1. Reference: Memorandum from the Regional Director, PRO4A dated July 27, 2012 with same subject as above. 2. This pertains to the instruction of the SILG to strictly and uphold the guidelines in providing protective security to the local chief executives (LCEs). This shall help address the issue of unmanned police posts and shall allow PNP personnel to focus on police work to maintain peace and order in the communities. This shall also help deter concerned LCEs from committing abuses such as treating the police personnel assigned to them as their goons or private army, specifically now that the election period is fast approaching. 3. In view of the foregoing, strict implementation and compliance with the following provisions of the of PNP Memorandum Circular No. 2011-006 and NAPOLCOM Memorandum Circular No. 2009-004 that are commonly violated is hereby reiterated: a. Details for a period not exceeding six (6) months shall be approved by the C, PNP and any details exceeding this period shall be approved by the Chairman, NAPOLCOM upon the recommendation of the C, PNP in emergency situations, the Regional Director and Director, PSPG are allowed to grant detail for a period of thirty (30) days without extension or renewal and the Provincial Director are allowed to grant for a period of fifteen (15) days without extension or renewal. b. Personnel from City/ Municipal Police Stations, Provincial Public Safety Company, RPSB should not be detailed as protective security personnel. c. Only personnel with the rank of Police Officer 2 (PO2) to Senior Police Officer 3 (SPO3) and Police Senior Inspector for Police Commissioned Officers may be detailed for protective security. d. Except in highly exceptional cases, only a maximum of two (2) PNP protective security personnel shall be allowed to be deployed for every Local Chief Executives (LCE).

e. Any request for the extension to six months detail shall be subject to revalidation of the threat, at least fifteen (15) days prior to the expiration of the security detail. Extension of detail may be warranted when imminent danger to life to the LCE exists as confirmed by the Chief, RID and approved by the TDI. All detail extensions, however shall be subject to the approval of the Chairman, NAPOLCOM upon recommendation of the C, PNP. 4. For strict compliance and widest dissemination.
