This is just one instance to show how a systematic campaign has been organized to discredit the leaders of this community while this being the case with foreign writers, their plight is all the more poignant at home. Their rights trampled upon, their emotions suppressed, their education restricted, they have become victims of inferiority complex. They feel like babes lost in the wood. To discuss only a few aspects of their problems. Mr B.Shyam Sunder has his own panacea for the problems confronting these minorities. While firmly believing in the constitutional provisions, he feels that they are not m properly given effect to. In his book (titled Confidential) which is to be published shortly, he presents the picture of a man who has said high hopes in the ruling party but who was soon disillusioned. Naturally he was to his own resources to save his community from extinction. The book also deals with the problems of Harijans who, according to the author, number about twelve crores (Mr Jag Jivan Ram puts it between eight and nine crores) and therefore constitute an important factor in the economic development of the country.

Mr Shyam Sunder hopes that this inadequacies accruing from the present electoral system can be removed if separate electoral representation is given to the Scheduled caste. Likewise he says separate educational; institutions. The Ambedker College at Aurangabad, according to him, can be made the nucleus of a university for Harijans. It will unfold the intellectual capability of the scheduled castes. Resettlement of Harijans answers his solutions to the perpetual tug of war between the caste Hindus and the Scheduled castes. The former have always made life an uncomfortable for their less unfortunate brethrens by resorting to economic and social boycotting. The only way to cut this Gordian knot is to resettle the Harijan population, says the author of the book. Another important remedy which he has suggested is that of ordering a review of the Constitution. Commenting on the recent trend of the judiciary of dancing to the tunes of the executive, Mr. M.C. Seetlavad, former Attorney General of India, while speaking at the Laski institute of Political Science on 8th Oct 1954, declared The tendency of certain section of Indian judiciary to be guided by desire to please the Executive in certain essentially judicial matters was deplorable.

Again the Constitution encroaches on the fundamental rights of the citizens in several respects. For instances, At 31 while granting the individual the right to hold property stipulates the government reserves the right to take over the land at the rate to be specified by her . Further, the compensation allowed by the government will not be called in question in a court of law on the ground that is inadequate. These and many other provisions pose a serious challenge to the fundament rights of the individual, particularly the minorities. The Scheduled caste leader proposes a federation of Minorities to fight the constitutional battle for the redressed of their grievances...

Telengana (Andhra Pradesh)


A. Reddies who are mostly landlords socially placed to a beer position have become the champions of the Non-Brahamin movements. B. The Reddies as the champions of the Non Brahamin movements have captured power by setting up one community against the other. C. They in the grab of Indian Nationalism are preaching worst type of communalism D. Brahims and Non Brahmins feelings are in the highest pitch. E. The Reddis to serve their purpose have even created communal groups in the Harijas also. F. The Harijans are encouraged to form communal organizations such as MalaSangh and Madiga Sanghs

G. The rivalry between the Reddis and the Brahamins has allowed the anti-Indian Movements to main capital out of the communal situation, which is as fallows 1. The Religions Missionaries and the anti- social elements are taking advantage of Reddis and Brahaminism Malaism and Madigaism by spreading ill-feelings against the party in power and by setting one community against the other. 2. Specially the Christian Missionaries are out to create Christian pockets in the villages. 3. Daily hundreds of untouchables are being converted to the Christian-fold 4. In Mehaboob Nagar villages after villages of untouchables have been converted, and one big village is named as Christian palli. 5. In Nalagonda and Khmmeet , nearly22, 000 Scheduled Caste people have been converted to Christianity. 6. The Christian missionaries have their propagandist and teacher4s spread throughout the areas. 7. They have got the Bishops in Telengana one at Medak and one at Dronakal. 8. The Reddis and their partners in the government are blind to the situation and cannot handle it, 9. The Reddis are interested only interested only in holding power by using the Harijans as their cats-paw.

MARATHAWADA A. same situation prevails in Martha Wada also. The Brahmins and Non-Brahmin feelings are playing havoc. B . The Marathas are the champions of the Non-Brahamin Movement. C. The Marathas are worst type of communalists and do not acknowledge the Congress leaders as their saviors but acknowledge Shivaji as their prophets. D. They have captured the power under banner of the Indian National Congress.

E. Those who are outside the Congress are styled as [peasants and workers, and oppose Congress in the name of the peasants. F. The Marathas who are merely land lords are persecuting the untouchables, and will like lands to be given to the untouchables. The above situation has created favorable atmosphere foe foreign missionaries to make capital out of it, which in as follows 1. Hundreds of Harijans are converted every month in Mrathawada area, but the Marathawa are unconcerned and unconscious about it. 2. In the Districts of Jalana, many villages have been converted into Christian Pockets. In Aurangabad and in Usmanabad attitudes of the Marathas towards the untouchables have fortified the position of the Christians, where they have got their strong hold. 3. The Marathas are not prepared to change their attitudes towards the untouchables. The Matrathawa fallow their counter-parts the Reddis in Telengana in using other suppressed sections of the people. 4. Unfortunately many sections and sub-sections of the concerned areas have fallen to heir mechanization

KARNATAKA In Karnataka area the Christians are very powerful A. Their strong hold is at Bidar B. Udgir which is said to be the fort of Arya Samajist is virtually under the sway of the Christians Missionaries. C. Many Harijans who had become Arya Samajists are now embracing Christianity.

D. The Christian Missionaries have built beautiful churches at Kamal Nagar, Zahirabad. Bidar and implemented their missionaries schools and hospitals thought the areas. They have got their training centers at Kamal Nagar and Zahirabad F. In Karnataka also, the Brahamis and non-Brahamin feelings are deep rooted G. The Lingayats are the leaders of the non-Brahamin movements who are opposed the everything which the principal comes from Hindu sources. H. The communal rivalry has divided the people in many groups and kept them dis united. The above mentioned facts, if scrutinized properly will reveal many latent forces which are setting against the national interests of India. The communal trends are the Brahamn and non Brahmin feelings will one day or other forces the down trodden people of the country, specially the untouchables to fall into the clutches of the foreign missionaries m which they are daily seen rescuing the down trodden poverty stricken and religiously abhorred untouchables by inviting them to a faith which guarantees the equal statues and political rights This mental and political set up in the country will give a change to the foreign missionaries to create a great anti Indian block in the country guided and financed by the foreign powers.
