HOW
By leveraging safe Chrysalis Community Learning Centers , we will offer facilities, methods and technology that shatter the isolation of poverty. These centers will also facilitate small groups and inter-agency collaboration at the local level, thereby creating selfsustainable learning communities that will eliminate the redundancies of development projects and organizations.
NEWORGANIZATION
This document is a proposal for a new not for profit organization startup to be established in Kenya that would be built and called Chrysalis Community Learning Centers of Kenya with our selected investors in Nairobi , Kenya. Property ownership community development and growth would be handled under a strategic partner during the startup launch phase. The Centers internal operations, methods and Internet education systems would be out-sourced to Chrysalis Campaign, Inc a non-stock holding US company.

ThisChrysalisCommunityLearningCentersStrategicPlanrecommendstherolesandresponsibilitiesofallstakeholders alongwiththestructureoftheChrysalisCommunityLearningCenters.ItrequeststhefundingofafullPreliminary AssessmentincludingaBusinessPlanpriortothebuildingofthephysicalLearningCenters.
MANAGEMENTANDDEVELOPMENTPHILOSOPHY
ThestakeholdersinthedevelopmentandmanagementoftheChrysalisCommunityLearningCenterswillbemanaged fromheadquartersusingCommunityDevelopmentTeamsandlocalCommunityDevelopmentChiefsandlocal Groups.SimilarinstrategytoInternetcollaborationandfranchisedmallsthereismuchroomforflexibilitywiththe contentandexchangeoflocalcommunityneeds.Howevertheinternaloperationsandstructureareconsistentlyfixed betweencentersforeconomiesofscaleandmaintaininghighqualitystandardservices.Thisconsistencyisthebackbone ofCCLCsviabilityandthecentersfinancialsustainability.
TEAMMANAGEMENT
Complimentaryandnotcontrarytooperationalconsistencyislocalflexibility.Thepurposeofoneteamhandling infrastructureandasecondteamhandlingcommunitydevelopmentandeducationpromotesasystemofcollaboration withchecksandbalances.Theoutsourcingofinfrastructureandeducationaltechnologywillfreeupthecommunity developmentteamstofocusonthelocalneedsusinginternationalknowledgewhileInternetresourcesaredeliveredby theinfrastructureteammanagedbyChrysalisCampaign,Inc.
STARTUPSTRUCTURE
ChrysalisCommunityLearningCentersorganization,communityandfinancialmanagementwillbemonitoredby selectedpartners,inKenya.ThiswillallowdevelopmenttomoveforwardwhilethelegalChrysalisCommunityLearning CentersofKenyanotforprofitinKenyaisformed,fundedandstaffed. EducationdevelopmentandstrategycanbecopartneredwithKenyaeducationalinstitutions.
COMMUNITYDEVELOPMENTMANAGEMENT
TheCommunityDevelopmentTeamsaremissioncriticaltotheCCLCssustainabilityandsuccess.Managedbytheselected partnerKenyateaminthebeginning,weseeselectedpartnerKenyaIteamsasidealingrowingintoanextensiveteamof expertadvisorsandcollegeinterns. Importanceofrelationshipbuilding SmallgroupcommunitydevelopmentonalocallevelisamissioncriticalstrategyforthesuccessoftheKenyasChrysalis CommunityLearningCentersandiswhatmakesthemaprofoundleapaheadoftheTelecentrestrategy.Weeven imaginethelocaltownhallmeetingwithlocalchiefsbeingheldinsidethecommunitylearningcenters.Managedbythe chiefslocalsmalltownsandvillageswillevenbeabletocollaborateandsharebestpracticesbetweenvillages.Kenya smallbusinessandBIOfarmerscancollaboratestogethertosharelogisticsandmarketingideas.

Whoconsistofavarietyofleadersfromprivatecitizens,NGOsandacademicorganizations.Whatisalsouniqueabout theseadvisoryboardsisthattheyofferanopportunitytolistenandacquirerealtimeinformationatthelocallevel.Each localCommunityDevelopmentGroupwillreporttoaCommunityDevelopmentTeamonaprivatesocialnetwork (collaborativecommunitysystem). ThenationalandlocalcommunityboardswillprovidefeedbacktotheChrysalisCampaign,Inc.inordertodeploycontent andlearningcenterprocessesonanationalbasis.Thiscanbeveryhelpfulforupgradingtheskillsofcommunitymentors andvolunteersandtheroleoutofnationaltrainingprograms.
PROPERTYOWNERSHIP
PropertyacquisitionandmanagementwillbemadebyanewKenyaentitycallChrysalisCommunityLearningCentersof Kenya.Thisteamcanbeacollaborationwithmanagementoftheselectedpartnerinvestorteam. ThepropertycouldbeownedorleasedbytheCCLCorganizationorselectedpartner.Thisentitywillberesponsiblefor landacquisitionleasingandallretailsaleswithintheCCLCs.(Partofthebusinessplan) Thiswillinclude: FinancialManagement:TheCCLCKenyaorganizationwillalsoberesponsibleforallfeecollectionsincludingoffice/shop rentals,classrentals,cybercafrentals,facilityrentalstoNGOetc. FundRaising:ChrysalisCampaign,IncwillteamuptohelptheCCLCKenyaorganizationwithfundraising,yetallfunds willbemanagedbytheCCLCKenyaorganizationwithChrysalisCampaign,Inc.remainingasasubcontractedoutsource solution.
INFRASTRUCTUREANDSTAFFMANAGEMENT
ThemanagementinfrastructureanddeliverysystemswillbeoutsourcedbytheChrysalisCampaign,Inc.Chrysalis Campaign,Inc.willprovideinfrastructure,systems,contentdelivery,methodsandprocesses.Thiswillcreatecountry wideoperationalconsistencywithothernations. PhysicalPlants:Chrysaliswillalsoberesponsiblefortheconsistency,design,buildingandmaintenanceofthephysical CCLCs.RealestateownershipoftheCCLCphysicalmallswillbebytheCCLCofKenyaorganization. AdultLearningStaff:ChrysalisCampaign,Inc.willalsohandlethetraining,hiringandmanagementofstaff. Safety:Centralcontrolofsystemsandsystemcontentwillalsoallowustomaintainbothphysicalplantsafetyandcyber safetyaswell.AllterminalsthataccesstheCCLCcyberlibraryandlessonsystemwillbeunderaU.S.K12childsafefilter lawsthatwillblockbothpornandviolenceonthenationalCCLCnetwork.Thisfilterwillhavedualcontrolswithan AcademicDevelopmentTeamorpubliclibrarygroupthatcaneitheraddaccessorblockwebsitesontheCCLCsystem filter.

Thevalueofhavinganimpartialorganizationmanagethecentersisthatitwillallowforoperationalfairnessintheusage offacilitiesandtechnologies.Itislesslikelythatanindividualwithastrongpersonalityorfundingcandominateor transformthecentersfortheirpersonalagenda.Itwillalsoallowustomaintainahighqualityofoperationalstandards betweenthecenterswithlocalflexibilityoneventsandprograms. AcaseinpointmaybealargebackerthathasalargefinancialinvestmentandemotionalcommitmenttoeLearningand assessmentprogramsthat,ifallowedtodominate,wouldconflictwiththemoreimportantcollaborativecommunity strategyofthelearningcenters.Thesesocialentrepreneurialprogramscanaddvalue,howevertheycanalsoderailsome ourinitiativesandclashwithmethodsoflocalcontentcollaborationandlessondevelopment. AdultLearningprinciplesholdthatwetrainanindividualattheirliteracylevelandonthetopicstheyareinterestin.By theirverynature,smallgroupswillfacilitatetherelevanceofthecontenttotheAdultLearner.ThecentersWeb EducationSystemwillfacilitateimprovingtheliteracyleveloftheindividual.Withover10,000freeeducationWebsites dividedintocategoriesandliteracylevels,anyfoundationneededforaspecificjobcanbemasteredatinthecenter.
PUTTINGTHEPIECESTOGETHER
AsmallgroupoffarmersmaymeeteveryotherTuesdaynightintheCommunityLearningCenterwithyouthintraining thatworkintheircompaniessupportedbyCenterstaffCyberLibraryinternsandNGOaids.Thosemeetingscouldbeto collaborateonissues,usetheinternetresourcestosolvethecommunitygroupsissuesorforanoutsidertocomeinfor trainingthegroup.Insuchacase,automaticallyallcollaborationandtrainingis100%relevant.Atthesametime,youth aresociallyandfinanciallyintegratedintothecommunity. Thesmallgrouplearningstrategyisalsoapowerfulwaytobridgethecommunitydivisionweareplaguedwithsuchas: digital,social,gender,tribalandclassdivides.ProjectBasedLearningPBLunitespeopleincommonpurposesacrossthose lines.Collaborativelearningandbuildingarepowerfultoolsforpeacebuilding.

Healthisoftenintegratedwithsocial,traditional,andenvironmental conditions.NGOtrainingonthehandlingofcleanwatercanbecombinedwith otherinformationonwelldrillingorwatertowerstorage.Trainersusingthe facilitieswillhaveaccesstoglobalcontentorganizedinawaythatiseasily accessibleandlendsitselftocollaboration. Thelearningcenterwillbeequippedwithover10,000freeeducationalsitesandthousandsoflessons.
BLENDEDSERVICECOUNSELINGLEVEL:
BecausewewillofferthecombinedresourcesofphysicalclassroomtrainingandInternetresources,community developmentstaffcanaddressbothcommunitywideandindividualhealthissuesatthesametime.Thehealth, parenting,andenvironmentsectionsoftheCyberLibraryportalcontainthousandsoffreewebsitesandlessons. Thelearningcentercanalsobeleveragedforemergencyeventssuchashandlingdrinkingwaterduringfloodsor epidemicsofanykind.Centralizedcoursesforquicktrainingcanbelaunchedinamomentsnoticeonanationalbasis.
