Abill,whichwilllimitautomaticadmissionstoTexasstatecollegesforhighschoolstudentsinthetop10percentoftheirgraduating class,isnotexpectedtocausealargeimpactatUTEP. ThecurrentrateoftopElPasograduateswhoregisteratUTEPrefutesthespeculationthatthebillmightincreaseenrollmentinthe comingsemesters. "Wearepleasedthatmorethan60percentoftop10percenthighschoolgraduatesintheElPasoarea,whoattendpublicuniversities inTexas,alreadychoosetoenrollatUTEP,"saidPresidentDianaNatalicio."Thenumberofthesetop10percentstudentswhoattend UTEPhasbeengrowingsteadily,andweexpectthatwithorwithoutchangesinthetop10percentlaw,itwillcontinuetogrowinthe yearsahead." SenatorFlorenceShapiro,(RPlano)introducedthebillasaresponsetotheimbalanceproducedbythehighnumberofstudents admittedtocertainTexasuniversitiesundertherule.Whileitwouldn'tendautomaticadmissionsaltogether,thebillwouldcapthelimit at50percentoftheenteringfreshmenclass. TheUniversityofTexasatAustin'sOfficeofAdmissionsreportedthatalmost80percentoftheir2008freshmenclasswascomposedof studentsautomaticallyadmittedfortheirtop10percentstatus.UTAustinisUTEP'sbiggestcompetitorwhenitcomestoElPaso'stop highschoolgraduates,drawingabout25percentofthemeveryyear. ForsomeElPasohighschoolstudents,limitationsofthetop10percentrulewerelongoverdue. "Ithoughtthattherulewasalittlebitridiculousbecauseapercentagereallydoesn'treflectintellect,"saidNolanAustin,17,ajuniorat CoronadoHighSchool."Insomeschoolsyoucouldhavea97asyourgradeaverageandstillnotbeinthetop10percent.Whereasin otherschoolsyoucouldhaveamuchloweraverage,anditdoesn'treallyreflecthowintelligentyouareorwhatyou'recapableof." Opponentsofthelimitarguethattherulehashelpedminoritiesandstudentsfromruralcommunitiesgetintoschoolsforwhichthey wouldotherwisenothavetheresourcestoattend.Partoftheproblemisthatthestateislimitedinitsnumberoftieroneuniversities, attractingmanytop10percentstudentstoschoolslikeUTAustinandTexasA&M. "Texasneedsmoreoptions,"saidRichardPadilla,UTEPvicepresidentofstudentaffairs."Itwouldbegoodforthestatetohavesome otherviableoptionswherepeoplewouldfeelgoodabouttheirfirstchoicebeingsomeotherinstitution,otherthanAustinandA&M." PresidentNataliciosaidcreatingmoretieroneuniversitiesacrossTexaswouldbethebestlongtermsolutiontodealwiththe enrollmentpressures. "(It)willnotonlyhelpTexasmoresuccessfullycompeteintheglobaleconomyofthe21stcentury,butalsohelpensurethattalented Texasstudentswillhavemanymoreattractiveoptionsforenrichedundergraduateeducation,"Nataliciosaid. DemocraticSen.EliotShapleighofElPasoopposedchangingtherulewhentheSenatevotedMarch25. "Top10percentworkswell.AtUTAustin,93percentofallElPasostudentswhowereadmittedtherein2008wereadmittedundertop 10,"hesaid. However,Shapleighalsoagreesthatagreaterinvestmentincreatingtieroneuniversitiesisanimportantcomponenttodealingwith thehighdemandatschoolslikeUTAustinandTexasA&M. "InCalifornia,wherestateleadersinvestedinhighereducationqualitysince1960,nineuniversitiesarenowtierone,withatotalof 184,000undergraduatesnowattendingthoseschools,"Shapleighsaid."Insteadofcrushingstudents'dreamsofattendingatopTexas college,weneedtoworktocreatemoretopcollegesforthemtochoosefrom." NewlyelectedSGAPresidentAlexMuozsuggestedthatapossibleresolutionmightbeincreatinganamendmenttotherulethat wouldaccommodateUTAustininsteadofeliminatingitcompletely.
