1. VAT on Petrol reduced by Rajasthan government Jaipur:Chief Minister Ashok Gehlot announced a two per cent reduction in the value added tax on petrol while presenting Rs 396.62 crore budget for fiscal 201213. Along with reduction in VAT on Petrol from 26 per cent to 28 per cent, VAT on automobile parts and wood glue was also reduced from 14 per cent to 5 per cent. The Chief Minister exempted taxes on machineries and parts which are used in energy generation from bio mass, solar and wind power, and waste paper. He also decreased 2 per cent in tax on non-transport four-wheelers worth over Rs 10 lakh. However government has imposed other taxes to earn about Rs.300 crore. VAT on pan masala and tobacco products has been increased by 10 per cent, goods tax for explosives by six per cent and DLC rates of all kinds of lands have been increased by 10 per cent. 2. Uttar Pradesh Govt. to Promote Small Industries Luckhnow: Uttar Pradesh state's minister for small industries and export promotion, Bhagwat Sharan Gangwar has declared that a special scheme is being drawn up to set up small industries in ravines of Etawah, Bundelkhand and Poorvanchal. The minister added that a scheme to re-start closed industries is also being developed as government wants to provide employment opportunities to maximum number of people through small scale industries.

He said a policy to promote cane, wood, bamboo and mentha industries in western districts of the state is being formulated. To ensure that small industrialists earn better profits, besides developing clusters, proper arrangement of distribution will be put in place. He added that a new industrial area on 1,500 hectare land will also be developed near rubber factory in Bareilly for the purpose. Also a proposal to construct an airport is being contemplated to attract big industrial houses for investment in Bareilly division. 3. Green Initiative by Indian Railway In a green initiative Indian Railways is going to replace the conventional opendischarge toilets with the odourless bio toilets. It has made plans to tackle 300,000 litres of human waste generated every day from 45,000 trains that run nation-wide daily. The Railway Minister, Mr Dinesh Trivedi while presenting the Rail Budget in Lok Sabha announced, that at least 2,500 coaches are to be equipped with biotoilets. The proposed toilet system has been developed by the DRDO (Defence Research and Development Organisation). Along with this some other important green measures have also been proposed including- setting up of 72 MW capacity windmill plants in the states of AP, Karnatka, Kerala, Tamil Nadu, and West Bengal; providing solar lighting system at 1000 manned level crossing gates; introduction of mobile emission test cards to measure pollution of diesel locomotives; commissioning of two bio diesel plants in Raipur and Tondiarpet; and introduction of a 'green train' to run through the forests of North Bengal. 4. CERC may extend RECs to rooftop solar power plants The Chairman of Central Electricity Regulatory Commission Dr Pramod Deo has announced, that the commission is planning to extend the REC to rooftop solar power plants. Renewable Energy Certification is a generation-based certificate awarded for generation of electricity from renewable sources such as wind, biomass, hydro and solar, if the company does not sell the electricity at a preferentially higher tariff. This certificate is trade-able on the exchanges and are bought by obligated entities, who are either specified consumers or electricity distribution companies. These obligated entities may be required to purchase a certain quantum of either green power or RECs. The solar industry is kicked up about the prospects of putting up plants on rooftops, a model pioneered and perfected by Germany. Rooftop is going to be the big thing in the Indian solar industry. Rooftops players are therefore keen to know if their projects would also be eligible for RECs.

5. High Demand for Office Space in Bangalore According to DTZ research agency, the demand for office space in the country has been reduced, while demand for office and retail space remained healthy in Bangalore. A demand for 3.6 million sq. ft. office space was recorded in the first quarter of 2012 in Bangalore, which is the country's highest office space demand in this quarter. In its research report the agency has mentioned that the absorption of space across seven cities collectively has dropped by 14 per cent on a sequential basis in the period. Mumbai saw a demand of 1.2 million sq ft in this quarter and is second to Bangalore in demand for office space. IT firms continued to drive the demand across the country, with Mumbai being an exception as the BFSI sector remained the largest occupier segment in the city. The project completions in this period grew by 30 per cent sequentially, as pace of construction picked up in Mumbai, Bangalore and Chennai. 6. Haryana has Highest Number of Projects Violating Green Norms Haryana ranks first amongst 16 states violating environment and forest clearance norms. Minister of State (Independent) for environment and forests, Ms Jayanthi Natarajan during a Rajya Sabha session told that in 2011-12, a total of 86 projects in Haryana were reported be in partial or non-compliance with the stipulated environmental norms. Besides Haryana, a total of 42 projects in Punjab, 38 in Himachal Pradesh, 37 in Goa and 29 in Tamil Nadu were also found to be not complying or partially complying with green norms. The Minister said that based on these reports followup action has been taken which includes issuance of show-cause notices to concerned parties, and setting up of six regional offices have in Bangalore, Bhopal, Bhubaneswar, Chandigarh, Lucknow and Shillong to monitor the projects in the area. Answering other queries she told that a total of 360 coal and gas-based thermal power plants with an installed capacity of 2,71,102 megawatts have been given environmental clearances since 2004 but 17 thermal power plants were still pending clearances, of which 89 per cent are coal-based. The Minister also said that prior possession/ acquisition of land was not a pre-requisite for consideration of a proposal for environmental clearance of a thermal power plant.

ShobhaKarandlaje,EnergyMinisterofKarnatakahasinformedthatthestate governmentwillworkwiththeBureauofEnergyEfficiency(BEE)tomodify governmentbuildings,startingwiththeVidhanaSoudha,GuestHousesandthe CivilCourttosuittherequirementsundertheECBC.Withthismove,thestateis attemptingtosavenearly16millionunitsofenergyeveryday. TheECBCisadocumentpreparedundertheEnergyConservationActthat specifiestheenergyperformancerequirementsforallcommercialbuildingsin India.KarnatakawillbethetenthStateinthecountrytoimplementtheECBC. TheActallowsstatestoamendtheECBCtosuittherequirementsofthestate,and Karnatakaisintheprocessofmakingtheamendments. 8. TamilNadutoBoostUpSmall&MediumEnterprises TheTamilNadugovernmenthasallocatedRs150crorefortheMSME(Micro, SmallandMediumEnterprise)sectorinitsbudgetfor201213.Thestate governmenthasalsodeclaredthatitwouldsupportentrepreneurswhiletheystart theirbusinessesandfacilitatetheminfindingcustomers. TamilNaduChiefMinisterJJayalalithaahasreleasedVision2023documentfor TamilNaduoneofthestrategicaimsofthisvision,istoboostthecreationand sustenanceofSMEclustersinthestate.Accordingtothisdocumentaccessto finance,aconduciveregulatoryandpolicyenvironment,accesstotechnology, marketaccessandinfrastructureavailabilityarethefactorswhichcontributeto SMEdevelopment.ToaddresstheseissuesTamilNadugovernmentwillrenovate alltheDistrictIndustriesCentresacross32districtswithbetterinfrastructureata costofRs50crore,sothatthesecentrescanserveashubsforthepromotionof MSMEs. 1. Polycab Wires appoints Ramakrishnan group CEO Delhi: Wire and cable manufacturer Polycab wires has appointed R Ramakrishnan as the vice-chairman, joint managing director and group CEO. Prior to this, Ramakrishnan was working with Bajaj Electricals, as its executive director and was responsible for its financial turnaround, organizational transformation and marketing success, Polycab Wires & Cables said 2. Taxman will not play policeman, FM assures arrest-fearing India Inc Finance minister Pranab Mukherjee on Sunday assured India Inc that income tax (I-T) officials would not be allowed to act as policemen. The assurance came amid apprehensions that tax commissioners would have powers to arrest industrialists or company officials under new provisions of the General Anti-Avoidance Rule (GAAR) after retrospective amendments to the Income Tax Act. Interacting with CII officials, Mukherjee made it clear a plethora of cases would not be reopened for scrutiny simply because amendments were being made with retrospective effect from 1962. He sought to know from the industry if it wanted India to become a no-tax country. Finance ministry officials have been saying the Vodafone-Hutchison deal is not a case of a double taxation avoidance agreement but of non-payment of taxes anywhere.

3. FIEO to ink MoU with eBay/PayPal New Delhi: The Federation of Indian Export Organisations (FIEO), the apex body for exporters, will enter into an MoU with eBay/PayPal here on April 12 to boost export transactions through e-Commerce. Exports through the e-Commerce route in the last three years have grown by over 400 per cent to $1.4 billion, the FIEO said.Exporters need to increase their export sales channels like adopting e-Commerce, which is the order of the day, to reach out to more and more customers globally and supply them goods directly while reducing the product cost at the end users end, a FIEO statement said on Thursday. The move to enter into an MoU will also in turn encourage retail sales, it added.

4. Power ministry expects long, dark hours ahead New Delhi: Despite the apparent policy stress on the power sector, Indias capacity addition has remained far below target, including the Eleventh Five-Year Plan ending this month. The dismal performance is expected to continue during the Twelfth Plan period beginning next month, with the power ministry now expecting substantially lower capacity addition at 45,000-55,000 MW, compared with the ambitious 100,000 MW proposed earlier. This means fuel shortage and flagging reforms will continue to cripple the critical sector for years to come, despite the award of several ultra-mega power projects (UMPPs). The power ministrys revised assessment comes in the backdrop of India being tipped to surpass China as the worlds biggest thermal coal importer in 2012-13 and consequently higher costs.

BOOK REVIEW 1. Jane Eyre by Charlotte Bronte


From little Janes being locked-up in the scary red room at the beginning of the story all the way until her much anticipated coupling with a maimed Rochester, the plot of this classic novel is simply enchanting. Jane Eyre is a plain-looking orphan with a fiery spirit. She is being raised along side her three cousins under the watch of a cruel aunt who despises her. When Jane tries to stand up for herself, she is shipped off to Lowood, a low-end boarding school for the underprivileged. Conditions at the school were so horrible that many of Janes classmates died of consumption and other diseases. After many years at Lowood, Jane decides to venture outside of the academic world and to seek employ as a governess. She is brought unto staff at Thornfield manner, under the peculiar and secretive Mr. Rochester, in order to supervise the masters young French ward, Adele. Jane meets Rochester under odd circumstances. She continues to be both intrigued and baffled by her master. Eventually, her curiosity turns into feelings of love. The reader will find herself believing that Janes affections for Rochester are returned, though there is no clear evidence of how he is feeling. Almost every imaginable obstacle (and really quite a few highly unimaginable obstacles) is thrown the pairs way, hindering their ability to come together romantically. As if large divides in age and social status werent difficult enough! Jane Eyre has it alllove, mystery, strength and courage, redemption, estrangement and faith. It is refreshing to find such a strong and resolute female character in classic literature. Youll fall in love with Jane and find yourself wishing beyond all hope that she can find a happy ending with Mr. Rochester.You may like this book ifyou crave a strong female literary lead, you enjoy againstall-odds love stories, you like unexpected plot points, you enjoy the classic governess novel, you are familiar with competing models of Christianity, you like contemplating nature versus nurture, you are intrigued by mystic story elements, you enjoy witnessing a plain Janes romance You may not like this book if you had a horrible childhood and do not care to rehash these memories, you do not appreciate the authors portrayal of the mentally ill as a shameful burden, you have a hard time falling head-over-heels for the arrogant and strange Rochester, you are deathly afraid of ghosts or fire

2. Tha Da Vinci Code by Dan Brown


Harvard symbology professor Robert Langdon is awakened in the middle of the night in his Paris hotel and begins a wild ride that starts as a murder mystery and soon finds Langdon, with the help of French police cryptographer Sophie Neveau, finding clues and solving riddles, many of which were left by artist and inventor Leonardo Da Vinci, that promise to unlock one of the greatest secrets in Western civilization. I am a huge fan of Dan Brown's writing style. There are some who criticize the short chapters and claim that the character development is lacking. But, I am no English major and I don't care for critics. I just want the book to grab my attention and entertain me, and this book did that. I find the short chapters in Dan Brown's books enjoyable. I think they make it feel more fast-paced as the chapters quickly jump to different areas of the story. I also like the fact that the frequent chapter breaks make it easy to find a stopping point without having to quit in the middle of a chapter. This thriller focuses on Robert Langdon, a Harvard University professor of symbology, who is in Paris on a speaking engagement. He is awakened in the middle of the night by the French police and implicated in the murder of the Louvre Museum curator. With some help from a French police cryptographer, Sophie Neveau, who feels that he is being wrongly accused, he manages to escape and together they embark on a quest to find the real killer. That quest leads to clues, puzzles and riddles that link back to an ancient society tasked with protecting the truth about Jesus Christ and unlock the greatest secret in Western civilization While the book is a work of fiction, Dan Brown has done an exhaustive amount of research to ensure that his explanations and depictions of history and the ancient societies that are featured in the book are as accurate as possible. I felt like Brown did a good job of researching computer encryption algorithms and network security for his book Digital Fortress, but that research pales in comparison with both the depth and scope of the research for The Da Vinci Code. There is no shortage of critics of Brown's research or his depictions of events. When you introduce evidence and arguments which, if true, shake the foundation on which the entire religion of Christianity is based, there are bound to be skeptics. In Brown's defense, he is a writer first and foremost, not an art historian or theologian. In defense of Brown's research, he is not a heretic who thought up the concepts he describes. There are plenty of resources that agree with the version of history and events described in The Da Vinci Code.

Frankly, even an art historian or a theologian in my opinion can not state for certain how things are. That is why it is called "faith". Brown's book gives you plenty to think about though in exploring the roots of that faith.

FILM REVIEW 1. Black by Sanjay Leela Bhansali


Black by Sanjay Leela Bhansali is a tribute to the famous blind and deaf laureate, Helen Keller. The story is the directors interpretation of Helen's remarkable life and the role her teacher Annie Sullivan played in her life. The story begins as the protagonist Michelle McNally (Rani Mukerji), a blind and deaf woman born in an Anglo Indian family reflects on her life. She is in search of her lost teacher Debraj Sahai( Amitabh Bachhan) who made her what she is. She finds him after 20 long years, near her home with his memory completely gone that he cannot even recognize her. Michelle as a little girl is totally confused and angry cause of her handicap. Her parents doesn't know how to deal with the little girl as she becomes more and more destructive and wild. When things get out of hand --once she topples a candle and creates a fire at home and at another time she hurts her little baby sister-- her father (Dhritiman chatterjee) decides to put her in an asylum. Her mother (Shernaz Patel) fights for a last chance for her daughter. She summons a teacher, Debraj from a deaf and blind school. He is slightly eccentric, but is dedicated to his profession. The teachers meeting with his ward is far from pleasant. But the teacher is tough with the obstinate girl and slowly reaches a truce with her. He gradually changes the wild thing into a presentable young lady. Though the father was at first against his rough handling of the girl he later accepts him when he sees the positive progress in her.

Debraj slowly introduces her to the world of light and sound. With his help she tries to make sense of the pitch dark world around her.. she learns her first words. The teacher becomes her constant companion and he has big ambitions for her. He helps her to get into a regular college and sits with her during class interpreting the lessons to her through hand contact to fulfill their dream to make her a graduate. But a quirk of fate awaits them as he slowly begins to loose his memory. He succumbs to Alzheimer's and one day she looses him completely... Black is a beautiful movie from a brilliant director. The direction, editing, cinematography, sets, background score, performances are all outstanding. The film touches you to the core and it is an experience one shouldn't miss. The movie as a whole has an international feel to it. Credit goes to the director for taking on such a theme and making it a beautiful piece of art. Performances are exceptional. Rani as Michelle shows a depth that has never been seen in any of her characters. It is the role of her life and she has done complete justice to it. Amitabh as her teacher once again proves that the big B still reigns. He is superb in his role. Debutant Ayesha Kapoor playing little Michelle is a revelation. Others including Dhritiman Chatterjee as Michelle's father, Nandana Sen in a small role as her jealous but kind sister, are flawless and Shernaz Patel as her agonisized mother is especially touching in her role. The movie could expect to win some of the coveted awards next year. Commercially it may not be a success in India but it may run well abroad. Overall a must watch film. We rate this movie excellent.

2. Life Is Beautiful

Life Is Beautiful (Italian: La vita bella) is a 1997 Italian film which tells the story of a Jewish Italian, Guido Orefice (played by Roberto Benigni, who also directed and co-wrote the film), who must employ his fertile imagination to help his family during their internment in a Nazi concentration camp. Part of the film came from Benigni's own family history: before born his son and all the family , including Benigni's Italian wife , interned at the Bergen-Belsen concentration camp. The first half of the movie is a whimsical, romantic, somewhat slapstick comedy set in the years before World War II. Guido Orefice (Roberto Benigni), a young Italian Jew, arrives in Arezzo, where he plans to set up a bookstore, taking a job as a waiter at his uncle's hotel. Guido is both funny and charismatic, especially when he romances a local school teacher, Dora (portrayed by Benigni's actual wife Nicoletta Braschi), saying she is beautiful like the morning sunrise. Dora, however, comes from a wealthy, aristocratic, non-Jewish Italian family. Dora's mother wants her to marry a well-todo civil servant, but Dora falls instead for Guido, who ends up stealing her away at her engagement party from her aristocratic and arrogant fianc. Several years pass in which Guido and Dora marry and have a son, Giosu (Giorgio Cantarini). Dora and her mother (Marisa Paredes) are estranged due to the unequal marriage. Later on, a reconciliation takes place just prior to Giosu's fourth birthday. In the second half of the film, World War II has already begun. Guido, Uncle Eliseo and Giosu are forced onto a train and taken to a concentration camp on Giosu's birthday. Despite being a non-Jew, Dora demands to be on the same train to join her family and is permitted to do so. In the camp, Guido hides his son from the Nazi guards, sneaks him food and tries to humor him. In an attempt to keep up Giosu's spirits, Guido convinces him that the camp is just a game, in which the first person to get 1,000 points wins a tank. He tells him that if he cries, complains that he wants his mother, or says that he is hungry, he will lose points, while quiet boys who hide from the camp guards earn points. Guido convinces Giosu that the camp guards are mean because they want the tank for themselves and that all the other children are hiding in order to win the game. He puts off Giosu's requests to end the game and return home by convincing him that they are in the lead for the tank. Despite being surrounded by rampant misery, sickness and death, Giosu does not question this fiction because of his father's convincing performance and his own innocence. Guido maintains this story right until the end when, in the chaos caused by the American advance, he tells his son to stay in a sweatbox until everybody has left,

this being the final test before the tank is his. Guido goes off to look for Dora but is caught and shot to death by a Nazi soldier. Giosu manages to survive, reunite with his mother, and even thinks he has won the game when an American tank arrives to liberate the camp. In the film, Giosu is four and a half years old; however, both the beginning and ending of the film are narrated by an older Giosu recalling his father's story of sacrifice for his family.

More from our correspondent: "Odisha Home secretary Upendra Nath Behera told AIR at Bhubaneswar that there was no information about the 'Peoples Court'. He said the state government was not aware of the 'People's Court' and he had heard about it only from the media. Mr Beheral also said the government had already announced about the withdrawal of prosecution against 13 persons lodged in different jails of Odisha and hoped that the announcement has reached the Maoists. Maoists had already refused to extend the deadline for fulfillment of their demand to release 29 prisoners in exchange of the MLA. India has successfully test-fired the nuclear-capable Agni-V Inter- Continental Ballistic Missile, ICBM, with a striking range of over 5000 km. The surface-tosurface Agni-V was launched from a mobile platform from the Wheeler Island off the Odisha coast yesterday. With this India has joined the elite group of the USA, Russia, China, France and Britain in this capability. Scientific Advisor to the Defence Minister and Defence Research and Development Organisation, DRDO Chief V.K. Saraswat has called the missile a game changer that can perform different roles. It can carry multiple warheads providing anti-satellite capability as well as launching tiny satellites into orbit. Dr. Saraswat said production of the weapon system will start in a year's time. "With the launch of Agni V, India has emerged as a major missile power and has joined the select group of 6 countries who have the capability to design, develop, build, manufacture and have the strategic capability as far as this kind of defence is concerned." The Government will soon launch a national Policy on electronics, NPE, in the country. Talking to reporters in New Delhi Minister for Communications and Information Technology Kapil Sibal said that a dialogue is on with the planning commission and that the policy is expected to be launched soon. He said the draft policy was released last October and the process of widespread consultations is over. The minister said the policy will provide a clear road map for development of the electronics sector in the country for the coming decade. Earlier, Mr. Sibal presided over the renaming function of the Department of Information Technology, which is now the Department of Electronics and Information Technology. The government is considering setting up an inter-ministerial group to tackle the menace of misleading advertisements. Consumer Affairs, Food and Public

distribution Minister K V Thomas said this in New Delhi while inaugurating the 5th and final seminar on Impact of misleading advertisements on consumers. He said, the government will find ways to curb misleading advertisements on the basis of the suggestions that came up in this seminar and 4 similar seminars held at regional levels. Mr Thomas said the widely accepted opinion is that both self-regulation and legal control should work in synergy. "Outdated laws and poor enforcement of laws are the main reasons for the prevalence of any social malady and mal advertising is no exception. The need of the hour therefore is better laws, a regular updation, improved enforcement and regular surveillance by the authority. " The Centre has told the Supreme Court that a new National Drug Policy would be in place shortly. The policy will consist of 438 essential medicines which are priced within the common man's reach. The Centre's response comes in the backdrop of a PIL filed by an NGO alleging that the prices of several essential drugs for life threatening disease had gone beyond the reach of the common man. The Supreme Court has directed the Central Pollution Control Board, CPCB to file a comprehensive affidavit on the character and content of reported contamination of ground water in Bhopal's Arifnagar area due to the 1984 Union Carbide gas tragedy. A bench of the apex court also asked the Board to recommend measures to overcome the contamination as well as action to be taken in this regard. The bench passed the order while dealing with a PIL filed by an NGO on various pollution related issues in the country. The Prime Minister Dr. Manmohan Singh will arrive in Guwahati today on a daylong visit to Assam. He is scheduled to inaugurate the Platinum jubilee celebrations of the Assam Legislative Assembly at Dispur. A statement to this effect was issued by the office of the UN Special Envoy Kofi Annan yesterday. UN Chief Ban Ki-moon has called for 300 monitors to be sent on a three-month observation mission to Syria. Mr. Ban said in

a report to the Security Council that a clear signal must be sent to Syria about the need for a full truce. He said the Syrian Government has not yet moved its troops and tanks from cities to the barracks. Ban Ki Moon warned that violence has gone up and that both the Syrian government and rebels need to be committed to the truce. A Comprehensive Pension and Life Insurance Scheme for manual or unskilled migrant overseas Indian worker will be launched on a pilot basis in Kerala, Dubai and Abu Dhabi next month. The modalities for implementation are being finalized. A delegation of representatives from the Ministry of Overseas Indian Affairs, Ministry of Finance and the Pension Fund Regulatory Development Authority of India met the officials, representatives from banks, Money Exchange Centers and Community leaders in Abu Dhabi and Dubai to give final touches to implement the scheme. Our West Asia correspondent has filed this report: "The Pension and Life Insurance Fund Scheme, PLIF will be for blue collar overseas migrant Indian worker who is an ECR or Emigration Clearance Required passport holder. The scheme will help them to save money for their return and resettlement back home, for their old age saving and provide them life insurance cover against natural death. It is a voluntary and contributory scheme. The eligible workers must save between Rs 1,000 to Rs 12,000 per year. Government will contribute Rs 1,000 per year for overseas male and Rs. 2,000 for overseas female workers. Telecom regulator TRAI has approved a hike in the processing fee for all mobile recharge coupons or top-up vouchers priced above 20 rupees but have left unchanged the vouchers below that amount. India today made a giant stride in Missile Technology when it successfully testfired nuclear-capable Agni-V Inter- Continental Ballistic Missile ,ICBM with a

strike range of over 5000 km.The surface-to-surface ICBM was launched from a mobile platform from the Wheeler Island off the Odisha coast this morning. This launch has placed India at the threshold of an elite five-member club that possesses such missiles. The 17.5 metre-tall and two metre-wide missile with a launch weight of around 50 tonnes, including a 1.5 tonne dummy warhead, blasted off from the island launch pad leaving behind an orange plume. The missile rose to a height of 600 km before re-entering the atmosphere to hit a target over 5000 km away in the Indian Ocean. The President Mrs Pratibha Devi Singh Patil, Vice President Mohd Hamid Ansari and the Prime Minister Dr Manmohan Singh have congratulated DRDO scientists and technical personnel for the successful test launch of Agni - 5. In his message the Prime Minister said that the nation stands together in the honour of the scientific community who have made the country proud. "The successful launch of Agni V missile is a tribute to the sophistications and commitment to national causes on the part of India's scientific technological community. Replying to a question about IT policy, Mr Sibal said it will be finalised in the next two to three weeks. Earlier, Mr. Sibal presided over the renaming function of the Department of Information Technology, DIT, which is now the Department of Electronics and Information Technology, DEITY. He said that the government will set up two Fabrication units in the country to give further boost to electronics. Mr Sibal said that the government is committed to make electronics a robust sector . The Supreme Court today sought response from the Centre and the Odisha government on a petition seeking to restrain the release of jailed Maoists in exchange for captive BJD MLA Jina Hikaka. A two judge bench asked the respondents to file a reply within two weeks. The apex court initially expressed disinclination to issue any notices, but relented after counsel for Major General (Retd.) Gangurdep Bakshi persisted with the plea. Bakshi, a counter-terrorism operations expert, had pleaded with the apex court that the state government should be restrained from releasing the Maoists as they were captured by security forces, which had to put their lives at stake to nab them. Meanwhile Odisha Chief Secretary, Bijay Kumar Patnaik, said the state government is yet to receive the order from the supreme Court and it will respond after receiving the order. Our correspondent reports that there are indications that the state government will not change its decision to withdraw cases and facilitate release of certain Maoists for freeing the BJD MLA. In another development jailed Maoist, Ghasi today appealed to his cadres to release the tribal BJD MLA, Jhina Hikaka without further delay on humanitarian grounds . The country's exports grew 21 per cent, to 303.7 billion dollars in the 2011-12 fiscal year, compared to the previous fiscal. Imports shot up 32.1 per cent, to 488.6 billion dollars, leaving a trade deficit of 184.9 billion dollars, Commerce Secretary Rahul Khullar said in New Delhi, today. Khullar said this was the highest trade deficit and is a serious concern. Khullar also said that gold imports, which contributed in increasing the import bill, are expected to decline in the current fiscal due to the duties imposed by the government.

Government of India announce the sale of three dated securities for ` 12,000 crore on April 15, 2011 April 11, 2011 The Government of India have announced the sale (re-issue) of (i) 7.59 percent Government Stock 2016 for a notified amount of ` 4,000 crore (nominal), (ii) 8.08 percent Government Stock 2022 for a notified amount of ` 5,000 crore (nominal),and (iii) 8.26 percent Government Stock 2027 for a notified amount of ` 3,000 crore (nominal) through price based auctions. The auctions will be conducted using uniform price method. The auctions will be conducted by the Reserve Bank of India, Mumbai Office, Fort, and Mumbai on April 15, 2011 (Friday). Up to 5% of the notified amount of the sale of the stocks will be allotted to eligible individuals and Institutions as per the Scheme for Non-Competitive Bidding Facility in the Auction of Government Securities. Both competitive and noncompetitive bids for the auction should be submitted in electronic format on the Negotiated Dealing System (NDS) on April 15, 2011. The non-competitive bids should be submitted between 10.30 a.m. and 11.30 a.m. and the competitive bids should be submitted between 10.30 a.m. and 12.30 p.m. The result of the auctions will be announced on April 15, 2011 and payment. The Rander People's Cooperative Bank Limited, Rander, Dist. Surat, Gujarat Penalised April 11, 2011 The Reserve Bank of India has imposed a monetary penalty of ` 1.00 lakh (Rupees one lakh only) on The Rander People's Co-operative Bank Limited, Rander, Dist. Surat, Gujarat, in exercise of powers vested in it under the provisions of Section 47(A)(1)(b) read with Section 46(4) of the Banking Regulation Act, 1949 (AACS) for certain violation of Reserve Bank of India instructions by non-adherence to Anti Money Laundering (AML) guidelines in regard to submission of reports of cash transactions above ` 10.00 lakh to Financial Intelligence Unit-India (FIUIND), New Delhi. The Reserve Bank of India had issued a show cause notice to the bank, in response to which the bank submitted a written reply. After considering the facts of the case and the bank's reply and also personal submissions in the matter, the Reserve Bank came to the conclusion that the violations were substantiated and warranted imposition of the penalty.
