NEW coup rumors swirled around the Senate on Thursday, with unconrmed reports saying 15 senators had agreed to oust Senate President Juan Ponce Enrile at a meeting Wednesday night.
Only 13 votes are required to remove Enrile as Senate president. Enrile was unavailable for comment Thursday, but had earlier said he was willing to step down anytime and turn over his position to any senator who could muster a majority of the votes. He also acknowledged that not all senators were happy with his management of the Senate. Rumors of a possible successor focused on Liberal Party Senator Franklin Drilon, a staunch ally of President Benigno Aquino III, although it was unclear if enough senators supported his leadership. Drilon denied involvement in any attempt to oust Enrile.

THE government agrarian reform program, which was established in 1988 to provide land to poor and landless farmers and is set to expire in 2014, was a dismal failure, Manila Auxiliary Bishop Broderick Pabillo said on Thursday. He said recent gures showed that from July 2010 to August 2012 only 255,506 hectares had been distributed to farmers and their beneciaries out of the 1,209,236 hectares scheduled for distribution. Millions of landless tillers will remain landless. Worse, thousands of employees of the the Department of Agrarian Reform will soon be jobless, Pabillo said. The government earlier asked Senator Ralph Recto, chairman of the committee on ways and means, to remedy his version of the bill that targets only P15 billion in revenues from the increase in taxes on cigarettes and alcoholic products. Certainly, what we want is for the sin tax measure to generate higher revenues so we can fund our universal health care coverage, presidential spokesman Edwin Lacierda said. He also rejected Rectos claim that increasing the tax on the socalled sin products to the level
pushed by the government would kill the tobacco industry. Based on the experience of other Southeast Asain nations, even if sin taxes are increased, revenue remains high. We have certain statistical experiences based on our Southeast Asian neighbors, he said. Recto favors a three-tier tax system for cigarettes, quite similar to the proposals of the tobacco companies and contrary to the House-approved two-tier structure. The Finance Departme has projected P60.63-billion in additional revenue from the new sin tax bill in its rst year of implementation. The ARMM is part of the Philippine state. You cannot separate this state from the Philippine state. Presidential Adviser on the Peace Process Teresita Quintos-Deles and Marvic Leonen, the governments lead negotiator, had earlier said that the Bangsamoro, which was to replace the ARMM, would not be a sub-state. They even said that allowing the new autonomous region to form a ministerial form of government would not require amendments to the Constitution. Government ofcials have also said that only a governor and not a prime minister will be elected as head of the Bangsamoro state. Still, Fua doubted that the governments framework agreement with the Moro Islamic Liberation Front would lead to lasting peace in Mindnao. He described the framework agreement as divisive and confusing, saying the creation of a Bangsamoro state was tantamount to creating a better armed and more violent breakaway group. Iloilo Rep. Jerry Trenas, an Aquino ally, urged the critics of the Framework Agreement to rally behind the efforts to end the cycle of conicts in Mindanao. `We should support the Framework agreement on the Bangsamoro signed between the government and the Moro Islamic Liberation Front in Kuala Lumpur, Trenas said in a statement. The realization of peace between the Muslim rebels and the national government will denitely translate to political and economic prots for all Filipinos and the national as a whole. On Wednesday, Misuari said the Bangsamoro entity tha the MILF sought to establish was a violation of s series of agreements that the government signed with the MNLF and that were brokered by the Organization of Islamic Conference. Despite the misgivings over the governments deal with the MILF, the government and that group will on Monday sign the Framework Agreement that will be used in the governments nal peace agreement with the MILF. In the Senate, Senator Francis Pangilinan urged the government to continue talking with the Communist Party of the Philippines and the New Peoples Army, its armed wing. We should keep pushing until we achieve peace on all fronts, Pangilinan said. Our people deserve no less. Fua said the reports reaching some lawmakers were saying that the framework agreement would include the creation of a parliamentary form of government for the MILF, where its representatives would create a composite body having its own legislature and elect their prime minister. A parliamentary form of government in a republican state is not in accordance with the Constitution, Fua said.

What Meralco needs is a regulatory audit to determine whether it deserves an increase or decrease for that matter, he said. Ilagan said the customer bill deposits earned annual interest and Meralco failed to inform customers of any increase on account of the annual interest accumulated over the years. Meralco has failed to inform its more than four million consumers of their right to a refund on bill deposits that allows a customer who has paid his electric bills on or before due date for three consecutive years to demand for the full refund of the deposit even prior to termination of his service, Ilagan said. ERC Executive Director Francis Saturnino Juan said Meralco ofcials were summoned on Thursday to explain the increase in the bill deposits because of the hardship those could cause to consumers. ERC is cognizant of the hardships caused by Meralcos implementation of the adjustment to the bill deposits. Pabillo, head of the National Secretariat for Social Action, Justice and Peace of the Catholic Bishops Conference of the Philippines, said the government was not serious in implementing agrarian reform based on its performance. He said the agrarian reform law allocated a total of P150 billion for ve years to the program or P30 billion a year, but DARs budget in 2011 was only P18 billion, P21 billion for 2012 and P21.7 billion for 2013, and since 2009 only P76 billion, or half of the total budget, has been spent. The underspending by the government proves that the government is not serious in implementing the program and did not consider it as a priority, Pabillo said. He said the abolition of DAR was ill-advised because of the backlog in land distribution, and it will do more harm than good to agrarian reform. Pabillo called on Aquino to retain DAR and put somebody at the helm who has the will, heart and skills to manage and implement the program. If the problem in implementation is the workload or backlog, then there should be increased support to the personnel for greater efficiency. If the problem is lack of budget, then it should be increased, Pabillo said. If the problem is with policies, amend them. If the problem is in the leadership... replace the leadership with someone who can ensure more efcient implementation of the Agrarian Reform Program, he said.

Leo is suspended of his ministerial functions, powers and duties as priest, Bantolo said in a statement. Casas may not administer sacraments in his parish or elsewhere in the country, he said. The Church continues to maintain that the governance of political life is the role of the laity, Bantolo said. All priests are suspended from their ministerial duties when they run for public office and or play an active, open and partisan role during elections.
Casas was ordained in 2002 and then assigned as parochial vicar in the parishes of Mandaon, Cathedral and Milagros. In November 2011 he was appointed parochial administrator of the St. Joseph Parish, Milagros. Casas was working as director of the Diocesan Commission on Social Action, which eventually was renamed Caritas Masbate Foundation Inc., before he was suspended. Lingayen-Dagupan Archbishop Oscar Cruz said it might be difficult for Casas and Panlilio to return to the priesthood. He said the clergymen running for public office had a messianic complex. The explosions followed the warning of Misuari that the peace agreement would spark unrest in Mindanao. The framework agreement was to be formally signed on Oct. 15 in Malacacang with MILF Chairman Al Haj Murad Ebrahim attending the ceremonial signing. Misuari, who was the MNLF chairman when the group signed a nal peace agreement with the government in 1996, bsaid the agreemen twas a mistake,saying that the MILF represents the same people, religion and culture as the MNLF. THE House committee on basic education approved on Wednesday the substitute bill on the K to 12 Basic Education Program with 25 members voting for the bill and only two opposing it. This after top ofcials at the perennially happy agency allowed the entry of a shipment of misdeclared prime hot-rolled steel bars from China despite a letter from the local steel industry association about the arrival of the smuggled goods. Philippine Iron and Steel Institute president Roberto Cola wrote Customs Deputy Commissioner Danilo Lim last Oct. 8 that the shipment arrived at the Port of Manila on that day on board the M/V Cheng Shan Wei. But Lim wasnt able to do anything about the contraband, because he was reportedly overruled by higher-ups, who ordered that the shipment be ofoaded shipside directly to waiting barges, to avoid inspection and valuation. The latest illegal entry of Chinese steel came even as Senator Gregorio Honasan warned of the threat posed by unabated steel smuggling not only to Filipino businesses but to consumers, as well. Honasan urged the Department of Trade and Industry to strictly monitor the entry of steel products from China to guard consumers against substandard products. Honasan said the substandard Chinese products pose a serious threat to life and health of citizens. Every Filipino life is important. Substandard products pose a serious threat to life and health of our citizens, he said. Honasan cited recent reports of imported Chinese steel products that are misdeclared to make appear that they are not for construction applications and therefore not subject to rigorous testing. Domestically produced steel bars are subject to regular testing, and producers are accountable for the products they bring to the market. On the other hand, smuggled steel products, especially those coming from rouge manufacturers in China, are not tested and their producers have no accountability in the event of accidents. Honasan said the smuggled steel products could be used for residential and industrial infrastructure, making these buildings dangerous. The report of 30,000 tons of Chinese steel about to enter the Philippines is of great concern because it is equivalent nearly to 20,000 units of socialized housing. This is not just a trade issue. It is the fundamental responsibility of any government to protect the life of its citizens, Honasan said.

WHILE the storm rages over the new Cybercrime Law, prompting the Supreme Court to temporarily restrain its implementation, the Ofce of Vice President Jejomar Binay and the National Defense College of the Philippines Alumni Association will be hosting a forum at Camp Aguinaldo today on cyber crime and its national security implications. We hope it helps clarify some of the issues in what users of the Internet have denounced as an attack on their most sacred freedom. Binay is just the right ofcial to do it. Not only is he the vice president, he is also a lawyer and has taken a deep interest in cyber technology. In August of last year, he attended a high-level executive program in national and international security at Harvard Kennedy School; I sat in the same program. Most of the 72 participants were high ranking military ofcials (including a number of women major generals) from the US and other countries, the highest-ranking being a German lieutenant general. A good number of them were cyber specialists in their own right, but all of us had to listen to highly specialized lectures by some of the best recognized authorities in cyber science. Since then, Binay has sponsored seminars and given lectures on the subject both here and abroad. Earlier this year, he keynoted an important international cyber security conference in Japan. Together with the NDCPAA, he has been trying to promote a wider interest in cyber security among our national defense and security ofcials. But whether an exercise like this could stem the anger against the law everywhere is something else. Never in

One of the angriest pieces I have read is from by my own young daughter, who writes for another paper every weekend. She writes the most exquisite and exhilarating pieces on art and culture, interviews international celebrities with a great deal of intelligence and sophistication, and generally shuns anything political. Since September she has been writing from New York, where she has gone for further schooling. She still does not want to touch anything political. But she has obviously decided to make the Cybercrime Law an exception for now. So to her Dearest Philippine Government she writes, Congratulations, Philippine government, youve sufciently screwed us over. not seen any law on so complicated a subject, with such draconian penal provisions, presented as a fait accompli, without any extensive public debate or information campaign before, during or after its enactment. President Aquinos refusal to pass the Freedom of Information Act may not clash directly with the Bill of Rights, but this one denitely does. No law shall be passed abridging the freedom of speech, of expression, or of the press, or the right of the people peaceably to assemble and petition the government for redress of grievances. Still I have one small message for all our bloggers. Not everyone can ght in the same way you do for our shared freedoms. But we must all realize that the Cybercrime Law does not begin to dene the entire range of the issues where the totalitarian-democratic state, in Jacob Leib Talmons phrase, wants to take over our precious freedoms. The rst and most obvious arena is the reproductive health/population control bill, which wants the State to require everyone to practice birth control. And so many young people who will not allow the State to interfere with their blogging rights will not mind the State dictating on couples how to make love and bear or avoid having children. We need to realize that once we allow Congress to dictate upon married couples how to perform the most intimate marital act, we lose the right to protest or be surprised when the State takes away our right to blog to our hearts content. MANY dont share the optimism of President Noynoy Aquino about lasting peace in Muslim Mindanao. This even as the President has announced that the Philippine government has come to an agreement with the Moro Islamic Liberation Front. They have good reason. There are doubts about the constitutionality of the framework that would be used. The secessionist M u s l i m movement wants a parliamentary system in the Bangsamoro entity that would eventually be created. This within the presidential system that we now have. C e r t a i n l y, there are constitutional issues that must be resolved. Some say it is the same dog with a different collar. Recall that a Memorandum of Agreement on Ancestral Domain, seeking to establish the Bangsamoro Juridical Entity, was struck down by the Supreme Court under the previous administration. There are peripheral and collateral issues as well. For example, there is the non-inclusion of the Nur Misuariled Moro National Liberation Front that is recognized by the 57-member Organization of Islamic Conference. Malacaang spokesman Edwin Lacierda claims that the MNLF was consulted for the Malaysia-brokered agreement. I ask: When and where did that consultation happen? If indeed the MNLFthe original separatist movement until the MILF broke away from itwas consulted, why is Misuaris group threatening an armed struggle, claiming that the MILF is being given special treatment by President Aquino? Leaders of the MILF and even the Malaysian Prime Minister are scheduled to be special guests in the signing of the agreement this Monday. A newspaper headline says Renegade rebels may shatter deal. This appears inevitable since the MILF is not only the stakeholder in this agreement. There are indigenous tribes in Mindanao, as well as Christians, who are in the area to be designated as Bangsamoro region. I cannot predict how all these would end. What I know is that it would be foolish on the part of Malacaang to just rely on the say-so of peace negotiator Marvic Leonen, the MILF panel and the Malaysian brokers. The stakes are just too high! *** Senate President Juan Ponce Enriles memoir, which was launched last September 27, is now a bestseller. Enrile admitted to me that it was his intention to fuel controversy about what truly happened in the crucial
Security System and the Government Service Insurance System, or worked for the military and police, Judiciary and Constitutional commissions, will receive pensions separately from these institutions if he met the required number of contributions or years of service, which are liberal by international standards. This is the overlapping feature of our present public pension system. While many do not have any, a few have multiple public pensions. Pension funding varies widely, from contributions of 21 per cent of entire monthly pay under the GSIS program, 10.4 percent of pay capped at P15,000 for SSS, and zero for the non-contributory schemes. Consider two friends, both earning P30,000 monthly. The rst is working for government, the second in the private sector. For the public servant, P6,300 is contributed monthly to GSIS; for the friend in the private sector P1,560 is remitted to SSS. At retirement, the SSS pension will be smaller. If both contributed for 30 years, the public servant will get a monthly pension of P23,025 from GSIS, while the private sector employee, P9,300 from SSS. Soon, one will be resentful and envious, maybe not realizing that the other had more contributions deducted from his salary during their younger days. Blame the absence of a law that regulates public pension funds. But why was the SSS program not patterned after the GSIS program? When President Noynoy Aquino, in his State of the Nation Address, approved the P5,000 minimum GSIS pension, SSS pensioners waited for their P1,200 pension to be raised, too. And what does a social pension beneciary think of his P500? While the law intended it to augment the daily subsistence and other medical needs of senior citizens, he can only reply, Not enough, but it is better than nothing. That P500 is already manna from heaven, and enables the indigent senior citizen to buy many small things even if it amounts to much less than a 1$-a-day income, the extreme poverty threshold
in the Millennium Development Goals. Unknown to many of us, it might also be regaining for him lost self-esteem, condence and love of family. More than 4 million senior citizens do not receive any pension. For the account of the tax-paying public, Congress can easily increase the P1.2 billion social pension budget to P12 billion to benet 2 million senior citizens. Double that to P24 billion and we suddenly have a pension-for-all program, making DSWD the biggest public pension fund administrator in terms of number of beneciaries. Every Filipino will then be covered by our public pension funds. No one will be left out; each one will have his place in our islands of public pension funds. Double the budget again, to P48 billion, and we can increase the P500 stipend to P1,000. This may not be the smartest way to achieve a pension-for-all program, but it is the quickest and straightest path. Past presidents have recognized the need for both universal coverage and meaningful benets but they required mergers, consolidations, and standardization of public pension funds in the same way wages were rationalized. Numerous committees and commissions were created for this rationalization task. Not lacking in leadership or political will, they always started, but were shortlived and never completed their task. Thus, no serious recommendation ever reached Congress. Perhaps, the time was short and the task was herculean and gargantuan. Unregulated, our islands of public pension funds will continue with their present ways, some granting overly generous, and others unfairly small amounts of benets. Unsupervised, they will go on in their own divergent directions, ever drifting from each other and making rationalization more and more difcult. Once again this Filipino Pensioner asks: Is the creation of a national pension administration the only solution to integrate and rationalize our public pension funds?

Maintaining a seven-day shelf life for these products was the best plan, because pure water from young coconut fruits left alone turns sour if opened after more than a week, and more than a month for mature nuts. The products have been brought abroad, too. In a high-income British Columbia city, for instance, two Philippine brands, Lipa, and La Natural, Jus De Noix De Coco, from Tagolog-speaking Bulacan, are competing with Thai brands. Seacem delisting shares
SOUTHEAST Asia Cement Holdings Inc. said Thursday it may delist its shares from the stock exchange due to a planned share buyback program. Seacem said in a disclosure to the stock exchange it would not comply with the 10 percent minimum public ownership requirement of the Philippine Stock Exchange if some 418.81 million shares out of the 1.065 billion Seacem shares owned by the public joined the tender offer. Should Seacem be delisted, its shares would no longer be traded on the PSE and this could affect investors ability to liquidate their investments. SM Investments raises $500m Risk issues caused By Jenniffer B. Austria GMA deal collapse
SM Investments Corp., the holding company of retail tycoon Henry Sy, said Thursday it raised $500 million from seven-year xed rate bonds, higher than the original target of just $300 million. SM Investments said in a disclosure to the stock exchange the issue was substantially oversubscribed, with offers reaching $3.1 billion from institutional and private banking investors within the Philippines and across Asia and Europe. SM Investments executive vice president and chief nance ofcer Jose Sio said in a text message the strong investor interest enabled the company to increase the initial bond size of $300 million to $500 million. The landmark bond issue was priced 4.25 percent interest rate per annum, described as one of the lowest coupons for a sevenyear xed rate bond issued by a Philippine corporate. This exercise is also our way of maintaining our presence in the bond market and fostering a sustainable relationship with the international investment community, Sio said. Sio earlier said the company would use proceeds from the bond issue to prepay some of the companys existing debt, lengthen the maturity prole of its obligations and improve overall liquidity. SM Investments has exposure in banking, retail and shopping mall development, real estate and tourism-related projects. The conglomerate appointed Citi, Deutsche Bank and J.P. Morgan as joint lead managers and joint bookrunners for the transaction. This is the fourth fund raising of the conglomerate this year. SM Investments launched veyear $250-million convertible bonds that attracted investors across Asia and Europe in February. It raised another P15 billion from the issuance of retail bonds in July and approved the placement of primary common shares worth $150 million via a top up placement in August. The conglomerate earlier reported a 13-percent rise in rst-half net income to P10.9 billion from P9.6 billion a year ago. Sales were driven largely by strong earnings growth of residential development, banks and shopping mall operations. PHILIPPINE Long Distance Telephone Co. chairman Manuel Pangilinan said Wednesday the disagreement on how to share regulatory risks with GMA Network Inc. led to the collapse of negotiations between the two companies. Its not about the price, but really a question of sharing of the regulatory risks... We had a disagreement on the matter, Pangilinan told reporters Wednesday night. Both companies disclosed to the stock exchange last week they ended the discussion on the possible acquisition of a controlling interest by PLDT in the broadcast company, which operates Channel 7 and 11 as well as radio stations. The two parties said they were unable to arrive at mutually acceptable terms despite discussions and efforts in good faith. PLDT, which has investments in other media companies including TV5, will have to secure government approval for the investment in GMA Network to materialize. Pangilinan said the sharing of such regulatory risks caused the deal to collapse. Its over. Our focus now is to make TV5 a viable competitor. We have been putting a lot of money [on TV5], Pangilinan said. PLDT wanted to transform itself into a multi-media company. Pangilinan earlier said the termination of GMA Networks acquisition was not expected to adversely impact the PLDT Groups strategy of evolving from a traditional telecommunications company into a multimedia service company. The PLDT Group continues to believe that owning, producing and providing content across multiple platforms is an important component of its blueprint for growth and as such, intends to pursue its media strategy by building on MediaQuests current investments in TV 5, the countrys third-largest freeto-air television network by audience share, and Cignal TV, the leading provider of directto-home satellite television services, Pangilinan said. According to reports, these members of parliament sneaked in changes to the Finance Bill to provide themselves with a golden parachute in the vicinity of $110,000 eachaside from other perks like an annual package of $125,000 which is 70 times more than what an ordinary Kenyan worker takes home in a year. An average Kenyan would have to work his tush off for 61 years to earn the bonus that the 200-plus lawmakers saw t to reward themselves with. Ironically, the bonus bill came right after the government turned down pay hike petitions from doctors and teachers because they said there was no budget. Apparently, the lawmakers feel that they have not been getting the pay they were due, judging from the number of times they have moved to increase their salariesin 2003 where they immediately enacted a salary hike of up to four times the current rate, then again in 2010 saying they were on the verge of bankruptcy on account of the taxes they have to pay. To nance their hefty bonuses, these lawmakers are drafting legislation increasing taxes on soft drinks, cellphone usage, ATM transactions, Internet surng and other items that would hit the average Kenyans pockets the most. Not surprisingly, Kenyan President Mwai Kibaki announced just a few hours after protesters marched to Nairobi that he will not sign the bill unless it is redrafted and the bonus amendment is deleted. A Kenyan civil rights campaigner said the people have been suffering for so long with these politicians in power, surmising that the lawmakers know they will be voted out in the next elections so they are rushing to steal from the people. BEIJINGCases of people being forcibly evicted from their homes and land have risen signicantly in China, becoming the single greatest source of public discontent and a serious threat to social and political stability in the country, Amnesty International said Thursday. Forced demolitions have long been a way of life in China. Decades of economic growth have been driven by real estate development, much of it on the backs of millions of residents forced to relocate to make way for factories and business ventures. But evictions have escalated over the past three years during a nationwide construction boom spurred by massive stimulus spending after the global nancial crisis, the human rights group said in a report that cites Chinese housing rights activists, lawyers and academics. Local authorities seize and then sell off land in suspect deals with property developers, relying on land sales to help pay off huge debts incurred to nance stimulus projects, the report said. Developers often hire thugs to threaten residents, sometimes with violence. Of 40 forced evictions that the group said it examined in detail, nine culminated in the deaths of people protesting or resisting eviction. AP

PROGRESO, Mexico Mexicos navy said Wednesday that its personnel had no idea they had killed the leader of the countrys most-feared drug cartel until after his body was stolen from a funeral home in this border town. The death of Zetas cartel leader Heriberto Lazcano, alias El Lazca, in a gunght with marines Sunday left a wake of fear in the small mining and farming towns that dot the northern plains of Coahuila state. Residents of Progreso said they heard a series of three loud explosions Sunday, apparently from the grenades that Lazcano reportedly red at marines who were pursuing him. But most people refused to talk or said they werent at the baseball eld near where Lazcano died of gunshot wounds. Those that acknowledged hearing the explosions said they ran into their homes and stayed inside. It was unclear why Lazcano was at the baseball eld. AMID steady sales in the provincial market, the countrys diesel authority Isuzu Philippines Corporation (IPC) is ghting off rumors of a plant closure.
The nasty buzz stemmed from the request of the local automotive industry to address the high manufacturing cost and provide tax breaks assistance to further ease production complexities and eventually make the domestic automotive sector competitive in the ASEAN region. The Philippine automotive industry is facing multitudes of challenges in sustaining manufacturing, primarily with the production cost. As such, an incentive grant from the government would be a welcome move, states Art Balmadrid, EVP for Business Development of IPC. Isuzu Philippines Corporation (IPC) has been an advocate over the years in the promotion of domestic automotive manufacturing and jobs generation and we intend to keep the existing manpower in as much as we can. We have been resilient on the local employment issue even if our organization encountered several impediments such as the impacts of Japan catastrophe, Thailand massive ooding, among others, adds Balmadrid. IPC continues to be one of the countrys top sellers of commercial vehicles as it records 21% sales growth from January to August of this year. The cost of operating the assembly plant in the Philippines is signicantly higher as compared with other ASEAN countries. IPC, with the other global automotive manufacturing companies in the country and the local parts makers, are requesting the government to extend assistance in the form of granting incentives in order for our locally-assembled vehicles to be more competitive as compared with imported CBU units. There are no plans in shutting down the Isuzu plant operations in Bian, Laguna. However, if the current situation will persist, Isuzu is studying the option of scaling down assembly operations of their hugely popular D-Max pickup and look for another ASEAN country where it is relatively cheaper to operate which would probably be Thailand. Other assemblers which import units from Thailand are Toyota, Mitsubishi and Chevrolet Philippines. At present, ninety percent (90%) of the vehicles sold by Isuzu (Crosswind AUV, D-MAX pickup, N-Series light-duty trucks and Forward medium-duty trucks) are locally assembled in their Sta Rosa facility. A major component of local operations is our backward linkages which involves the procurement of parts and components that are locally available, thereby contributing to the Philippine economy. We intend to continue this in our effort to help in uplifting domestic production, says Balmadrid. IPCs strong performance has allowed the company to become the countrys third-largest mover of commercial vehicles and to clinch the fourth spot in the do-
mestic automotive industry ranking. Besides the dominant results of the N- Series trucks, the Isuzu D-MAX also secured 19% of the pickup segment with 1,844 units sold and the Isuzu Crosswind accounted for 18% of the AUV class from January to August with 3,935 units sold. This is followed by IPC taking 27% of heavy-duty Category 5 trucks and 58% of medium-duty Category 4 trucks. In total, IPC obtained a 7.7% slice of the Philippine automotive industry in the rst eight months of the year with 7,579 units sold, in contrast to the 6,259 units it delivered, or 6.7% share, during the same months in 2011.

TELEVISION commercials try to highlight a product, service or brands new or important feature in either 15, 30, 45 or 60 seconds. In a short span of time, the audience is supposed to absorb a key message that would entice them to patronize the product, service, or brand. When the Tourism Department rolled out TVCs to international markets earlier this year in support of its Its More Fun in the Philippines campaign, the public response was respectable, but not quite stellar.
The Meme and Eyeball ads, albeit fun, failed to give tourists a compelling reason to visit the country. That can be attributed to birth pains, as the campaign was still at its infancy stage at that point. Last month, the DOT launched an audio-visual presentation at the Pacic Asia Travel Association Travel Mart. The new clip, running two minutes and 42 seconds, tried to squeeze in as much information as possible. Using a series of still and moving images accompanied by captions, it gives viewers a brief background on our colonial history (300 years in a convent and 50 years in Hollywood) and showcases breathtaking beaches, colorful estas and our love of wordplay (represented by photos of establishments named Scissors Palace and Baywash), among other areas of interest and notable destinations. However, the AVP isnt perfect. Its a bit text-heavy and it contains a few copywritingfail instances (Our Chocolate Hills are limestone, People say were the warmest place on Earth because everyone...knows how to smile and have fun and The Filipino word for Hello is Have you eaten?). But set against a jingle that captures the fun-ness of it all and is really catchy, its a clip worth sharing on social media, which is one of its purposes. Although it remains to be seen if the Filipinoflavored wit and humor of the video is universal enough to be understood by foreign viewers. And if its convincing enough to attract visitors to these 7,107 islands. The More Fun AVP, TVCs and other campaign-related videos are archived on the DOTs ofcial YouTube page, www.youtube.com/morefunph.
