The 65-year-old head of the small US town Gurdwara turned out an unlikely hero of the Wisconsin shooting incident as he confronted the 'neoNazi' gunman with his kirpan to save dozens of women, children and other worshippers from being shot down. Sadwant Singh Kaleka's, the head of the Wisconsin Gurdwara, unequal battle may not have lasted long as the 40-year-old former US Army 'psy-ops' veteran Wade Michael Page killed him mercilessly with his 9mm handgun. But his heroism slowed down the racist killer, providing vital moments for women and children to flee the attacker and bolt themselves in rooms round the complex, US media reports said. The women and children who were preparing meals for the congregation were in direct line of attack of the gunman, but Kaleka's brave effort to stab Page to slow him down has won widespread acclaim and praise in Wisconsin. "He turned into an unlikely hero to save the place which he had devoted to build," said Amardeep Kaleka, his son. "Whatever time he spent in that struggle gave the women time to get cover," he said. A deal signed between the Fiji National University (FNU) and a university in Indonesia has opened a door of opportunity for staff and student exchange programmes. A three-year memorandum of understanding (MOU) agreement was signed at the FNU Nasinu campus. It was witnessed by FNU vicechancellor, Dr Ganesh Chand and Indonesian Ambassador to Fiji, Aidil Chandra Salim. The MOU recites the establishment of FNUs scholar exchange programme with Pasundan University is aimed at promoting developmental co-operation between the two institutions. In signing the deal, Dr Chand said that the MOU solidified the intention of both universities to be involved in joint research, joint conference hosting and exchange of publications, reports and other academic information.

Five Convicted For Sex-Crimes


The High Court in Suva convicted and sentenced three men and two women for sexually-related offences this week. Jack Prasad, his wife Ana Repeka, Krishneel Sharma, Sada Nand Singh and his wife Premila Devi all of Nausori were found guilty by Judge Justice Salesi Temo. All five were convicted for wrongful confinement while Sharma was found guilty of rape and Prasad was found guilty of indecent assault. Justice Temo said the fact of the case was disturbing and a case of five adults bullying a married woman. You all made up a story that the complainant was having an affair with one of the accused, Singh. As the complainant said, this was nothing but an utter lie and the assessors and the court accepted the complainants evidence. All of you participated in a deceptive scheme to entrap the complainant, unlawfully confined her and subjected her to further abuses, Justice Temo said. Prasad and his wife had pretended to take the complainant home after work on August 16, 2010, but took her to the Nasese sea wall. Upon the arrival of others, they then jointly abused her. Sharma was jailed for eight years with a non-parole period of six years. Prasad was sentenced to 12 months imprisonment of which he is to serve six months in jail, while the remainder has been suspended for three years. He is eligible for parole after three months. Prasads wife Ana Repeka, Singh and his wife were sentenced for six months, suspended for three years. Singh and his wife Devi are to pay the complainant $1000 each for being the masterminds behind the plan.

Fiji, Indonesia University Sign Deal

The development supports the objectives of FNUs strategic plan for 2012-2014 in seeking out partnerships and strategic alliances with institutions in the region and internationally. He said that this would create an atmosphere of learning to inspire research and knowledge creation, eventually promoting development. Dr Chand said that the programme would also involve linkages on cultural studies and gender studies, which had possibilities for nation building. Mr Salim said that FNU had started work with the academic arm of agriculture in Asia, the Southeast Asian Regional Centre for Graduate Study and Research in Agriculture. The FNU will hold the first joint venture conference on agriculture with Pasundan University and the Ministry of Agriculture within the next 18 months.

Fake Notes

The Fiji Police Force has discovered more fake notes circulating in the Western Division. They have called on the members of the public to be careful while handling cash transactions. Police spokesperson, Ana Naisoro, said that so far 42 cases of counterfeit notes have been dealt with by Police. Of this, 33 were recorded in the Western Division. Ms Naisoro said another trend noted was that the discovered denominations included $20, $10 and $5 notes. The Fiji Police Force has advised members of the public and business community to be vigilant when handling money especially during busy shopping periods and to report any

suspicious activity. In a recent case, a $20 and $5 fake note were each found in separate locations in Ba. The fake $20, serial number DB680295, was discovered in Koronubu, Ba, by a bank officer at the Bank of Baroda. The officer claimed that the note was deposited by a blind man. In another case, a fake $20 note, serial number DB271042, was found at the BSP Bank, Ba Branch. The said note was deposited by a farmer from Navatu, Ba. Another fake $5 note, serial number AG650111, was found by a bank officer at the ANZ Bank, Ba. Investigations into these discoveries were continuing.

Strict immigration requirements in New Zealand are driving more Pacific Islanders to fall victim to visa scams, a Wellington-based immigration lawyer says. It is estimated around 7,000 Samoan and Tongan nationals are staying in New Zealand on expired visas. Recently that group has been targeted in a scam run by a Tongan expatriate. THE Health Ministry closed down a prominent restaurant in Labasa for noncompliance with the Food Safety Act 2003 and Food Safety Regulation 2009. Divisional health inspector northern Rakesh Kumar confirmed the closure, saying the restaurant and other eateries in town were given seven days to comply with the Act after they were inspected last week. Mr Kumar said the supermarket restaurant in question had failed to adhere to the rules even after the notice was issued and the owners left us with no choice but to close it down. "This exercise should be a lesson to the other restaurants in town because we are more focused on public health than the business. "We are warning such businesses to comply with the Act because we won't condone unhygienic practices and poor sanitation in these facilities." "People in Tamavua still have outdoor cooking facilities which they use. It's a culture. People love to cook on the primus," he said following the decision and announcement by the Commerce Commission to reduce gas prices. He said the market could expect a slight increase in use but this would not include the domestic market even though gas is a price controlled item. The wholesale price of bulk gas for industrial use dropped by $1.10 to $3.03, the commission said amid other changes to the prices of cooking gas and auto gas. "We need a fair return on our investment. We had plans for expansion but now we have to put that on hold to see how this price structure works. "We've been price monitored, but not price controlled. As an investor, no investor likes to have their returned investment controlled," Mr Punja said. Blue Gas imports from Australia where domestic users pay 50 per cent more than what is being offered to the Fiji domestic market, Mr Punja said. He said the world market price increased by $US155 or $F277 per tonne from the previous price of $US620 or $F1110 per tonne. The price ceiling set by the commission will be reviewed on a quarterly basis to reflect global prices, commission chairman Doctor Mahendra Reddy said. The commission made its determination on gas prices for wholesale and retail of all forms of Liquid Petroleum Gas sold in Fiji after its independent research, analysis and computation emanating from complaints and public outcry over the ever rising price of gas. Dr Reddy said the commission had a good working relationship with Blue Gas adding that it was a local company with better understanding of the socio economic aspiration of the Fijian people.

There have been mixed reactions from the business community in the North regarding the closure of Labasa Airport from August 31 to September 13. According to Labasa Chamber of Commerce vice president Satish Kumar the business houses in Labasa are grateful that the Labasa Airport would be closed for maintenance. We support the closure because it is for the good of the airport given the deteriorating condition of the airport as provided for by the chairman of Airports Fiji Limited (AFL). RB Patel Records $5.1M Profit


THE RB Patel Group (RBG) recorded a profit of $5.1 million for the financial year ending, June 30, 2012. The company's financials released to the South Pacific Stock Exchange revealed that this was an increase of over $200,000 when compared to the 2011 financial year. In the last financial year, the company recorded a profit of $4.8m. Total revenue earned by the group in the 2012 financial year was $93.6m while the cost of sales was $76.6m. For the 2011 financial year, the revenue was $92.9m with cost of sales being $75.3m. Other income in 2012 totaled $1.89m. According to the report, dividends paid out would be 14 cents. Management fees for the year were $2.6m and paid out to FHL Retailing Ltd, which had retained the RB Patel family members as consultants on the operations of the supermarket chain. During the year, the company suffered a $362,045 loss because of the western floods in March. "As the areas in the western division of Viti Levu are regularly prone to flooding, insurance companies generally do not extend full flood cover. "The company has a limited insurance coverage and accordingly has recognized insurance claim receivable," the report said. The other significant event for the company was the completion of the HarbourPoint Complex in Lami. It began operations in March and was built at a cost of $4.38m with funding from ANZ. The company also sold its property in Waimanu Rd in Suva and is now leasing it from the buyer. For the future, the company is evaluating the development of a cinema multiplex at its JetPoint Complex in Nadi. A feasibility study had been undertaken and negotiations are currently in progress on the operation and management of the cinemas.

'Fruit' Export Plans


A FOUR-year pilot project called "Developing commercial breadfruit production systems for the Pacific Islands" in progress in Fiji is testing the viability of growing breadfruit as a commercial crop. "The aim is to assist farmers to treat breadfruit as an agricultural commodity for export, not just as a backyard crop that grows everywhere," said Valerie Saena Tuia, officer in charge of Genetic Resources at the Secretariat of the Pacific Community (SPC) Centre for Pacific Crops and Trees (CePaCT). Ms Tuia said the project aimed to enhance livelihoods through the development of an effective and sustainable breadfruit supply chain at the commercial level. The project will initially focus on Fiji; its first stage will address the three major constraints to commercial production by working to establish viable small-holder orchard production systems, ensure the ready availability of market preferred planting material that allows for year-round production, and implement best practice postharvest handling for fresh exports. The second stage will deal with commercial processing of the breadfruit. The role of CePaCT in the project is to develop a rapid multiplication system for breadfruit in tissue culture using a bioreactor system reported to work well with commercial propagation of breadfruit and other crops to supply planting material to farmers. A bioreactor system is a temporary immersed tilting rocker apparatus initially developed for biotechnological production of substances such as antibodies and pharmaceutical that has been adapted for use in plant propagation systems provided with the necessary nutrients to boost plant growth. An SPC statement said the system improved plant material quality and growth through better aeration of the roots, better survival of plants in the screen house and better establishment in the field as compared to plants produced through the normal semi-solid tissue culture system using glass tubes or bottles.

AN evening walk to the shop turned disastrous for two sisters after they jumped off a moving van at Dreketi in Macuata. The sisters aged 19 and 20 of Naivimoli settlement are in serious condition in Labasa Hospital's Intensive Care Unit. Police spokeswoman Ana Naisoro confirmed the incident, saying the police had taken the driver in. "He is in police custody and the investigation is continuing. We are also trying to find out why the girls jumped out of the vehicle," Ms Naisoro said. Relative Kavaia Naqerevaya said he was at the Dreketi Shopping Centre area when the girls arrived. "I spoke to them and asked them where they were going. They said they were at the shop to buy some bowls and would be walking back to Naivimoli settlement after that," Mr Naqerevaya said. The girls' shocked father, Ilisoni Satugaloa, said he could not believe what his daughters went through. He said a minibus driver from their settlement spotted the girls lying in a drain and took them to hospital.

COMPLAINTS against commercial banks and insurance companies topped the list of grievances against regulated financial institutions last year, the Reserve Bank of Fiji. In its 2011 annual report, the bank said it received 74 complaints last year. Complaints relating to commercial banks were linked to lending contracts while complaints against insurance companies related mainly to disagreements on insurance claims particularly in life and motor vehicle insurance, the bank said. "Thereweremarginalincreasesincomplaints against capital market participants, the Fiji National Provident Fund and non-bank financial institutions," the report said. The bank held 44 meetings with consumers to address the complaints and consulted with relevant financial institutions and other organisations, it said. The bank resolved 59 complaints, 13 remain under investigation and two are before the courts, the report said.

Aubrey Swift Appointed As Air Pacific's Head Of Commercial Operations

Fijis Prime Minister, Commodore Voreqe Bainimarama announced that public servants, as Fijian citizens, should also have a say and participate in formulation of Fijis new Constitution to take our country to General Elections in 2014. This has never happened before neither for the 1990 nor the 1997 Constitutional Review processes, a government statement said. He said that public servants comprise nearly 4 per cent of Fijis population and as such their views as Fijian citizens must be heard. I would like to request all public servants to participate in the consultation process. Such participation and submissions however will have to be in your personal capacities and that no resources of the State should be utilized in this process. Public Servants are free to air their views in front of the Constitutional Commission in their private capacity and not officially as public servants. This is in line with established procedures under the General Orders as well as the Public Service Act of

Fijis national airline, Air Pacific has announced the appointment of Aubrey Swift as its Chief Commercial Officer. Swift is an experienced airline executive with over 20 years in the industry in commercial roles at British Airways, Virgin Blue and V Australia - where he helped design, launch and grow the carrier. South - South Project Meeting To Benefit Fiji

In Fiji, the PSC will setup the mechanism for implementation of the South-South Cooperation supported by JICA and will be carried out initially in Kiribati, Tuvalu and later roll out to other Pacific Island countries in the future, Mr Yoshiara said. Public Service Commission permanent secretary Mr Parmesh Chand said that it is the right time for Fiji to join the South to South cooperation in line with global trends. Countries like Malaysia, Indonesia, Singapore and the Philippines have reaped the benefits of numerous South-South cooperation programs, simply because they have a definite framework in place and their work is well coordinated, Mr Chand said. He added that the project is in line with Governments drive towards building a better Fiji. This should enhance the evolution of Fiji towards beneficial technologies, services and trading relationships. Mr Chand expressed his optimism towards the project saying that it also has the potential to allow Fiji to achieve its Millennium Development Goals and the Pacific Plan for Oceania. The actual project should start by February 13th, 2013 after the documentations process is complete.

Fijis first meeting on the South-South Cooperation Project kicked off at the JICA office in Suva chaired by the Public Service Commission permanent secretary Mr Pramesh Chand and attended by the Japanese International Corporation Agency (JICA) resident representative Mr Shumon Yoshiara and Permanent Secretaries from various government ministries.

The South to South Cooperation is the mutual cooperation aimed at fostering self sustaining development and involves deepening relations amongst countries while conducting technical and economic cooperation. Former Prime Minister Laisenia Qarase, who is serving a one-year jail term for fraud has appeared in the High Court to answer charges of abuse of office and fraudulent conversion. He is charged with former iTaukei Land Trust Board general manager Kalivati Bakani and former chairman of Vanua Development Corporation Limited chairman Keni Dakuidreketi. The three deny the charges and appeared before Justice Priyantha Fernando, who ruled that all parties meet on November 14 for a pre-trial conference and have all the agreed facts and documents ready. However, Justice Fernando who imposed the jail term on Qarase last week will not hear the case. The case relates to the alleged transfer of extinct mataqali funds and the awarding of the MYSAP Information Technology contract to Pacific Connex Limited allegedly without adhering to proper procedures.

The Public Service Commission chairman Josefa Serulagilagi, has announced the appointments of Subhas Chandra and Evisake Kedrayate as new members of the Public Service Disciplinary Tribunal (PSDT). Mr Chandra and Mrs Kedrayate replace Wing Kangwai and Jack Valentine. Aminiasi Katonivualiku will remain as PSDT chairman. In announcing the appointments, the PSC chairman said both Mr Chandra and Mrs Kedrayate had a lot of experience with civil service operational procedures, terms and conditions of employment and management policies. Mrs Kedrayate spent 37 years in the civil service having started as a clerical officer with the Ministry of Health in 1972. She later was promoted to the PSC to the post of executive officer and moved up to director level when in 2002 she was appointed to head the Management Improvement Division. In 2004, Mrs Kedrayate was transferred to the Ministry of Foreign Affairs and took up the post of counselor at the Fiji High Commission in Canberra. In January 2009, she took up the post of director corporate services in the Ministry of Foreign Affairs and retired from the service in April 2009. Mr Chandra began his civil service

career in 1972 at the Ministry of Education when he started as a clerical officer. He rose through the ranks from executive officer in 1983 to the position of principal administrative officer in 1999. He served in various ministries and departments including education, marine, information, finance, transport and civil aviation, housing and urban development, forests and the PSC. In 2002, Mr Chandra was appointed to the position of director employee relations with the PSC and later in 2005 was director of the Department of Multi Ethnic Affairs. Mr Chandra was promoted to the position of permanent secretary for Youth, Sports, Productivity and Employment Opportunities in 2007. He resigned from the service in 2008. The appointment of Mr Chandra and Mrs Kedrayate is for a period of three years and is effective from August 6, 2012. The role of the PSDT is to hear all disciplinary charges referred to it by the PSC. It gives the opportunity to the person, who has been charged with disciplinary offence to be heard and the Tribunal using principles of fairness and natural justice, compiles its proceedings and recommendations for determination by the commission.

Repeat Offender Escapes Deportation After String Of Crimes


A Fijian man who has been living in Australia since he was a child has escaped deportation after a string of crimes, including thefts from some of Sydney's most exclusive suburbs. The 32-year-old, who never became an Australian citizen, had been in immigration detention since the end of his latest prison term last October. The man, who cannot be named for legal reasons, had been sentenced for six offences in 2002 and 2003, including the thefts of two MercedesBenz cars in Mosman and break-ins in Vaucluse in which he stole computers and cash, as well as his involvement in an armed robbery and carjacking in Leichhardt. Since he became an adult, he has been sentenced for separate crimes on eight earlier occasions, but had never been convicted for an act of violence, the courts heard. But last week he won his appeal against deportation in a Federal Court decision weighing up conflicting considerations. The court heard the man had been in Australia for more than 23 years, but had spent about 11 of them in prison. However, he had already lived in the country for five years (from age eight to 13) before he started committing crimes. "Having seen him in the witness box and considered his record, I am satisfied that he has made some substantial efforts to improve himself and to obtain training," an earlier decision by the Administrative Appeals Tribunal said. The Federal Court last week rejected an attempt by the Minister for Immigration to overturn this decision. The man had spent his formative years in Australia and had few ties to his native Fiji, though he spoke some Fijian, the court heard. He had only a moderate risk of reoffending, had undertaken training in prison and successfully completed drug and alcohol programs. He had a mild intellectual disability but would not be entitled to receive home care support but had an offer to live with his sister in regional NSW. "His conduct appears to have arisen largely because of problems with alcohol and drugs and the peer group with whom he was associated many years ago," the tribunal said in its ruling. Another court heard he had left school at the age of 14 after being bullied and teased. He had lost a close relative in a car accident, which triggered drug and alcohol problems. In the past, decisions to deport criminals who have lived most of their lives in Australia and had no ties to their country of origin have been criticised by human rights advocates. Last year, Australia deported Britishborn Clifford Tucker, who had lived in Australia for more than 40 years. Robert Jovicic, had been deported to Serbia in 2004, where he lived on the streets outside the Australian embassy until the government relented and granted him a visa in 2008. Another convicted criminal who had lived in Australia since he was a month old was deported to Sweden.

Labasa Vice Principal Jailed For 7 Months


A 32-year-old vice principal who threw an electric iron and hit his wife with a drawer will serve seven months in jail after his appeal against his sentence and conviction was denied by the High Court in Labasa. The court heard that on July 2012, the man had been drinking at his neighbors house and after sometime came home to ask for money from his wife. His wife then told him that she had used the money to buy food and other stuff for the family but the man got angry, grabbed the electric iron and threw it at her which landed on her head and later pulled out one of their drawers and hit it on her head. In his appeal against his conviction the man said the Magistrate should not have ordered a conviction to be entered as he is a first offender, he is the vice principal of a secondary school and is at the risk of losing his job and it is a suitable case for not recording a conviction. However Justice Paul Madigan said the fact that he holds a career position as a vice principal is of no moment and the court treats perpetrators alike be they poor or rich, of high or lowly status and therefore dismissed his appeal. In his appeal against his sentence the court heard the sentence is harsh, excessive, the Magistrate in assessing seriousness of the offence picked the wrong starting point and Magistrate erred in identifying and given improper weight to the aggravating factors The court then heard the starting point of ten months would be appropriate as this reflects the breach of trust, the assault with little or no provocation and the need for severity in domestic violence situations and therefore the appeal was dismissed.

Fiji's First Solar Charging Station Minister Kubuabola & Pacific Foreign
Ministers Calls On Singapore PM
Minister for Foreign Affairs and International Cooperation, Ratu Inoke Kubuabola together with Foreign Ministers from eleven Pacific Islands States called on the Singaporean Prime Minister Lee Hsien Loong at the Prime Ministers Office in Singapore. The foreign ministers from the Pacific Island states are in Singapore participating in the Singapore-Pacific Ministerial Study Visit from the 6th to the 10th of August, at the invitation of Singapores foreign minister and minister for law Mr K Shanmugam. The Ministerial Study Visit was opened by Minister Shanmugam at a welcome ceremony this week at Singapores Ministry of Foreign Affairs. The Ministers later paid a joint call on Singaporean Prime Minister Lee Hsien Loong, during which they discussed Singapores relations with the Pacific Islands States and developments in the South Pacific region. Minister Shanmugam hosted the Ministers to dinner. Over the next few days, the Ministers and delegates will be briefed by various Ministries and government agencies on Singapores development experience in areas such as public administration, education, health, transport and water management. This is the first such study visit that Singapore has organised for Ministers from the Pacific Islands States. Meanwhile Fiji and Singapore are continuing their discussions on areas of cooperation that includes training and climate change. Singapore has indicated its willingness to assist and the Foreign Ministries of both countries are now discussing specifics of the assistance. Technical assistance from Singapore usually comes under the Singapore Cooperation Programme (TCP) and Third Country Training Programmes (TCTP) such as those offered under the Colombo Plan. Both Fiji and Singapore are members of the Alliance of Small Island States (AOSIS). AOSIS is an intergovernmental organisation comprising of low-lying coastal and small island countries whose main purpose is to consolidate the voices of Small Island Developing States (SIDS) to address climate change. Both countries have cooperated closely on the work of AOSIS under the Framework Convention on Climate Change, particularly in the negotiations of a successor agreement to the Kyoto Protocol.

The University of the South Pacific (USP) unveiled Fiji and the Pacific region's first Solar Electric Vehicle Charging Station. The project which is funded under the Pacific Fund Programme of the Government of France is aimed to tackle climate change issues in Fiji and the region. Speaking at the commissioning of the station, France ambassador to Fiji Gilles Montagnier said they will continue to support development projects impacting the whole South Pacific region. Climate change is for sure one of the main threats to this region, and will affect in the coming years and decades most of the Pacific Islands states and the territories, said Montagnier. He said by supporting such a project, they aim at developing and promoting alternative sources of energy which therefore contribute in mitigating the effects of climate change in the region. Renewable energies might also been considered from an economic perspective. He said the rising cost of fuel and its

impact on the Pacific Island Countries shows Fiji the need to promote alternative, sustainable, and affordable sources of energy to be beneficial for all. This project aims at replacing kerosene or benzene light with solar light and made them available to different communities in Fiji through the microcredit fund. USP vice chancellor Professor Rajesh Chandra said project will boost research for the students. Prof Chandra said sustainability is the main area in climate change adaptation. He said France is assisting USP in the most vital area which is the renewable energy and is urging the Government of France to continue to assist the institution on this area. Asco Motors, regional manager Arthur Breckterfield said the project arrived at the right time. Breckterfield said they exclusively have two solar charged cars which just arrived. He said Asco Motors now can get more solar charged cars in Fiji as the charger is readily available here in the country.

Radiation Emitting Equipment Used By Fiji Road Authority And Its Sub Contractors
The Ministry of Labour, Industrial Relations and Employment had been requested earlier this year to carry out radiation monitoring on equipment imported for use by the Fiji Road Authority and its sub contractors. After the monitoring, the Ministry ascertained that the radiation being emitted by the equipment was within the specified limits of exposure. However, as a precautionary measure, the Ministry requested Air Terminal Services (Fiji) Ltd. to provide an isolated storage for the equipment while waiting for removal by the sub contractors of the Fiji Road Authority. In addition to this, the Ministry, in close collaboration with Radiation Health Board of the Ministry of Health, met with officials from the Fiji Road Authority to discuss the way forward. As a result of this meeting, the Fiji Road Authority agreed to provide radiation safety training to its workers and to comply with the licensing requirements of the Radiation Health Board. The radiation safety training has been completed in June and trained personnel include officers from the Fiji Road Authority and its sub-contractors. The training covered transportation, storage and handling of radiation emitting equipment. The Fiji Road Authority is currently liaising with the Radiation Health Board to fulfill all the requirements for the licensing of the trained personnel. The Ministry will continue to work closely with the Radiation Health Board to provide assistance with radiation monitoring as the need arises.

Information permanent secretary Sharon Smith-Johns says there is no police report on Prime Minister Voreqe Bainimarama or the Fijian Government. Ms Smith-Johns was responding to a recent report in the international media that Fiji Trades Union Congress leader Felix Anthony reported the Fijian Prime Minister, Voreqe Bainimarama to the Fiji Police. These reports are inaccurate and mischievous with the aim of promoting personal agendas, Ms Smith-Johns said. Mr Anthony had filed a complaint against some members of the military and not against Prime Minister Bainimarama or the Fijian Government. Ms Smith-Johns said the allegations by Mr Anthony were reported following the Prime Ministers visit to the

There is absolutely no evidence to suggest this incident occurred and therefore, it should be left in the hands of the Fiji police to investigate. Grand Old Lady Works On Progress


Structural work and renovations carried out on the Grand Pacific Hotel is progressing well with 50 percent of its ground work complete. Earlier this year, the Fiji National Provident Fund announced a new partnership with the Lamana Group of Papua New Guinea and the National Superannuation Fund of PNG to begin renovation works on the iconic South Pacific hotel. This operation includes the structural construction of three new developments within the hotel vicinity. The Pacific Islands AIDS Foundation (PIAF) has renewed calls for the speeding up of legislation in Fiji and the region that will protect the rights of people living with HIV/AIDS. PIAF has been advocating for all Pacific Island countries to have local legislation on the prevention of HIV as it has been proven to be most effective. The call follows the reversal of a decision by a high school in Pennsylvania, USA to open its doors to a previously rejected HIV positive teenager. This is a classic example after 30 years of calls that the virus (HIV) cannot be transmitted by the presence of a person living with HIV in a school setting there are still unnecessary fear causing these bad decisions, said PIAFs legal trainer Laitia Tamata. Only Fiji, PNG and Ponhpei, a state in the Federated States of Micronesia have bills protecting PLHIV. Tamata said the pseudonym, Abraham Smith, used for the protection of the privacy of the teenager was also included in the national HIV Decree. Under the decree on Privacy of Proceedings; Section 34.1.iii says that the publication of a report of the whole or any part of the proceedings be prohibited or a pseudonym used in place of the name of any person in any such report, said Tamata. He said when there is no equality, fairness and dignity for individuals whether HIV positive or otherwise, it is the legislation where people will be protected from further abuse.

Technical Assistance For Fisheries

$22.2M Premiums Secured


INSURANCE brokers secured $22.2 million as premiums with overseas insurers last year, the Reserve Bank of Fiji said in its remarks of the satisfactory performance of the insurance industry. This, as the life insurance industry dominated the market share at 71.4 per cent, the bank said in its 2011 annual report. The report said insurance brokers placed 872 applications for overseas insurers. Released last week, the report said the combined industry assets reached its $1billion mark last year as life insurers' assets expanded by 14.6 per cent to $750.1million, largely owed to growing investments in term deposits and government securities. The net premium income for the industry was $191.1million, increasing by 8.5 per cent over, the report said. Net claims paid last year fell by 0.7 per cent to $107million made up mostly of life insurers at 58.7 per cent of the payout, the report said.

The Overseas Fishery Cooperation Foundation (OFCF) together with the Department of Fisheries have signed a memorandum of understanding for project implementation and technical assistance. The foundation is a non-profit organisation, which sources funds from the Japanese Government.

India's Leader Calls For Fiji Trade Expansion

Fiji Stands At 77
INVESTMENT Fiji is looking at undertaking a host of new initiatives to make it easier to do business in Fiji. Fiji is at 77 on the World Bank Ease of Doing business index compared to its Pacific Island neighbours, Solomon Islands at 74, Vanuatu 76 and Tonga at 58. Investment Fiji Chairman Adrian Sofield said the initiatives included online payment for permits and streamlined staffing in his office. "We have allocated changes whereby investors coming into Fiji will be allocated one of our staff members on case based approach so that particular staff becomes the contact for the investor," Mr Sofield said. "That staff member will see through the approval agencies and advise him or her to achieve the end result which is to start business." He said attempts to have online payment for foreign investors had been a continuing four-year procedure. "We are still not there with online payment, board and management is not happy with it," Mr Sofield said. "We want people to come on the website to process their applications, pay their fees and move forward we are not there yet but I expect we will be there in the next month or so. "We've instituted an investment approval tracking system (IATS) that will enable online transactions that will facilitate faster and much easier registration and tracking of investment projects. That will be conducted to enable quicker processing of applications from our various government departments." Mr Sofield said another World Bank Survey on the time it took to start business rated Fiji at 45 days compared to Samoa where it took just nine days to start business. "I know in the last few months we have lost some business to Samoa so there are things we need to address," he added.

Newly elected India's President Pranab Mukherjee has called for an expansion of bilateral trade and investment between Fiji and India. He made the comments during a meeting with Fijis President Ratu Epeli Nailatikau during a stopover in Delhi on his way back to Fiji from the London Olympics. Nailatikau is the first foreign head of state to call on the newly-elected president. Mukherjee welcomed Fiji's move to join the Non-Aligned Movement and the support it provides for reforming the

United Nations Security Council as well as multilateral financial institutions, said a Rashtrapati Bhavan release. Mukherjee referred to the assistance provided by India to Pacific islandcountries in agriculture and healthcare sectors as well as in the sugar industry, and co-operation in the field of defence. Mukherjee also expressed happiness that India's development experience was being shared with Fiji through training slots for its nationals and scholarships for students. Nailatikau also extended an invitation to Mukherjee to visit Fiji.

Collision at Denarau
Two passenger vessels collided at Port Denarau, Nadi. One woman sustained slight injuries, according to eye witnesses. Witnesses at the scene said the accident occurred when the Wellesley docked in as Captain Cook Cruises vessel, Ra Marama was departing. It was reported that the Ra Marama was carrying about 45 passengers as she was departing for a day trip. All passengers were safe. The incident was confirmed by Captain Cook Cruises, but no further comments were provided.

Shaheen Ali Cautions On Improper Use Of Industry Emblems

The Permanent Secretary for Industry and Trade, Shaheen Ali, has cautioned businesses and individuals on the use of the Industry emblem which form part of the Fijian Made and Buy Fijian campaign. Mr Ali said the emblem cannot be used on products and promotional materials unless proper authorization was granted through a licence issued by the Minister for Industry and Trade. Individuals or companies are reminded to note Section 4 of the Industry Emblem Decree 2011 which states the licensing and registration procedure for use of the Industry

Emblems, he said. Companies or individuals seeking to use the emblems are requested to apply to the Ministry of Industry and Trade on the prescribed application form. The stipulated penalties for breach of the said decree are as follows: i) A natural person to a fine not exceeding $25,000 for the first offence and $50,000 for the second and subsequent offences, or to imprisonment for a term not exceeding three years or to both; and, ii) A body corporate to a fine of $125,000 for the first offence and $250,000 for the second and subsequent offences.

New Judge Appointed For NLTB Case


Former Prime Minister Laisenia Qarase, former Native Land Trust Board General Manager Kalivati Bakani and former Native Land Trust Board Director Keni Dakuidreketi appeared before the Suva High Court for a Pre Trial Conference where they were told another judge will preside over their case. The trio appeared before Justice Priyantha Fernando who informed them that he would be dealing with the pre trial issues until the trial judge is nominated. FICAC Manager Legal Vinsent Perera informed Justice Fernando that the proposed Agreed Facts have been sent to the Defence Counsels and Prosecution has not received a response. Qarases lawyer Tupou Draunidalo confirmed to the Court that she had received the Proposed Agreed Facts, the documents and boxes of disclosures on Tuesday afternoon and that she would need time to go through them. Aseri Vakaloloma who made an appearance on behalf of Bakani under the instructions of Filimoni Vosarogo informed the Court that they also need further time since the three Defence Counsels still could not have the meeting they were planning in order to discuss and finalize the PTC issues. Representing Dakuidreketi, Ravikant Singh introduced Queens Counsel Brian Keene and Maria Cole who will be appearing for Dakuidreketi. The matter was then adjourned to November 14, 2012 for Pre Trial Conference. Justice Fernando informed the Counsels that the Proposed Agreed Facts should be ready by then. The Trio is charged with seven counts in total. Qarase is charged with two Counts of an Abuse of Office, Bakani and Dakuidreketi are jointly charged with four Counts of Fraudulent Conversion while Bakani is also charged with one Count of an Abuse of Office.

TOURISM remains the main income generator in several Forum island countries. This was revealed at the 2012 Pacific Plan Action Committee (PPAC) meeting held at the Forum Secretariat. A 2012 Annual Pacific Plan Progress Report which is based on progress reports from selected members of the Pacific Islands Forum and Council of Regional Organisations in the Pacific (CROP) agencies was tabled revealing tourism was a key driver of economic growth in the Pacific region. "Tourism is the mainstay for income generation in a number of Forum island countries, with some estimates suggesting that total revenue from tourism flows to the region will account for some $US2billion from 2010 onwards," the report stated. According to the report, the South Pacific Tourism Organisation (SPTO) led efforts to improve access to the region, including through training and awareness raising for the region's long-haul international destinations including UK, Europe and China.

Increase In Sexual Assault In Homes


Fiji Police recorded a slight increase in sexual assault cases reported in July this year. Police spokeswoman Ana Naisoro said a total of 23 reports were received compared to 20 for the same period last year. The increase she attributed to people taking the initiative to come forward and report the rapes. And what is even more worrying, Naisoro said was that most of the perpetrators are known to the victims with the offence happening within their homes. She said indecent assault cases also showed a slight increase from 17 last year, to 20 in 2012. She said sexual assault is hard to prevent than other types of crimes because it is part of a serious social problem that occurs when a person thinks they have a right to access ones body. The Fiji Police Force is urging members of the public to take precautionary measures to prevent such acts from occurring.

3 Months Jail Term


TWO men were sentenced to three months imprisonment for illicit drug related offences. Togaliwaki Fuilakeba, 49, and Keni Tikoisuva, 56, appeared before Suva Magistrate Chaitanya Lakshman separately. Fuilakeba pleaded guilty to one count of being found in possession of illicit drugs and a second count of unlawful cultivation of illicit drugs. Tikoisuva, on the other hand, pleaded guilty to one count of unlawful cultivation of illicit drugs. The court heard that on July 20 at Lami in Suva, Fuilakeba possessed two grams of cannabis. Also it heard that without lawful authority, he cultivated three cannabis plants weighing 787.4 grams. On the same date in Lami, Tikoisuva had cultivated 24 cannabis plants. The men were each sentenced to three months imprisonment.

Police have arrested a prominent Labasa businessman over an alleged $1 million scam. Spokesman Inspector Atunaisa Sokomuri confirmed the man was in custody. Police also questioned a few witnesses early this week and seized a truck-load of vehicle parts as part of the investigation. Insp Sokomuri had also said some of the witnesses included former workers of the businessman. This is the second alleged scam involving a substantial amount of money being investigated by Labasa police within a week.

Government To Employ Professional Retirees


The Fiji Government is doing all it can to make use of the knowledge and experiences of retirees in Fiji. This was revealed by Public Services Commission permanent secretary Parmesh Chand at the kick-off meeting on the South-South Cooperation (SSC) project. And this will be made possible under a cooperation project with the Japan International Cooperation Agency (JICA) which will educate trainers and trade experts. Chand said there are many retirees in Fiji who still have the capability and the experience to train young professionals in Fiji and the region. The SSC project is a mutual cooperation aimed at fostering selfsustained development, involving deepening relation among developing countries while conducting technical and economic cooperation. For Fiji, it needs to conduct the training in Fiji and dispatch the experts to Pacific Island Countries. For SSC to work in Fiji, it needs to firstly identify the resource organizations of Fiji like Fiji National University, Fiji Meteorological Services, Fiji Electricity Authority and to establish the mechanism of SSC with the assistance of JICA. For us, this project on training, through Japan SSC program should mark the beginning of our own SSC journey, said Chand. He said in this regards, Fiji has a strategic location, economic strength and knowledge. He added for other countries, history shows that previous aid recipients are now emergent donors. In doing so, we will be building up stronger partnership and a stronger Pacific community will mean a stronger political voice. Resident representative of JICA to Fiji, Shumon Yoshiara said the project supports the developing countries through the provision of the Third Country Training and Third Country Experts. In Fiji, PSC will set up the mechanism for the implementation of the SSC supported by JICA. Meanwhile, ten retired schoolteachers will soon depart to Marshall Islands to practice their trade.

12 Years For Rape


A 39-year-old Lautoka man has been jailed for 12 years after he raped his 10-year-old niece in August last year. The court heard the man raped his niece when she visited his house for a farewell dinner for her aunt who had visited the country from New Zealand. In sentencing the man, High Court Judge Justice Sitambarampillai Thurairaja said child abuse by family members in Fiji are becoming more common, this may be due to defenseless and vulnerability of victim children and the court noted a serious increase in child abuse cases. Justice Thurairaja said the Court is duty bound to protect children, while considering the rights, privileges and the convenience of the accused they should also consider the best interest of the children and the society at large. The court also heard the man made the victim insecure and his act took away her dignity. His mitigating factors was that he was the sole bread winner of his family, has a dependent wife, he is a first offender and he had adopted a 4 yearold daughter. The man will eligible for parole after serving 10 years imprisonment and has been given 30 days to appeal.

Hitman Admits Part In S. Africa Honeymoon Killing


Anni Dewani's family is a step closer to knowing the truth about how she died, after a hitman admitted his role in her honeymoon murder. Mziwamadoda Qwabe was jailed for 25 years after pleading guilty to the killing, alleged to have been ordered by the victim's husband, Shrien. Mrs Dewani, 28, was shot in the neck during the couple's honeymoon in Cape Town in November 2010, in a carjacking said to have been staged. Qwabe, 27, says an accomplice, Xolile Mngeni, also known as Watti, turned from the front passenger seat and fired the fatal shot as Mrs Dewani sat in the back of the car. He said he and Mngeni agreed to be paid 15,000 rand (about $1750) for the killing. The two men are said to have been hired to carry out the fake hold-up with the connivance of Zola Tongo, a taxi driver. When the officer asked Smith why he brought the weapons into the theater, Smith offered to put them in his car. Police searched Smith's North Ridgeville home Monday night and found more weapons, including at least six pistols and several shotguns and rifles, and thousands of rounds of ammunition. Arcuri said Smith, who did not have a concealed carry permit, should not have brought any weapon to the theater. "Our job is to protect the community," he said of police. "It's not his role. If there's a gun, it's because our officers brought it. It's not his job to bring the gun, it's ours." A SEX worker's discrimination win against a Queensland motel has the accommodation industry alarmed. The Accommodation Association of Australia is worried the ruling robs hotel and motel owners of the right to refuse guests who might disturb others. The Queensland Civil and Administrative Tribunal (QCAT) ruled the owners of a motel in the mining town of Moranbah breached the Antidiscrimination Act for denying the sex worker a room. The woman had stayed at the motel 17 times in two years until the property's owners discovered in 2010 she was bringing clients to her room. They then banned her from staying there. The Gold Coast-based sex worker lost her anti-discrimination case last year but appealed last month. She won after her lawyer argued many people used the telephone or internet at the motel for business, and a bed was no different. The ruling could have broader implications for motels and hotels in Queensland's mining boom towns. The shift to fly-in, fly-out workforces in mining centres has also fuelled a flyin, fly-out sex trade. Accommodation Association of Australia chief executive Richard Munro says hotel and motel owners must retain the right to refuse guests who might disturb the amenity of their properties. " ... the responsibility for making the decision about who is able to stay in (hotels and motels) should lie with the owner, operator, licensee or manager of the business," Mr Munro said in a statement. A major fire at one of the country's biggest oil refineries that sent hundreds of people to hospitals with complaints of breathing problems will push gas prices above $4 a gallon on the West Coast, analysts said Tuesday. The fire, which sent plumes of black smoke over the San Francisco Bay area, erupted Monday evening in the massive Chevron refinery about 10 miles northeast of San Francisco. It was out early Tuesday. The West Coast is particularly vulnerable to spikes in gasoline prices because it's not well-connected to the refineries along the Gulf Coast, where most of the country's refining capacity is located, analysts say. The Chevron refinery is particularly big and important to the West Coast market, said Tom Kloza, chief oil analyst at Oil Price Information Service. It produces about 150,000 barrels of gasoline a day 16 percent of the region's daily gasoline consumption of 963,000 barrels, he said. California's average price Tuesday for a gallon of regular gasoline was $3.86. But with inventories in the region already low compared with the rest of the country, pump prices along the West Coast will soon average more than $4 a gallon, Kloza said. The fire began around 6:15 p.m. Monday in the refinery's No. 4 Crude Unit, about two hours after a vapor leak of hydrocarbons similar to diesel, said Heather Kulp, a Chevron spokeswoman. "At approximately 6:30 p.m., the volume increased and personnel evacuated the area," she said at a news conference. "The hydrocarbon vapor then ignited and a fire occurred." Kulp said there were no explosions, and staff at the refinery initiated an emergency response immediately after the fire started. The cause is under investigation. The black smoke and flames could be seen miles away from the refinery, which has been the target of complaints

"Investigators have notified us that Chevron's emergency response was excellent," Monterroza said. Three employees suffered minor injuries and were treated at the scene. Doctors Medical Center in San Pablo, a town near the refinery, said more than 300 people had sought help for eye irritation and breathing problems. The hospital said most of the patients were released after being seen. Kaiser's Richmond Medical Center said it had assessed and treated more than 350 people with respiratory concerns in its emergency department. A volcano quiet for more than a century erupted in a New Zealand national park, spreading thick ash for several kilometers and causing some residents to evacuate their homes. Some domestic flights were canceled. Mount Tongariro spewed ash and rocks for about 30 minutes late Monday night after a few weeks of increased seismic activity. It didn't cause any injuries or damage in the sparsely populated central North Island region. Tongariro National Park has three active volcanoes, is a popular tourist destination and was the backdrop for many scenes in the "Lord of the Rings" movies. Some residents left their homes as a precaution, and authorities temporarily closed roads. National carrier Air New Zealand canceled or delayed domestic flights to towns near the mountain, though by Tuesday afternoon, it said it was resuming service to locations where the ash cloud had cleared. No international flights were affected. Police said a witness to the eruption described flashes and explosions followed by a cloud of ash coming from a hole in the north face of the mountain. The Department of Conservation said three hikers were staying in a hut on the opposite slope of Mount Tongariro when it erupted but they walked out of the area safely. Steve Sherburn, a volcanologist at the government agency GNS Science, said the eruption spread a layer of ash several centimeters (one or two inches) thick for several kilometers. He said he'd heard reports of ash traveling on wind currents to coastal towns 100 kilometers away. He said the eruption was likely caused by steam pressure building within the mountain. The nation's civil defense ministry said eruption activity was subsiding though it still urged caution for people who were in the vicinity of the volcano. The park has closed hiking trails and sleeping huts on the mountain for now. New Zealand is part of the Pacific's "Ring of Fire" and has frequent geothermal and seismic activity. A 32-year-old B.C. man is facing charges after allegedly threatening to repeat the Colorado shootings that left 12 people dead last month. Mounties in North Vancouver say Ryan John Lewis "made significant death threats" on his Facebook page "to commit crimes similar to the recent shootings in Colorado." Lewis was arrested Aug. 1. Canadas bilingualism watchdog is going undercover at eight major airports to see if travellers are served equally well in English and French. Official Languages Commissioner Graham Fraser says his office will conduct more than 1,500 anonymous observations this fall at airports in Halifax, Quebec City, Montreal, Ottawa, Toronto, Winnipeg, Edmonton and Vancouver. All airports that serve more than one million passengers a year must provide services in both English and French. The commissioner will check if signs are in both official languages, if staff offers a bilingual greeting to travellers and if services are available in French in predominantly English-speaking parts of the country and in English in French-speaking parts. Frasers office says the project will include observations of Air Canadas services on the ground and in the air on flights designated as bilingual. It will also look at the Canadian Air Transport Security Authoritys thirdparty services in security areas.

The new benefit, promised during the 2011 election campaign, would provide income support for up to 35 weeks once implemented. It would be available for parents or legal guardians of minor children (under 18 years of age) with a life-threatening illness or injury. A medical certificate signed by a Canadian-certified pediatrician or medical specialist would be required to be eligible for the benefit. Harper, speaking at a Vancouver school, said of all the government announcements he makes, "few have given me as much satisfaction to announce as this one today." Harper said there is nothing the government can do to ease the emotional pain when a child is diagnosed with a serious illness, but it can help with the financial hardship that families experience when a child is sick. "Experience shows us that critically ill children do better and get better when their parents are with them," Harper said. "Families are the foundation of our country, and our government is committed to supporting them." As many as 6,000 families are expected to take advantage of the new assistance each year. It should be in place by June 2013. It can be combined with the existing compassionate care benefit, which provides up to six weeks of employment insurance for people caring for a sick loved one who is at risk of dying within six months. Also present at the announcement were Conservative MP Gord Brown, who represents Leeds-Grenville, Ont., the prime minister's wife, Laureen Harper, and the event's host, Vancouver Conservative MP Wai Young. Brown had introduced a private member's bill in the previous Parliament that sought to provide EI benefits to parents taking time off work to care for gravely ill children. That bill died when the 2011 election was called, but the Conservative Party's platform that year pledged to bring in that benefit to support families. One of Brown's constituents, Sharon Ruth, worked tirelessly to advocate for this kind of support for families after her youngest daughter, Colleen, became ill with cancer and her family experienced financial hardship firsthand. "Our story had a happy ending," Ruth told those gathered for the announcement, while acknowledging others less fortunate. Her daughter's cancer is in remission, and she is about to turn 16. Ruth said her daughter is living proof that children can beat cancer, but she has friends who have lost their children. "I did not set out to be a crusader," she said. "However, you play the cards you're dealt." Ruth wrote a book about her family's experience and said she did so hoping a decision-maker would read it and see how important it was to help parents. "Eventually, one did," she said, acknowledging her MP. "Because of you, parents whose children become seriously ill will find their road a little less rocky and a lot less uncertain," she said, thanking Brown. Harper also paid tribute to Brown's efforts over several Parliaments to implement these benefits and to Ruth, describing what her family went through, including having to re-finance their home. Fraud and forgery accusations allege men schemed to avoid $3M in corporate taxes RCMP have arrested two Quebec construction magnates and a former Canada Revenue Agency auditor on charges linked to a multimillion-dollar tax-evasion conspiracy, as part of the still-unwinding saga of corruption in the province's construction sector that touches all levels of government. Quebec businessmen Tony Accurso and Francesco Bruno as well as onetime CRA team leader Adriano Furgiuele were taken into custody Thursday morning. The three men, plus Bruno's former accountant Francesco Fiorino, each faces six charges including fraud, forgery, conspiracy and breach of trust by a public official, Cpl. Luc Thibault said Thursday morning outside the RCMP's Montreal headquarters. Mounties arrested and were interviewing a fifth man Thursday morning, Thibault said, though he has not yet been charged. The federal police force alleges the men conspired "to evade the payment of federal income tax" on companies owned by Accurso and Bruno, and were aided by corrupt tax officials at the CRA. Accurso has already been arrested once this year on accusations of fraud, conspiracy, influence-peddling, breach of trust and defrauding the government following an investigation into how the Montreal-area municipality of Mascouche awarded more than $40 million in contracts. His name has been at the centre of several corruption allegations, including accusations that he entertained a Montreal municipal politician on his yacht while the elected official was in charge of awarding a $355-million public contract for city water meters a contract that eventually went to a consortium in which Accurso was involved. Accurso was arrested early Thursday morning in Deux Montagnes, where he has a home, and was brought to the Montreal RCMP detachment at about 8:45 a.m. ET in a grey sedan, where two officers walked him into the station in front of a throng of reporters. Journalists asked him to comment on his arrest, but he remained silent.

Ingredients
2 boneless skinless chicken breasts 3/4 tsp salt 3/4 tsp pepper 3 tbsp extra-virgin olive oil 2 cups cherry tomatoes 1 small onion , sliced1 8 garlic cloves , sliced 1 tsp dried oregano 2 cups coarsely shredded, firmly packed radicchio leaves , (firmly packed) 4 green onions , sliced 12 oz linguine pasta 1/4 cup grated Parmesan cheese pepper. In large skillet, heat 1 tbsp of the oil over medium-high heat; saute chicken until golden, about 3 minutes. Transfer to plate. Add tomatoes, onion, garlic, oregano and remaining oil, salt and pepper to skillet; saute for 2 minutes. Add radicchio; saute until tomatoes begin to split and soften, about 2 minutes. Return chicken to skillet; add green onions and heat through. Meanwhile, in large pot of boiling salted water, cook linguine until tender but firm, about 10 minutes. Drain and return to pot; add sauce and toss to coat. Serve sprinkled with Parmesan cheese.

Lemon Garlic Chicken Stir-Fry


Ingredients
1 tbsp vegetable oil 1 lb boneless skinless chicken thighs , thinly sliced 1 tbsp vegetable oil 1 onion , chopped 3 garlic cloves 1 tbsp minced gingerroot Vegetables: 3 cups coarsely chopped broccoli 1 sweet red pepper , yellow pepper, chopped Sauce: 1 cup chicken stock 1 tbsp grated lemon rind 2 tbsp lemon juice 1 tbsp cornstarch 1/4 tsp salt 1 green onion , thinly sliced Sauce: In bowl, whisk together chicken stock, lemon rind, lemon juice, cornstarch and salt, and set aside. Main Ingredients: In large wok or skillet, heat vegetable oil over high heat; stir-fry chicken in 2 batches, until browned, adding more oil if necessary, about 4 minutes per batch. Using slotted spoon, transfer to bowl. Add vegetable oil, onion, garlic and gingerroot to wok. Stir-fry over medium heat until fragrant, about 1 minute. Vegetables: Add broccoli, sweet red and yellow pepper and stock; cover and steam until tender-crisp, 3 to 5 minutes. Return Main Ingredient to pan. Pour in Sauce; cook, stirring, until glossy and thickened, about 4 minutes. Sprinkle with green onion.

One of Canada's largest banks expects Canadian house prices to cool, but says the housing market will avoid a sharp drop like the one that occurred in the United States. Scotiabank said in a report Wednesday that Canadian home prices will decline a cumulative 10 per cent over the next two to three years. "Buyers market conditions will reemerge for the first time in over a decade," Scotiabank said in the report. The correction will be concentrated in the Toronto and Vancouver markets, two cities that have seen strong sales activity and outsized gains since the recession that began in 2008, the bank says. When Surrey Lost An Icon Of Love And Peace: Obituary For Andrew Singh
By:Thakur Ranjit Singh He was not a millionaire; neither was he a government minister, politician, a diplomat, head of a mandala or soccer team, CEO or President of a corporation. But what he did in his lifetime , and particularly in his death, beat all the records. Valley View Funeral Home in Surrey was in panic mode when it appears almost half of Calgary converged on their venue on Sunday June 12 to pay respect for a common mortal, but a little angel. The funeral home was filled to its seams and people continued pouring in. The gates had to be closed to prevent overcrowding and many were turned away from closed gates. It was agreed that this funeral home had not seen such a big funeral and such out pouring of grief at a death. That was the funeral of our little angel, my nephew, Andrew Ashneel Singh. As Air NZ 777-200 flight NZ 84 glided into Vancouver Airport on Wednesday 25 July 2012 at 2.05pm, the picturesque and green Vancouver reminded me of my home Auckland, New Zealand. I had a feeling of unease and sadness when there should have been happiness. Plans were made in December 2011 for me to visit Vancouver for wedding of my nephew Jason Singh, Andrews elder brother, on 27 July, 2012. But alas, this was not to be so. As flights had been booked and plans made for my visit, I nevertheless made the trip to Vancouver even when things changed. This was because a funeral preceded the planned happy wedding. As I arrived at Jitendra and Pratimas place in Surrey for what should have been a wedding venue, sadness and sobs greeted me. We had lost our beloved Andrew Singh on 7th June, 2012, just some seven weeks before the wedding. Andrew had been so excited about the wedding that he had already bought suits and suitable attire for the wedding when the groom Jason was still planning. But fate had something else planned up for us. Late in May, he was taken ill and admitted to Surrey Memorial Hospital. He showed signs of improvements but despite all the prayers, he succumbed to his illness and despite all his happy plans to attend his brothers wedding, he peacefully passed away on 7 June. The Singh family was forced to plan a funeral instead of a wedding. What was evident from unprecedented turnout at the funeral, Andrew was such a lovable boy, friends with all and enemies with none. At the tender age of 23, a boy with a smiling face and time for everybody had won so many hearts in Canada as well as in Fiji where his family was rooted. He had made numerous trips to Rarawai and befriended all in his fathers settlement, where he had so many bhabis (sister in laws), dadis (aunts) and he was especially popular with ladies. He had a reason for this, because he used to be found with them, chatting away in their kitchens, and they took special pleasure in feeding this very personable and friendly visitor from Canada, and Andrew loved his foods. Others visited from overseas, bur Andrew was different. Everybody in settlement was one of his relatives, and as is usual in Indian custom, he rarely called anybody his elder by name as such; somebody was his bhaiya, kaka, dada (brother, cousin or uncles), and I was his Jeet dada. Everybody was touched by this little angel who had time and smiles for all. Q: Are electric toothbrushes better than manual? A: Maybe for some people, but brushing technique is more important than your toothbrush. When faced with the vast array of available options choosing a toothbrush can be a headache, and the addition of electric toothbrushes in recent years may have added to your confusion. But are electric toothbrushes actually a better choice than manual ones? With correct brushing technique optimal results can be achieved with both manual and electric toothbrushes, says Dr Peter Alldritt, chairman of the Australian Dental Association's oral health committee. "If someone is doing really well with a manual brush and not having any problems with plaque or brushing too hard, there is little to gain from switching to an electric toothbrush," he says. The whole reason we brush and floss our teeth is to remove plaque, which is a biofilm of bacteria that tries to attach itself to our teeth. The right brushing technique achieves a perfect balance between getting the toothbrush close to the gum so you remove all the plaque from the gum line, without pressing too hard and causing damage to the teeth and gums, Alldritt says. "In order to think they are doing a perfect job of brushing, some people get in there so hard they can actually cause recession of the gum and then they can cause abrasion where they are actually brushing away the tooth by brushing too hard," he says. It's this difficulty in achieving the perfect balance that may mean some people are better off using an electric toothbrush. When electric may be better For the many people who struggle to brush their teeth properly with a manual toothbrush, an electric toothbrush can be an improvement because it is less dependent on brushing correctly. "Often publications come out where they take 100 people and give 50 manual toothbrushes and 50 electric and compare how much plaque is getting removed, how healthy the gums are and how much gum recession they have," Alldritt says. "In most reports people using an

electric brush generally do better." Meanwhile, an electric toothbrush designed for children with colourful pictures and music can make it easier to get kids brushing their teeth. "It sounds like a bit of a gimmick, but if that is going to make it easier for the child to brush their teeth then that has to be good for their oral health," Alldritt says. People with arthritis in their hands or other disabilities may also find it easier to hold an electric toothbrush because they have a bigger handle than manual ones. "They can just hold it in their mouth and let the electric motion do the work without them having to move the toothbrush around in a delicate manner," he says. Oral hygiene tips No matter which toothbrush you choose, the rules for maintaining oral hygiene are the same and brushing technique will always be of the utmost importance. Plaque starts to form near the gum line not on the top of the tooth, so when you are brushing aim the toothbrush bristles at the gum line, then move the toothbrush in a circular motion so that it sweeps plaque away from the gums, Alldritt says. "Move around the teeth gradually in a systematic fashion. Don't just brush randomly in all sorts of places; start in one area and work your way around. Do it in a systematic fashion so you know you are going to be thorough," he says. Here are some top tips to bear in mind when looking after your teeth: Always choose a soft bristle toothbrush rather than a hard or medium brush. Clean your teeth in the morning after breakfast and before you go to bed at night. Replace both manual and electric toothbrush heads every three months. Don't underestimate the importance of flossing to remove plaque from between your teeth where your toothbrush cannot reach. Cleaning your tongue is also an important habit to remove plaque that is full of bacteria and can cause of bad breath.

Severe influenza increases by two fold the odds that a person will develop Parkinson's disease later in life, according to University of British Columbia researchers. However, the opposite is true for people who contracted a typical case of red measles as children - they are 35 per cent less likely to develop Parkinson's, a nervous system disorder marked by slowness of movement, shaking, stiffness, and in the later stages, loss of balance. The findings by researchers at UBC's School of Population and Public Health and the Pacific Parkinson's Research Centre are based on interviews with 403 Parkinson's patients and 405 healthy people in British Columbia, Canada. Lead author Anne Harris also examined whether occupational exposure to vibrations - such as operating construction equipment - had any effect on the risk of Parkinson's. In another study, she and her collaborators reported that occupational exposure actually decreased the risk of developing the disease by 33 percent, compared to people whose jobs involved no exposure. Meanwhile, Harris found that those exposed to high-intensity vibrations for example, by driving snowmobiles, military tanks or high-speed boats - had a consistently higher risk of developing Parkinson's than people whose jobs involved lower-intensity vibrations (for example, operating road vehicles). The elevated risk fell short of the statistical significance typically used to establish a correlation, but was strong and consistent enough to suggest an avenue for further study, Harris said. "There are no cures or prevention programs for Parkinson's, in part because we still don't understand what triggers it in some people and not others," noted Harris, who conducted the research while earning her doctorate at UBC. "This kind of painstaking epidemiological detective work is crucial in identifying the mechanisms that might be at work, allowing the development of effective prevention strategies," she added.

Parents who pressurize their children to potty train before the age of three may be hurting them, a pediatric urologist has said. Dr Steve Hodges, a professor at Wake Forest University in North Carolina, has said that training too early can lead to more toilet accidents because children's the bladder may not be strong enough. It can also lead to constipation, kidney damage and even urinary tract infections because the toddlers tend to hold in their bowel movements longer than they should. "Children under age three should not manage their own toileting habits any more than they should manage their college funds," the Daily Mail quoted Dr Hodges as saying. Dr Hodges penned the book, 'its No Accident', to debunk myths that parents should strive to get their children out of diapers and onto toilets as early as possible. He says that babies need to experience 'uninhibited voiding', or elimination, in a manner that they can respond to their bodies urges in a judicious manner. Once they can fully figure that out, then parents can bring them to the bathrooms. When parents train too early, it can lead to devastating problems in the future. "Virtually all toileting problems pee and poop accidents, bedwetting, urinary frequency, and urinary tract infections - are related to chronically holding pee or poop or both," he wrote. "It's typically the kids who trained earliest and most easily who develop the most serious problems," he wrote. Dr Hodges, who runs a clinic, said that half of his patients have toileting issues and they are the ones who were trained before the age of three. But the numbers aren't just anecdotal. Physician visits for children's constipation have quadrupled in the last decade, according to the Journal of Neurogastroenterology and Motility. "Since parents tend to believe potty problems are normal, many don't bother bringing their kids to the doctor," he said. "The bladder needs about three or four years to grow and develop, and uninhibited voiding (read: diapers) facilitates maximum growth," he added. He insists that parents who are too focused on 'potty liberation' need to give their children some breathing room.

It was a wonderful childhood. We were a typical Irani family. My mother was divorced when she was only 16. Then my mother re-married. She had two sons. One of them died. A: You mean Shah Rukh Khan? Yes I heard. That's very sweet of him. Q: Who is not your fan? A: Oh there must be many. I've been lucky. I started my career on the wrong note as a supporting actress. In spite of that I became one of the top-most heroines at the age of 18. That shows how much people loved me. I'd be appreciated even when I was not the heroine. My fans were with me. Then I married at 26 and left India. Q: Do you recall any bad experiences on your way to stardom? A: Nothing like that. There were no cheap passes made. It all depends on how one conducts oneself. I firmly believe if you're a hard-working and good-looking nobody except god can stop you. Our film industry does give a chance to new talent. But the newcomer has to be worth it, no? Those who talk about being forced to compromise must be lacking in talent and looks. They want to become overnight stars. As for men taking advantage of strugglers, why blame only the entertainment industry? It happens in all work places. Sexual dynamics are tapped in every profession for a raise, for a promotion, whatever. Please don't point fingers at the film industry. And look at the kind of monies that are given to actors. You really have to be worth it to command that kind of fees. Q: Which are your favourite roles and films? A: Khilona, Tere Mere Sapne, Aaina, Aap Ki Kasam, Jheel Ke Us Paar there were so many other hits. But I wouldn't call them memorable films or roles. Khilona was a turning point for me. Producer L.V. Prasadji had the guts to sign a side actress like me in the author-backed part. It broke my glamorous tomboyish image. Do you know, Seeta Aur Geeta was offered to me? But they offered me a very small remuneration, so I said no. Q: Do you regret losing it? A: No, why should I? Because it was a hit? But I gave so many hits. Hemaji got her first Filmfare Award for Seeta Aur Geeta. Mujhe pehle mil chuka tha for Khilona. Q: What about V. Shantaram who cast you as a leading lady for the first time in Boond Jo Ban Gayi Moti? A: I was doing Khilona and Boond Jo Ban Gayi Moti at the same time. I was signed for a guest appearance to do a song. I had done bit roles in Shantaramji's Stree and Sehra. I couldn't say no to him. So I agreed to do a song in Boond Jo Ban Gayi Moti. Then his daughter Rajshree, who was playing the lead in the film, decided she didn't want to work. So Shantaramji decided to cast me as the leading lady in Boond Jo Ban Gayi Moti. But the film's leading man Jeetendra refused to work with me. Q: What are you saying! Jeetendra and you became such good friends? A: Ya, he said, 'Mumtaz ke saath main kaam nahin karunga'. Shantaramji put his foot down. He told Jeetu, 'If you don't want to work with her, you leave the film. I'll take another hero.' But Jeetuji finally relented. I held no grudges against Jeetuji because in those days many big heroes refused to work with me. Q: Even Dev Anand? A: No, he never refused. I got the chance to work with him in Tere Mere Sapne. If he said no to any film with me, I am not aware. Q: Jeetendra and you did so many films subsequently? A: Yes, but our jodi did not become as successful as Rajesh Khanna and I. My films with Jeetu didn't click. Q: It's the chemistry? A: its fate and destiny. It's up to the audience to take an actor to the skies or drop him or her to the ground. Either they love you or hate you. Q: You left the film industry so long ago....

A: Forty years ago I left. I did make a comeback in 1990 with Aandhiyaan. When that flopped, my heart broke. I did get offers after that. But I decided against doing any more films. There's too much politics in the film industry. I live in London. Working in Mumbai would have been impractical. It meant too much stress. I didn't need it. Q: Any role recently that you felt you should have done? A: I liked Hemaji's role in Baghbaan. But I didn't like any other film that she has done lately. Q: But to see you play an aged woman of grown-up children would be unacceptable? A: That's one of the reasons why my comeback film Aandhiyaan failed. People wanted to know why I was playing mother to an 18-year old. I was a trendy mom in jeans. I dressed in the film how the heroine dressed in the original Pakistani film. Director David Dhawan wanted me to dress and behave exactly the way it was in the original. It didn't go down well with the audience.

Colin Farrrel takes off where Arnold Schwarzenegger left off and truly makes the role of Douglas Quaid his own. He is superb in this character and both science fiction addicts and action fans should love this movie, one of the best of the year so far. Tack on the new trailer for the upcoming sure to be Bond blockbuster and you truly should have a great time attending this magical movie.

Remakes of popular movies can be hit or miss affairs. Given time, the right director and excellent writers a good film can be made even better. The 2012 Nissan Rogue provides a little more ground clearance and a lot more cargo versatility than the typical sedan, but it's pitched toward suburban driveways and city streets, not off-road trails. Like most modern crossovers, the Rogue is a good pick for small families, as well as commuters who need a some extra cargo capability in an only vehicle--without sacrificing too much fuel efficiency or maneuverability. The Rogue's sleek, rakish design still looks fresh; among crossover designs, it's has a somewhat lower stance, and its proportions can appear wider and longer than it actually is from the outside. Although it's based on the Sentra sedan, you wouldn't know it as the two vehicles share absolutely no sheetmetal (and no significant pieces inside or out, really). but rubber-band-like responsiveness could leave some drivers uneasy, and hard acceleration is punctuated by a coarse drone from the engine. Frontwheel drive is standard; all-wheel drive is available, and a better choice for snowy climes, though it saps 1-2 mpg year round. Around town and on the commute you'll find the Rogue to maneuver and handle well, with a responsive, nimble feel; but push it to higher speeds and it's clear that the tuning priority was comfort, not performance. Along with great ride comfort and a reasonably quiet interior, the Rogue has a very well-packaged interior, with a driving position that's not too high, not too low, combined back seats spacious enough for two adults (or three kids). Cargo space, even with the back seats up, is ample, and the cargo floor is quite low. Our only criticism is that some surfaces can bring out pitchiness and road noise. The Rogue has performed quite well in crash tests, although it achieves just 'acceptable' in the IIHS roof strength test. Otherwise, the Nissan Rogue comes with all the requisite features for both safety and basic family comfortincluding air conditioning, cruise control, and a nice-sounding audio system with steering-wheel controls. Excuses, excuses. Thats what police across the province heard last month from B.C. drivers who were caught using a hand-held device while driving. During the month-long crackdown in September on distracted driving, police estimate they issued more than 3,500 tickets to drivers for using electronic device behind the wheel. Drivers need to honestly examine their own driving behaviours and recognize when they are distracted multi-tasking behind the wheel is driving distracted. A recent Ipsos Reid survey conducted on behalf of ICBC revealed that over 50 per cent of respondents reported that they see other drivers violating the restrictions on using hand-held devices several times a day, yet only about 16 per cent admitted doing the same while driving in the past 12 months. Write And Get Hired


has written goals, with deadlines. To prove this, ask yourself -- do you have written goals? Probably not. Now go ask 10 friends. Only about one will answer yes, if they're honest. The point is this: only a tiny percentage of people take the effort to decide exactly what they want in life and then write it down in the form of clear, specific goals. This may explain why only a tiny percentage of people rise to the top in any profession. Why a tiny percentage are truly happy in their work. Why a tiny percentage sail from one rewarding job to the next, as if they were following a blueprint for success. Well, that's what written goals are -mini-blueprints for success. Think about it. Would you hire an architect to build you a home who refused to draw a blueprint? You'd think he was nuts, of course, and show him the door. And yet, I'll wager that more than 90% of people look for work with no written goals -- blueprints -- of any kind. Is it any wonder so many folks meet with so much frustration and take so long to get hired? OK. Let's get you a job search goal and then burn it into your brain, so you will get focused, get motivated and get hired. Fast. There are two steps to this goal-setting process. Step 1: Decide on the job you want and write it down Complete the following statement and write it on a 3x5 card: "It's July 5. I'm an outstanding JOB TITLE who adds value to the company lucky enough to have me. I'm making $XX,XXX in a stimulating environment, doing work I love, surrounded by co-workers I enjoy." Now, why is this important? Writing a goal forces you to get clear on what you want. After all, you'd never write down a goal like this: "Um, well, I'd like a job that pays the bills, maybe working in an office or something." Yet, that's typical of the response I get from many people when I ask, "What job are you looking for?" So, by writing down a specific employment goal with a due date (so your subconscious knows you're serious), you'll be ahead of the vast majority of other job seekers. But that's not enough ... Step 2: Reinforce your goal Writing down a goal is great. But if you want breakthrough results, you have to reinforce it until it's crystal clear in your mind's eye, like the North Star. To do this, read your goal out loud 10 times every morning. Then, put your 3x5 "goal card" in your pocket and refer to it during the day -- at least three times, if you can. Soon, your life will organize itself around finding your ideal job, as your subconscious goes to work. You'll start to see employment leads where before there appeared none. Example: someone you haven't heard from in 10 years will call, and the conversation will lead to a job interview. Or your hair dresser will volunteer the name of a hiring manager who's looking for someone like you. Or your next-door neighbor will bring back a hammer he borrowed last year ... along with a job lead. I've seen this sort of thing happen too many times to dismiss it as chance. Try this two-step process for the next 30 days and see for yourself. The worst that can happen is you'll have a very clear idea of the job you seek. At best, you'll be working. PM Launches $17.5M For Stadium Upgrade


Prime Minister Commodore Voreqe Bainimarama officially launched the start of upgrading works at the National Stadium in Suva. As chief guest, he laid the foundation for the upgrade of the stadium. Commodore Bainimarama commended the hard work being put together for the project. As many of you know, the National Stadium was closed in May to enable the Fiji Sports Council to prepare the facilities for the commencement of the upgrade proper, he said. This initiative has been a long time coming. In 1979, the stadium, running track and main ground was built for $3.5 million. There may be some of you here today who remembered the first matches held in the then new stadium between Fiji and the New Zealand Maoris, England and France, and the 1979 South Pacific Games, Commodore Bainimarama remarked. He said those were wonderful moments from Fijis sporting past but now the time had come to work towards Fijis sporting future. This renovation and upgrade of the National Stadium is a partnership between the private sector and Government. The Sports Council has secured funding of $17.5 million from ANZ Bank which has been guaranteed by my Government. We all know how important sport is to all Fijians. We have a long and distinguished sporting history. It is only fitting, therefore, that we provide our athletes with the best possible facilities to enable them to

of a younger generation of athletes as well. Commodore Bainimarama said the new facilities would improve Fijis position to host regional and international tournaments. This will help encourage sports tourism, which will contribute towards Fijis economy and boost Fijis global presence. It can also lead to related infrastructure development and can provide new opportunities for publicprivate collaboration. Council chairman Peter Mazey was proud of what they had achieved. This is in line with the strategic direction of the Fiji Sports Council Board which is to ensure Fiji has international facilities in our country, FSC is grateful to our Government for the sports grant extended which has allowed this upgrade to take place. This is great for sports and sportspeople of Fiji, Mazey said. The upgrade will see the current ground extended to international measurement and standard to suit rugby, football and rugby league. The council will also ensure there is proper drainage in the ground in place to eradicate the flooding issue. The renovated stadium will include changing rooms, masseurs area, coachs room, players lounge, officials, referees, ball boys and girls and a media room. It will also have new tower lights that will meet international lighting requirements required to televise night games. Buckhurst and Bidesi parks will include three playing grounds, new changing rooms and showers, a small stadium and a 100-metre synthetic training track.

Whitecaps FC Mourn The Sudden Passing Of Les Sinnott


Vancouver Whitecaps FC and the British Columbia soccer community are in mourning this week following the sudden passing of BC Soccer first vice-president Les Sinnott near his home of Terrace, BC, last weekend. Originally from Liverpool, England, Sinnott immigrated to Canada and BC in 1965, where he first settled on Vancouvers North Shore. He served as a coach, referee, equipment manager, and club chair of North Shore Girls Soccer Club before becoming chair of North Shore Youth Soccer - BCs largest youth soccer district. In 2000, Sinnott moved to Northern BC, where he served as chair of Terrace Youth Soccer until 2002 and chair of the 2004 BC Boys B Provincial Cup tournament in Terrace, BC. Sinnott also served on the board of BC

'Caps mourn passing of BC Soccer first vice-president


Soccer since 2003. This included the roles of youth vice-president, chair of the governance committee, and first vice-president. He was also considered a tireless face of BC Soccer to members throughout Northern BC, as he regularly visited for district meetings and events. A member of the Canadian Soccer Associations Governance Committee since 2008, Sinnott also contributed to soccer nationally, as the CSA developed its important governance initiative. Sinnott is survived by his wife Debbie, daughters Melanie and Joanne, and their three grandchildren - Jordan, Leslie, and Lynnette. Whitecaps FC join BC Soccer and the entire BC and Canadian soccer community in extending their condolences to Sinnotts family, colleagues, and friends at this difficult time.

Doan paid a visit to Vancouver where he was introduced to Canucks owner Francesco Aquilini and general manager Mike Gillis by assistant GM Laurence Gilman, who used to work for the Coyotes. None of the principals would comment following arbitrator George Nicolaus decision but it appears Messier won a dispute about deferred money in his contract. Apparently, he had a clause in his contract that awarded him a future payment if the value of the Canucks franchise ever increased during the period of the contract. That must have frosted Aquilini, since he did not own the Canucks at the time but is now on the hook for a deal approved by former owner John McCaw. Losing the Messier case, though, pales in comparison to the news about Kesler, the Canucks No. 2 centre and the heart and soul of the team. He had the shoulder operation on May 8 and the wrist surgery, which was described as minor, in late June. Gillis said in a radio interview that Kesler was a little ahead of schedule in his rehabilitation, which led to hopes among the fans he might play early in the season presuming there is no lockout. But Keslers agent, Kurt Overhardt, threw cold water on that speculation. Its not happening, Overhardt told the media. Hes not ahead of schedule and theres no rushing him back. Hes on course to return in December and hes not returning until hes 100-per-cent. Dont expect him until December. NHL pool players please take note. There is nothing new to report on Gilliss attempts to trade goaltender Roberto Luongo. The only contenders remain the Toronto Maple Leafs and the Florida Panthers with the Panthers likely the preferred destination for Luongo, who has a no-trade clause in his contract.

Canucks Get Bad News On Keslers Recovery From Off-Season Surgery


This has not been a great week for the Vancouver Canucks as their woes at centre even included someone who is long retired. Mark Messier, who had a short, unhappy tour with the Canucks from 1997 to 2000 as part of his Hallof-Fame NHL career, was awarded $6-million (all currency U.S.) by an arbitrator as the result of a grievance against the Canucks, the media reported. The Canucks bought out Messier three years into a five-year contract and he finished his playing career in 2004 after a second stint with the New York Rangers. There was worse news involving the Canucks active centres. Ryan Keslers agent said he will not be able to play until December due to operations on his shoulder and wrist.
