Synopsis: To request authorization for operational travel to New
York Division.
Details: The above-captioned investigation was opened on March
10, 2006, based on a referral from the DOJ, Public Integrity
Unit. The case is a priority both at the Office of the US
Attorney, Los Angeles, and at FBIHQ, Public Corruption Unit.
Although he is not named in the title, the main targets
are fund-raisers and associates of U.S. Rep. Jerry Lewis (R-CA),
of the 41st District. Rep. Lewis, is currently the Chair of the
House Appropriations Committee, and previously was the Chair of
the Defense Appropriations Subcommittee.
Briefly, the allegations suggest that employees and
business associates of Cerberus Capital Management, a New York
private equity fund, contributed more than $110,000 to Rep.
Lewis' Future Leaders PAC one day before the House passed a
defense spending bill that preserved $160 million for a Navy
project in which Cerberus held a significant financial stake.
Rep. Lewis had previously criticized the project.

York City area prior to service of Grand Jury Subpoenas on the
targets. There are six interviews in Manhattan, one in Brooklyn,
five in the White Plains RA territory, and two in the
Philadelphia Division (one in South Jersey RA territory, one in
Newtown Square RA territory).
Due to the sensitivity and complexity o r f ~ t ~ h ~ e ______

investigation, it is requested the writer and SAl from
Squad 2, Riverside RA, be authorized to travel to the New York
Division to coordinate and conduct the most crucial of the
witness/subject interviews.
AUSA I It rom the u'sAO' Los Angeles' has
requested to travel to New York in order to appropriately brief
the interviewing agents and handle any legal issues which may
arise. It is uncertain if the USAO has the fundin available to
cover the costs of AUSA travel.
It is anticipated the travelers would arrive in New
York the evening of 4/09/2006, and depart on the morning of
4/11/2006. The approximate costs for three persons to travel to
