There is sound that the starter is engaged but it slips or cranks slowly.
The battery connection is loose or corroded. Check and correct the problem. Check if the battery voltage is at or above 24/12v. If not getting the necessary voltage get the battery charged before making the further attempts the battery is weak. If the main supply is avialable, set the battery charger to boost cycle and wait till the battery is charged to its peak value as stated above.
The main Supply is available but the load does not transfer.
Check the instrument fuses/MCB's at F4, F5, F6. Lower the setting of Main Voltage Monitor to 360V and increase its Timer setting.

Increase the voltage setting gradually if main voltage is not acceptable on load equipment
The battery charger light is OFF or battery is not being charged as shown by DC Voltmeter /Ammeter.
Check the Battery charger On Bulb. Check Fuse /MCB at F9.
