The Professional Services and
Other Services Task Force, put in
motion in February, presented its
findings to a packed house at the
Aug. 1 Township Council meet-
ing.
According to Jack Hartwig,
task force member and former
law enforcement official, findings
show a total collapse of con-
tracting internal control.
There was little or no effective
oversight of professional and
other contractors, ineffective
township policies and proce-
dures, disregard for contracting
laws and regulations by township
leaders, Hartwig stated during
his presentation.
I will tell you, going forward,
the governing body just saw what
the public just saw and it may be-
come a matter of litigation,
Mayor James Randy Pace said
following the presentation. The

A doctor from Burlington
County was sentenced recently to
six months in prison and six
months of house arrest with elec-
tronic monitoring for evading
taxes on income diverted from his
medical practice for his personal
use, U.S. Attorney Paul J. Fish-
man announced.
Scott Salkind, 58, of Medford,
previously pleaded guilty before
U.S. District Judge Jerome B.
Simandle to a charge of one
count of income tax evasion.
According to documents filed
in this case and statements made
in court, from 2005 through 2008,
Salkind, a licensed doctor of os-
teopathy, failed to report more
than $1 million of income on his
federal income tax returns by di-
verting corporate business re-
ceipts into a shell company bank
account under his control. He
then withdrew the money by pur-
chasing cashiers checks payable
to himself and used the money to
pay personal expenses.
Salkind owned and operated
three offices in New Jersey, where
he practiced medicine under the
name General Medical of New
Jersey Inc. He did not participate
in an insurance company plan or
belong to any insurance company
network of doctors. Instead,
Salkind had an agreement with
his patients where he would sub-
mit an insurance claim to the pa-
tients medical insurance compa-
ny for the services provided and
accept whatever amount the in-
surance company paid as pay-
ment in full. He would not charge
his patients a co-payment, any de-
ductible or for services the insur-
ance company did not pay. Pay-
ments from the insurance compa-
ny were either made payable to
General Medical and mailed di-
rectly to the practice or were
made payable, and mailed direct-
ly to, the patient. Salkind in-
structed his patients that when
they received an insurance pay-
ment check they should give it to
him.
Salkind maintained a business
checking account at Wachovia
Bank in the name of General
Medical, where he deposited his
business income. Deposits into
this account consisted of insur-
ance payment checks payable to
General Medical. The deposits
into this account were used to ar-
rive at gross receipts reported on
the General Medical corporate in-
come tax returns for 2005 through
2008. Salkind also maintained a
business bank account in the
name of a fictitious company, into
which he also deposited insur-
ance payment checks. When the
insurance checks cleared, he
withdrew the money by writing
checks to himself to purchase
cashier checks made payable to
himself.

The following report is on file
with the Medford Police Depart-
ment:
On July 27, at 11:05 a.m., the
Medford Township Police, Fire,
and EMS units responded to the
area of Gravelly Hollow Road
near Midbridge Drive for a motor
vehicle crash.
Responding units located a one-
vehicle crash where the vehicle
had struck several trees. The ini-
tial police investigation deter-
mined that a 1995 Mercedes C280
was being operated southbound
on Gravelly Hollow Road when
the driver lost control of the vehi-
cle and left the roadway striking
several trees. As a result of the
impact from the crash, the driver
sustained a minor head injury
and was transported to Cooper
Hospital by Medford EMS for
evaluation.
The passenger sustained multi-
ple internal injuries and was
flown to the Cooper Hospital
Trauma Center by the NJSP
Southstar helicopter.
This crash investigation is on-
going and being handled by the
Medford Township Police Traffic
Bureau with motor vehicle com-
plaints pending at the completion
of the investigation.

Larry Kirk stopped by Med-
fords disc golf course, located at
Freedom Park, to play a round on
his way home from the World
Disc Golf Championships, hosted
in Charlotte, N.C.
Ive been on a fantastic disc
golf road trip since I left Califor-
nia, said Kirk. I dont know if
its a mid-life crisis, Im 51, but
Im passionate about this.
Disc golf is similar to ball
golf, with holes and a set par.
Rather than using clubs, the
golfers use flying discs to sink
each hole.
According to the Professional
Disc Golf Associations website, a
golf disc is thrown from a tee
area to a target which is the
"hole. The hole can be one of a
number of disc golf targets; the
most common is called a Pole
Hole an elevated metal basket.
As a player progresses down the
fairway, he or she must make
each consecutive shot from the
spot where the previous throw
has landed.
Kirk has been on the road for
the past eight months, and is cur-
rently on his 32nd state and his
second tour of the U.S. His first
tour was in 2010.
People think its awesome,
taking a 5,200 mile road trip to
just play disc golf, said Kirk.

ew Jersey does solar power.
Does it well. Does it too well,
as it turns out.
According to the governors office,
the state installed more solar capacity
in the first quarter of 2012 than any
other state and led the nation in solar
installations on commercial and indus-
trial properties in 2011.
Now, thats a source of pride. Being a
national leader in something other
than reality television shows is a good
thing.
But, as it turns out, you can have too
much of a good thing.
The supply of solar power has now
surpassed the demand, bringing the
market crashing down. And when the
market crashes, solar projects in the
construction phase can stop. Jobs can
be lost. The momentum of the solar in-
dustry can come to a halt.
The measure signed by Gov.
Christie, which had bipartisan sup-
port, aims to boost the market by re-
quiring power companies to purchase
more solar power. In other words, the
state is trying to increase the demand,
hoping that, eventually, it catches up to
the supply, thereby giving those in the
business of building solar projects a
reason to keep doing what theyre
doing.
We think the bill certainly cant
hurt, given the current market situa-
tion, but we also agree with experts
who think more might need to be done.
In a statement, the Mid-Atlantic
Solar Energy Industries Association
points out that the measure doesnt do
enough to prevent a recurrence of the
over-supply situation. It proposes con-
trolling the pace of solar project pro-
duction.
It might be a bit premature to take
that step, but, as the state has seen, this
is a market that, left to its own, can run
itself into the ground fairly quickly.
Give the new measure time to work.
See if the demand can catch up to the
supply. But be ready to step in if it be-
comes clear that more steps are needed
to avoid another crash.

that is now a bad thing. Supply exceeds
demand, and the market has crashed.

Mayor James Randy Pace.
I got really short notice he was coming,
and I walked over to see what he was
doing, said Pace. He just starts talking to
me, he doesnt know who I am I was in blue
jeans. It was awesome, it was awesome,
Following his visit to Medford, Kirk
drove down to Atlantic City to play a few
more courses, but was out of luck when he
found the course he was looking for was
closed.
Kirk began his disc golf career in 1978 as
a high school student, and not long after he
joined the Air Force.
I became a pro ball golfer at my mili-
tary base in Maine. I won three tourna-
ments when I was there, Kirk said.
Kirk was in the United States Air Force
for 30 years and has three grown kids, who
at one time would travel with him on his
road trips.
I dont know what else to do but get in
my car and go play. Im not a world champi-
on, but I love it, said Kirk.
Kirk aspires to write a book about his
life, his journey and his travels.
Writing a book is the ultimate dream,
he said.
For now, Kirk is finishing his tour of
disc golf before making any other plans
and enjoying life.
Ive been using [my personal] Facebook
for everything, Im making a ton of new
friends while Im out here and they can see
what Im doing at each stop, said Kirk.
Kirk loves what he is doing, but would
appreciate any type of sponsorship if the
opportunity presented itself.
I really love promoting disc golf, Im
getting it out there to the masses, he said.
I wish I knew what I was doing and was
able to get sponsorship.

The findings of the task force
revealed a lack of oversight of
contract bids. Hartwig presented
numerous examples, including a
contractor hired for brush re-
moval at $150 an hour for all serv-
ices. The township paid $450 an
hour totaling 42.5 hours of serv-
ice.
The township paid almost
$20,000 of taxpayer money.
Additionally, the lease agree-
ment of the Taunton Firehouse
was investigated. The estimated
property value was approximate-
ly $800,000 on the high end, ac-
cording to Hartwig. The township
leased the firehouse for $2 million
without the documentation of the
actual value.
Numerous other unexplainable
purchases made by the township
were reported by the task force,
including a $25,000 fire hydrant
100 yards away from a township
approved fire hydrant.
A pile of dirt cost taxpayers
$75,000 as well as a pile of stones
approved for $9,786, both shown
using current photos.
I hope we dont dwell too long
on what weve gone over, said
Hartwig. What we need to do is
move forward.
Recommendations were made
by the task force to help begin
solving the issues, including
amending the Peace and Good
Order municipal code, and pro-
hibit acts comprising of improp-
er payment submission by con-
tactors and improper oversight
by township employees, among a
list of other acts.
Hartwig, Deputy Mayor Frank
Czekay, Council Member Chris
Buoni and Bill Schade, a resident
and former elected official, spent
hours examining professional
services, audits and financial doc-
uments. In addition, the task
force interviewed those who
played an important role in the
current financial crisis.
Being able to present this to
the public so you can see what
weve been seeing all along, its a
great burden. It really is looking
forward and satisfying my con-
scious. What were going to do is
take the corrective action we need
to do, said Buoni.
Hartwig made it clear the task
force was not for criminal investi-
gation and is not alleging previ-
ous criminal activity.
We did find enough informa-
tion that the council should au-
thorize the review task force in
coordination with the Medford
Township chief of police to refer
certain information to appropri-
ate criminal justice authorities,
Hartwig said.
Changing the culture of the
way the township is run is a
major step in fixing the problems,
according to Czekay.
Employees were just fearful of
saying anything. Thats no way to
work, said Czekay. We want to
change the culture so people can
speak up when something is
wrong.

Public Safety Building located at
