Dear Honorable School Board Members,

After thoughtful consideration, please accept this letter of intent and the submission of supporting documents to express my interest and opportunity to be considered by the Duval County School Board as a possible candidate for the Superintendent of Duval County Public Schools. As an educator for over 27 years, my entire professional career has occurred in large urban settings. I have spent the majority of my career (21 years) in Miami-Dade County Public Schools (M-DCPS), the fifth largest school district in the country and more recently in Duval County Public Schools (DCPS) for the last 5 years which is the largest district. These invaluable experiences have afforded me the opportunity to work with multiple diverse communities and students including the largest English-language learner (ELL) population, as well as, the district with the largest African American population in the State of Florida. Based on proven success in building capacity of teachers and leadership and raising student achievement in very low performing schools, I believe my contribution as a Superintendent will be beneficial to the educational growth and success of all of our children.

I am currently serving as the DCPS Chief Academic Officer and cabinet member reporting directly to the Superintendent of Schools. My responsibilities include providing leadership and direction for the Duval County School Board's Theory of Action and all aspects of their vision for an Aligned Instructional System. I coordinate the development and implementation of all curriculum areas, instruction, assessment and professional development for over 170 schools, K-12. With this role, I am also responsible for managing over $195M of local, State and Federal funding. Prior to my current role in DCPS, I was the Chief Officer of Mathematics and Science for a short 11 months, managing all aspects of the K-12 Mathematics and Science program for the school district. Additionally, before coming to Duval County, I was an Executive Director for Science in M-DCPS where I gained extensive experience working to bridge research and practice by implementing a National Science Foundation (NSF) research project with the University of Miami. The project entitled Promoting Science among English Language Learners (PSELL)in a

My educational and professional experiences, along with my passion for teaching and learning have created the foundation for my role of Superintendent of Duval County Public Schools as demonstrated by my making the final rounds of applicant selection out of over 750 applicants for the Broad Superintendent's Academy and one of the final seven applicants for the recent Baltimore County, Maryland Superintendent search. As Chief Academic Officer, my current responsibilities include:

Providing annual evaluations and manage 9 Executive Directors, 16 Directors, 27 Supervisors, 20 Coordinators and over 225+ support staff that include specialists, coaches, technical managers and clerical; Assigned as acting Deputy Superintendent whenever she was out of the office;

Have extensive experience in district and school budgeting and manage all categorical funds (Title I-X, SAI, K-12 Reading, IDEIA) of approximately $195M for the upcoming 2012-13 school year. Additionally, oversee numerous federal and state grants including Race-to-the Top and School Improvement Grant (SIG) 1003G; Work with Cluster Chiefs to oversee and monitor implementation of District Theory of Action; Have developed, implemented principals and school staff in the

Worked extensively with the principal and staff of persistently low performing schools and F graded schools (Intervene status based on Florida Accountability) Work regularly with the 7 School Board members to ensure effective communication information on student achievement; and

Steadily demonstrated student achievement gains and gap closure in reading, mathematics and science over the last four years; however, have not arrived yet with all students proficient.

My broad-based background including expertise in current reform and research, standardsbased curriculum alignment and development, professional development, support of low performing students through Turnaround strategies, and instructional assessment has framed my vision for teaching and learning. My vision for educating our children is to serve as the catalyst for ensuring that, district-wide, all of our children are engaged in rigorous and relevant learning opportunities that will prepare them for post-secondary opportunities. Change and positive student results take time and continued persistent focus and effort. Many Florida districts face similar challenges in accelerating student achievement especially in reading, eliminating the achievement gap, building capacity of leadership and teachers and shifting to a belief system that support and nurture all children. I believe that building a culture of trust and capacity across all levels of the district is essential to meet the ever changing

dynamics of public education. In the role of Superintendent, I will not be satisfied with the current percent of students at proficiency across the content areas, especially reading, until every child is reading and doing mathematics and science on grade level. My vision as the Duval County Superintendent is leaving a legacy of increased student achievement through intentional work in building teacher capacity, effective leadership and community partnerships. 1. A leader who solicits, respects and values the input of stakeholders at all levels of the organization and who has demonstrated leadership in utilizing that input to create and sustain a culture of shared decision-making.
As a People/Relations-Oriented Leader, I am fully dedicated to organizing, supporting, and developing a diverse team of highly-effective members with the vision of educating children and serving as the catalyst for ensuring that, district-wide, all children are engaged in rigorous and relevant learning opportunities. I approach each academic initiative with open communication and dialog through soliciting feedback and input from all stakeholders including students, parents, teachers, principals, district leaders, union members, and community organizations and business leaders. Through an open door policy, focus groups, surveys, and district and schoolbased meetings, I have on-going conversations with stakeholders to brainstorm input, implementation strategies, next steps, potential challenges and strategies to guarantee successful execution of all academic endeavors. Currently, I am facilitating the Teacher Workload committee in collaboration with the Duval Teachers Union (DTU) with the intent to reduce the workload placed on our teachers and increase moral. This process exemplifies my leadership attributes of valuing others opinions, respect, open communication and consensus building across multiple stakeholder groups. In collaboration with DTU, I have facilitated multiple meetings and focus groups of teachers, Cluster leadership and principals to ensure that our teachers have more dedicated time to teach through reducing redundancy and requirements, honoring teacher planning time and streamlining the multiple mandates that our teachers are faced with on a daily basis. There are numerous other examples of respect for and collaboration with all stakeholders through the design, development, and implementation of all curricular projects, summer learning across the community, and the Turnaround work that I have been involved in. My staff and I continue to follow this approach and receive extensive input with all academic decisions through analyzing achievement data, prioritizing funding and multiple conversations to reach consensus on continual improvement to meet the needs of the schools and most importantly our students.

I always encourage dialogue that leads all principals, teachers and staff to utilize the tools and framework to become empowered in every academic effort. As a leader, I believe it is essential to empower staff; however, with that comes a responsibility to broaden their educational lens through current research to inform best practice in teaching and learning, access and use of relevant student data, using multiple resources, and deepening leadership and teacher capacity to make the most effective decisions for children. Empowerment also requires accountability at the school level through fixed goals and performance measures based on data, a well-informed principal core, a stable core of highly effective teachers and flexible business systems to support innovation across schools. Dramatic increases in student achievement have demonstrated that DCPS is ready to move from a tightly-coupled managed system to an empowerment system. As we transition to the very rigorous Common Core State Standards (CCSS); curriculum, instructional practice and assessment as we know it will be dramatically transformed. With this

anticipated instructional shift. In my current role, I am linking DCPS to current best practice and research with preeminent institutions that are leading the national CCSS plan including the Dana Center, Aspen Institute, University of Pennsylvania, University of Pittsburgh, and the opportunity to collaborate with 16 large districts to refine the work. This capacity-building partnership will cultivate one DCPS vision and learning community for all stakeholders by providing a deeper understanding of the and the implications for our students and community. It is through this networking, professional learning and capacity-building that leadership and teachers will be empowered to lead urban educational reform and move from a tightly-coupled managed system to inspired ways for innovation and further accelerate student achievement.

3. A proactive visionary, able to consider, plan and implement systemic change that increase the district's ability to recognize and respond to current and future challenges as they arise.
Many have shared with me that one of my greatest strengths is as an innovator and a visionary. These strengths have for the past 27 years, fueled my passion for every student achieving and. has framed my approach to systemic thinking. With students always at the forefront, I am deeply versed in current research and best practice of teaching and learning; educational policy, budgetary practice and business and community needs. My expertise has afforded me the opportunity to remain on the cutting-edge of reform efforts across urban school districts, use measurable targets and outcomes to drive change in teaching and learning across the system, review innovative practices for the USDOE being implemented across the country, lead and participate in state and national professional organizations, and bridge educational research to classroom practice. In order to successfully implement systemic change, an effective organizational system that encompasses input from all stakeholders across the system and community is essential. For the district to recognize, consider, plan and respond to current and future challenges there must be a model of interconnected ness, culture of trust and cooperation with all stakeholders as experts taking ownership and understanding the importance of their contribution to the whole. In my role it will be essential to foster continuous improvement system wide, cultivate public and political support and buy-in through effective management, allow avenues for flexibility based on the needs of the system, build networks of collaboration and trust, align federal, state and local policies, and provide support for empowering effective instructional leaders and teachers.

4. Someone with strong organizational and leadership skills, able to collaboratively align and focus internal and external stakeholders' efforts to accelerate progress on achieving the district's goals for student and organizational performance.
The Superintendent of Schools is responsible for effectively leading all functions, operations and system processes for the school district. In my current capacity as Chief Academic Officer, I have consistently built collaborative relationships that have supported my academic focus to accelerate student achievement. By working with all internal and external stakeholders to implement and execute core strategies that produce results across the school district, I have been able to dramatically increase student achievement through the design of a feeder pattern approach to build sustained programs and achievement gains for our lowest performing schools; support increase access and student success in acceleration programs; and based on best practice secure funding through major Foundations. Public education's changing vision, to ensure that all students are college and career ready with the ability to compete on a global level, dictates the need for a new type of Superintendent one that is a dynamic visionary, flexible to change, but has a deep core understanding of the

need for balance across the organization and community. Today's superintendent must be able to organize and manage human and capital resources that respond quickly to change and can maintain focus on continued increases in district improvement. As an educational leader, I have crafted methods that allow me to create systems that are sustainable and innovative through the building of strong relationships with both internal and external partners within the Jacksonville, other large urban districts in the state of Florida, and many other stakeholders nationally. Out of these relationships, I have been able to guide our schools and staff to building a common shared understanding and purpose that is focused on raising the academic status of the great work that is being done in Duval, as well as charting new avenues with large foundations which support the strategic goals of the district.

5. A person of integrity who is trustworthy and whose relationships, with the board and across the district, are predicated on honest and open communications.
Sometimes superintendents must make unpopular decisions in the best interest of the district, students and staff; therefore, it is imperative to always be honest and transparent in those decisions with the Board, staff and the community to ensure open dialog and trust. One such unpopular decision was based on insufficient student progress in reading at grade 3, requiring a retention policy be established for K-2 students not at grade level proficiency. My team and I fully support this policy and are confident that the additional time through summer learning will increase student achievement in reading. To support honest open communication we provided multiple venues to discuss the need for the policy throughout the community and put strategies into place to help principals, teachers, students, and now parents better understand why this policy change is crucial for the success of our children. A core belief that I hold is that school improvement efforts and student learning must improve on a continuous basis. DCPS student achievement targets are predicated on the District Strategic Plan. I have a sense of urgency when addressing lagging student performance and am not afraid to take ownership of student results. Additionally, I continue to work with the budget department to ensure transparent and effective use of categorical funding to maximize equitable school support. I have always shared all information openly with the School Board, staff and community and see it as the means to district improvement. With this comes the responsibility of staff to provide reliable, error-free information and data. Without this level of scrutiny and quality control, credibility and trust would be eroded across the district and community.

Responsible for the effective implementation of the Duval County's School Board's Theory of Action and Aligned Instructional System Policy in over 190 schools, K-12, including all curricula, instructional practice, accountability and testing, professional development, Title I, and SIG decisions. Cabinet-level position that oversees and provide direction for all curriculum areas, English Speakers of Other Languages (ESOL), Exceptional Student Education (ESE), Alternative Education, Federal programs and grants, research a nd accountability and professional development. Additionally, collaborates with the Florida DOE Region" Differentiated Accountability (DA) Office and the DCPS School Improvement and Cluster Offices to implement all Differentiated Accountability requirements and management of the District's Turnaround Model for Intervene and lower performing schools.

Student Achievement: 2011 FLDOEdata cites a District grade of B with 47 schools rated as A, 65 rated as Bar C schools, 61 remaining at the same grade and 46 schools improving by one to four grades. Steadily demonstrated student achievement gains and gap closure in reading, mathematics and science over the

last four years; however, have not arrived yet with all students proficient. The number of Duval County Public Schools' students taking AP exams increased by 212% from 2006 to 2010. Coordinate with High School Programs to increase numbers of graduates (2nd in FL) in the percent of completing at least one High School Acceleration Course (AP, IB, AICE or DE) and increase college readiness (ranks 5th in the percent of graduates taking the SAT). Two School Improvement Grant (SIG) K-5 schools made significant progress with one moving from C to A grade System in one year. and one moving from C to B grade in FLDOEAccountability

The lowest performing DCPS K-5 Intervene School achieved a 57 point gain in 2009-10, achieved an additional 32 point gain for the 2010-2011 school year and an additional 94 points during the 2011-12 school year. All SIG high schools made achievement progress with one high school increasing by 31 points in the State Accountability System. From 2009 to 2011, the percent proficient in mathematics at the Intervene high schools increased by 12 points, increased by 7 percentage points; and 5 percentage points respectively. In science, the percent proficient at one Intervene high school has steadily increased each year for a total of 14 percentage points from 2009.

Provided support in conjunction with the Council of Chief State School Officers (CCSSO), the University of Wisconsin, and TERC in the coordination and implementation of the Data on Enacted Curriculum (DEe) Project.
