Minutes for the Regular Board Meeting on October ll,20l2 at7:00 P. M.

Present were: Mayor W. J. Walker, Treasurer Chris Hopkins; Water & Sewer Maint. Supt. Mike Lewis; Animal Control Officer Randy Poindexter; Chief David Taylor; Attorney Jim Kelly and City Clerk Ruth Haskins.

Citizens and guests present were: Casey Chastain; Brady Brite of the Headliner News; Tony Taylor; Sherry White; Katrina Bostick and David Bostick.

Mayor Walker asked everyone to stand for the Pledge of Allegiance to open the meeting. Mayor Walker then welcomed everyone to the Meeting.

PUBLIC PARTICIPATION. Mayor Walker asked if they was anyone that wished to speak that is not on the agenda. No response.
Mayor Walker asked for a Motion to go into Closed Session Pursuant to RSMo 610.021(3).

Motion made by Pierce that the Board go into Closed Session for the Purpose of discussion and possible vote on Hiring, Firing and/or disciplining of City Employees Pursuant to Section RSMo 610.021(3). Meeting was Closed to the Public. Meeting reopened to the Public at 7:30 P.M. Review of Minutes for the September 13,2012 Regular Session Board Meeting. Motion made by Rufer to accept the Minutes seconded by Pierce. Voting "Aye" Monroe, Rufer, Pierce andYanZandt. Voting "Nay" None. Thomas abstained. Review of Minutes for the September 13,2012 Closed Session Board Meeting Pursuant to RSMo Section 610.021(1) Motion made byYanZandt to accept the Minutes seconded

by Monroe. Voting "Aye" Monroe, Rufer, Pierce andYanZandt. Voting "Nay" None. Thomas abstained. Review of Minutes for the September 13,2012 Closed Session Board Meeting Pursuant to RSMo Section 610.021(3) & (13). Motion made by Pierce to accept the Minutes seconded byYanZartdt. Voting "Aye" Monroe, Rufer, Pierce andYanZandt. Voting 'Nay" None. Thomas abstained.

OLD BUSINESS. a. Mr. Rauch waiting for answer on sign for Highway. Rauch called the Mayor and asked that this item be postponed to next meeting. Motion to postpone to the November meeting made by Thomas seconded by YanZarrdt. Voting "Aye" Monroe, Thomas, Rufer, Pierce andYanZandt. Voting "Nay" None. b, Mr. Pierce discussed widening Purdy St. Rufer wants to wait on this until we see what the Commissioner is going to release funds. Pierce asked Chris what have moved to the Street Fund. Chris answered $11,000.00 so far. Thomas stated it would not be paved in the winter. Thomas asked how much it cost to put in newspaper. Mayor responded $150.00. Thomas stated she hated to see 5 years to finish one street. Motion to put out for bid staring at the apartments and going l/3 of the distance made by Pierce seconded by Rufer. Voting o'Aye" Monroe, Thomas, Rufer, Pierce andYanZandt. Voting "Nay" None.

NEW BUSINESS, MEMOzuALS, PROCLAMATIONS and ORDINANCES. a. Mayor Walker stated that the mower was in the shop. They offered to trade the old mower and $5,600.00 or trade the old one for a new one and $6,100.00. The repairs will cost $1,100.00. Motion made to have the mower repaired by YanZandt seconded by Pierce. Voting "Aye" Monroe, Thomas, Rufer, Pierce and YanZandt. Voting ooNay'o None. b. Mayor Walker read the Insurance Quotes. Taylor Insurance 514,223.00 annual premium. Connell Insurance $10,838.00, workman's comp $7,801.00 total $18,639.00. Different goverage's. Mayor stated that will have to study the quotes will have to have a liule more time. Thank both of you for your quotes. Kelly stated thatatthe end of this meeting just set a date and adjourn to a date certain. Monroe stated why not the 23'd. Kelly stated adjourn *".ting to Oct. 23'd. c. Mayor discussed spoke person regarding EPA. Kelly said it should be a person that will be authorized to speak to EPA. Kelly stated he had an appointment to speak with the TV person but they did not show up. Mayor asked the Board if there was a need for a spoke person. Rufer says they need to talk to the Mayor. YanZandt says they need someone. Pierce says yes there needs to be someone to speak to EPA. Mayor wants Pierce to take this position. Motion to confirm mayor's appoint of Pierce made byYarflandt for all inquiries of EPA seconded by Rufer. Voting "Ayeo'Monroe, Thomas, Rufer andYanZandt. Voting "Nay" None. Pierce abstained. d. Hopkins to discuss nine month Budget, gave the Board the numbers for the Pierce asked about putting Bank Balance in the Budget for the Billings St Project and tennis courts. Rufer says water and sewer had more expenses than revenue. Rufer could not understand why we had to pass an Ordinance for the 9th month.

BILL NO.12-06. postpone to October 23,2012. Mayor stated it is very difficult for him to say this, but he is going to have to resign. Mayor stated he was not healthy and he would like to be like he used to be. Mayor worries to much about the city problems. Mayor wants to wait until
next November and makes sure the EPA is taken care and the Budget and the Amendment. Motion to approve payment of Wages, Expenses, Bill Statements and other expenditures for the Month of September 2012. Motion made to accept by Rufer seconded by Thomas. Voting'oAye" Monroe, Thomas, Rufer, Pierce and Yarflandt. Voting "Nay" None.
