SALARY: $89,044.80 - $112,860.80 Annually LOCATION: Chinook Building - 401 5th Ave, Seattle JOB TYPE: Appointed DIVISION: Department of Executive Services JOB NUMBER: 2012SW02537 SUMMARY: This position is part of a team of analysts who provide analytical and evaluation expertise in support of the Countys Financial Stewardship goal that is geared towards improving the long-term financial performance of the County. Possible assignments include public financial analysis, budget preparation, forecasting, economic modeling, business analysis, benefit-cost analysis, and policy development. We are seeking a seasoned analyst who provides a skill set that is complementary to the team.

WORK SCHEDULE: This position is exempt from the provisions of the Fair Labor Standards Act, and is not overtime eligible. This is an appointed position that is exempt from career service. The typical workweek is 40 hours per week, Monday Friday. The employee may be required to work extended hours to meet the needs of the position.

WORK LOCATION: Chinook Building, 401 Fifth Avenue, Suite 810, Seattle, WA. 98104. REPORTING RELATIONSHIP: Reports to the Deputy Director, King County Office of Performance, Strategy and Budget. JOB DUTIES: Provide technical expertise and strategic assistance in developing and overseeing the Countys budget. Identify, assess, and recommend solutions to financial policy issues facing the County. This position works with agencies across the government, including Executive, departmental, and Council staff, and with other jurisdictions to develop and implement innovative financial and budgeting strategies. This includes designing, developing, and managing complex financial models, spreadsheets and databases to provide on-going technical and analytical support. Develop and manage of long-term forecasting models. Use economic and statistical methods to develop short-term and long-term revenue and expenditure projections for the Countys budget. Monitor county debt service and bond finance activities, and develop financing options for proposed projects. Work closely with the Countys financial advisors to brief major rating agency analysts on a regular basis. Analyze and communicate complex ideas and information to non-financial managers, elected officials, and program stakeholders. Conduct benefit-cost and business case analyses, probability-based risk assessments, externality analyses, and other projects requiring specialized and advanced knowledge of economic principles and public sector finance. Identify and assess information and data management systems requirements and improvements needed to advance projects and process enhancements. Integrate a variety of complex and diverse analyses to accomplish management objectives and to make decisions regarding non-routine problems. Prepare detailed economic and revenue reports.

EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS: Experienced analyst with at least seven (7) years work experience in one or more of the following disciplines: economic and statistical analysis; financial modeling and analysis; financial and economic forecasting; capital project analysis and financing; operations research and management analysis. A graduate degree in public administration, business administration, economics, statistics, finance, operations research, or related field is preferred. Strong project management skills ability to plan, organize, and execute. Demonstrated ability to lead, facilitate, and manage teams to meet goals and objectives.

Demonstrated ability to effectively present complex information orally and in writing to diverse audiences at all levels of an organization and to external agencies in order to gain approval and/or support of recommendations. Ability to manage and prioritize a varied and highly demanding workload. Ability to work independently with minimal supervision.
