These projects have ranged Irom short assignments oI ICAO consultants to assignments lasting several years and involving up to 40 engineers, architects and specialists Ior large airport projects. The expertise provided by ICAO has included the proIessional services oI civil, electrical, mechanical, construction and elec- tronics engineers, architects, air transport economists, quantity surveyors, accountants, airport management and operations personnel, Iire and rescue specialists, aviation security consult- ants and CNS/ATM specialists. These experts have been selected and recruited Irom the hundreds oI qualiIied candi- dates listed in the roster oI experts oI the ICAO Technical Co- operation Bureau. ICAO involvement in and supervision oI the airport construc- tion projects ensures that they are in Iull compliance with ICAO Standards, Recommended Practices and guidelines. Airport activities undertaken by ICAO Governments have asked ICAO Ior assistance with such tasks as: operational and economic assessment oI an airport to determine its suitability Ior domestic and international operations; rehabilitation or maintenance oI airport pavement, buildings, installations or Iacilities; upgrading and expanding airport inIrastructure, build- ings and Iacilities; selection oI airport sites; traIIic Ieasibility studies beIore construction oI a new airport; airport master planning; Iinancing oI new airport construction; review oI studies, plans, designs, speciIications, cost estimates and contract documents prepared by engin- eering, consulting or construction Iirms Ior new or existing airports and proposals Ior their modiIication; evaluation oI the technical, legal and Iinancial aspects oI tenders submitted by contractors and advice on their suitability; supervision oI construction oI airport inIrastructure, buildings, installations and Iacilities or assistance to government agencies in supervision oI consulting and construction Iirms and supplies; participation in preparing plans, designs, terms oI reI- erence, speciIications and cost estimates Ior a whole airport or parts oI an airport; development oI plans Ior ensuring timely operational readiness and eIIectiveness oI new airports; conducting inspections oI airports to determine adher- ence to ICAO Standards, Recommended Practices and guidelines; assessment oI personnel needs oI airports and organi- zation oI training programmes Ior management, oper- ations and maintenance personnel; and evaluation oI aviation security requirements at air- ports. The expertise provided by ICAO has included the professional services of civil, electrical, mechanical, construction and elec- tronics engineers, architects, air transport economists, quantity surveyors, accountants, airport management and operations personnel, fire and rescue specialists, aviation security consult- ants and CNS/ATM specialists. These experts have been selected and recruited from the hundreds of qualified candi- dates listed in the roster of experts of the ICAO Technical Co- operation Bureau. ICAO involvement in and supervision of the airport construc- tion projects ensures that they are in full compliance with ICAO Standards, Recommended Practices and guidelines. Airport activities undertaken by ICAO Governments have asked ICAO for assistance with such tasks as: operational and economic assessment of an airport to determine its suitability for domestic and international operations; rehabilitation or maintenance of airport pavement, buildings, installations or facilities; upgrading and expanding airport infrastructure, build- ings and facilities; selection of airport sites; traffic feasibility studies before construction of a new airport; airport master planning; financing of new airport construction; review of studies, plans, designs, specifications, cost estimates and contract documents prepared by engi- neering, consulting or construction firms for new or existing airports and proposals for their modification; evaluation of the technical, legal and financial aspects of tenders submitted by contractors and advice on their suitability; supervision of construction of airport infrastructure, buildings, installations and facilities or assistance to government agencies in supervision of consulting and construction firms and supplies; participation in preparing plans, designs, terms of ref- erence, specifications and cost estimates for a whole airport or parts of an airport; development of plans for ensuring timely operational readiness and effectiveness of new airports; conducting inspections of airports to determine adher- ence to ICAO Standards, Recommended Practices and guidelines; assessment of personnel needs of airports and organiz- ation of training programmes for management, oper- ations and maintenance personnel; and evaluation of aviation security requirements at air- ports. Airport feasibility studies ICAO can assist Governments in the preparation of feasibility studies for the construction of international airports at new sites. The objective of such a study is to prepare a project for an airport that is technically and operationally sound and safe and financially and economically viable. The study will cover the subjects of the assessment of the selected airport site from operational, technical and access considerations, air traffic forecasts, air navigation including air traffic control, navi- gation and communication aids, aeronautical meteorology, air- side facilities (runways, etc.), air-side ground services and facilities, terminal facilities, (passenger and cargo), land-side facilities, preliminary airport layout plan for phased develop- ment, navaids plan and buildings concept plans, and environ- mental, financial and economic analyses. Aviation and Airport Safety and Security ICAOs Technical Co-operation Programme can prepare a comprehensive evaluation of aviation security facilities and services for your airport, and for national or international operations and draft civil aviation security regulations and airport security service regulations. Technical-Operation Evaluation for Airports The objective is to carry out an evaluation to identify the main problems in an airports structure, installations, operations and quality of service, verify the application of the ICAO Standards and Recommended Practices (SARPs) contained in Annexes 3, 9, 11, 12, 14, 15, 17 and 18 to the Convention on International Civil Aviation and present recommendations to resolve any deficiencies encountered in order to guarantee safe and efficient operations. The team carrying out these evaluations would consist of the following experts: Aviation Security (AVSEC) Search and Rescue and Firefighting Aerodrome Engineering (AGA/ENG) Aerodrome Operations (AGA/AOP) Air Traffic Management (ATM) It is possible to include additional experts in or to modify the makeup of these teams if so required by any specific needs an airport might have. At the end of the evaluation, the experts will prepare a final technical-operational report of the airport(s) evaluated, giving their conclusions and recommendations to resolve the problems encountered. The main benefits which can be obtained are: updated and orderly information on the main deficiencies and shortcomings of the airport(s) in order to review, update or reorient development plans; training personnel for a pre-audit, which will increase their knowledge of and performance in the certification process and prepare them for audits carried out by ICAO or inspections by other national or international organizations in the civil aviation field; and an adequate document that makes it easier for the authorities or pertinent organizations to give greater priority to investments in airport development matters and approve the necessary funds for the modernization of airports.
