NIATs primary objective is to send a crystal clear message to the Barisan Nasional (BN) and Pakatan Rakyat (PR) leadership that Indian Malaysians should not be taken for granted.

Constituencies. 77% of the Indian Population is concentrated in Johor, Perak, Selangor, Negeri Sembilan, and Penang 3 Barisan States & 2 Pakatan States with Perak split in the middle. Even though the dynamics have had shifted a little, yet looking at a close race for GE13, every vote counts and very issue matters. In this regard, NIAT and its Socio-Economic Team is grateful to our Political Leaders, who gave many inputs in drafting this document by way of recommendations, information and suggestions thereby facilitating this instant Indian Malaysian Calls for GE13 - Undo the History and Redo the Future. We understand the dynamics of the political landscape towards GE13 and we want to put forward a comprehensive paper describing the Indian Malaysians needs and aspiration to both BARISAN and PAKATANs Leadership. We ask the leaders to come forward to endorse and make their promises based on our needs and future direction. NIAT has engaged various experts namely academicians, NGOs, students, youth groups, housewives, single mothers, micro business persons, civil servants, politicians and even school dropouts in formulating this paper. The success of this effort depends upon the adaptation by respective Political Parties whose representatives are elected by the man on the street. NIAT and other civil societies will back up and participate in the GE13 to promote candidates / parties who are willing to grant our wish list.

Landscape - GE13. In the past, the under-representation of Indian minority interests in the economic planning and the poor consultative process has left the minorities concerns unattended something that has gone on for many decades. Most of the solutions in the past were political solutions and not need based solutions. NIAT with the help of many stakeholders have attempted to formulate requests nay demands to be adapted as part of the election manifesto that reflects the real need(s) of Indian Malaysians, irrespective of their religious or other inclination. It is imperative that the Political Parties do recognize the importance of Indian Malaysian minoritys votes and needs. Indian Malaysian voters are the king makers in at least (2008) 62 parliamentary Seats with more than 8% electorates, especially in Johor (7), Perak (13), Selangor (12), Penang (6), WP (6), NS (6) and Kedah (4). That is not inclusive of the State Seats with 61

The Indian Malaysian Story


The Nation must be reminded of this fact : That NO one race has DIED more than the Indian Malaysian in this country for making SWARNABOOMI a reality! A whopping 1.2 million Indian Malaysians died between the years of 1850 to 1950. This is an average of 329 per day. (The Malaysian Indian Dilemma Pg 11) Impossible! Some may deny; others may question : Is that true? Some question the veracity or some even try to hide the truth and spin it for their self engineered interest. However, the fact of the matter is that this is the truth and a fact. They died because of a host of calamities including snake bites, malaria, tropical diseases, mal-nutrition, exhaustion and slave like conditions to transform those thick Malayan virgin forests into the green (paradise) plantations that we have today. The same sacrifice happened one more time in modern times when another a million or more Indian Malaysians were displaced from estates nationwide since the 1980s. Look no further then the nations capital that swallowed many estates. These Indian Malaysians are still looking for justice for their displacement. These shawarnaboomi refugees are squartering all over for survival seeking for just treatment. Many do not have special skills to do anything other than plantation works, they have no place to stay other then basic estate housings, they have no saving other than their children and they have no hope for the future: these neglected Indian Malaysians were the new phenomenon of urban

poverty and become the victim of unsustainable urbanization. The social crisis taking place includes crime, high dropout rates, rebellious mind. Illiterate, behaviors, gangsterism, alcoholism, drastic drop in family values and morals. We can undo the history and learn from the mistake by acknowledging the true condition and accepting the proposed solution in a holistic and honest manner. NIAT and its affiliates are very happy to have been able to reach this juncture to play a civil societys role in assisting the community through sharing our findings for fast, permanent and effective solutions.

The following requests and demands are to be implemented within the first 100 days of the New Administration. The requests have been thoroughly studied and well thought thru. We have sought to back them up with numerous statistics and rationale. It is intended to give a boost to the marginalized minorities like the Indians in Malaysia. We, NIAT are ready to debate, justify and substantiate the content and the needs.

It should be noted here that even, the Prime Minister understood the need for it and initiated the Special Implementation Task Force (STIF) as a quick fix. Unfortunately the SITF has very limited year to date success in terms of reach, vision, planning, man-power and results. We have to create a structure for a permanent solution to ensure that an effective and proactive approach to deal directly with minorities concerns, especially the interest of Malaysians of Indian heritage. The need to do so is clearly and blatantly to protect a Constitutional request as entrenched under Article: 153 i.e. legitimate interest of other races. Currently, all political bodies are entrusted with the power and are playing a major role in gauging, drafting, formulating, planning, executing and implementing policies related to their respective group of representation like MIC for the Indians and such. However, all the policies, execution and implementation had been political decisions and not need based decisions. Thus, the issues have grown to become a crisis and now affect all walks of people. For example, Stateless Issue, alcoholism, gangsterism, school dropouts, joblessness, single motherhood, poverty and etc. each of which will be identified and solutions recommended below.

issues must be solved effectively and quickly so that the adverse effect to the socio imbalance can be reversed. In view of this we propose an immediate creation of a Working Committee to setup this Department and to formulate the detailed task and KPI for this department. However, under JPM the Special Implementation Task Force (STIF) and recently the Secretariat for Empowerment of Indian Entrepenuers (SEED) are already in place as quick fix but we need to address the issues in a more wholesome manner. Indian Malaysians request the GE13 Government not to merely consider but to implement this suggestion for the betterment of all minorities. We humbly request not to make this request a political request to understand that this is a true reflection of an existing need. We ought to opt for a permanent institutionalized solution rather than throwing quick fixes for issues that need greater understanding and complex maneuvering pertaining to the minorities, especially the Indian Malaysian.

2.1 Remove PERALIHAN classes effective from 2014 School Year System

Rationale: While very few may have been indoctrinated to believe otherwise, Remove condition or policy has always been perceived by the majority of Chinese Malaysians and Indian Malaysians as a punishment or deterrence to force parents / students to opt for National Schools. This condition of a remove class has been in introduced and practiced despite the fact that Tamil Schools in the country have almost 200 years of history. The 1st Tamil School was established at Penang Free School by Rev Hutching in 1816; then followed by 1850 Tamil Anglo school in Malacca; Tamil Anglo School in Kuala Lumpur by Rev Abraham in the year 1896; and the legacy continued till the Colonial British Government in the year 1912 passed a Labour Code to allow Tamil School to be built in estates.

However the time has now come to repeal the outdated policy or condition that essentially wastes a good whole year of a childs education. Based on the statistics available it is clear that Tamils school educated / produced around 108000 students in the year of 2007 and the number continuous to grow as more parents opt for Tamil schools for various reasons. MOE must treat Vernacular Schools Tamil school as part of the National School Systems. This is in line with the NIATs believe that the objective of education and schools is NOT to create a division in education or society BUT to educate the next generation of Malaysian as expounded in the Falsafah Pendidikan Negara Mr. Doraisamy of the Headmasters Association lauded the idea recently in July 2012, The Star: to remove the Remove system because of is ineffectiveness and irrelevancy in modern Malaysian Society. Malaysian Hindu Sangam too submitted the same recommendation - to scrap the remove system in their Rancangan Malaysia Ke-10 recommendations in Feb 2012. As early as in the 1970s, through the 1974 MIC Indian Blueprint, it had been clearly highlighted that remove classes were ineffective and it fuels the 60% dropouts among Indian Malaysian students yet the cry for educational justice fell on deaf ears.

Unfortunately the Ministry of Education (MOE) may not see it from that vantage point.

Points forward Language Proficiency Argument : A student that has gotten undesirable grades in Bahasa Melayu, example an E grade has to go through a remove classes if he/she is from Tamil or Chinese Schools but yet a student with the same grade (Grade E) from the National school does not need to go through a similar requirement. It is imperative that the E Grade reflect the same language proficiency standing irrespective of the type of school of a student in that particular subject; yet the treatment of the students appears inconsistent this inconsistency needs to be addressed. Medium of Language: Tamil School students are already learning most of the subjects in English or Malay; This is with the exception of the Tamil Language and Moral studies which are conducted in Tamil Language. Therefore it is undisputed that the students are used to non Tamil medium of instructions. Adaptation to Non Indian Students: We live in a plural society. NIAT does not see any need or justification for a special effort with a years sacrifice to or for adaptation in fact it creates a further alienation not assimilation. Reasons for Removals The Remove class sidelines the students as under achievers and group all of them as one big group of under achievers. Peer pressure and inferior mindset sets in and does not let them change any part of this progress or

learning and teaching. As a matter of fact in RMK 10 recommendations : Remove Class were called as Drop Out Factory!

Remove System is not working as idealistically imagined or envisaged. In reality these students are deprived of the special attention in many schools. At SMK Puchong, we personally interviewed the students and their grouses are the same. It is a waste of time .

Rationale: The SK only requirement for entry or selection for Government Boarding Schools clearly denying the rights of more than 50% of primary schools Indian Malaysian students those from the SJKT schools cannot even dream of entering or applying fully boarded government schools, even if they procure the illusive 7 As! To date we have about 60 SBP (Sekolah Berasrama Penuh) in Malaysia. This requirement is seconding SJK Schools in the national agenda of educating tomorrows Malaysian. But is it in complete breach of the Falsafah Pendidikan Negara which preaches solidarity and equality in education for all. Many Malaysians do not know the discriminatory practices of MOE (Ministry of Education) in ensuring that boarding schools are monopolized by SK students through one sided policies for years now. We urge the GE 13 Government to immediately drop the requirement and work towards making- up for the racial imbalance in those schools. It is the plea of NIAT that the one area in which politics ought not to operate is in education which is the right of every child irrespective of any other consideration and in line with this, the requirement of SK only for consideration for Government Boarding Schools must be eliminated immediately.

2.3 Tamil Schools to be Sekolah Bantuan Penuh Schools by December 2015


Rationale:
Fact: Total Tamil Schools in Malaysia 523 with 102577 students Total Fully Aided Tamil Schools - 148 with 25000 students

It is amazing to know only 28% (148) of Tamil Schools in Malaysia are Fully Aided Schools (Sekolah Bantuan Penuh). These 148 Schools are educating only 23% of Tamil School Students in Malaysia (average) : i.e. 25000 out of 102577 Tamil School students nationwide(2012) (pg 299 Malaysian Indian dilemma, Janakey Raman manikam). It might be surprising to many but it is no surprise to many of us in the society. Thus, 376 Tamil (72% of Tamils Schools in Malaysia are only partially funded ( Bantuan Modal and Separuh Modal) and educating more than 50% of the Tamil School Students. This is unacceptable by any standards. This injustice cannot be accepted nor can any explanation be accepted, howsoever! Almost 85000 students are educated in sub-standard conditions or in schools that have sub-standard facilities and amenities this includes the lack of trained teachers. Tamil schools have steadily recorded a hike in enrolment. NIAT takes this

opportunity to thank Teachers, Parents and NGOs for playing a supportive and progressive role in overcoming many of the shortfalls. Rationale: We urge the GE 13 Government to explicitly agree to revise all Tamil schools as fully aided school by the year 2015. It is undisputed that as it is currently in order to be classified or accepted as a Fully Aided School the School must self own the land etc. The hindrance to this is the fact that currently, the Education Department plays a less important role in land negotiations. This must be reversed in the interest of ensuring that all such schools become fully aided. For this to be possible the ineffective /sore thumb Education Act of 1995 needs to be repealed or amended to make way for In 2011 out of 16,800 UPSR Tamil School Students, 7% of them successfully procured 7As (1191): These 1000 Indian Malaysian High Achieving Students were merely absorbed to SBP Schools. We request that a new Boarding school modeled after the MRSM to be set up. This school shall be fully funded by MOE with full boarding, sports facilities and state of art infrastructure.

Boost Intake of Indian Students in Boarding Schools to 8% in Peninsular Malaysia

The GE13 Government to immediately direct MOE to boost the intake and work with PIBG and NGOs to make sure enough applications are obtained to have at least 8% of the intake allocated for Indian students from SJK(T) & SK Schools. We have 60 boarding schools nationwide but the Indian representation in those schools is almost negligible. MOE must be proactive in bridging the gap of racial imbalance to seed unity through a justified and balanced treatment. Unfortunately the intake is now predominantly dominated by Bumiputra students. It is NIATs contention that the composition must at the least reflect the racial population composition in Malaysia.

This project is long overdue as the outstanding students from Tamil schools do not get the attention they need to complete their SPM with confidence. Conclusion This is a proactive measure to reduce dropouts in Menengah Schools by Indian Malaysian students and to boost more qualified students to be able to realize their full potential in line with the Falsafah Pendidikan Negara.

Alcohol ism
Remove all types of Alcohol from Convenience Shops Impose a compulsory Liquor License Requirement to all Outlets with alcohol sales activities regardless of whether it comes in the form of bottle or drafts or other form. ALCOHOL Rehabilitation Center with Hostel facilities to be established

Police record shows almost 70% of the violent crime does have alcohol as the common denominator. NIAT requests that alcohol be removed from all convenience shops or require them to procure a retail license with current Municipality Laws. Students and underage children are using these convenience shops to tame themselves with alcohol, especially the contraband, cheap and illegal liquor/beer many of which are sold without any control mechanism in place. MHS Youth did get the consensus from the MIC Youth and PAS Youth on this matter as early as 2010. There were studies done with regards to this issue including the ALiM Project by Malaysia Hindu Sangam, in which 12 amendments to our existing laws had been proposed to protect the youngsters while simultaneously ensuring that the freedom of alcohol to adults is not infringed. Alcohol Rehabilitation Centers: Currently in Malaysia, we have a growing number of Adults and Youngsters that are addicted to alcohol and it is common knowledge that the problem needs to be addressed effectively through the proper implementation of corrective mechanisms. In fact, Malaysia is however amongst the top 5 highest alcohol consumers per kapita in the world. Yet, while many speaks of the ills of alcoholism and the social problems that are and have been in existence, to date there has been no effective remedy in place . This includes the fact that we do not have in place a suitable rehabilitation centre for alcoholism. These centers must be set up urgently in all states.

Rationale: Alcohol has been the single biggest issue involving youth, especially Indian Youth. Some of the related issues are underage drinking (below 21 years old), vandalism, violence, driving/riding under influence, addiction, absenteeism at schools, health, loitering at public parks/places (lepak) and family problems.

One can deny or might give excuses, yet the fact of the matter is that this is a real problem. This problem needs an immediate solution that is both permanent and systematic in approach. The National Registration Department (NRD), Political Parties & NGOs jointly conducted MyDaftar campaign to assist those with NRIC/BC Issues. The drive garnered 9568 returned applications and almost 6000 were granted citizenships till August 2012 This was a great achievement yet it was a stark eye opener that so many people born and living in Malaysia have no proper identification! And to think that many more who have yet to come forward! Further, accordingly to Dato Siva, the Coordinator of the Special Implementation Task Force (SITF), he received a letter from NRD stipulating that around 46000 Indian Malaysians who already have Birth Certificates (BC) have yet to apply for their NRICIdentity card. NIAT finds this both alarming and frustrating! What have the authorities been doing about it, knowing this fact? We therefore propose the following measures immediately.

Unify the Indians under One Code: 6100 : Bangsa India Malaysia The Malay doesnt have the sub-classification like Bugis, Jawa, Banjau and etc. They all come under a single Malay category as per the Federal Constitution Definition. We have to assimilate the Indian Malaysians into one category as they are very minor category. Only through effective assimilation and recognition as one community, would all future efforts of progress be plausible! The Divide and Rule formulas will no longer work. What Malaysia needs is a strong united Malaysia one that works together as ONE! It is in the name of National Security and Unity; we must do away with sub classifications. Problem Statement: Indian Malaysians are still trailing behind other races in terms of economic success. To reduce the development gap between races in Malaysia, which is the fundamental element of racial unity and social justice, the government has been active in tackling the economic imbalance issue among Indian Malaysian. However, a holistic planning with political will, direct delivery and measured monitoring are absent to date. The May 13th and Nov 25th were two big signs and reminder for the government on the seriousness of economic imbalance. Consequently, just as May 13th created NEP the Nov 25th and the Tsunami 8 inspired the economic transformation and political balance.

To achieve the Malaysian dream, the following recommendations are made to reduce the economic imbalance among the working and challenged class of Indian Malaysians. I-Amanah : The Government to initiate an I-Amanah scheme to be parked under PNB or Khazanah National specially for Indian Malaysian with its sole purpose to catch up with equity ownership in Malaysia. To date the Government is still unable to reach the 3% equity share for Indian Malaysians by 2010 as previously planned. The idea of Indian Amanah (I-Amanah) had been mooted by various quarters in the past but the idea was shelved or scraped due to various reasons. It is perhaps the right time for the government to seriously address the equity imbalance through the creation of IAmanah. The equity must be evenly distributed to working class Indian Malaysians. Rather than having the equity floating amongst only one elite Indian Malaysians in this country, namely amongst the Ceylonese or Tamil Sri Lanka. The Bank Simpanan Nansional (BSN) mooted the scheme Simpanan BSN in 1980s which was targeted at lower income groups with substantial return and ringgit to ringgit match by Government. Similarly, a total of RM250Mil as Seeding Fund should be set aside for this reason as part of this I-Amanah Initiative. rural area, women and non-educated, minimum investment RM50 monthly A similar program was launched earlier in 2012 with an RM5000 investment or loan through the Offering of Amanah Saham 1Malaysia which is not directly inducing an increase in equity ownership but more targeted at reflecting positively in statistics. Unfortunately most of the lower income group could not qualify for the program through commercial loans, thus they are unable to benefit from it. The current proposed I-Amanah will work exactly the way it worked for the Bumiputra through BSN Investment. NOTE - In 1990 NECC- National economic Consultative Council had this Concept of I-Amanah recommended, however unfortunately this recommendation was inadvertently left out for one reason or another by Tun Mahathir. The 1974 MIC Blue Print: Made an open request on the idea of having a government sponsored missionary to elevate the equity share of Indian Malaysians ; Request 33 ( V)

Clearly these are not newly conceptualized ideas but has actually been pleaded on more occasions than one but has unfortunately fallen on deaf ears! EPU Minority Socio-Economic Planning Unit: The Government needs to setup an expert group within the Economic Planning Unit (EPU) consisting of experts

specialized in the Indian Malaysian issues called the Minority Socio-Economic Planning Unit. It would seek to understand and champion the Malaysian Indian issues and needs. NIAT is aware that to date such a Unit is not in existence. This unit should be responsible for drawing up action plans and policies to eradicate poverty and create opportunities for the marginalized Indian Malaysian society. Currently, EPU does not have a deep understanding of issues pertaining to Indian Malaysians leave alone the strategies and methods of deliverables. Such a Unit would assist in highlighting the needs of the Indian Malaysian in an effective and timely manner. Despite recommendations of programs and policies in the past by many quarters, it has rarely been adopted. It is time that a special group of economists and policymakers are placed within EPU with the particular interest in dealing with the social economic imbalance of the minorities. Although, in the past, the political parties/organizations purportedly representing the minorities were consulted on case to case basis, it appears to be more a formality rather than an exercise that was beneficial to those in need. Based on our studies and inquiries, we found that firstly, due to lack of expertise, the parties/agencies themselves (without the help of experts from within EPU) were not in a position to exclusively formulate action plans. Secondly, recommendations by the respective parties to include certain programs or policies rarely saw the light of day in terms of implementation.

Independent Statistics Commission of Malaysia Currently, the reliability of the statistical data(s) with regards to Indian Malaysians participation rate in various economic activities is questionable and this is a source of disbelieve, complaints and dissatisfaction. The unreliability is NOT only Indian issues but generally. For the general public, some of the published data are not the true reflection of what is experienced on the ground. As such, a Statistics Commission should be formed and it should be more transparent and independent. However the fundamental principle of such a commission in any country is to practice transparency. The data collection methodology should be placed for public scrutiny to ensure societal trust in the data. Currently, based on the several encounters with the Commission, there appears to be some serious doubts placed on the Indian Malaysians population data, economic activities data, poverty data, education data, equity of Bumiputera ownership data, crime data, demographic data, just to name the few. In essence it creates a host of doubts on the true and real status quo. Besides this, in Malaysia in recent years there appears to be a general lack of public trust on the Bumiputera ownership data. The Government cannot afford to take this lightly as this is the primary indicator for policy makers and there is a pertinent need for public to trust the government with their

future and development. A more transparent and realistic Independent Statistic Commission is seen as essential for this purpose. It is to be noted that the Indian Malaysian Population has seen a suspiciously symmetric decline despite the notable increase in the total Malaysian population since 1970 which stood at 10.8 million(1970) to 29.1 in 2011. The population in Malaysia has increased in 3 folds while ironically the Indian Malaysian population has only doubled from about 900K in 1970 to the current population of 1.8 Million. Since 1970 the percentage of Indian population, according to the official statistics have dwindled by more than 30% magically to about 7% (2010) currently. Taking into consideration of fertility rate, population growth and mortality rate those numbers are quite hard to accept nor digest. Smart Agro Land Scheme The Massive migration of Indian Malaysians from estates to urban areas due to rapid industrialization in search of better opportunities without any urban skills has catalyst the urban poverty phenomenon in the past decade. Perhaps, now (since not earlier!) it is the right time for government to drive these groups into technological base farming sectors in the urban skirts through land incentive initiatives.

Agricultural activities like cattle farming, hydroponic farming, flower, white water fishery and many more lucrative areas could be some of the answers to address the Malaysian Indian urban poverty phenomenon. The scheme will work almost like FELDA but the scheme must be spelt out more clearly and carefully to attract Indian Malaysians through 10 acre land for smart agro activities complete with capital and technological assistance. This will mark the beginning of this scheme by giving out 5000 acres from 2013 2017. Based on statistics about 1 Million (plus) acres of land had been given out to 118K Settlers from 1956 to 1990; Yet Indians only obtained 1.83K or approximately 1.5% of the total amount: Perhaps it is cogent to note that 1974 MIC Blueprint indicated that almost 3300 (end of 1973) Indian Malaysian applications were received and recommended FELDA to give more opportunity for Indian Malaysian Settlers; which means that just based on the statistics, almost 7000 possible opportunities of Indian Malaysian were ignored or snatched away from underneath them! If 8% of the total land (and nothing more) were distributed to rightful claimants amongst the Indian Malaysians, that would have constituted over 70000 Acres of freehold plantation land schemes- which would have benefited over 7000 Indian Malaysian households.

The Urban Poverty Phenomenon was highlighted and warned in 1974 through the MIC Blue print : Pg 26 (57) 63800 (45000 families) mass moving out of estates/mining quarries that needed urgent attention; The then MIC recommended FELDA/RISDA/FELCRA Scheme to used to replace those displaced from estates with at least 10% of the settlers, with a rate of 700 Families per year for 20 years (1970 1990). Unfortunately the recommendation was ignored or rejected by Former PM Tun Abdul Razak Administration. NIAT merely seeks to revisit this blueprint after almost 4 decades to start all over again and seek the Governments open review of the problem and adapt a long overdue recommendation that was formulated under the hands of the late Datuk K Padmanaban who led Economic Team as early as 1970. Better late than never!

Micro Business

Problem Statement: Although the micro Malaysian Indian businesses contribute to the economy at large, these businesses still face significant challenges. These challenges are faced at every stage of business processes ranging from getting the premises, application for licenses and permits, startup capital, loan for operation, even in areas such as knowledge and know-how. Previous Solution: TEKUN (Tabung Keusahawanan National) 1. Access to friendly information regarding application process has been highly inadequate. It is presently coordinated through Yayasan Social Strategic which is ill equipped to reach the Malaysian Indian micro businesses and its operators. The hierarchical procedures and processes significantly delay the application process and increases the waiting time which these businesses can ill-afford 2. Requirements for the loans are too high ; the high interest charges imposed for the loans as well as the significant delays deter businesses from getting their loans on time. There is a serious mismatch between the micro-business credit time of less than 30 days and the processing time for

loans which exceeds 6 months. The loans application cycle should be synchronized with the business cycles for it to be useful and practical for business purposes.

It must be noted that most of these current loans further create NPL and CRSS issues that will haunt micro business owners for many years to come. Excerpts from discussions and findings :

3. The funds get exhausted really fast and it does not serve the purpose of nurturing the real needs of micro businesses over a longer term. The funds must be designed, funded and operated as a sustainable and long term project and not as an ad hoc initiative.

4. In certain cases, the owners have excellent business ideas but lack the requisite skills and training. In this aspect, training of prospective businessmen with regards to businesses is important. MARA has been quite successful in training owners. The same approach / methodology can be extended or duplicated to Indian Malaysians as well.

Proposal 1. Micro Loan Delivery System Micro loans to be disbursed through BSN, License Money Lenders, TEKUN and/or selected NGOs for a faster delivery of the services. Currently accessibility and processing time is the problem. Currently the Micro Loan Scheme through Bank Negara and RM180Mil loans for entrepreneurs-SEED through political infrastructures are not reaching those businessmen who really need it due to misappropriation or procedural improprieties or just plan improper dissemination.

NIAT referred the matter to Suria Cooperative Infrastructure to assist Indian Malaysian Micro Businessmen. However it failed to be of relevant assistance as the assistance they render is only in the form of equipment and not for capital or running capital: He applied for the Bank Negara Micro Loan and is pending approval. Meanwhile he is has no alternative but to service the loan at the interest of RM2 per month! Mr Vassan, a local artist applied for a loan under TEKUN to setup a Dance Studio in 2010 through YSS in the 2010 by MHS Youth Assistance Team. He never received any reply nor call for interview. Ms ABC, (name was refrained upon request) another local artist that made many famous debuts in Malaysia and India, applied for a loan through the Creative Fund from the Ministry of Culture and Heritage but never got a helping hand.

4. Malaysian Indian Micro Business Government Training An allocation of RM 5million per year on training the owners of micro business. Training and loans should come hand in hand, so that relevant and potential micro business can be selected. Upon successful completion of the training, the owners could assess loan schemes. This will ensure business sustainability as well as better loan recovery. The training should include issues on business law and legislation, company setup processes, banking requirements, labour law, taxation, management, marketing, purchasing, customer relations, customer services and other areas as shall be suitable for the specific businesses in its operations of micro businesses. This training need to be continuous and can be conducted on a part-time basis, as night classes or weekend classes. The training may be delivered through INSKEN Institute Keusahawanan Negara : It is recommended that the Training must be conducted in Tamil & Malay.

3. Permanent Micro Loan Scheme Micro-Loan should not be limited for an allocated amount. Like PTPTN, micro loans should be made available for those who want to start a business. It should be continuously given to ensure the success of the businesses and it should be based on a payback scheme. It is clear that Micro business companies represent 87% of the entire count of companies incorporated in Malaysia in 2010. The current setup of SME Bank and etc works exactly like commercial banks. For example the Micro Loan Scheme from Bank Negara is not easy to get by despite many attempts. This deters micro business owners to expand or even starting businesses in the first place.

Proposal 1. Franchise Business Boost There is an urgent need to expand the franchise business schemes to Indian Malaysians. A realistic target is to create 50 Malaysian Indian Franchise Businesses in a year with 100 Local Indian Business Franchises in the next 5 years. Currently, PNB through PNS have been working on a similar concept. It is recommended that the Franchise programs that are currently allocated only for Bumiputra be opened for Indian Malaysian as well. Since, the Indian Malaysians are involved in different types of business; the expansion of franchise concept to Indian Malaysian business generally, will create more spillovers effect to the economy between 2013-2017.

Advancing Franchising at a Global Scale 8% of the funds allocated for National Franchise program should be assigned to Malaysia Indian businesses The Malaysian Indian businesses in Malaysia are not getting enough help, expertise or know-how in franchising their business on a global scale. Nevertheless, currently the number of Malaysian Indian businesses that have great potential to be franchised can benefit the nation as a whole. With adequate planning this could be the beginning of a establishment of a global franchise presence. Therefore, it is recommended that 100 new Malaysian Indian franchise businesses to be assisted under various programs like PNS and others. Currently, Indian Malaysians do not have the awareness and incentives to move forward in this direction. The incentive can be delivered in the form of Consultation, Grants, Loans and Franchise Development Training. Hence, 8% of the funds allocated for National Franchise program should be assigned to Malaysia Indian businesses to make the effort a reality. 3. Vendor Development Program 8% of the vendors in GLCs must be Indian Malaysian. GLCs and MNCs, among others, train and develop vendors under the vendor development programs. This in return has created successful local businesses. It is recommended that 100 Indian Malaysians per year to be trained under a similar scheme. This will ultimately create more business spillover for the nation.

Currently, GLCs such as Proton are not willing to share their information and are not transparent to share the information of their vendors. This has to change with a view to work together towards making the 8% target a reality.

5. Technology Incentives The government has to provide loans and incentives to ensure moderisation. The Pillar industries for the Indian Malaysian Economy include: (1) Food/service (2)Metal/Precious Metal; (3)Transport/Logistic; (4)Newsstand/Printing; and (5)Retail/Textile. These industries are labour intensive and have potential for modernization; the government has to provide loans and incentives. Currently, the incentive programs under various ministries are hard to come by for the Indian Malaysian Businesses that are not savvy and not too well organized. Hence, it is recommended that a special allocation be given for technological and equipment improvement specifically for these pillars industries. The grants and incentives should include technology consultation activities, training and equipment upgrading and the like. For instance, restaurant owners could implement the POS systems to enhance the management quality. Representatives from respective association must be encouraged to participate actively in technology transformation in their industry in establishments like PRIMAS, PRESMA, MIMTA and etc.

4. Business Opportunities from GLCs GE13 Government need to use the GLC machineries to allocate opportunities thru GLCs in order to increase the equity of Indian Malaysians. It is recommended that 8% of contract value to be set aside for Indian Malaysian businesses /vendors /contractors. This is more feasible, both politically and economically, to correct the economic imbalance than just having contracts on an Ali-Baba basis. It is important to make sure the businesses that have gotten approval through Indian Malaysian quota to be made known and they have an obligation to create a cascading effect. In the past the Indian Malaysian Businessmen refuse to actively participate in eradicating poverty among Indian Malaysians and leave the whole burden to the government. Thus moving forward we need to create a more favorable business environment built on trust and responsibility. We need a standing policy on hiring and business opportunities of 8% in place. The trickling down approach by the government through the helping of some Indian Malaysian company failed : example West Port Maxis Astro and many others.

6. Malaysian Indian Women Graduates Participation in Businesses It is recommended that the government create at least 500 new enterprises for Malaysian Indian women graduates. Malaysian Indian women are left behind compared to their counterparts in other races and to eradicate this it is recommended that the government create at least 500 new enterprises for Malaysian Indian women graduates. A Special Program or Scheme could be developed under the Ministry of Women Affairs and Community Development to boost awareness and to provide training, grants/loans as well as supervision. The industries of interest should include marketing services, beauty, training, food/service, green technology, small scale manufacturing activities, human resource services, cottage industries and others. One possible introduction is similar to the concept of PINK TAXI like in UK-London : Special Taxi Services. 500 Taxi permits may be allocated to the Indian Malaysians Women (graduates) with a RM5000 down payment or full Loan Scheme for a new Taxi. 7. Home Based Business Boost Cottage Business Creating 1000 home based businesses under various programs specifically for Women (Example, housewives, single mothers and the disabled). A specific program by the relevant ministries e.g. Ministry of Women Affairs and Community Development is needed at each level. The home-based businesses must be supported

by grants, training, supervision and facilitation. The Chinese model of such program can be absorbed in this case. Industries such as food/service, catering, crafts, bakery, internet-based business, florist and telemarketing should be encouraged. Additionally, the Ministry should also create more awareness programs on the issues of home-based businesses. Amanah Ikhitiar may not be the appropriate solution to the Indian Malaysian. Graduate Business Community It is recommended that the government assist and support the Malaysian Indian graduates to start up new businesses Young entrepreneurs are the engine of growth of the economy. Likewise, it is also a tool to reduce unemployment among graduates. It is recommended that the government assist and support the Malaysian Indian graduates to start up new businesses in areas like financial services, healthcare, consultation services, R&D related services, and others. A target of assisting 1000 new Indian Malaysian graduates in these new businesses is an important and necessary beginning.

The program should be specifically tailored towards graduates who are less than 35 years old who have successfully undergone training and consultation. They should be given a loan facility of not less than RM500K to start and to develop their businesses. Additionally, during the training, the graduates need to be paid living allowances not less than RM1500/month and this is should be part of the loan. The loan should be flexible enough to be converted to a grant of equal amount, upon paying taxes or employing certain number of employees within 10 years of operation. Even though currently there are programs with few government agencies but these are not reachable to Indians. Special quota and directive much be made.

10. Young Indian Participation in the Stock and Equity Market More effort is needed to engage the Indian Malaysian to participate in the stock and equity market. The lack of participation is due to funding constraints and knowledge. Traditionally, Indian Malaysian doesnt have the mindset for portfolio investments. It is recommended that the government provide training for 200 qualified Indian Malaysian Youths to participate in stock and equity markets as stock brokers and remises. The program is to be conducted by Bank Negara or other affiliated agencies. Adequate exposure, training and coaching will ensure the Indian Malaysian participation in this sector. 11. Development of Indian Malaysian in Lacking Sectors The government and private sector need to implement a broad range of assistance programs to facilitate the entry of Indian entrepreneurs into manufacturing and modern services sectors, particularly in the SMIs. As clearly indicated, the Indian Malaysian community participation in certain sectors, namely manufacturing, agriculture, utility, construction, finance, wholesale and retail is grossly lacking. Through such efforts, the Indian

For example the vendor development programs for privately owned companies in automotive, motorcycle and Halal food industries including government owned companies such as Petroleum Nasional Bhd, Tenaga Nasional Bhd, Telekom Bhd and MISC. Issuance of Licenses and Permits to Indians should be given priority for example 8% of taxi, bas persiaran and lorry permits; 8% allocation of businesses in petrol stations and Proton dealership. A request for the Ministry of Entrepreneurial Development to set up a special fund for Indian entrepreneurs similar to the RM 2 billion fund for the Bumiputra Providing Seed Capital for start ups and business expansion. Open avenues for Indian Malaysian contractors to participate in Class A & B schemes in infrastructure and construction sector. This type of schemes might not work for capitally challenged owners. Therefore the government has to setup a moderate term business loan for small businesses with relatively short processing time, like 2 weeks. Loan facilities are the fertilizer for the growth of small enterprise in any country. Unfortunately the SME Banks in Malaysia do business more like commercial banks. Micro/Medium owners with CRISS or CTOS problem are unable to seek financial help. Efforts

Uninterrupted Labour Supplies for Malaysian Indian Pillar Industries To ensure the continuous growth of the Pillar Industries of the Indian Malaysian, the government must ensure and take great care of the labour supply issues. In the past 15 years Indian Malaysians have made great progress in 5 prominent Pillar Industries, thanks to government policies on foreign labours. The industries are Service & Food Industries Recycle, Metal & Precious Metal Newsstand and Printing Transport and Logistic Retail & Textile To ensure the continuous growth of these industries, the government must ensure and take great care of the labour supply issues. The survival of these industries highly depends on uninterrupted labour. In the past decades, there were constant changes in the labour policies that have cost the Malaysian Indian businessmen millions as well as in business growth in general.

Since the entire pillar industries of Indian Malaysians are labour intensive, thus the degree of dependency towards foreign labour is slightly higher and any disruption on labour supply will directly affect the livelihood of thousands of Malaysian Indian businessmen. It is imperative that the government establish a long term policy measure with regards to foreign and local workers. Some of the long term measures that require serious attention include the following: Serious attention towards tackling the wide spread corruption in the supply and demand chain of foreign labour in the country. It has been so long that the issue is been pushed under the carpet and it is time, now, to address it with a permanent solution; Weak and ineffective enforcement due to corruption, unclear guidelines and too many overlapping authorities; Simplification and standardization of procedure for foreign workers new applications, renewal process, replacement and cancellations. Lack of enforcement and crack down on illegal workers: Projected to be around 2mil in the country by labour department 2011. It is time to intensify the enforcement on the crackdown of illegal workers. Review the Levy Policies which is viewed to be main course of VISA abuse. For example, the plantation workers annual levy is RM400 while service industry is RM1800 annually. The levy for all industries must be synchronized. Tax Exemptions for local hiring companies would be a great move toward localizing our work force. USA and Singapore uses this method to protect their local labour force.

Intensify JPK Skill Training and Private Training Centers on the pillar industries to reduce the dependency on foreign workers by 50% in the next 5 years without interrupting the labour supply while simultaneously maintaining a healthy growth of the pillar industries. Awareness of Labour Laws, employers responsibilities and unyielding enforcement will surely make this industry more attractive and rewarding for local job seekers. Government must also engage the pillar industries representative to draw a comprehensive blue print with regards to foreign labour issues. Without a proactive, sincere and consultative move between the government and the pillar industries, there is a fear of unnecessary outflow of investment to India, Sri Lanka, Vietnam and other Asian countries. Double Tax Incentive for employers that hire local workers. Through this employers will have a greater interest and attraction to recruit local workers. The additional labour cost shall be absorbed through tax relief.

The GE13 Government has a golden opportunity to show the Indian Malaysians its noble and sincere intention to solve impending issues on education in Tamil school on Mega Impact Policy Shifts within 3 months. We are sure this will win the hearts and minds of every Indian Malaysian and build toward a healthier and stabile Malaysia. In the Past 1. Sijil Pelajaran Malaysia (SPM) 10 Subject Issues Creates suspicion among all Indian Malaysians about governments real intention and sincerity. The decision was taken unilaterally by the ministry without consulting the society or the vernacular educationists. 2. Merit System & Matriculation This system is proven to be flawed and has caused distrust in the governments intention to make sure the system is based on merit and not race. 3. Tamil Schools are ill aided, under-funded Tamil Schools are generally inadequately funded and not expanded in line with their growth and this has left Indian Malaysians disappointed.

Problem Statement Education is the single most important driver of poverty eradication, political stability, unity, and economic development. It is also important to bridge the gap between the poor and the rich. The education system is constantly used for a political agenda that deprives ones right to freely choose their path especially in public education. Currently, the Indian Malaysian is very much dissatisfied with the overall provision of education in Malaysia, what more the consistency in the inconsistency in education systems in Malaysia. The Indian Malaysians recognize the importance of societal integration and the unity of the nation and nation building while simultaneously believe that this should be achieved without

The Tamil school issues have historically and continually used as a political tool with a hidden agenda while to date no long term workable solution is available. 4. UPSR Tamil School and the Peralihan / Remove Class Peralihan classes for under achievers in UPSR are the main cause for dropouts and no effective solution is available to help the students to catch up in education. Stringing from this issue is the issue or concerns on student discipline; sufficiency of well trained teachers to handle under achievers, proper curriculum specifically designed for under achievers, and others add to the ultimate purpose and agenda behind the current education system. 5. Issues of Tamil School Classification The numerous school classifications eg SKM (Sekolah Separa Model), SBM (Sekolah Bantuan Modal) Grade B, Grade A (Sekolah Bantuan Penuh) add to the dissatisfaction amongst the Indian Malaysians 6. Issues of Attachment Teachers and Training Inadequate and inappropriate teachers and training of teachers and the consistent changes ill-afford consistent improvement of the Tamil Schools

We urge the Government to instruct the Ministry of Education (MOE) to review this policy and reintroduce the and allow students to take up 12 Subjects instead of 10 Subjects, if they so wish. The new Review Panel to be set up by the Ministry of Education which will be launch on 6.9.2012 to do a framework for Malaysian Education system till 2025 must look into and consider this issue seriously.

2. Higher Education & Matriculation Quota System (8%) We urge the government to do away with the merit system for IPT intakes including for the matriculation programs. Currently, due to lack of transparency, intakes for matriculation and IPT sideline the Indian Malaysians. The evidence is apparent in universities where Indian Malaysians have limited opportunity in getting the courses they prefer although their results appear to be suitable and sufficient to qualify them to take up such a course or program. In addition, treating STPM and matriculation as the same entry qualification for university intake is not justifiable. It is important that the government establish one university entry system. It is also recommended that a 8% quota for Indian Malaysians be given for all courses in matriculation and IPT.

Proposal 1. Review of 10 Subjects Requirement in SPM This is a policy that appears to have been made in haste to hush a more important predicament without proper thought being put into it. It has had a deep impact on Tamil Language & Tamil Literature which needs to be given equal treatment in University / other intakes.

3. New Fully Aided Tamil Schools New Fully Aided Tamil to be build in areas which have a population average of more than 10000 Indians within a 5KM radius in a given district. With better Tamil school performance records and an increasing demand for the Tamil schools in these areas, new schools are urgently needed. It is recommended that allocation be provided to build 10 new Tamil schools that is fully aided (Sekolah Bantuan Penuh). 4. Tamil School Land Acquisition Issue The Ministry of Education (MOE) must participate in land acquisition and make all Tamil school fully aided schools. The Primary role of an effective government is to provide basic education free to society irrespective of race, religion or segmentation howsoever.

6. Disparity Among Male and Female Teachers in Tamil Schools Currently, Tamil School are overwhelmingly dominated by female teachers. While naturally inclined towards education and the skills of nurturing, the female teachers are finding it difficult to impose discipline, to engage in sports activities and other activities that are generally regarded as more male friendly activities. It is important to achieve gender equality in this aspect. We need to reduce the female: male ratio to 60: 40.

7. 8% PTD (Pegawai Tadbir & Diplomatic) Recruitment for PTD positions has been overwhelmingly limited for Malay Malaysians in the past. It is recommended that the government ensures 8% of the PTD recruitment for suitably qualified Indian Malaysians. 8. Indian Malaysian School Counselors Primary & Secondary schools with significant Indian Malaysian population need to appoint qualified Indian Counselor(s) to deal with disciplinary and other issues. Tamil School (Grade A and Grade B) must also appoint counselors to deal with problematic students.

5. Sekolah Cantuman Approximately 50% of the 523 Tamil schools are under SKM (Sekolah Kurang Murid) especially in estates. To overcome this problem and issue of lack of teachers etc, it is proposed that these schools be combined to form a Grade B school that is fully government aided. Sekolah Cantuman Chaah Johor is one of the successful examples of Sekolah Cantuman.

9. POC (Peoples Own Culture) in Secondary Schools All secondary school must be given a POC program apart from the POL (Peoples Own Language). This will reduce the free time and nurture the growth of culture. Cultural studies is equally if not more important than sex education which is gaining support now among all quarters, which we agree is important for a balanced growth of students and could can prevent unwarranted activities. Yet Cultural activities are also important to ensure a well rounded growth

The Government must identify fields of studies and type of schools for candidates to be eligible for study loans. Example of field of study include Green Technology, Indian Culinary arts, Manufacturing Technology, Aerospace, Piloting, cultural, acting and others. The loan repayments can be similar to that of commercial banks which is always difficult to obtain. Loan from the government or suitably appointed Government body can be guaranteed by parents with a mandatory requirement to return home or full payment failing which their passports could be revoked. Presently studies that is gaining popularity amongst the Indian Malaysian Students include a vast area including Medical, Pilot, Accrual Science, Engineering, Cultural Degrees (Singing, Musical, Acting, Sculptures, Architect) Indian Culinary, Bridal, Jewelry Engineering/art, Textile, even Hindu Priesthood. Therefore the loan disbursement ought not to be based on the type of study but primarily based on making the facility available.

DBP-Dewan Bahasa & Pustaka Tamil- Chinese Translation Unit Tamil schools are facing acute shortage of reference books in science and technology related subjects such as computers, biology and mathematic for students reference and general knowledge. Although these books can be imported from India, a more proactive measure would be to provide incentives for the local publishers to publish or to assign DBP to appropriately translate from other languages into Tamil language. 11. Government Study Loans (Abroad or Local) Students should be able to seek loans to pursue studies locally and abroad. Currently, the PTPTN loans are only for those recognized local studies. However, in certain cases important critical areas of study are only available overseas.

This is in need of an urgent attention. Ministry of Youth need to take this initiative. The Malaysia Hindu Sangam with a coalition of NGOs had initiated the effort to check this scourge. NIAT has recognized the importance of creating KRAs and prepare KPIs for ministry on the following issues particularly for a review of the alcohol laws and regulation in Malaysia particularly to deter youth from alcohol.

Youth Gangsterism The Government has to recognize the seriousness of this issue. The Government has to allocate appropriate funding of up to 10Million for NGOs to be involved in preventive measures especially in curbing Gangsterism. Creating of Peace Clubs in Schools through KPM as part of their co-curriculum etc. is one of the many initiatives that need to be undertaken. The Police must hold more talks in school on the issue with students and children. Further, the Schools need to work closely with the police in respect of the following: Placement of Police in secondary schools with serious discipline issues could be seen as a deterrent to curb discipline problems. Schools in many western countries have adopted this method widely and have been effective. NIAT urges MOE to look into having Permanent Police Presence in crime Prone Schools like Puchong, Sentul etc. GANGSTERISM BANNED GANGSTER FUNERALS During the several inquires it was learnt that when a member of a gangster group died due to accident or victim of violence, his funeral has become stage of glory whereby his history of violence (including killing,

National Service National Service is known for its effective methods in shifting mindset of our young youths. We are asking government to place all the Malaysian Indian students with disciplinary issues and gangsterism problems into NS programs. We are requesting that the Government make an additional allocation for Malaysian Indian students; An additional 5000 during the first term would be a good start. The Indian Malaysian fully support that NS problem be used to recruit the dropouts and discipline challenged students in particular to help in their upliftment. The program should be fine-tuned to fit the challenged nature of the students. The same concept can be used for similarly inclined students from all races in the country.

NIAT
The government can provide incentives for a year to encourage the hiring of ex-convicts. Additionally, they can be requested to attend frequent counseling in assigned counseling centers or registered NGOs with counseling programs. These efforts will reduce the tendency of those involved in crime to go back to the similar activities in the future. Such programs have been found to be successful in the US and have shown dramatic improvements. In addition, upon successful completion of the program, they should be eligible for micro loan programs to start a business. We ask the government to set aside 1000 Spaces to this group: They must be given loan incentives to undertake the course and if suitably qualified to take appropriate loans for business development Level 1 4. Once they finish all level then the loan will be converted to Scholarship otherwise they will have to pay back the loan in given time period.

Skill & Mindset Training Ex-convicts and dropouts, who are less than 40 years old and have no serious crime records, should be enrolled in SPECIAL SKILL & Mindset Training. The Skills Training inclusive of MINDSET Training for a duration of 6 months (a package) should be done before the embark on the SKM Level 1 studies Subsequently, they can be absorbed as general workers in government and private sectors.

Permanent Allocations for Youth Organizations Youth Organizations should be provided with adequate funds annually, particularly all Malaysian Indian Youth NGOs. Currently, the allocation comes from MBM (Majlis Belia Malaysia) and limits the NGOs to conduct effective programs. The allocation is difficult to obtain by Malaysian Indian Youth NGOs.

Since these programs are an integral part of Youth development in Malaysia, it is recommended that the allocation of RM 10 million be allocated to register NGOs for their various approved programs. This should be done at national, state and district levels. Programs related to Education, Culture, Sport, Alcohol, Gangsterism eradication, Violence Crime and School Dropouts eradication should be emphasized since these are the striking issues among Malaysian Indian youth. The government should set KPIs to monitor these NGOs. Current Indian Malaysian Youth organization does not get enough funding for them to do vigorous programs on Youth issues. We therefore urge their funding to be quadruple to assist government in curbing crime, dropouts, gangsterism and alcoholism. We recommend that the permanent allocation be made based on Memberships, Activities, Effectiveness and National Image. For an immediate purpose, the MIYC Malaysian Indian Youth Council with more than 200 branches national wide would be the best ambassador to bring about change in youth outreach. Sport NGOs & Funding The Indian Malaysians used to be leading the sports arena of Malaysia at one time. Yet today not only the Indian

Malaysians participation is limited but at a national level the performance is undeniably below expectation. Sports is one of the most effective ways to channel the energy into good causes, preventing the youths from any major inappropriate or unwanted activities. It is recommended that more allocation be channeled to boost the creation of more SPORTs NGOs in the likes of the Futsal Club Petaling Jaya, Persatuan Sepak Takraw Paloh and others. - In addition, we are urging the government to consider creating 100 new Malaysian Indian cultural and sport NGOs nationwide which can be parked under the Ministry of Youth. - As a long term measure, the creation of NGOs will eventually distract youths from engaging in illegal activities which is costing the government a significant amount prevention is better and cheaper than cure. The Prime Ministers announcement on the 3rd of August 2012 on grants for Sports NGOs was a commendable one. However, a onetime grant will not do anything or will not be able to reflect on a tangible effect on the ground. A special grant scheme must be introduced. - The Government must REVIVE immediately the SPORT infrastructure in all housing, township, rural, and public places to encourage more youth to be pulled into sports ; examples :- Basket courts, Badminton courts, Futsal court, skating ring, public swimming, park equipped with gym equipments. - We also propose Pusat Gym Rakyat : with subsidized gym service. Wedding Courses & Counseling before Registration: Divorce and Parenting flaws is costing the society and government millions on the expense of their kids. Currently, Muslim weddings are to be solemnized only after the couple has attended a certified wedding course but the same is not applicable to non-Muslims. This wedding course is proven to be effective and imposing such a pre requisite condition for registration is important for the non-Muslims too. This course can be conducted by the religious NGOs while the main framework of the course should be drawn up and provided by the Ministry of Women, Family and Community Development and should incorporate issues such as : - HIV & Health: test a must for all wedding registration. This is also a way to impose and implement responsibility on health and child support issues. - Parenting: Mandatory marriage courses be implemented before the legal marriage registration. Example Malaysia Hindu Sangam can engage in Wedding Courses for all Hindu/Christian couples. Couples also will be reminded of children needs for birth certificates, medical vaccination and etc. - Religious Competency Training : Sikh Hindu Christian - Buddhist - All Divorce must have gone thru counseling. If children and custody issues are involved additionally divorce couple must attend appropriate counseling session. It is important that before the couples are eligible for divorce application, the couple must have obtained a certificate / letter from the counselor. This may deter or

reduce the number of divorces as it has been recorded in the USA, UK and France - Abuse Awareness & Rights Domestic Abuse Indians from lower economic strata are primarily the victims of domestic abuse. Although the law requests an arrest, seldom the abusers get punished. Little is done by the Police and the Ministry to overcome this problem. Moreover, the childrens and the mothers of such abuse are left without any support. As such, it is recommended that serious steps be taken in terms of allocating hostels for the mother and the children at least as temporary refuge. Consequently, financial support is needed for such cases. The Ministry of Women Family and Community Development must also formulate even more harsh laws to protect these children and mothers. Usually alcohol, drugs, unemployment, and financial conditions are the main reasons for the problem. One in 4 poverty prone families are affected by this phenomenon. Two in 3 kids from these families are dropouts. Two in 4 kids that are dropouts are involved in illegal activities that may involve violent crimes. The statistic must be changed urgently

Single Mothers The Single Mother must be redefined to include, OKU husbands, separated women, and widows. Single mothers must be given the opportunity to own their own house through the governments low cost housing programs. Indian Malaysian single mothers are to be assisted to own houses with at least a target of 1000 low cost houses. E-Kasih can be used as a platform to identify these poor families. The rental payment approach could be implemented for the purchase of the houses. In the past, these practices failed due to corruption, unethical political motives and huge amount of red tape. The right platform is to set the KPI on the basis of house ownerships and the rightful owners must be identifiable and justifiable. Adult Community Night Classes Once a week classes revolving around unity, business opportunities, parenting, government programs, racial integration and others is needed. The attendees of this program could be given allowances like the Train & Place Program according to their attendance. NGOs or welfare department should organize these classes at strategic areas especially within the vicinity of the poor and uneducated society as well as crime prone areas. Examples, Taman Dato Harun. Taman Sri Sentosa, Sentul, Taman Sri Andalas, and others.

Research shows 70% of the inmates eventually joined the company in which they were working during this special program. SKM JPK Program Level 1 4 to be offered for convicts under 30 years old as mandatory for those that do not have Diploma or Higher education. 6 Month SKM MINDSET program before they are enrolled into SKM Lev 1-4 Programs. Thus, we urge the government to : - To REVIEW the Censorship Policies on Tamil movies, especially movies from India and subject them to the same level or standard in respect of violence and sexual content.

PTD Pegawai Tadbir & Diplomatic We are recommending that at the end of 5 years, the government achieves a target of 8% of Malaysian Indian participation for PTD. The Government must fix the disparity in opportunities in every government sector to ensure the success in winning the hearts of the people and moving forward with trust and respect. 3. Military/Polis/Enforcement 8% of the new recruitment must be filled with Indian Malaysians and by 2020 these sectors must individually show a 8% participation by Indian Malaysians. According our meeting with IGP on August 2nd 2012 only 3.4% of the total Police Force are current Indians; the force must reach out to reduce the gap. Police has to add at least 750 Indian Malaysian officers on various levels annually to the Force for 5 years to fulfill the racial composition. Currently Police have shortfall of about 5000 Officers to match the population composition. Government Policy should forcefully ensure that it allows all society members to participate in the economy especially with regards to government programs and initiatives. However, the government has been a little slow in making the necessary policy to show its commitment on certain issues. Policy in West Malaysia It is recommended that the government declares a 8% allocation for the Malaysian Indian for critical areas of interest so that proportionate participation is achieved at every level. The 8% allocation for Malaysian Indian such includes areas as follows: 1. Civil Service Employment The Government has to proactively meet the participation quota of Malaysian Indian in Civil Services at the minimum of 8%. It is recommended that an additional 60000 employments be made available in the civil services. Currently, Indian Malaysians represent less than 4% of civil servant force. This area was overlooked for a long time and its time now to act fast and effectively. Almost 56000 government jobs including 1350 executive level jobs that should have been given to Indian Malaysians have been diverted. This must be changed immediately.

GLCs: Employment, Business & Participation Government has to engage and erase some of the unwritten and unspoken policies. All GLCs including TNB. Telekom, PETRONAS and etc must now openly employ Indian Malaysians. Government must make an affirmative policy to all GLC to meet the quota. GLCs are seen to be Malay oriented companies based on public perception. We need a Government policy stating and requiring 8% Indian Malaysian employment just like the 30% requirement for private listing company to have Bumiputera stake. Please amend it to include the minorities including the Sabah & Sarawak 5. Education, IPT & Matriculation Intake for Matriculation and IPT must be synchronized with national policy of 8% and the merit system need to be discontinued. JPA Scholarships must be awarded according to the 8% quota, so the Malaysian Indian student does not get sidelined by the purported merit requirement which is highly questionable and not transparent. The opportunities in Engineering, Biotech, Medicine, Law, Finance, Oil & Gas, Chemical, Pilot, and etc must be safe guarded and the Indian Malaysian must be given the 8 % of the seats in each of the area of studies.

6. Skill & JPK We propose that the government allocate RM50Mil as study loans with saradiri of RM350/month allowances through PTPK for Malaysian Indians Skill Training Scheme up to DKM level. Government needs to make policies and ruling for private MLVK/JPK institutions to offer up to Level 3 in disciplines of their choice. This means, they should not be allowed to do Level 1 or level 2 only but, must complete the entire set up to Level 3. Currently there are great number of private operators offering only Level 1 and 2 and upon completion the students are left to find another institution to continue their studies. This has resulted in only 20% or less pursuing all the way up to level 3. The 80% of those who have completed Level 1 and 2 are found to be inadequate for the employment entry level in the market. Additionally, without sufficient push to Level 3, this path is less viable as carrier options that will enhance social-economic wellbeing of the Indian Malaysians. Likewise, we also urge JPK to look hard into MQA accredited Skill University for those wanting to continue further to diploma and degree level. These ideas have been bouncing around for a while at the MOHR because of unresolved coordination between IPT & MQA. We urge that the Government sets a firm date on the Skill University issue with 8% allocation for Malaysian Indian students in various and demanding fields like, healthcare, oil & gas, aerospace, automobile, green tech, civil & construction, networking and etc.

Multi-Lingual Information dissemination is a great and effective communication mode. The Government should look into additional choices on Mandarin and Tamil. Bahasa Jiwa Bangsa - it is the best way to imprint, penetrate and ensure smooth flow of information to all quarters regardless of their proficiency in English and Malay languages. Singapore has done a great job in creating a multi-lingual environment and yet they have a great sense belonging as Singaporean. It is undisputed that the Patriotism is not degenerated due only to additional languages being recognized as Malaysian Languages while simultaneously upholding the privileged position of Bahasa Malaysia as our National Language. We recognize our National Languages privileged position but we also must ensure the information and connectivity through languages remain strong by all means. Establishing Multi-Lingual signage in the true spirit of Malaysia should be a good starting point. Sign boards will become a constant reminder that we all are recognized, respected and the diversity of its citizens is being celebrated under the proud stripes of the Jalur Gemilang.

7. Federal Tenders Malaysia belongs to all Malaysian; so does the government business. However due to lack of transparency or clear policy direction the Federal business has been a jackpot lottery only to few Malaysians who fall under the favored category or extremely limited Indian Malaysians contractors. All qualified Indian Malaysians should be allowed to register as Class F Contractors at the Central Works Registry and this registration should not be reserved for Bumiputra contractors alone. An Indian contractor should not be forced to obtain only sub-contract jobs from Malay contractors who are registered, as it is currently practiced. Most Indian Malaysian contractors do not have the financial capacity to wrestle jobs from the more established Chinese contractors and they need assistance at the starting blocks as Class F contractors. 8. APs We seek 8% APs to be given to Indian Malaysians accordingly, so that the wealth is distributed equally among all law abiding citizens of the land. The transparency in AP awards will reduce the suspicion of RAKYAT on the government.

In the same token we strongly recommend the government to classify a series of words that are deemed to be sensitive, racially motivated and unity destroyer. Example Kaum Pendatang, Keling and etc. A legislation should be drafted to spell out clearly and in the strongest way possible to punish those who use such phrases or terms intentionally or unintentionally, racially and religiously sensitive words, name callings, race implication and racist terms to create sensitivity in the country. We have survived enough race based controversies in the country before and we cannot afford to let it go on any longer. The Seditious Act must be amended to include a clear definition of those acts.
