on an athlete by any adult member or participating nonmember, excluding the spouse, parent, guardian, sibling or personal assistant of such athlete, is prohibited unless such adult is a licensed massage therapist or other certified professional. Any rubdown or massage performed at a swim venue by a licensed professional must be conducted in open/public locations and must never be done with only the athlete and licensed massage therapist in the room. Even if a coach is a licensed massage therapist, the coach shall not perform a rubdown or massage of an athlete under any circumstances.
Hospitality
A hospitality room for the coaches, officials, and volunteers will be located on the south pool deck level directly behind the diving towers. Food and beverages will be offered throughout the day.
Concessions
At the IU Natatorium, concessions are managed by Chartwells, the official University caterer, on the main concourse of the IU Natatorium during competition hours. Additionally, Washington Township Swim Club will have concessions available for spectators and athletes at North Central.
Vendors
Power Team Wear will be on-site at IU Natatorium to supply athlete competitive needs. Kast-A-Way Swimwear will be on-site at North Central High School site to supply athlete competitive needs. For additional vendor information, visit www.indianaswimfest.com

Entries must be submitted through the Indiana Swimming Online Entry Form on or before Friday, July 20 -11:59 pm. Entering clubs should ensure that they have a current version of Team Manager AND that they have properly imported the meet setup file (download from www.inswimming.org). If manually set up, be sure that entry times are NOT converted; however, you may insert the qualifying dates.

Exceptions/Additions/Deleteions/Modifications made after Friday Deadline and before Monday Deadline may include Additions, Deletions and Corrections to the existing (submitted) team entry. An entry must be submitted by the Friday deadline, entries after this date will be considered late. The only exception is a team/unattached swimmer who achieved a new qualifying time between the Friday Deadline and the Monday Deadline. Clubs/unattached swimmers that neglected to enter by Friday, July 20 -11:59 pm can enter up to one hour before the start of the meet. These late clubs/unattached swimmers will be assessed a $200 Late Entry Fee + $10 per individual event. ANY entries / modifications received after the Monday, July 23-11:59 pm will be considered at the $200 late entry fee system above. This includes any entry time changes, to include a missed event or to switch events for a swimmer already in the meet. SPECIAL NOTE ON SENIOR 200 RELAYS As the 200 Senior relays are new events, there are no qualifying times for the 200 Senior Freestyle Relay (Events 3 and 4) and 200 Senior Medley Relay (Events 11 and 12). Please use 400 Freestyle Relay and 400 Medley Relay entry times when entering the corresponding 200 Senior relays. IMPORTANT REMINDER REGARDING ENTRY FILE Entering clubs/swimmers need to remember to check all data BEFORE submission. Entering club / unattached swimmer also needs to check all entry reports (and any exception reports) that the host returns. It is the responsibility of the entering club/unattached swimmer to heed deadlines and be responsible for the accuracy of club entries. OVER ENTRIES Failure to scratch by appropriate deadlines will result in the swimmer being entered in consecutive events, beginning with the first event entered until the maximum has been attained and scratched from all remaining events. The coach and swimmer must recognize and accept the responsibilities and the extra obligations if they choose to enter extra events. A copy of the seeded Senior heat sheets after scratches shall be posted before warm-ups Friday, Saturday and Sunday prelims. Age Group seeded heat sheets after scratches will be posted as soon as administratively possible. Heat sheets will be posted on deck and online. VERIFICATION / PROOF OF TIME Indiana Swimming will verify all individual entries via SWIMS. Any entry that does not have a proof of time in SWIMS Database will be posted on the Indiana Swimming website by Tuesday, July 24 @ 4 PM. Proof of Times can be sent to Indiana Swimming office to the attention of Lynn Kistler (lynn@inswimming.org or 317-237-5783) no later than Wednesday, July 25 @ 4 PM. After that time Clubs will have to provide proof of time to the host prior to applicable scratch deadlines for the event(s) or the swimmer will be scratched. Relays cannot be pre-proven in SWIMS at this time. Therefore, any teams relay that misses the cut or is disqualified will have to provide proof of time for all relays in that event. Proofs must be sent to the Indiana Swimming office no later than Friday August 10 - 4:00 pm. Any unproven relays after this time will be assessed a $100 non-refundable fee due to Indiana Swimming. A swimmers name and time may only be used once per event to prove a relay time. Acceptable verifications are official results from: * USA Swimming sanctioned or approved meets; * College, High School, Junior High, YWCS or YMCA meets sanctioned by their respective governing organizations; * Websites (provided that the web host address is printed on the copy); * Verification slips, time cards, timing system tapes or photocopies of such which are referee signed and dated. Official results from USA Swimming meets must be printed with either host clubs name or IU Natatorium on each page. Results from NonUSA Swimming Meets can be scanned and sent to lynn@inswimming.org or faxed (317.237.5783) to the Indiana Swimming office no later than Wed, July 25 @ 4 PM.

AGE GROUP (14 & Under) Meet Procedures RULES

MEET FORMAT
This meet will be run in Modified Championship Meet Format with preliminaries, consolation finals, and finals for the 11-12 and 13-14 age groups. The 13-14 400 IM, 11-12 and 13-14 400 Free, 13-14 800 and 1500 Free, and all relays will be timed final events, with the top eight submitted entry times swimming in evening finals. The 800 and 1500 freestyles will be swum on a timed final basis in the prelims, alternating girls and boys, with heats fastest to slowest. The fastest heat of girls and fastest heat of boys will swim in the finals. All 10 & Under events will be timed finals.
MEET FORMAT
This meet will be run in Modified Championship Meet Format with preliminaries A, B, & C Finals in all events except the 800, 1500 Freestyle and all relays. The C Bonus Final will be seeded comprised of the next eight qualifying 15-16 yr olds who did not qualify for the A or B Final. The distance freestyle (800 & 1500) and the 800 Free Relays will be swum on a timed final basis in the prelims, alternating women and men, with heats fastest to slowest. The fastest heat of women and fastest heat of men will swim in the finals. The 400 Medley Relay and 400 Free Relay are timed finals events with the top eight submitted relay entry times swimming in evening finals and the rest (#9 seed and slower) being swum in the morning preliminaries.
AGE GROUP (14 & Under) Meet Procedures COACH SCRATCH BOX RESPONSIBILITY
Individual Scratch Forms and Multiple Scratch Forms will be available at the Scratch Table and MUST be used. All scratches for individual and relay events, regardless of reason, must be made at the Scratch Table by: Thursday Events: 10:30 am Thursday morning Friday Events: 7:00 am Friday morning Saturday Events: 5:15 pm Friday night Sunday Events: 5:15 pm Saturday night Coaches must sign their names on the Scratch Forms! No Scratch/No Show: In all timed final events and all events where preliminary heats are necessary, after the heats have been seeded, any swimmer who fails to compete in an individual event heat in which they are entered and have not been scratched in accordance to the above deadline will be barred from all further individual events of that day. (NOTE: This does not bar an individual who has qualified earlier in the session for a final or consolation final from swimming in that final.) Additionally, that swimmer shall not be seeded and will be scratched from any individual events on succeeding days unless that swimmer declares an intent to swim with the Administrative Referee prior to the close of the scratch box for that days events, or within 30 minutes of the missed event, whichever is later.

OVER ENTRIES
Failure to scratch by appropriate deadlines will result in the swimmer being entered in consecutive events, beginning with the first until the maximum has been attained and scratched from all remaining events. The coach and swimmer must recognize and accept the responsibilities and the extra obligations if they want to enter extra events.
AGE GROUP (14 & Under) Meet Procedures SCRATCHING FROM FINALS
Scratching from Consolations and Finals: A. Any swimmer qualifying for the original consolation final or final in an individual event who fails to compete in said final shall be barred from further competition for the remainder of the meet except as noted in "Exceptions" below. A declared false start (USA-S rule 102.14.5D) or deliberate delay of meet (USA-S rule 102.14.7A) is NOT permitted and will be regarded as a failure to compete in timed final events as well. B. In the event of withdrawal or barring of a swimmer from competition, the Referee shall fill the consolation final or final when possible with the next qualified swimmer(s). Any potential alternate for finals must report to the Deck Referee or Starter prior to the applicable event. There will be no announcements made to fill the heat. C. First and second alternates shall be announced along with the final qualifiers. These alternates shall not be penalized if unavailable to compete in the finals. D. Where consolation finals have not yet been swum and a barring or withdrawal from the finals heat is known to the Referee, the Referee shall re-seed the consolation final and the final, if necessary, to insert the alternate(s) in appropriate lane(s), filling all lanes in the final. E. If the consolation final has already been contested, the final shall be swum without re-seeding for the empty lane(s). F. Announcements: Updates and scratches will be announced during the scratch period.

Relay Cards
All relay cards will be distributed or made available for pick-up by the host club no later than one hour before the start of competition the first day of the meet. Relay cards are due one hour prior to the relay event for each session, per the projected timeline. Relay cards shall be turned into the Administrative Referee or their designee. Returned relay cards are to include the full names of the swimmers intending to swim and shall be listed in the order that they will be swimming.
Relay Seeding
ALL relays will be swum as timed finals. A team representative in all relays must check-in at the Scratch Table and confirm their intention to compete before the scratch deadline for the event in order to be seeded. Relays failing to check-in may present themselves to the Meet Referee, or their designate, requesting to swim, and may be placed only if there are existing open lanes in the slowest heat per gender. The 11-12 / 13-14 / Senior relays will be swum as timed finals with the top eight submitted entry times swimming in finals (#9 seed and slower will swim in prelims). The13-14/Senior 200 Free and 200 Medley relays will all be swum on Thursday evening in Session 2. The Senior 800 Free Relays will be swum fastest to slowest alternating girls and boys heats, with the top eight entry times swimming in finals (#9 seed and slower will swim in prelims).

Both competition locations will accept positive check-in and scratches for both Senior and Age Group State athletes to best accommodate the teams.
SCORING
Individual events are scored to 16 places as follows: 20 - 17 - 16 - 15 - 14 - 13 - 12 - 11 - 9 - 7 - 6 - 5 - 4 - 3 - 2 1 Relay events are scored as follows: 40 - 34 - 32 - 30 - 28 - 26 - 24 - 22 - 18 - 14 - 12 - 10 - 8 - 6 - 4 2 NOTE: The 15-16 Bonus Final is a non-scoring heat.

Custom Awards will be awarded as follows: * Each Age Group Boys' & Girls' Team Champions * Individual high point boy and girl in each age group * Overall Team trophies -- 1st10th place Combined SwimFest Team Award: There will be a combined age group and senior custom award presented to the top 5 teams with the highest combined point totals. 10 & Under Finals Sessions: The competition will pause for the presentation of individual awards. An awards schedule will be posted online at the beginning of each session with the 10 & Under heat sheets. 11-12 / 13-14 Finals Sessions: Award presentations will be conducted during the consolation heats of finals. There will be no awards breaks during competition. Awards ceremonies shall be conducted in a manner that does not excessively delay the meet. Warm-Ups and Safety
A complete schedule of warm-up procedures, including lane usage and times, will be distributed in the coaches packets at Registration, discussed at the General Meeting, and announced throughout the respective venues on a regular basis. Participants are asked to cooperate with meet marshals. Flagrant violation of these procedures may result in a disqualification from the meet for unsportsmanlike conduct.
