First, DOING AND TRAINING IN THE BASICS. (Ano ang ba ang kailangan gawin ng pulis sa araw-araw?).

Ang pulis ang kailangang tumulong sa mamamayan sa paraan na napapangalagaan niya ang seguridad nito sa bahay, sa pagpuntaniya sa trabaho, sa kanyang pag-uwi, sa paghatid ng mga anak sa eskwela, o sa lahat ng pang-araw-araw na gawain.Paano niya gagawin ito? Gagampanan niya ito na may paggalang sa kapwa, sa pinakamabilis at sa wastong paraan.Discipline, Courtesy, Good Manners and Right Conduct, Accountability, Command, Leadership.We will train and re-train our police to his basic job with competence At the same time, we will intensify training on basic capabilitieslike investigation, proper first-responders actions and procedures, crime scene preservation and management, case build-up, proper use of the firearm, arrest and handcuffing techniques, and the like.We will train in the basic skills of a police officer. Second, PROCUREMENT REVIEW. Review and streamline the procurement system to ensure our equipment and resources serve their process and help our officers dotheir job. Set proper standards and specifications attuned to the requirements on the ground. Third, EQUIPAGE. Enhance equipage for basic police units and specialized units.Interoperability is the standard that we must follow, to ensure that we use our available resources with efficiency to achievemaximum effectivity. Fourth, POLICE-COMMUNITY PARTNERSHIP. Revitalize and institutionalize the partnership between the police and community, with the local chief executives as moving force.Community relations are essential in rebuilding the trust and confidence of our people in the PNP.We must interact with them, listen to their needs and build safer communities together.

Fifth, DOCTRINE DEVELOPMENT. Review doctrines, manuals and operational systems based on our 109 years of service from teh days of the first PhilippineConstabulary in 1901. Many of the incidents over the years can yield lessons that we must share up and down the ranks.... We arenot learning enough from the past. Sixth, REWARD AND PUNISHMENT. We will implement a more responsive system of rewards and punishment, with the commander on the ground as the mainproponent. Erring personnel must be dealt with strictly and with dispatch. Police commanders must exercise their disciplinary authority without fear or favor.Good work must be rewarded. Abuse must be addressed with the full force of the law. We will motivate our people toperform their duty well. This is one way to promote a positive perception of the PNP and its personnel. Seventh, HUMAN RIGHTS. We will propagate the full appreciation and implementation of the human rights framework. We will be true to the calling thatpeace officers are the protectors of lives and properties. The protection of human rights is the most basic of policefunctions..... Dapat nasa konsiyensya, nasa puso at nasa isip ang pagrespeto at pagkilala sa karapatang pantao. Eight, MENTORING LEADERSHIP. We shall develop and engender the culture of mentoring leadership. We shall encourage teaching interaction to ensure thatexperiences and learnings are passed on up and down the ranks.Let us strengthen the PICE's, so that commanders and other more senior personnel may teach/mentor those who are junior to them. Like a true PNP family, we will teach each other, we will learn from each other. We will also practice "cautioning", aswe look out for each other.Having said these, I am convinced that all these priority actions will enable the change we are working for in two key areas:BEHAVIOR AND PERFORMANCE OF DUTY.Magandang Asal at Tamang Pagganap sa Tungkulin.
