Airport feasibiIity studies
ICAO can assist Governments in the preparation oI Ieasibility
studies Ior the construction oI international airports at new
sites. The objective oI such a study is to prepare a project Ior
an airport that is technically and operationally sound and saIe
and Iinancially and economically viable. The study will cover
the subjects oI the assessment oI the selected airport site Irom
operational, technical and access considerations, air traIIic
Iorecasts, air navigation including air traIIic control, navi-
gation and communication aids, aeronautical meteorology, air-
side Iacilities (runways, etc.), air-side ground services and
Iacilities, terminal Iacilities, (passenger and cargo), land-side
Iacilities, preliminary airport layout plan Ior phased develop-
ment, navaids plan and buildings concept plans, and environ-
mental, Iinancial and economic analyses.
AdditionaI factors
In addition to its considerable expertise and experience in air-
port projects, ICAO, a Specialized Agency oI the United
Nations, oIIers the Iollowing:
impartiality in its unbiased selection oI contractors and
suppliers, since it vows allegiance to its Assembly oI
188 Contracting States;
no commercial ties or interests due to its status as a
non-proIit inter-governmental organization;
a Secretariat with a wide and deep knowledge oI all
civil aviation requirements, due to developing world-
wide civil aviation standards;
direct and Irequent contact with aviation authorities
around the world whose most knowledgeable experts
participate with ICAO Secretariat in identiIying and
solving problems; and
an international reputation oI integrity and high stan-
dards in maintaining the most eIIective use oI Iunds
entrusted to it.
Airport feasibility studies
ICAO can assist Governments in the preparation of feasibility
studies for the construction of international airports at new
sites. The objective of such a study is to prepare a project for
an airport that is technically and operationally sound and safe
and financially and economically viable. The study will cover
the subjects of the assessment of the selected airport site from
operational, technical and access considerations, air traffic
forecasts, air navigation including air traffic control, navi-
gation and communication aids, aeronautical meteorology, air-
side facilities (runways, etc.), air-side ground services and
facilities, terminal facilities, (passenger and cargo), land-side
facilities, preliminary airport layout plan for phased develop-
ment, navaids plan and buildings concept plans, and environ-
mental, financial and economic analyses.
Additional factors
In addition to its considerable expertise and experience in air-
port projects, ICAO, a Specialized Agency of the United
Nations, offers the following:
impartiality in its unbiased selection of contractors and
suppliers, since it vows allegiance to its Assembly of
188 Contracting States;
no commercial ties or interests due to its status as a
non-profit inter-governmental organization;
a Secretariat with a wide and deep knowledge of all
civil aviation requirements, due to developing world-
wide civil aviation standards;
direct and frequent contact with aviation authorities
around the world whose most knowledgeable experts
participate with ICAO Secretariat in identifying and
solving problems; and
an international reputation of integrity and high stan-
dards in maintaining the most effective use of funds
entrusted to it.
Aviation and Airport Safety and Security
ICAOs Technical Co-operation Programme can prepare a
comprehensive evaluation of aviation security facilities and
services for your airport, and for national or international
operations and draft civil aviation security regulations and
airport security service regulations.
Technical-Operation Evaluation
for Airports
The objective is to carry out an evaluation to identify the main
problems in an airports structure, installations, operations and
quality of service, verify the application of the ICAO
Standards and Recommended Practices (SARPs) contained in
Annexes 3, 9, 11, 12, 14, 15, 17 and 18 to the Convention on
International Civil Aviation and present recommendations to
resolve any deficiencies encountered in order to guarantee safe
and efficient operations.
The team carrying out these evaluations would consist of the
following experts:
Aviation Security (AVSEC)
Search and Rescue and Firefighting
Aerodrome Engineering (AGA/ENG)
Aerodrome Operations (AGA/AOP)
Air Traffic Management (ATM)
It is possible to include additional experts in or to modify the
makeup of these teams if so required by any specific needs an
airport might have.
At the end of the evaluation, the experts will prepare a final
technical-operational report of the airport(s) evaluated, giving
their conclusions and recommendations to resolve the
problems encountered.
The main benefits which can be obtained are:
updated and orderly information on the main
deficiencies and shortcomings of the airport(s) in order
to review, update or reorient development plans;
training personnel for a pre-audit, which will increase
their knowledge of and performance in the
certification process and prepare them for audits
carried out by ICAO or inspections by other national
or international organizations in the civil aviation field;
and
an adequate document that makes it easier for the
authorities or pertinent organizations to give greater
priority to investments in airport development matters
and approve the necessary funds for the modernization
of airports.
