NAT PERFORMANCE OF PUBLIC SCHOOLS IN THE DISTRICT OF SISON: BASIS FOR ENHANCED INSTRUCTIONAL STRATEGIES SITUATIONAL ANALYSIS

It is said that the modern world in which we live is often termed a "knowledge society"; education and information have become production factors potentially more valuable than labor and capital. Thus, in a globalized setting, investment in human capital has become a condition for international competitiveness (www.fnf.org.ph). The human capital theory, as cited by Meinardus (2003) and recounted by Suba (2007), states that the economic development of a nation is a function of the quality of its education. In other words: the more and better educated a people, the greater the chances of economic development. Meinardus (2003), as cited by Suba (2007), argued that, Philippines was one of the best nations during the 1970s with regard to its educational system. However survey says that our country was weakening especially to the subjects Math and Science. The 2003 Third International Math and Science Study participated by 42 countries, the Phil. ranked at 41st and 42nd in science & math, respectively (www.wikipedia.com). According to NSCB, achievement levels in elementary and secondary education still fall below standards. In 1988, achievement scores of elementary pupils stood at only 55.2% against a standard of 75%. Results of the NEAT reflect national mean scores below the target mean score. The lowest scores were registered in language/reading, science and mathematics. It was further revealed that only 29% or 38 of 131 competencies/skills were learned by the children. The problem of poor quality has been traced to a number of causes which include socio-economic factors, teacher-related factors, inadequate learning materials, and the short and congested school curriculum, among others.
STATEMENT OF THE PROBLEM

The study was conducted to determine the performance in the National Achievement Examinations (NAT) for Grade VI pupils in Sison District. Specifically, it sought answers to the following problems:

1. What is the profile of the different schools in terms of: a. Faculty b. Enrolment c. Facilities Library Instructional Rooms Technology Resources 2. What is the over-all performance of the public schools in the District of Sison for the past five years? 3. What is the performance trend of the different schools in the District of Sison in the five subject area, namely: a. English d. Filipino b. Mathematics e. HKS c. Science and Health 4. Is there a significant difference in the performance of the different schools as to: a. Performance b. Trend 5. What enhanced instructional strategies (EIS) can be proposed to improve the performance of schools in the district?

IMPORTANCE OF THE STUDY

The findings of this study maybe of significance of the following: 1. This may serve as the basis to the concerned school official, teachers and learners, as well, to improve the teaching and learning process. This study will identify what area in the curriculum the teacher needs to focus on to improve the quality and standard of the school. 2. This may also serve as an eye-opener to the concerned schools to improve the quality of instruction and increase the teaching and learning process. 3. For the future researchers, this would serve as a springboard for further research activities in evaluating the performance and trend of other districts in different standardized test.
