Switching of the Substations: 400 KV System


A. Steps for Commissioning of the substations or Black start of the SS by charging 400 KV Line when the line is open at both ends:

i) On Kharagpur-KTPS Line 1: 1 2 3 4 5 6 Inspect the switch yard and confirm that line & Bus isolators of the KTPS Line 1 bay is open Confirm that line side earth isolator of KTPS Line 1 bay is open Confirm that bus side earth isolator of KTPS Line 1 bay and other bays are open Confirm that no temporary earth is made with the KTPS Line 1 bay either in Line or Bus side Confirm that Breaker of KTPS Line 1 bay is open Intimate remote end that all men & materials and earth switch have been

removed for opening earth switch at the remote end and closing line isolator at remote end for the said line. 7 8 Get confirmation from the remote end that earth isolator of the said line is open at remote end. Check the healthiness of the Carrier signaling with each end by giving a trip command of the Breaker switch at both ends and acceptance of the Direct Trip Relay at both ends by co-ordaining with remote end. Finally Give a trip command through the Breaker Control Switch for trip free the mechanism of the Breaker Switch. Intimate SLDC that SS is clear for commissioning Intimate SLDC for the above confirmation and in concurrence with SLDC intimate to remote end through message for charging of the KTPSKharagpur Line 1 from remote end. Get confirmation from remote end / SLDC that the line has been charged up to Line side isolator of KTPS Line 1 bay. Record the R, Y, B phase voltage of the KTPS Line 1 at the panel meters of the control room. If there is any discrepancy or abnormality intimate remote end to OFF the line. Close the Main Bus 1 isolator of KTPS Line 1 bay for charging on Main Bus 1 OR Close the Main Bus 2 isolator of KTPS Line 1 bay for charging on Main Bus 2 Close the Line isolator of KTPS Line 1 bay Check the Protection & Control Panel of KTPS Line 1 bay and confirm that no relay is being operated conditions. Test the healthiness of the Alarm & Annunciation in the Control Panel for KTPS Line 1 Bay. Check that PT Switching relays have actuated through Main Bus Isolator Get Clearance from the SLDC for closing the breaker of KTPS Line 1 bay Insert the synchronizing pin at the synchronizing socket of the panel and put the synchronizing switch in ON position Contact with SLDC for final clearance of closing the Breaker On Obtaining Final Clearance from SLDC, Close the Breaker Record the R,Y,B phase Voltages of the Main Bus. Intimate All Concern regarding Commissioning of the substation.

ii) On Kharagpur-Baripoda Line:

The sequence of Operation shall be same as charging on Kharagpur-KTPS Line 1. The remote end for this case shall be Baripoda substation, PGCIL and bay will be Baripoda Bay. B. Charging of any 400 KV Line when the SS is Live but line is OFF From both end 1 2 3 4 Inspect the switch yard and confirm that line & Bus isolators of the Line is open Confirm that line side earth isolator of the Line is open. Confirm that no temporary earth is made with the Line Confirm that Breaker of the Line is open Intimate remote end that all men & materials and earth switch have been removed for opening earth switch at the remote end and closing line isolator at remote end for the said line. Get confirmation from the remote end that earth isolator of the said line is open at remote end. Check the healthiness of the Carrier signaling with each end by giving a trip command of the Breaker switch at both ends and acceptance of the Direct Trip Relay at both ends by co-ordaining with remote end. Test the healthiness of the Alarm & Annunciation in the Control Panel for KTPS Line 1 Bay. Check that PT Switching relays have actuated through Main Bus Isolator. Intimate SLDC that Line is clear for charging On Obtaining Clearance from SLDC, intimate remote end that Breaker will be Closed Insert the synchronizing pin at the synchronizing socket of the panel and put the synchronizing switch in ON position On Obtaining Final Clearance from SLDC, Close the Breaker. If the line Holds, intimate SLDC & Other end that line has been charged & Hold. Closing of the Breaker when the line has tripped on Line Fault without Auto Reclosing Features

It should be remembered that Kharagpur substation is a grid substation and connected with Generating Stations and Grid substation of other utilities. Normally in the Grid Substation line is charged in Dead Line Charging Mode (DLC Mode) and synchronization is done at Generating Station end. If there is any exigency synchronization is done at the grid substation as per advice of SLDC. Hence for Charging Kharagpur-KTPS Line it should always be charged from Kharagpur end keeping the line OFF when any of KharagpurKTPS line is not closed.

Accept the Facia & Alarm. Note down the Relay of the Faulty Line with distance to fault location. Relays of both Groups should be obtained to ascertain the fault to be true in nature. Get the relays from remote end with distance to fault location. Compare to ascertain the fault. Reset the Alarm and Relays. Contact SLDC and intimate. Get clearance from SLDC. Contact remote end. Charge the Line after 5 minutes. If the Line does not hold and trips again note down the relay. Capture the Fault Current, Voltage unbalances, and distance to fault location from the Relays. Try to get the same information from remote end. Analyse the Fault. On discussion with DE: Maintenance and concurrence from SLDC close the breaker again a minimum 15 minutes after second trip. If the line does not hold after 2nd close, Declare Breakdown of the line. Message to all concern. The message must contain the name of the faulty Phase, Distance to Fault Location, and Name of the Patrolling Jurisdiction.

D Closing of the Breaker when the line has tripped on Line Fault with Auto Reclosing Features 1 Auto reclosing features are incorporated in the 400 KV Lines at both end of the line. The features are kept in 3 phase auto reclosing while provision is kept for 1 phase, 1& 3 phase and Non Auto through Auto Reclosing switch. Auto Reclosing occurs in conjugation with protection signaling through communication channel failure of which lead to non performance of Auto Reclosing. When there is a transient fault in the line, the line trips and closes simultaneously through Auto Reclosing Relays. For successful Auto Reclosing the Alarm with facia Auto Reclosing Operated will appear. Accept the alarm. Note down the Relay and record it. If the fault Persists, The Line will tripp on First shot through Auto Reclosing Relays. Alarm & Facia Auto Reclosing Lock out shall appear. Note down the relay. Capture the Fault Current, Voltage unbalances, and

distance to fault location from the Relays. Try to get the same information from remote end. Analyse the Fault. On discussion with DE: Maintenance and concurrence from SLDC close the breaker again a minimum 15 minutes after second trip if SLDC agrees. If SLDC does not agree, Declare Break Down of the Line. Message to all concern. The message must contain the name of the faulty Phase, Distance to Fault Location, and Name of the Patrolling Jurisdiction. 5 On concurrence of SLDC If the line is closed after 15 minutes and does not hold after 2nd close, Declare Breakdown of the line. Message to all concern. The message must contain the name of the faulty Phase, Distance to Fault Location, and Name of the Patrolling Jurisdiction. Closing of the Breaker when the line has tripped on Over-Voltage Over Voltage (OV) Tripping Features are incorporated in 400 KV Lines at both end of the line. The settings are given in Two Groups with Alarm & Trip Facility in both the Group. OV Tripping is incorporated with Direct Trip Features through Communication Channel to terminate the line form both end at the time of OV in the system. On tripping through OV, accept the facia & alarm. Note down the relay. Get the relays from remote end. Compare to ascertain the actuation of relay at which end. Reset the Alarm and Relays. Note down the Bus Voltages at own end and remote end. Get clearance from SLDC. Contact remote end. Charge the Line.

Blocking of Auto Reclose Relay The Auto Reclose (AR) Features operates successfully when the protection signal through carrier channel is transmitted perfectly, the closing path of the breaker is through without failure of any closing interlock, the AR Switch is not kept in Non Auto Selection. For non fulfillment of any above conditions, AR Blocking will happen during any Fault of the line. The switching sequence shall be as per C if AR Blocking occurs.

Steps for Charging of the Transformer 400/220/132 KV First Commissioning of the Transformer Get clearance from the respective department (e.g. Project Department, Testing Department) and manufacturer on record, contact SLDC for getting clearance of commissioning of the transformer. Inspect the switch Yard to confirm all permanent earth switch associated with line isolator is open. Also confirm that all temporary earth rods are disconnected from the transformer. Be sure that all men & materials are removed from the Transformer. Inspect the transformers to confirm that oil is at appropriate level in the conservator tank. Check that all the external connectivity with Bushings, Lightning Arrester, and Neutral Bushings are firmed. Inspect the Control & Relay panel that no relay is being at operating conditions. Check the RTCC panel that Tap Changing Indications & Temperatures meters are showing actual results with the Transformers. Test the healthiness of the Alarm & Annunciation in the Control Panel for KTPS Line 1 Bay. Normally First Commissioning is done at Normal Tap No. 9. If SLDC on judging the Bus Voltage asks to change the Tap, Change the tap from RTCC to the desired tap. Switch ON the BUS ISOLATOR ( Main 1 or Main 2 ) in HV Side Switch ON the LINE ISOLATOR ( Main 1 or Main 2 ) in HV Side Take final Clearance from SLDC for Charging of the Transformer Switch ON the BREAKER to charge the Transformer. Intimate all concern. Note down the Charging Current, MVAR from the Panel Meter Inspect the Transformer from a safe distance at switch yard whether any abnormal sound is audible from the transformer or any flashing is visible from external connectivity Keep the Transformer In Charged Condition for minimum 48 Hours (or as suggested by the manufacturer) with Hourly recording the Current, MW, MVAR After stipulated period of no load Charging of the transformer, Switch OFF the Breaker & Isolator of the transformer Take shut down of transformer Allow maintenance personnel to avail the shutdown of the transformer for

releasing of gas developed inside the transformer through opening of some plugs in the Top Header of the Radiator Bank, Checking of the transformer thoroughly whether oil leakages developed from any part of transformer or sweating of Gaskets is excessive in any oil sealing gaskets. 16 17 18 19 20 After getting clearance from the maintenance personnel, again charge the transformer by switching ON the isolators and Breakers from HV side. Close the Line Isolators of LV side Contact with SLDC for getting clearance of loading the transformer Switch ON the LV side Breaker Record the Current, Voltage, MW, MVAR of the transformer at both LV HV side

2 Switching of Transformer if it trips on Differential, REF, Buchholz, WT & OT, PRV relay 1 In case of Tripping of the Transformer for such relay operation, the respective relay in the HV side Protection Panel and Tripping Relay in the HV side Protection or Control panel will actuate. Through Master Trip relay it will actuate the trip relay in the LV side Control panel to operate the LV side Breakers. First accept the alarm and annunciation in the HV side control panel. Record the particular Relay Flag in the Protection Panel. Reset the operated main relay and tripping relay in the Protection or Control Panel. Reset the tripping relay in the LV side Control panel Intimate SLDC & all concern Switch OFF the Isolators at both HV & LV side. Allow Maintenance personnel to avail the shut down for checking & Testing of the Transformer. Switching of Transformer if it trips on Over Flux relay The reason for tripping of the Transformer on Over Flux Relay is either rise of Voltage or fall of frequency. The respective relay will trip the transformer both from HV & LV side First accept the alarm and annunciation in the HV side control panel. Record the particular Relay Flag in the Protection Panel. Reset the operated main relay and tripping relay in the Protection or Control Panel. Reset the tripping relay in the LV side Control panel

Intimate SLDC & all concern Switch ON the Breakers from HV side first and then load the transformer by switching ON the LV side Breakers on getting clearance from SLDC After normalization, intimate SLDC & all concern. Switching of Transformer if it trips on Over Current or Over Load relay The reason for tripping of the Transformer on Over current or Over Load Relay is either rise of current due to internal trouble or excessive load of the transformer. The respective relay will trip the transformer both from HV & LV side First accept the alarm and annunciation in the HV side control panel. Record the particular Relay Flag in the Protection Panel. Reset the operated main relay and tripping relay in the Protection or Control Panel. In case of Over load relay operation reset the relay in LV side first, then in HV side. Intimate SLDC & all concern Switch ON the Breakers from HV side first and then load the transformer by switching ON the LV side Breakers on getting clearance from SLDC After normalization, intimate SLDC & all concern.

Standard Operating Practice of Switching of Isolators & Breakers


A Isolator Operation

The operation of Isolators in 400 KV Switch Yard is to be done in sequential manner unless which the operation shall not be permissive. The interlock schemes are incorporated for operation of any isolators according to which the sequence of operation are listed below: Description Permission Purpose

1. Permissive when M2 Isolator,M2 1. For Normal Operation under Operation of Earth Switch & Breaker is Open of dead condition Main Bus1 that Bay Isolators of Bay OR 2. For changeover from Bus 1 2. Procedure of Shut Down

Open Line Isolator of HV side , then LV side Put Shut Down plate in the respective Switch of the Control Panel Filled up the standardized Permit To Work Card (PTW Card) with signature. Keep a record in the Shut Down register. Hand Over the PTW Card to authorized representative of maintenance department keeping a receipt signature in the register

C Emergency Shut Down for Trouble of any Bay Equipment in the substation 1 2 3 4 Contact SLDC to intimate the Emergency Shut Down requirement with reasons. Send a message to SLDC and other requisite concern describing the reasons of shut Down, Possible Time required to attend and rectify the trouble. Get clearance from SLDC Follow Procedure as described in A or B for issuing PTW Card

Emergency Change over from own Bay to Bus Transfer Bay Contact SLDC to intimate the requirement of Change over the circuit from own Bay to Bus transfer Bay with reasons. Send a message to SLDC and other requisite concern describing the reasons of change over with shut Down of equipments (Breaker or Isolator), Possible Time required to attend and rectify the trouble. Get clearance from SLDC Be sure that Bus Transfer bay is not engaged with other reasons or the Bus Transfer bay itself is not under shut down or Break down conditions Close the Transfer Bus Isolator of the Bay. Transfer will be Charged through this Isolator

Close the Main Bus Isolator of BT Bay corresponding to selection of the Main Bus of the Bay Close the Transfer Bus Isolator of Bus Transfer Bay PUT the TTS (Trip Transfer Switch) of the Bay in Transfer position Close the Bus Transfer Breaker Wait a minute. Put the TTS in INTER Position Open the Breaker of the Bay Put the TTS in Transfer position Open the Main & Line Isolator of the Bay Intimate SLDC regarding On Line Change over and engagement of the Bus Transfer bay. Allow Shut down of the Breaker with the restricted zone between Bus side pipe buses of Line isolator to Breaker side pipe bus of Main 1 Isolator. Issue PTW Card following the rule Described in A Emergency Change over from Main Bus 1 to Main Bus 2 For any disturbance with main Bus Isolator of any Bay it may be required to Change over the bay from Main Bus 1 to main Bus 2 or vice versa. For any disturbance with main Bus itself, it may be required to Change over the entire bay from Main Bus 1 to Main Bus 2 or vice versa. For any of the above conditions on line Bus Change over may be done with intimation to SLDC and thereafter obtaining clearance from SLDC For this Change over Bus coupler M1 & M2 Isolator and Breaker need to be made ON Change over from one Bus to Other Bus could be done on line by closing the other Bus Isolator first then opening the previous bus isolator. For making one Bus dead total bay have to be taken on other Bus. PT switching Relay shall have to checked Finally BC Breaker should be made OFF. Then M1 & M2 Isolator of BC should be made open. Intimation should be given to concerned end.

Acceptance of Return of PTW Card checking the declaration that All men & Material has been removed and the line is safe for charging Intimate SLDC for normalisation of line. Intimate other end. Open the Earth Isolator of the line. Intimate other end through message for opening of Earth Isolator at other end. After getting confirmation of opening of Earth Isolator at other end, Close the Line Isolator and Bus isolator. Intimate Other end for closing the line & Bus Isolator. Obtain Confirmation from other end regarding closing of Isolators at other end. Trip free the Breaker switch by turning to Trip direction intimating other end. If the line is connected with Generating station it should be made On from this side Intimate SLDC. Get clearance for charging. Intimate other end Check the protection panel that all relay are in reset conditions. Check the healthyness of Alarm & Annunciation. Insert the synch. Pin to the socket. Made ON Synchronizing Switch. Close the Breaker. Intimate SLDC & Other end On charging from other end record the load flow of the line. Intimate all concerned.
