1) INTRODUCTION
Hawassa municipality and land administration perform different type of work which is related to land. It facilitates the processes land transformation between different groups, and solves a problem created with the work.

1.1) Background
The Hawassa municipality was founded in 1954 E.C in accordance to the provision of the 1937 proclamation for the establishment of municipalities. The first master plan was designed between 1950 and 1951 by Ethiopian and Italian engineers and was revised in 1956. The citys plan was arranged in blocks giving names from The municipalitys income was collecting revenues from various sources such as trade license, market place rent, and land tax. Depending on government policy, the rule and regulation of the land and land policy it is concerned to govern land manage and usage. Also it is mandated to use and share the land, for housing for organization for Liz for school for worship for recreation center For market place and others accord to the legalized form of the government policy of land which is pointed to this city and around only.

1.2) Statement of the problem


The problem we see in this organization, How it consumes human power Over crowded work follow Loose time of work and other related problems. Thus we try to solve these problems. This is done through changing any process which is concerning to land and information exchange into computerized form; starting from the begging process to the end process. This means when some one or person (company) or others come to this organization (municipality) for seeking of land for different purposes;

such as for housing, hotels, for large company, worship place, recreation center and others purposes to the end of the process (gain the land). Therefore we believe that; this project can solve their problems, reduces work flow, reduce human power and time spend, information exchange for all users as well as for company and reduces the corruptions,

1.3) Scope of the project


This project performs different process for the organization about land and land administration process The project allows the system client server based customer registration. Exchange data/information between client and server. Allows some access of client to server Allows limitation access for the client

1.4) Limitations of the project


It does not include the whole activities of the municipality. Covers only about land process and exchange of land between customers. It only supports national working languages.

1.5) Function requirement


What is required from this project is producing a clear and concise of a computer based of land exchange in Hawassa city administration. And provide activities which are not consume human power, reduce time spend on the process and some problem created during the transaction. Also it limits the way of corruption created during the process. Reduces problem faced before, also it can performs: a) b) c) d) e) Insert: it can insert the information of the customers. Update, can update the information of customers file. Search, can search the exist data of the customers. Store, can store all the data of customers. Retrieve, can retrieve and show the exist information.

f) Delete, it can delete the information of one land and update for other. Remember; when we say it can delete the information of one land, does not mean that, remove the whole information exist before. Rather than it inactive and store on other databases and retrieve when it needs.

1.6) Non-function requirement


This project can handle the number of user/customers those are serviced in this organization and how many of them are succeed to their problem of gaining land. And also the quality of the work can be accessed by some one (by manager) or by the anti-corruption agency to know how the process is going on in a correct way. As well as it provides a) Security; it grants the security for both customers and organization. b) Availability; is performing all required function for all customers. c) Reliability; it is reliable for all activities about land. d) Reusability; allows a reusability of the information/data. e) Quality of services; the service quality going on in this organization related with land will be grant.

1.7) Objectives 1.7.1) General Objective


The objective of this project is to provide the overall work process of the land administration and work flow, as well as reduce the time spent with this process and human resource.

1.7.2) Specific objective

To reducing the bulky of work process and redundant coming of customers. To reducing the corruption problem created in the process. To providing clear and understandable of the work process takes places for the organization as well as for the customers/user.

2) System design
In system deign use the all process of system development life cycle Analyses phase Design phase Building /developing Testing and Implementation

2.1) Process model


This process model describe that the over all relation ships of the work process and land use management in the organization. And provide information which is reliable on land use and related processes. The manager of the organization are control the whole activities of the worker (surveyor, site planner, map developer, Officer,) and others who have contact with this process.

If the request is from the investor group/customer to get the place where he invest he must complete three main criteria 1) Must have project proposal 2) Have investment certificate (license) 3) Should have enough capital for what he invest on After the investor complete what is needed from him to be an investor, the land is given to him and the information will be stored. 2.5) Descriptions

The over all rule of the society full fill to gate the land is If for society in the kebele to provide a land for those does not have a house and they wants to build for the first time, First differentiate the land type. The land may used for the investment, market place, green area or for other purposes. The society full fills some criteria They registered to their kebele and identify how they are true as they dont have a house and other background of the person will be identified by using different mechanisms; such as Physically calling person to the kebele for some questions By suggestion box from different groups By meeting of the kebele societyetc The by all of these different mechanisms of all groups of the customers differentiated and registered at their kebele, and what they flow some steps are listed If the request of land for house is from the cooperation of the kebele they fill the following criteria.

First they apply the application request by their representatives including the number of cooperatives. The member of cooperatives are must fill the following criteria 1. first name 2. middle name 3. last name 4. sub city 5. kebele(where he live currently) 6. kebele ID 7. If he/she is married or not All this criteria is filled by all the member of the cooperatives Second all the above criteria is send to the sub city and verified by kebele and back to the city administrations Third the city administration will be call the representatives of the cooperatives at sub city and differentiate what type of the building they want (it may be normal, G+1, G+2, G+3) Fourth the city administration will be communicate with city municipal as the comfortable land area is exist for these cooperation. If not present, can recommend to the municipality to be prepare the area which is comfortable for their. Fifth the municipal prepare the area as recommended and send back to the city administration (make a response). Then the municipal should be transfer all the document to the municipal and the municipal prepare the site plan for their. Finally they can start their building. Also this project can provide a serves for person/groups that is leaves in city. Any one who leaves in the city can transfer, sell, change with other, add to his owner and can apply any action to his owner with respect to the rule of law of the government. If the some one wan to sell his owner to others he/they must full fill the following criteria; The request is present by the buyer to be change the land to his owner(name) Checking the owner of the land before (currently) Checking the land as it does not have any problem (which related with the court ) The agreement taken in between buyer and seller is presented to municipal(manager) Performing some payment to municipal New owner will be registered with full information. And the new site plan will be given to the owner, and also updating the site plan for the seller. 12

2.6) Work Flow between Clients


Work flow in between manager, land administrator, officer, surveyor site planner and map developer. Using by data flow diagram. This data flow shows that the land administration and manager can have the privilege of accessing file server and the clients work, what they are do on ones customer file. Likewise the clients cannot accesses the file server, what are store in , but they can communicate with manager and land administrator only.

2.7) User Interface Design


Before implementing the application, the layouts for few a pages were designed. Having these designs provided a guideline for developing the user interface of the application and helped in actual implementation.
